Generic Information 

Vanuatu, officially the Republic of Vanuatu, is a Pacific Island nation located in the South Pacific Ocean. The archipelago, which is of volcanic origin, is some 1,750 km (1,090 mi) east of northern Australia, 540 km (340 mi) northeast of New Caledonia, east of New Guinea, southeast of Solomon Islands and west of Fiji. 

There are 82 islands with a population of 300,019 people (2020 census). 

 

Vanuatu was first inhabited by the Melanesian people. In the 1880s, France and the United Kingdom claimed parts of the archipelago, and in 1906, they agreed on a framework for jointly managing the archipelago as the New Hebrides through an Anglo-French condominium. An independence movement arose in the 1970s, and the Republic of Vanuatu was founded in 1980. 

 

There are three official languages spoken in Vanuatu:

As of 29 September 2023 four volcanoes are at Alert Level 2 (Major unrest state) – Yasur on Tanna, Manaro Voui on Ambae, Lopevi on Lopevi and Mount Garet on Gaua. There are sealed roads in Port Vila and Luganville. Heavy rain increases the size and depth of potholes making transport dangerous and hard on vehicle tires and axels. The bridge in Tanna was damaged due to the March 2023 cyclones.

Bauerfield International Airport is in Port Vila, Vanuatu. The airport runway has the capability and length to accept jets up to the Airbus A330. It serves as the hub for Vanuatu’s flag carrier airline, Air Vanuatu. Other local airlines operating in Vanuatu are Unity Airlines, Air Taxi and Belair Airways. 

 

Heavy rain and cyclones can affect the secondary airstrips on outer islands rendering them unusable.

Capacity and Contacts for In-Country Emergency Response 

GOVERNMENT 

The Vanuatu Government uses the Disaster Risk Management Act 2019 to regulate the management of disasters and for related purposes. The Act establishes the National Disaster Committee, the National Disaster Management Office (NDMO), the National Emergency Operations Center and the National Cluster Framework and National Cluster. 

 

The NDMO is the government agency that leads on coordination of responses to emergencies and disasters across Vanuatu and sits under the Ministry of Climate Change. The NDMO works closely with local and international Non-Government Organisations helping communities to be disaster resilient in the development and strengthening of disaster risk reduction and disaster management plans, including mitigation, response, relief and recovery.  

 

During emergencies, the NDMO works with the private sector and partners for telecommunications, transportation and warehousing requirements. Local and international military assets are only accessible through the NDMO with the endorsement of the Joint Police Operations Centre. Clusters submit all requests for transportation, relief supplies, etc to NDMO using the Request for Assistance form. The NDMO Standard Operating Procedures itemises individual agencies responsibilities in the Emergency Operations Centre. Roles and responsibilities are clearly outlined for both the individual and agency levels.

HUMANITARIAN COMMUNITY 

The Vanuatu Humanitarian Community, also known as the Vanuatu Humanitarian Team (VHT) consists of a network of agencies committed to effective humanitarian coordination, disaster preparedness and humanitarian response. The VHT is convened by Oxfam and its members include the Vanuatu Red Cross, Vanuatu Association of NGOs, UNICEF, Oxfam, CARE International, Save the Children, Adventist Development and Relief Agency (ADRA), the World Health Organization (WHO), PeaceCorps, World Vision and Act for Peace, IOM and UN OCHA.

Vanuatu - 1.2 National Regulatory Departments

 

Department of Customs and Inland Revenue 

Responsible for facilitating the clearance of emergency relief items (by air and sea) once proper documents are provided by NDMO. Also responsible for the waiver of customs duties and VAT for all items purchased externally for humanitarian assistance. 

Biosecurity Vanuatu 

Responsible for safeguarding Vanuatu’s borders from foreign pests and diseases. Facilitates quarantine clearance of emergency relief items brought in via air and sea. 

Telecommunications Radiocommunications and Broadcasting Regulator 

Responsible for regulating telecommunications, radiocommunications and broadcasting services. Also responsible for managing the radio-frequency spectrum. 

Ministry of Health 

Leads and coordinates the national Health Cluster with WHO as co-lead. Responsible for coordinating and conducting post-disaster field assessment as required, coordination of international medical personnel and inspection of food items before general food distribution (checking expiry dates). Also responsible for coordinating the management of deceased persons, provision of primary health care and public health services. Provides regular status reports to NDMO which inform situation reports.

The National Disaster Management Office (NDMO) is authorised under legislation to provide tax exemptions on behalf of Customs for emergency relief supplies in an emergency response situation. A Manifest, Bill of Lading and written information on the importing NGO (TOR, registered approval to operate in country) and beneficiaries must be provided to the Director NDMO during emergency and early recovery. Evidence that the intended beneficiaries are in disaster declared areas must be provided.

