Ayeyarwady Division
Government departments, such as the Department of Trade Promotion (DOTP), the Department of Agriculture and the ministry of commerce, mostly own the large warehouses that can be found in Ayeyarwaddy division. Storage space for commercial use is mostly controlled by local rice millers. Most warehouses can be accessed by both river and road, some are accessible by road only. The most common freight transportation mode in Ayeyarwaddy division is by road or water since no railway network exists in this division. The transport capacity in Ayawaddy Division is maximum 10 MT by road and 250 MT by waterway from other areas, such as Yangon to Ayawaddy Division. For transportation from the main town to the villages within Ayawaddy Division, is only accessible by small boats with cargo capacity of 75 MT, especially for the rural areas since more than 60% of the villages are only accessibly by waterway transportation.
The Ayawaddy is a disaster-prone area. This region was hit badly during the Nargis Cyclone in 2008 resulted in 84,500 casualties and 53,800 missing cases as officially reported. Local disaster management department (DDM) personnel reported that around 40 smaller-scale cyclones hit the area in 2019. Post-Nargis has led the government to build bridges and roads and gradually improve the connectivity within the division. Millers mostly used waterway transport for their rice due to cost consideration.
Given the fact that this region is a disaster-prone area, basic services such as access to clean water and electricity as well as communications infrastructure is sub-standard. Storage space in general is limited as most millers use their small space to store their rice stocks and they are in poor conditions that may require significant repairs. DDM controls the Indian Cyclone Shelter which can potentially be used for humanitarian purposes. It remains advisable to preposition stocks outside this area as well given the existing conditions.

Commercial Storage
Most commercial storage in Ayeyarwaddy is owned by local rice milling businesses and mainly used to store paddy and rice. Apart from the rice mill warehouses, there are not many warehouses available in Ayeyarwaddy. Most large warehouses are owned by government departments such as the Department of Trade Promotion (DOTP) of the Ministry of Commerce and the Department of Agriculture.

Public Sector Storage
Most warehouses in the public sector in Ayeyarwaddy belong to the Department of Trade Promotion (DOTP) which is under the Ministry of Commerce. But it has transferred ownership of their facilities to the private sector except Cyclone Shelters which were built under the India-Myanmar Friendship Project in 2011. This could be considered for short-term storage of humanitarian relief supplies after a natural disaster, in case they are not used as shelter. In March 2020, Department of Trade Promotion (DOTP) is handing over all Cyclone Shelters to the Department of Disaster Management (DDM) under the Ministry of Social Welfare, Relief and Resettlement, which is the main government department in the Delta responsible for emergency preparedness and response.
They cooperate with the Township Disaster Management Committee. They have items prepositioned for 50 house- holds at township level (Mawgyun, Bogalay, Kyaitlatt) and 500 household at district level (Pyapone, Labutta), mostly: Family kits, tarpaulin, buckets, jerry cans, Hygiene Kits. Government construct Cyclone Shelters and School Cum Shelters in several location in delta region with National Disaster Management Fund under the guidance of Vice President, Chairman of National Disaster Management Committee.

Cold Chain
There is no cold chain storage capacity available in Ayeyarwaddy division. There is backup generator in case city power cut off at hospital. Electricity is still one of the challenges in Ayawaddy Division. Medicine is mostly storage in deep freezer.
Mon State, Mawlamyine
Commercial Storage
There are limited commercial storage options available in Mawlamyine. Most purposely built warehouses belong to government departments such as the Department of Trade Promotion (DOTP), the Agriculture Department and the Rescue and Resettlement Department. The private sector mostly uses small storage spaces attached to shops or rent some shared space within the government’s warehouse.
Storage Used by Humanitarian Organizations
There are about 15 NGO’s active in Mawlamyine, but none of them have warehouses except IOM, Myanmar Red Cross, and WFP. IOM has a mobile storage unit (MSU) and is renting a warehouse located within the Mawlamyine Zay Cho warehouse compound, which is used to store rice, beans, oil and salt. Mawlamyine Myanmar Red Cross Society has a warehouse attached to their office where they store non-food items such as family kits and hygiene kits. WFP has a small storage space attached to their office, which is used to store high energy biscuits (HEB’s).

Public Sector Storage
The RRD (Relief and Resettlement Department) is the main government department in Mawlamyine responsible for emergency preparedness. They cooperate with the Township Disaster Management Committee. They have items prepositioned for 1,000 households, mostly: Family kits, tarpaulin, buckets, jerry cans. RRD has a budget allocated for food & water, therefore these items are not prepositioned, and delivery is done from central warehouse in Yangon. In addition, CARE Myanmar has donated 300 family kits which are stored in RRD warehouse.

