Overview
Myanmar is home to commercial rice millers that produce edible rice through husking, polishing, and blending. As of June 2014, there were less than 10 high-tech and modernized rice mills that can produce 100 to 400 tons per day in the country, according to the Myanmar Rice Millers Association. Most mills operate with old, obsolete processing units leading to about 15-20 percent quality and quantity losses during milling.

Since rice is the main staple food in Myanmar, the milling industry continues to grow to meet the demand, some also involves foreign investment, such as MAPCO (a joint venture with a Japanese company). Another one is Wilmar Myanmar (a subsidiary of Singapore based Wilmar International) launched a four mill and consumer pack edible oil processing plan in the Thilawa SEZ in October 2019 to produce, sell and distribute rice and rice related products. Importation remains strictly controlled.
Addressing malnutrition issue in Myanmar is a key national priority. In 2013, a company called PATH became the first company which introduced with fortified rice to Myanmar in 2013. WFP Myanmar started to distribute fortified rice to the beneficiary as a pilot project in central Rakhine. It means fortified rice is available at the market but at a premium quality. To meet the nutritional value, WFP procures fortified kernel locally and blend it with WFP standard rice. There are only two companies which can produce fortified kernel and six registered companies which has blending facility in Myanmar. Production of fortified kernel is still limited in terms of quantity and deviation of produced fortified kernel micronutrients from the acceptable range of specification may occur requiring regular inspections to ensure that they are met and completed within the reasonable timeframe. small scale local millers do not necessarily have certifications. Larger corporations may have permission to export and FDA certificate. Most milling companies are small-scale and privately owned with the exception of industrial ones that are located in the urban areas.
According to Grain and Feed Annual report publish by USDA Foreign Agricultural Network in 2019, there are 11,666 rice mills in Myanmar, 88 percent of them are small mills with low quality and aging machinery. Milling recovery rate for head rice and broken rice is reported at 66% with post used the milling rate as 64% based on their interviews with rice millers[1]. During April to early November 2018, Myanmar exported about 1.3 million MT of rice , worth over USD 440 million breaking a fifty-year record as Myanmar found new rice export markets. Myanmar earned USD 242 million from the export of 680,000 MT of rice and broken rice through the border trade and about USD 200 million from 600,000 MT via maritime trade during the same period.
Medium to large rice mills (40-100/+100 mt/day) are located in Yangon, Ayeyarwady and Bago. Smaller mills are located in Sagaing, Mandalay, Mon and Tanintharyi. These rice mills generally do not have the capacity to produce flour or blend products such as Corn Soya Blend (CSB).
For the small-scale milling companies, especially the ones operating in the rural areas, they still operate traditionally through direct purchase of rice from farmers based on arms-length negotiation. Some of the farmers also receive benefit by advancing some payment to cover their operational costs of planting rice and have a committed buyer that will purchase their paddy at market rate applicable during harvest season. This also benefits the miller by securing supplies from the farmers. Rice is then sold to the various local traders in larger urban areas.
Most rice suppliers are typically members of Myanmar Rice Mill Association. In a concerted effort to address any food insecurity issue, the companies, through Myanmar Rice Federation (MRF) collectively support the government to meet the national rice requirements.