Exemption Regular Regime (Non-Emergency Response):

The Department of Customs and Inland Revenue (DCIR) is part of the Vanuatu public service and reports through the Ministry of Finance and Economic Management to the Public Service Commission. The Department has over 150 employees and its organisational structure is given below.

The DCIR’s work is governed by several legislations including the Import Duties (Consolidation) Act [CAP 91], Customs Act no.7 of 2013, Customs Valuation Act no.8 of 1999, Excise Tax Act no.24 of 2002, Export Duties Act (Cap 31) and the Tax Administration Act no.37 of 2018. Under Part 3 of Schedule 1 of the Import Duties Act [CAP 91], the Director of NDMO is the designated authority to approve any person or organisation who wishes to import goods into Vanuatu. 

The goods must be: 

  • for disaster relief; 

  • funded by foreign states or international organisations; and 

  • intended for free distribution in disaster declared areas. 

In April 2023, the Automated System for Relief Emergency Consignments (ASYREC) was launched by the DCIR in partnership with NDMO and the Australia Governance for Growth Programme. Once operational, ASYREC will be automatically activated when Vanuatu makes a request for international assistance or accepts an offer of international assistance. ASYREC will expedite the movement of humanitarian relief items into the communities.

Generalities (include a list of necessary documentation) 

For an agency to apply for duties and taxes exemptions (during non-emergency response time), the agency must write a letter to the Principal Officer of the Customs Authority explaining why the agency is in Vanuatu, its objectives and the timeframe for its activities in Vanuatu. 

 

In addition, the agency requesting the permanent exemption, must be registered in Vanuatu with the Vanuatu Financial Service Commission as a charitable organisation. The registration process must be done once the exemption is ‘granted’ but before it is ‘released’. The agency representative must physically go to the Customs Office, collect the granted exemption and meet the Principal Officer who will allocate the agency with a registration number.

Transit Regime 

There is no transit regime within the Customs Act 2013. 

Challenges 

  • Notification of arrival of relief items – As per Customs Act, the notification time to Customs for items coming by sea is 3 days before arrival and by air is 3 hours before arrival. During emergency response times, these timeframes are usually ignored with some notifications being sent to Customs 30 minutes before a plane lands. 

  • Unknown goods – Sometimes relief items are sent to Vanuatu without informing NDMO beforehand. These items will not be cleared by Customs which will lead to storage issues. In most cases, Customs will seize the items and dispose of it through appropriate means. 

  • Documentation – Some donated relief items arrive in Vanuatu with no or incomplete documentation. This prolongs the clearance process and the ASYCUDA system will not accept incomplete registrations. 

 

Vanuatu - 2 Logistics Infrastructure

Vanuatu Logistics Infrastructure 

Airports: There are three main airports in Vanuatu: Bauerfield International Airport on Efate Island, Santo International Airport on Espiritu Santo Island and Whitegrass Airport on Tanna Island. All three international airports have a fuel depot for refuelling. 

Ports: There are two international ports in Vanuatu: Port of Port Vila on Efate Island and the Port of Luganville on Espiritu Santo Island. The Port of Port Vila is the principal port and consists of the Main International Wharf and Lapetasi Wharf. The Main International Wharf handles cruise ships and oil tankers and Lapetasi Wharf handles international cargo vessels. The Port of Luganville handles dry and wet cargoes. Both ports are managed by the Department of Ports and Marine. 

Storage: During the 2023 response to tropical cyclones Judy and Kevin, the NDMO used the EX-FOL Indoor Sports Facility as the warehouse for storing relief items (food and non-food items). The Facility is fenced and has enough space to also store a few 20 ft containers. 

Vanuatu - 2.1 Port Assessment

 

 

There are two international ports in Vanuatu: Port of Port Vila in Efate Island (Shefa Province) and the Port of Luganville in Espiritu Santo Island (Sanma Province). The Port of Port Vila is the principal port and consists of one multipurpose wharf to handle cruise ships and oil tankers and the newly constructed Lapetasi wharf which handles international cargo vessels. A smaller wharf is still under construction, and it will cater for domestic inter-island cargo carriers. 

The Port of Luganville handles dry and wet cargoes. The port is government-owned and is known for the import of general goods and oils and the export of fish, beef and copra. The Port of Luganville has facilities for accommodating cruise ships and oil tankers carrying crude oil. 

Vanuatu has four ports that offer customs and immigration clearance to yachts: Port of Port Vila on Efate, Port of Luganville on Espiritu Santo, Sola Port on Vanua Lava and Port Resolution on Tanna. 

Besides the ports, cruise ships can also moor at the anchorage near the Mystery islands and close to Champagne Beach. During diving season (April to June), vessels can moor at Pangi in Penama Province.

Port Performance 

The port is currently not congested in terms of ships berthing. Containers continue to be offloaded and empty containers shipped back so there is a steady movement of containers through Lapetasi International Wharf.  