Cold Chain
There are no cold chain storage facilities at INGO’s and UN organizations in Mawlamyine. The public hospital in Mawlamyine has cold chain storage capacity to support regular vaccination activities.
Rakkhine State
Purposely build large warehouses are very rare in Rakkine division. Government departments such as the Department of Trade Promotion (DOTP) of the Ministry of Commerce and Myanma Port Authority (MPA) own most large warehouses. Some warehouses that were previously owned by DOTP have been sold to private companies and some are still under management of DOTP.
WFP has significant warehouse space available in Sittwe and in Maungdaw.
Most of warehouses in Rakkhine can be accessed using both river and road, while some can be accessed only by road. Railway transport is not available in Rakkhine and therefore cargo is delivered mainly through road and water transportation.
Commercial Storage
Unlike in Ayeyarwaddy Division, availability of private sector warehouses in Rakkhine Division is very limited. Local businesses mostly utilize small storage space within or attached to their shops and office compounds. Government departments own most large warehouses in Rakkhine.

Cold Chain
There is no cold chain warehouse capacity in Rakhine State. There may be backup generators in case the city power lines cut off at larger hospitals, but electricity is still one of the challenges in small towns in Rakhine State. Medicine is mostly stored in deep freezer.

Public Sector Storage
The Relief and Resettlement Department (RRD) operate one warehouse whose building is owned by the Department of Trade Promotion (DOTP). This warehouse has been rented for one year. DOTP has two additional warehouses which are being rented by the private sector on a yearly basis. The Agriculture Department has two warehouses, which are used to store fertilizer.

The Myanma Port Authority (MPA) has two warehouses located next to the Taw Win Port, one is in use, and the other one is empty, which requires further assessment and prior approval if to be used for humanitarian response.

Cold Chain
The public hospital in Myeik has cold chain storage capacity to support regular vaccination activities.
Myeik has a well-developed fishery business that has cold storage for fish at Pa Htaw island, which is approximately 2km from Myeik across the water. In addition, there are ice factories that supply large quantities of ice to fishing boats.
Yangon, Kachin, Magway, Shan State
Government departments such as the Ministry of Commerce, Department of Trade of Promotion (DOTP), Department of Agriculture, Myanmar Port Authority (MPA) and the Department of Relief and Resettlement control most warehouse space available in Myanmar. These warehouses were used previously for storage of rice and fertilizer or cargo in transit, but now often have been sold to, or rented out on a yearly basis to the private sector.
Although there are no warehouse structures built by the private sector in Myanmar for many years, there has been some recent development observed starting from 2015.Foreign investments including on storage facilities in Yangon have been observed, especially in the Thilawa SEZ (Special Economic Zone). There are some warehouses in Ayeryarwaddy division that are owned by rice mills and in Tanintharyi division warehouses owned by the fishery business. In Sittwe in Rakkhine State and Myitkyina in Kachin State, WFP has built six mobile storage units with a concrete foundation at the WFP office compound that are used for storage of food.

Cold Chain
The small scheme of cold chain storage is available for the agencies who are providing health care programme in Yangon Region. However, there is enough cold storage facility including temperature control transport truck facility (-25C°~ 20C°) is available at the commercial sectors.
Lashio Storage Assessment
Lashio is the largest town in northern Shan State, Myanmar,
about 200 kilometers (120 mi) north-east of Mandalay. There
are some maize storage facilities from the local buying centre
around Lashio. The government warehouses owned by Military (Supply
and Logistics Battalion) and Department of Agriculture
Services.

There are many UN agencies, INGOs, NGOs base in Lashio. UNICEF and CARE International manage small storage space in their office premises to store their contingency stock. Public Sector Storage
There are eight warehouses under the military (Supply and Logistics Battalion) and 4 warehouses under Department of Agriculture Services but contracted with a private company. These warehouses are not available for rent.
Cold Chain
The small scheme of cold chain storage is supported by the WHO in each of township hospital of Shan States. No specific issues are noted with regards to medicine/vaccine storage.
Bago Region
Bago has no Industrial zone where one can normally find private warehouses and compounds. In the public sector the Department of Consumer Affairss and Township Cooperatives Department have warehouses and compounds which potentially could be made available in case of emergencies. This will require prior approval by the Ministry of Commerce and Ministry of Agriculture, Livestock, and Irrigation. Another government department, MAS (Myanmar Agriculture Service) has leased its warehouses to the private sector.
Commercial Storage
Three large potential storage options were found in the private sector in Bago. Besides these, most other locations were found to be in use by private businesses and unavailable. Most private sector storage is of small size and attached to businesses or private houses.