At the Main International Wharf, cruise ships normally dock for a day and depart by 1700 hours while gas and oil tankers can stay up to 1.5 days depending on the rate of fuel discharge. 

During an emergency response, humanitarian cargo is prioritised for offloading and clearance and the Department of Ports and Marine works closely with the National Disaster Management Office (NDMO) and Customs to clear humanitarian cargo efficiently. During an emergency response, the Main International Wharf can be used by foreign military assets and personnel.

Customs Guidance 

Customs and Biosecurity have small offices located at the Main International Wharf for container releases. All customs and biosecurity release paperwork and payment of storage and handling fees must be provided to IPDS before bookings can be made for container movement from the wharf.  

Sea freight clearance at the Port of Port Vila is done electronically through ASYCUDA.

Terminal Information 

MULTIPURPOSE TERMINAL 

The Lapetasi International Wharf is a multipurpose cargo wharf for international shipping vessels. There is a large container storage facility within the premises and space for bonded, LCL and break-bulk cargo. Ro-Ro facilities are available, when needed.

The port is not equipped to handle bulk grain. There are no companies available for bagging and no silo storage facilities. 

MAIN STORAGE TERMINAL 

The Lapetasi International Wharf includes a break bulk cargo warehouse and 3.5 hectares allocated for different sized cargo. A 600 m2 bonded warehouse is also available for LCL and bonded cargo.

Port Overview 

The Port of Luganville is located on the south-eastern coast of Espiritu Santo Island in Sanma Province. The port is used for transhipment of beef, fish, cacao and copra (dried coconut) and import of general goods and oils. The port is government-owned and can also accommodate cruise ships and tankers. The draft at the Port of Luganville is deeper than at the Port of Port Vila. 

Adjacent to the Port of Luganville is the Samansen Wharf which handles domestic ships and ferries. The Samansen Wharf can handle only one cargo ship at a time.

Pacific Petroleum Company has their own port installation for unloading fuel tankers directly into their storage facilities.

The main storage located on the wharf is about 1,000 m2 in size and is the custom and quarantine warehouse. The storage has capacity for approximately 500 bulker bags at 1.2 m2 (stacked 3 bags high). 

 

There are also two large copra warehouses at the wharf, but these are generally always full. They can hold up to 2,500 tonnes of copra. 

 

The Cruise Ship Terminal may not be appropriate to be used for storage during an emergency as it now houses offices for customs, biosecurity and Department of Ports and Marine. If relief supplies were to be stored at the terminal, it would be difficult for NDMO staff to control access.

Port Overview 

The Port of Lenakel is a domestic port and receives local ships / ferries weekly. Local landing crafts like MV Touaraken III, MV Kiwi Trader, Tiwi Trader and Young Blood can anchor at the wharf. Swells in Tanna are usually high so ships must take precaution when approaching and when anchored at the port.

Scope of responsibilities include upgrading the international airports, ensuring the safety and security of aircrafts and passengers, providing all air traffic control, aviation security, aviation rescue firefighting, navigation and communications services to full international ICAO standards and training Ni-Vanuatu personnel in aviation skills.

Apart from the three international airports, there are 24 other landing strips, but these are managed by the Public Works Department within the Ministry of Infrastructure and Public Utilities. Agents may be appointed by Public Works to maintain the airstrips. 

Following natural disasters such as tropical cyclones, volcanic eruptions, ashfall, etc, landing strips must be cleared for operations before flights can resume and these may take a few weeks. National situation reports issued by the National Disaster Management Office during an emergency response will indicate the status of landing strips around the country.

For an emergency medivac aircraft arriving, a 24-hour notification must be provided to Airports Vanuatu Limited (AVL) for landing approval. 

For aircrafts arriving to assist with national emergencies, a 72-hour notification must be provided to AVL for landing approval. The absolute minimum is 24 hours. This applies to military aircrafts, maritime patrol aircrafts, cargo planes delivering relief supplies and dignitaries.

Runways 

The runways across the 27 airports vary in size and surface. Most islands are only capable of receiving BN-2 Islander / twin otters, while others may handle an ATR aircraft. 

Infrastructure 

  • Most airstrips do not have lighting, air traffic control or navigation aids, firefighting equipment or perimeter fencing. It is land by sight only, so bad weather may prevent landings. 

  • Air Vanuatu provides ground handling and a check-in agent for its flights only. 

  • The terminal building in most airstrips may consist of a building with a set of scales and a small baggage trolley. 

Fuel Service Charges 

Fuel services are not readily available for unscheduled flights. It is important for emergency response aircrafts to order fuel supplies several days in advance in Vanuatu. 

Refuelling services for aircrafts are only available in Port Vila and Espiritu Santo. All aircrafts must carry enough fuel to return to these locations to refuel. There is a fuel depot at Whitegrass Airport, but refuelling service is only available for the Twin Otter and BN-2 Islander.

Airport Overview 

Bauerfield International Airport is the largest airport in Vanuatu and serves as the hub for Vanuatu’s flag carrier airline, Air Vanuatu. The airport runway has the capability and length to accept jets up to the Airbus A330. 

During busy season, the international departure area, which has about 300 seats, is usually crowded when two to three international flights depart simultaneously. Also, since there is only one baggage carrier belt in the International Arrivals area, it becomes very crowded when more than one international flight arrives at the same time. The Arrivals area currently has space for about 200 people.

Bauerfield International Airport plays a vital role as the capital airport in Port Vila and the core of social and physical exchange in the country. The terminal area was developed by Japan’s grant aid in 1990. The existing terminal building was constructed with a capacity of 240,000 for both international and domestic passengers but the annual passenger volume increased to more than 480,000 in 2019. International flights are operated by Air Vanuatu, Virgin Australia, Fiji Airways, Solomon Airlines, Aircalin and Air Niugini. Small jet planes such as B737 and A320 are deployed and ATR-72 propeller-driven aircrafts are operated in neighbouring Noumea and Nadi. 

Air cargo at Bauerfield International Airport in 2019 totalled 1,125 tons. The cargo terminal building is large enough to store air cargoes and has a refrigerating room and a monitor room for surveillance cameras. All export cargoes are inspected by an X-ray inspection machine, but import cargoes are not inspected. 

Runways 

The existing runway is 2,600m long and 45m wide. There are 7.5m wide shoulders on both sides of the runway; therefore, the total width of the runway with the shoulder is 60m. The widths meet ICAO recommendation for Code E class aircrafts such as A330. The pavement has been completely refurbished and reinforced to the strength that a Code E class aircraft can operate twice a week.

Customs Guidance 

Vanuatu Customs has officers stationed at the Bauerfield International Airport. The Customs Office at the airport is open from 08:00am to 05:00pm. Their tasks include cargo clearance processing, documentary checks on import and export documents, physical examination of imports and exports, receipting of customs duties and taxes on imported goods and regular reporting to the Manager Customs Revenue.

For relief items whereby NDMO has received prior advice and full documentation, NDMO will engage Vanuatu Terminal Services for clearance. 

Important to note that when sending relief items, only relief items are to be included in the package, packing list/cargo manifest, tax exemption letter from NDMO, etc. No personal items are to be included as personal items are not tax exempt. 

Customs have established a standard cargo clearance processing time as follows: 

  • Maximum of 3 working days for declaration of goods selected for physical examination – Red Lane 

  • Maximum of 2 working days for declaration of goods selected for documentary examination – Yellow Lane 

  • 5-10 minutes for declarations directly assessed – Green Lane 

Physical and documentary examinations are conducted by Customs officials when circumstances of imports and exports pose certain level of risks to the government revenue and border security. 

Physical and documentary examinations are done at the point of cargo clearance on red and yellow lanes. Compliance auditing is done post-clearance i.e. after goods are cleared and released from Customs control.

Storage Facilities 

Warehouse size of 1,000m2 contains a bonded warehouse, heated storage, air-conditioned storage, refrigerated storage, deep freeze, mortuary, animal quarantine, livestock handling, storage for dangerous goods, radioactive goods and large or heavy cargo and an express courier centre. 

During TC Pam in 2015, a large 10m x 32m mobile storage unit was constructed in the carpark area. DHL, the cargo logistics handler at the airport, was contracted to manage this temporary warehouse. This was quite successful and should be considered for future large-scale emergencies.

Santo International Airport is the second biggest airport in Vanuatu, but for an international airport it is quite modest in size and structure. The airport has one runway. Cargo / baggage handling are mostly through manual labour.

Customs Guidance 

Customs and Biosecurity offices are located close to the airport. The Customs Office is open from 08:00am to 05:00pm. Their tasks include cargo clearance processing, documentary checks on import and export documents, physical examination of imports and exports, receipting of customs duties and taxes on imported goods and regular reporting to the Manager Customs Revenue. 

It is recommended to arrange cargo inspections and clearances in advance of the cargo landing. 

Documents required by Customs for clearance of relief items:

The role of raising and lodging customs declarations for the clearance of goods is vested on customs agents licensed by Customs. However, regular importers who hold a valid Broker’s license can do their own clearances. For relief items whereby NDMO has received prior advice and full documentation, NDMO will engage Vanuatu Terminal Services for clearance. 

Important to note that when sending relief items, only relief items are to be included in the package, packing list/cargo manifest, tax exemption letter from NDMO, etc. No personal items are to be included as personal items are not tax exempt. 