There are no humanitarian organisations based in Bago, except MRCS which has an office near the Regional General Hospital. MRCS has a warehouse with an emergency contingency stock for approximately 200 households with: Family kits, kitchen sets, shelter kits and hygiene kits. Bago is only 75km from Yangon where most humanitarian organisations have their head-offices and central warehouses based.

There is a Regional Department of Relief and Resettlement office (N17 18’ 37.1”, E96 27’ 30.9”, under the Ministry of Social Welfare, Relief and Resettlement), Township Cooperative Dept. Taungoo, Bago Region
Taungoo has no industrial zone where one can normally find private sector warehouses and compounds. There are not many storage facilities in Taungoo, not in the public sector, nor in the private sector. The only facilities that could be located belong to the Department of Consumer Affairss, the Bago Railway Station and the Mindar open space (which serves as a public open field in the middle of the town). These locations could potentially be made available in case of emergencies.

There are no humanitarian organisations based in Taungoo except MRCS. MRCS has an office near the marketplace without any warehouse or contingency stocks. They have property (80ftx120ft space) on which they plan to build an office and warehouse soon (by 2018-2019).
Public Sector Storage
There is public sector storage that potentially could be made available in case of emergencies that belongs to the Department of Consumer Affairss (N18 56’ 26.2”, E96 26’ 30.2”, under the Ministry of Commerce), Taungoo District Administration Department (N18 56’ 32.8” E96 26’ 39.9”), the Taungoo Railway station (N18 56’ 06.3”, E96 26’ 15.2”, under the Ministry of Transport and Communication). The Cooperation Department and Ministry of Agriculture Services (MAS) both have only small stores which are in use and not available.
There is no Natala Office nor DRR in Bago region. The DRR in Bago keeps emergency contingency stocks which can be sent to Taungoo when needed (see Bago for details).
There are five large wooden warehouses near the Consumer
Affairss warehouse 1 (N18 55’ 50.5”, E96 26’ 26.4”) that belong to
the military and are being used, not available.
MR railway owns land at Kyungon town (N19 02 34.5 E96 21 48.6, 14km
NW of Taungoo) which had an MAPT warehouse on it, but this was
assessed to be too small to be useful.

Magway and Minbu
Most large warehouses in Magway are owned by the government and some of them are leased out to the private sector. However, several of these warehouses are not in use and could be made available if needed for emergency response. Commercial storage capacity is hard to find in Magway. Minbu, a small town across the river from Magway, offers some additional public sector storage space.
Commercial Storage
Warehouse space in the private sector is scarce and mostly restricted to small and medium size locations attached to businesses or private houses, in use by retail businesses. Even the private sector resorts to renting warehouse space from the government. At the time of the assessment, the mission could only locate one private sector location with two warehouses that can be available for use. Public Sector Storage
The public sector has several large warehouses in Magway, some which are not in use. Most capacity is owned by the Department of Consumer Affairss (6 warehouses), the Cooperative Department (6 warehouses), the Ministry of Transport (2 warehouses), and the Prison Department (2 warehouses). The DRR uses a small warehouse next to their office and half of a warehouse of a warehouse of the Dept. of Consumer Affairss to store emergency contingency stocks (family kits) for 2,000 households.
The compound of the Cooperatives Department and of the Department of Road Transport both offer considerable warehouse capacity and more than sufficient additional space to set up a temporary logistics hub, with office space and extra MSU’s if needed.

Among the NGO’s working in Pakokku district (REAM in Pauk, ADRA in Myitchay and OISCA in Pakhangyi-Yasagyio), only OISCA has a warehouse in Pakhangyi, about 27 km north of Pakokku. Kyaukpadaung, Mandalay Region
Kyaukpadaung is a small town about 50km South East of Nyaung-U (Bagan). It is located in hill country, it is not much at risk of floods or earthquakes, the main emergencies are caused by storm damage. Kyaukpadaung was visited for the LCA because several transporters who operate countrywide are based in this town. (see Transporters).