Customs have established a standard cargo clearance processing time as follows: 

  • Maximum of 3 working days for declaration of goods selected for physical examination – Red Lane 

  • Maximum of 2 working days for declaration of goods selected for documentary examination – Yellow Lane 

  • 5-10 minutes for declarations directly assessed – Green Lane 

Physical and documentary examinations are conducted by Customs officials when circumstances of imports and exports pose certain level of risks to the government revenue and border security. 

Physical and documentary examinations are done at the point of cargo clearance on red and yellow lanes. Compliance auditing is done post-clearance i.e. after goods are cleared and released from Customs control.

It is important for emergency response aircrafts to order fuel supplies several days in advance e.g. for an ATR 72-600 or Boeing 737, the request must be submitted a week in advance of fuel needs. AVL provides a 3,000 L tank to transport fuel from the terminal to the airport. 

Refuelling services for aircrafts are only available in Port Vila and Espiritu Santo.

Vanuatu - 2.3 Road Network

The Public Works Department (PWD), within the Ministry of Infrastructure and Public Utilities, is responsible for the building and maintenance of roads in Vanuatu. The overall road network length managed by PWD is 2,958.6 km. This includes feeder and arterial roads (feeder = 1,704.3 km, arterial = 1,254.3 km). The actual road network length is not known as there are many gravel and earth roads on the islands which are not maintained by PWD. Total roads declared as at 28 August 2023 is 2,906.2 km.

Efate – sealed ring road around the island. Within Shefa Province, all bridges are currently working. 

Espiritu Santo – sealed road from Luganville to Port Olry.

Service delivery in rural areas is constrained by expensive and limited transport infrastructure and transport services. Rural road infrastructure is impacted during tropical cyclone and heavy rain events and the resulting poor road conditions drive up transport costs, hindering access to much needed services.

Road Security 

The maximum speed limit is 50 km per hour around the towns and 80 km per hour outside town areas. 

In Vanuatu, traffic drives on the right-hand side of the road, i.e. people drive in the right-hand lane and overtake on the left. Oncoming traffic comes toward you on the left side. 

There are no issues with civil unrest in Vanuatu. Roads can be slippery and flooded during the wet season. Some roads can be impassable after heavy rain events.

The two most populated islands have sealed roads.

Efate has a sealed ring road around the island.

Santo was sealed from Luganville to Port Olry, which has more than halved the travel time to the tourist destination.

In Tanna, CCECC is currently working on gravelling and sealing the roads from Lenekel to the North until Green, South until Imaki, and to the East until Snake Hill. The work is slow going due to the terrain and wet season. After TC Cook (2017) the road to the North was impassable, and the port of Kwamera was unreachable, where road works had not been conducted yet.

In Malekula, the R4D improved the road from Norsup to Lamap in Malekula as part of phase one of the project. It was identified that it would need more gravel in order for it to be maintained.

CCECC offered a loan to seal the road, however the project has been unsuccessful and worsened road conditions. They are almost impassable in sections during the wet season and 4WDs must be used. After TC Cook the Norsup airport could not be reached from the south.

It is understood that CCEECC has halted the project in Malekula and it is unclear if the roads will be left unsealed in its current condition. This means access from the main airport to the major ports and communities in Malekula is extremely slow and difficult.

The roads in Pentecost, particularly to the North, can be impassable after persistent heavy rains. There are numerous ports along the west coast to enable supplies to reach villages.

 

Vanuatu - 2.4 Storage Assessment

 

The storage capacity in Vanuatu is limited. The two main centres of Port Vila and Luganville have a few storage areas. Shops are family-sized and therefore do not offer sufficient storage space. Bigger companies with warehouses are generally full as they are only replenished three or four times a year.

Commercial Storage 

There is limited commercial storage available in Port Vila and Santo. As a last resort, it may be possible to temporarily use the cruise ship terminal building in Espiritu Santo if cruise ships have been halted following a disaster. 

Storage Used by Humanitarian Organizations 

Storage costs are high in Vanuatu. Humanitarian organisations prefer to store relief items on their own premises where possible, to avoid rental fees.

Port Vila: During the emergency response to Tropical Cyclones Judy and Kevin in 2023, the National Disaster Management Office (NDMO) used the Vanuatu X-FOL Fitness Center (map below) in Port Vila as the warehouse to store food and non-food items received and bought by the Government for the response. The Center is secure as it is a fenced indoor gymnasium, and it has sufficient space to also store a few containers (refer to photo below).

Espiritu Santo: As the NDMO in Espiritu Santo does not have a dedicated storage facility, the normal practice has been for relief supplies to be taken directly to the affected communities for storage and distribution. At the community level, community halls, copra sheds, Chiefs’ Nakamal, women’s centres and containers have been used as storage facilities. The only downside to this is that it becomes hard to track relief items as there are too many storage sites being used. Schools and churches are reserved to be utilised as evacuation centres. There is a potential MSU site beside the Santo National Disaster Management Office within the Sanma Provincial Council compound (refer to photo below).

Tanna: The NDMO used three buildings owned by the Vanuatu Sports Commission during the response to Tropical Cyclones Judy and Kevin in 2023. The buildings were divided with the first building storing non-food items, the second storing cartons of water and the third storing dry food items (refer to photo below). The sports ground provides a potential MSU site, if needed.

Cold Chain 

There are currently no cold chain options identified for relief supplies. Most storage sites may not have electricity or refrigeration during the first few days or weeks following a natural disaster e.g. tropical cyclone. Reefers with generators may need to be used as a temporary solution in an emergency for temperature-sensitive supplies such as vaccines. 

 

Vanuatu - 2.5 Waterways Assessment

 

There is a range of private sea transport companies operating out of Port Vila and Santo. Find below three passenger-carrying vessels that operate in Vanuatu for sea transport between three of the greater populated islands: 

  1. Vanuatu Ferry – carries passengers and cargo and travels between Port Vila, Santo, Malekula and Tanna; 

  1. Vanuatu Cargo – sister ship of Vanuatu Ferry; and 

  1. Big Sista – also services the more populated islands. 

Some of the smaller cargo vessels can carry up to five passengers however, these vessels are not designed for passenger transport. 

In the event of a national emergency, the Police Maritime Wing (PMW) will assist and coordinate through the National Disaster Management Office any event, incident or response relating to: 

  • Maritime logistics; 

  • Domestic vessel safety; and 

  • Sea transport of humanitarian cargo and people

Vanuatu - 3 Logistics Services and Supply

Services and Supply 

The following sections contain information about the logistics services available in Vanuatu. 

Vanuatu is an agriculture-based economy in which about 80% of the population depends entirely on subsistence agriculture for their daily sustenance and well-being. Although the other 20% reside in the urban areas, most still rely on agricultural products from market centres for their daily source of nutrients. Most of Vanuatu’s agricultural food production is threatened by exposure to natural disasters and climate change is likely to intensify these threats. 

Vanuatu may not have sufficient services and supplies to accommodate a nationwide large-scale disaster. Port Vila and Santo have a few big food and hardware suppliers. However, non-food items (NFIs) cannot be pre-positioned in the quantities that are needed for a major response because weather conditions mean these can deteriorate if not rotated through stores quickly. During an emergency response, the National Disaster Management Office engages the private sector directly for supply of relief items (food and NFIs) and transportation (land, sea and air). 

The Vanuatu Chamber of Commerce and Industry (VCCI) is Vanuatu’s National Private Sector Organisation and represents the private sector in dialogue with Government and other stakeholders. All businesses with a valid Vanuatu business license are automatically VCCI members. 

The Vanuatu Business Resilience Council (VBRC) is the Vanuatu private sector vehicle and coordinator for climate change and disaster risk and reduction management. VBRC builds the disaster risk management capabilities of the private sector.

Vanuatu - 3.1 Fuel

 

Fuel Overview 

The Pacific Energy Group established itself in Vanuatu following the acquisition of Shell’s assets in 2006, Mobil’s assets in 2007 and BP’s assets in 2010. Since then, Pacific Energy has made a lot of investments in Vanuatu including the construction of a 2 km long pipeline between the Port of Port Vila and the Pacific Energy depot to allow direct supply by tankers, as well as the expansion of fuel storage capacities in Port Vila and Santo. The Pacific Energy Group has two depots in Vanuatu with a combined storage capacity of 17.2 million litres. The Group employs 100 employees, operates 36 gas stations and provides refuelling at the two biggest airports in Vanuatu – Bauerfield International Airport and Santo International Airport. 

The Pacific Energy Group has signed supply contracts with major international oil companies to ensure the continuity of its supply given its significant reliance on imported fuels. It has also developed its own shipping company, Orient Oil Express Ltd, which operates several oil tankers in the Pacific region. The Group also leans on renown laboratories for constant monitoring of the fuel quality, including aviation, from placement on board in the refinery’s marine terminal, to delivery in its depots, gas stations and the final client. Origin Energy Vanuatu is an Australian energy company that has been active in Vanuatu since 2005 through its ownership of a 50% stake in the Vanuatu Gas Joint Venture which was formed to explore and develop offshore gas fields in Vanuatu with the aim of supplying gas to the local market for electricity generation and industrial use. The Pango gas field is located approximately 7 km offshore from Port Vila. The use of natural gas as a fuel source has allowed Vanuatu to reduce its reliance on imported diesel fuel. Increasing fuel prices and inflation are continuously highlighted as a shared concern across the Pacific pre- and post-COVID-19. Vanuatu’s energy sector is characterised by low access, high relative prices, and significant reliance on imported fuels. Vanuatu imports over 60 million litres of fuel/petroleum per year, with approximately 33 million litres of diesel for transport and there are no regulations on petroleum standards, pricing and fuel. Vanuatu is already importing Euro 5 quality fuel. Vanuatu’s dependence on imported fuel creates security of supply risks (potential for fuel supply interruptions) as well as affordability problems for customers. Vanuatu - 3.2 Transporters

 

Land transportation services in Vanuatu is dominated by individual business owners operating public transport services, such as buses and taxi services. The major road transport/logistics companies are limited and are in Port Vila on Efate Island and in Luganville on Espiritu Santo Island where the international ports and airports are located. 