Commercial Storage
Commercial storage is available in Pyi Gyi Tagun township (21° 53.186′N 96° 5.537′E), on the Mandalay-Yangon old road, and in and around the Truck Terminal area and on 62nd Street (Mandalay to Lashio). These are the main industrial areas of Mandalay, where many large companies with big warehouses are situated, however, most of them are being used for regular business and may not necessarily be available for rental. But a newly established Myitnge Dry Port provide warehousing services including container handling and storage, container stripping and stuffing, container maintenance and cleaning, breakbulk and bulk cargo handling and storage and Cargo Insurance. The main humanitarian organisations present in Mandalay are UNDP, UNICEF, World Vision, PACT, ICRC and Myanmar Red Cross Society (MRCS). ICRC has an office, but it has no logistics presence per se due to its focus on IDP’s and combatants in Shan State.
World Vision has a regional office in Mandalay and an area office and warehouse in Pyi Gyi Tagun. Public Sector Storage
The Relief and Resettlement Department (RRD) of Mandalay has two warehouses at the Myo Haung railway yard. They maintain a contingency stock of family kits normally for 500 households (provided by UNICEF, kits for 200 households in stock) and kitchen sets for communal kitchens. DRR also has a response fund for food for 10,000 households for three days. At the Myo Haung railway yard there are 20 warehouses in total owned by Myanmar Railway, but most are leased to the private sector. Government does not have any other significant storage capacity that could be made available in case of emergencies in Mandalay.

Cold Chain
The Department of Health has a cold-room plus all the necessary cold chain equipment (from icepacks, to cold-boxes and vaccine carriers) with sufficient capacity to support the other states and regions in the north & northeast. The cold-room has a power backup generator. The cold chain maintenance is supported by UNICEF. There are no issues or constraints with regards to medicine/vaccine storage.
Meikhtila, Mandalay Region
Most of the private sector warehouses, small to medium size, can be identified in the industrial zone of Meikhtila, on the way to Mandalay. In the public sector most warehouse space is owned by the Myanmar Agriculture Service (MAS) department and Department of Consumer Affairss.
Commercial Storage
Most of the commercial warehouses are in Meikhtila Industrial Zone, which is 12.5km North East of Meikhtila town on the road to Mandalay, just past the Shante Airforce base. Public Sector Storage
A new DRR office has been built (N20 54’ 36.7”, E95 50’ 56.8”) but no staff has been deployed yet. The public sector has no emergency contingency stocks and relies on DRR in Mandalay to provide support. The main risks of emergencies in the area are storm damage, communal conflicts and rarely floods. There are three warehouses that can be available from Myanmar Agriculture Service (MAS) department, two warehouses from the Department of Consumer Affairss within the town and Natala has one warehouse in their compound. The Department of Consumer Affairss has another compound with 19 warehouses on the road to Mandalay.

Commercial Storage
There is limited commercial storage space available in Nyaung-U. During harvest season traders revert to leasing storage space for crops from the Government Cooperative Department downtown due to space limitations locally. Most private sector storage spaces are small, located in offices and retail businesses. Nyaung-U district has no Industrial Zone such as nearby district Pakokku and Myingyan.

There are few NGO’s operating in Nyaung-U, and most are working in livelihoods (Action Aid) or the health sector. None of them have warehouses in Nyaung-U.

Potential storage locations in Naypyitaw region are located mostly in and around Pyinmana. The rest of Naypyitaw consists mostly of roads and government buildings, including official housing units. In case of a large scale disaster in Naypyitaw, as a last resort buildings within the Zabu Thiri Sports complex and Wunna Theikdi stadium could be used for shelter and temporary storage, as it consists of two locations with several large buildings and stadiums (N19 54 05.7 E96 14 56.5 and N19 46 25.3 E96 04 10.2).

MRCS has a head office in Naypyitaw with two rubbhalls (mobile storage tents) and one main building used as their national (central) warehouse. MRCS keeps emergency contingency stock for 2,000 households of the following items: family kits, hygiene kits, dignity kits, kitchen sets, shelter tool kits. Public Sector Storage

Kale, Sagaing Region

Public Sector Storage
Most of the existing large storage capacity in Kale belongs to government departments (MAS, Department of Consumer Affairss (ex-MAPT) unfortunately they are mostly situated in the flood-prone area, in the western part of town that was affected by the recent floods of 2015. The DRR department has a plot of land obtained from the District government, 0.6 acres/ 5km east of town on higher ground for the construction of an office and warehouse. This land will have some space that can be shared with humanitarian organizations; however, construction has not started yet. Apart from the Department of Relief and Resettlement (DRR), who keep family kits for 1,500 households in the Kale District office (23°11'30.43"N, 94° 1'39.55"E), no other government department in Kale keeps contingency stock for emergencies.