The current capacity meets domestic needs for now. During the twin cyclones in March 2023, the National Disaster Management Office (NDMO) used land transportation from both government and the private sector to transport relief items from the ports of entry to the warehouse and on to the distribution centres. 

During an emergency, access to hard-to-reach areas, such as where base transceiver stations (BTS) are located in the outer islands, would require helicopters. This can be facilitated by foreign military assets (if these have been deployed to Vanuatu).

The Government of Vanuatu Public Works Department (PWD) has a few trucks and heavy lifting / earthmoving equipment positioned in Efate and Espiritu Santo which can be used for road clearance and other emergency response needs. Au Bon Marché (ABM) is a family-owned company that has grown from a small store to a leading supermarket chain on Efate Island. ABM’s wholesale division distributes throughout Port Vila and a few other bigger islands in Vanuatu with ten delivery trucks. ABM has assisted the NDMO in the past in delivering food supplies purchased from ABM for emergency response to the wharf. 

Wilco Hardware, Port Vila and Espiritu Santo 

Wilco Limited is in Port Vila on Efate and Luganville on Espiritu Santo. Considered as one of the largest hardware suppliers in Vanuatu, Wilco supplies over 10,000 products and serves over 60% of Vanuatu’s population. Wilco Hardware has delivery trucks available. 

Port Vila Hardware, Port Vila 

For the last 35 years, Port Vila Hardware has been meeting requests for hardware materials from the local building companies, government ministries, public and private schools, local companies and private individuals. Port Vila Hardware has delivery trucks available.

Vanuatu - 3.3 Additional Service Providers

Food and Additional Suppliers 

Increasing local food production can assist with emergency response in Vanuatu and this would require creating mechanisms to ensure that communities have access to sufficient food immediately after a disaster hits. Following Tropical Cyclone Harold in 2020, three food baskets were established: Sara food basket in North Pentecost, Namaram food basket and Malolo food basket in South Pentecost. The Malolo food basket has since assisted a lot of people in Penama Province during the Manaro volcano ash fall and other natural disasters. Following the twin cyclones Judy and Kevin in March 2023, 300 Vanuatu Golden Hybrid yams were ready for harvest from the Sara food basket which greatly assisted communities in Penama Province. Top exports in 2021 were non-fillet frozen fish, special purpose ships, passenger and cargo ships, perfume plants and molluscs exporting mostly to Thailand, Japan, South Korea, Cyprus and China. In 2021, the merchandise exports increased by 16.7% nominally. 

Top imports in 2021 were refined petroleum, fishing ships, poultry meat, delivery trucks and sawn wood importing mostly from China, Australia, New Zealand, Fiji and Singapore. In 2021, Vanuatu’s merchandise imports increased by 12.9% nominally.

Vanuatu - 3.4 Manual Labour Costs

Manual Labour 

There are two main categories of employment contracts in Vanuatu: 

  • Fixed term contracts – definite start and end date; and 

  • Open-ended contracts – start date but no set end date. 

Although employers in Vanuatu often refer to full time, part-time and casual employees, Vanuatu’s law does not define these terms and benefits such as paid leave and severance allowance are only available to employees in continuous employment.

Vanuatu - 3.5 Telecommunications

Telecommunications 

For Vanuatu’s telecommunications sector, mobile internet has created opportunities for doing business and accessing life enhancing services. COVID-19 reaffirmed the importance of internet connectivity and digitisation of services in Vanuatu. 

Telecommunication operators play a vital role in supporting the Government of Vanuatu to provide important services and robust networks during an emergency response. The telecommunications sector has witnessed an improvement in data packages and bundling confirming the continuous investments by operators to meet the increasing demand. 

Generally, the Emergency Telecommunications Cluster (ETC) in Vanuatu is only activated 24 hours before an emergency or disaster such as a cyclone. The ETC is led by the Office of Government Chief Information Officer (OGCIO) and co-led by the Telecommunications Radiocommunications and Broadcasting Regulator (TRBR). The Chief Information Officer within the OGCIO reports directly to the Prime Minister. 

The National Disaster Management Office (NDMO) currently uses the Vanuatu Government National Broadband Network which consists of HF and VHF. In the outer islands, HF and VHF equipment are only located in the police stations.