Kalewa, Sagaing Region
Kalewa is a small town at the confluence of the Chindwin River and the Myitthar River in Kale District, Sagaing Region of North-western Myanmar. Trading activities in Kalewa are relatively busy because it functions as a hub between Monywa (east), Kale (west), Tamu (to India) and Khanti (north).
Commercial Storage
There is no industrial area and there is no significant commercial storage capacity available in Kalewa. There are no humanitarian organisations in Monywa that keep emergency contingency stocks. MRCS has an office at the Regional General Hospital but has no warehouse and no contingency stocks. In addition, Marie Stopes (N22° 07' 05.7", E95° 08' 03.3"), Care and PSI are active in Monywa on family planning and HIV/AIDS programmes, but neither of them keeps emergency contingency stocks. Tamu, Sagaing Region
See section Roads and Border Crossing at Tamu for information regarding transport and supply via Tamu. The AH1 road from Kale/Kalewa to Tamu is narrow with a high number of 1-lane narrow bridges and there is no large town in the hinterland in India. Due to this, Tamu is not recommended to be used for importation of international emergency humanitarian supplies to Myanmar. On another note, Tamu district has a low probability of earthquake and flood emergencies. The nearest Indian town Imphal has a higher chance of earthquakes, and the Tamu border crossing could be needed to send emergency humanitarian supplies by road from Myanmar to India.
Commercial Storage
Commercial storage capacity is very limited in Tamu. It is mostly restricted to small storage sites in offices and houses, used for agricultural and retail products, all being used by companies. There is no industrial zone in Tamu. Therefor no potential storage sites from the private sector are listed in Tamu. The closest location with potential commercial and public storage capacity is in Kale and Kalewa.
Storage Used by Humanitarian Organizations
Marie Stopes (24°13'7.23"N, 94°18'31.65"E) and Asian Harm Reduction Network (AHRN) are working in Tamu, both active in the health sector. However, none of the humanitarian agencies keep any contingency stock for emergencies, nor have a warehouse.

Loikaw, Kayah State
Both public and private sector have warehouse in Loikaw. Only few NGOs (ACF, CARE, WVI & SC) have small storage place for their own stockpiles. The vast flat land of Loikaw has a risk of flooding up to some extent as the vast arable land of Loikaw township is feed by the water from the Moe Bye dam, which was built many decades.

Although there are more than 50 humanitarian agencies (UN, INGOs, NGOs and CBOs) based in Loikaw, very few of them have warehouses. MRCS and ACF have storage facilities to possibly share in the future. The contingency stock for emergency is usually delivered from Yangon to the affected area for most of the agency as there was the least for the emergency response in the area. However, Loikaw has the emergency stock of family kit for 500 households.

A flash flood also damaged 11 bridges in the same year.

The Katha is one of the busiest port along the Ayeyarwadi River and it is also a transit point connecting the waterway to road neworks in the area, mainly used to supply fuel to resource extraction projects (gem, gold mine and timber) in the northern part of the country. No storage facilities from NGOs or CBOs in the area. The town hall is also available in case of emergency through General Administration Department (GAD).

Since the main business is fuel transportation from Katha port to other towns, it has fuel storage tanks in the commercial sector along the riverbank.

There is an open space (public soccer field and monastery buildings that are located in higher areas within the town which can be considered during emergency and relatively safe from risk of being flooded.

Public Sector Storage
There are some warehouses from Department of Cooperatives, Department of Agriculture, and the Alae Monastery Hall which can also be used short-term through the General Administration Department in case of emergency. The Alae monastery hall is located at one of the highest points in the town and it was safe from previous flood in 1995 and 2015. The rest of the warehouses in the town were not safe from the flood.

LayShi
There is limited storage facility in either commercial or public sector and not at all in humanitarian sector in Layshi. Layshi Township is one of the Naga Self Administration zones and located on mountainous area. The town hall, GAD staff house and first floor of township Community Centre are available in case of emergency through General Administration Department (GAD).
Htanmati
Htanmati is located western part of Chindwin riverbank and it is staging location for commercial business of Layshi Township. Storage capacity is also limited. Cooperative Warehouse and two commercial warehouses are observed for storage facility. Cooperative warehouse is being used by businessman and two commercial warehouses is available.
Homalin
There is a warehouse from Department of Consumer Affairss which is being store for construction material and it is going to be handed over to Homalin GAD after bridge construction was finished in early 2018.
Storage Used by Humanitarian Organizations
There was no INGO, NGO at Layshi and Htanmati while Save the Children and Myanmar Medical Association is present at Homalin. Both of them are implementing Malaria-related projects in the area. STC has no contingency stock nor warehouse facilities in the area.

Pinlebu, Sagaing Region
There are five old public warehouses and no commercial warehouse in Pinlebu except small paddy stores in some farmers and brokers’ premises for their own use.