Telecommunications Regulations 

The TRBR is the statutory body that regulates telecommunications, radiocommunications and broadcasting services in Vanuatu under the Telecommunications, Radiocommunications and Broadcasting Regulations Act 30 2009. 

A radio licence, issued by TRBR, is required for every radio transmitting equipment and radio frequency emitting device except for certain categories of telecommunications equipment and radiocommunications transmitting devices which fall under the General User Radio Licences. 

For the importation and licensing of humanitarian communications equipment: VSAT, HF, VHF, Thuraya, etc, humanitarian agencies must submit a request to TRBR for an exemption before bringing equipment into Vanuatu (including equipment being brought in for trainings). This will enable the agency to bring the equipment through Customs. The TRBR will also require that the agency apply for a Radio Apparatus License. Note that there may be a fee for obtaining the license.

As part of the response to Tropical Cyclone Judy and Tropical Cyclone Kevin in March 2023, the Vanuatu Government also disbursed cash relief to affected communities through Vanuatu Post. The assistance required that heads of households register using their national identification card. The Government used Starlink Internet to cope with connectivity challenges during the cash distribution.

Accommodation 

Accommodation in the major towns such as Port Vila on Efate Island and Luganville on Espiritu Santo Island is readily available although during an emergency response and peak season for tourism, accommodation may be relatively hard to find. 

Electricity and Power 

Electricity is generated and supplied under four private sector contracts which operate standalone island grids. About 75% of energy in Vanuatu is from diesel combustion. The hydropower plant in Santo generates about 11% of electricity while windmills and solar panels contribute the remaining 14%. Where electricity is available in the provinces, it is largely diesel generated. Outages are normal following natural disasters such as tropical cyclones as powerlines and power sources may be damaged. 

Financial Services 

Financial services available include banks, accountancy firms, etc. Humanitarian partners coming into Vanuatu can use debit and credit cards for local purchases. Vanuatu - 3.7 Waste Management Infrastructure Assessment 

Overview 

1. Waste collection: Solid household waste collection is carried out by the Port Vila Municipal Council (PVMC). PVMC has five trucks (3 x 5 ton and 2 x 3.5 ton) for waste collection to service the five wards within Port Vila. 

2. National legislations and policies: National Environmental Policy and Implementation Plan (2016-2030), Waste Management Act 2014, Pollution Control Act 2013, Public Health Act, Environment and Conservation Act. 

3. Government bodies responsible for waste management: Department of Environmental Protection and Conservation. 

4. Service provision (government or private companies): Municipal and provincial councils. 

5. Status of the landfills in the country: There are three waste disposal sites in Vanuatu, Etas Bouffa landfill (PVMC), Luganville dumpsite (Luganville Municipal Council) and Lenakel dumpsite (Lenakel Municipal Council). In other provincial centres, waste is disposed of in assigned areas. 

Port Vila: The Etas Bouffa landfill in Port Vila is the only managed sanitary landfill in Vanuatu and has separate sections for the different types of waste collected. The site is approximately 48 hectares in size. Waste collected by the PVMC and the Shefa Provincial Council are all disposed of at Etas Bouffa landfill. 

Luganville: The Luganville dumpsite was extended in 2017 and the site is now approximately 4.2 hectares with the capacity to last an additional 20 years. Japan International Cooperation Agency donated a bulldozer and a rubbish truck in 2020 and these are currently being used by the Luganville Municipal Council. 

Tanna: All waste collected in Tafea Province is disposed of at the Lenakel dumpsite. There are no facilities at the site. 

6. Recycling programme in the country (including both private and public/governmental recycling facilities): Recycling in Vanuatu is undertaken by RecycleCorp with bases in Port Vila, Efate Island and Luganville, Espiritu Santo Island. RecycleCorp’s main activities are collection, processing, and export of scrap metal. A mobile setup is also available which can facilitate offsite operations in local or remote locations as necessary. Over the last decade, RecycleCorp has exported over ten thousand tonnes of material including scrap steel, lead acid batteries used beverage cans, machinery, used gas bottles, vehicles and electronic waste. 7. Challenges: Local population pressures, rapid population growth, water pollution, inappropriate land-use practices. 

Hazardous Waste Disposal 

Hazardous waste (including batteries, household appliances, lighting equipment, e-waste, medical waste, lubricants, tyres, etc.) is separated at Etas Bouffa Landfill in Port Vila. RecycleCorp regularly collects metal waste from Etas Bouffa Landfill for processing and export. For more information on waste types, please refer to the WREC project.  

Non-Hazardous Waste Disposal 

Non-hazardous waste is separated at Etas Bouffa Landfill according to the waste type. Green waste collected from residents is taken to the Seaside Facility to be converted to compost and firewood. Septic waste is also disposed of separately at Etas Bouffa Landfill. It undergoes a process where water and waste are separated.
