Syria, officially the Syrian Arab Republic is a Western Asian country located in the Eastern Mediterranean and the Levant. It is a unitary republic that consists of 14 governorates (subdivisions) and is bordered by the Mediterranean Sea to the west, Turkey to the north, Iraq to the east and southeast, Jordan to the south, and Israel and Lebanon to the southwest. Cyprus lies to the west across the Mediterranean Sea. A country of fertile plains, high mountains, and deserts, Syria is home to diverse ethnic and religious groups, including the majority Syrian Arabs, Kurds, Turkmens, Assyrians, Circassians, Armenians, Albanians, Greeks, and Chechens. Religious groups include Muslims, Christians, Druze, and Yazidis. The capital and largest city of Syria is Damascus.

Syria experiences a largely Mediterranean climate. Summers are usually very dry with high evaporation rates. In most parts of the country, summer temperatures tend to exceed 30°C. During the winter, temperatures are moderate to cold. Temperatures are influenced and moderated by proximity to the sea and elevation. The annual average temperature is 18.1°C on the coastal plain and 15.2°C in the mountains. 

The World Meteorological Organisation (WMO) seasonal outlook for Syria indicates that a severe and long-term drought is affecting Syria. Water deficits have been exacerbated by unusual dry conditions during the wet season, but also by abnormally high air temperatures, which are forecast to continue into the July–September hot and dry season. The multi-year drought and the scarcity and high cost of water, food, and energy are mutually reinforcing and are underpinning Syria’s food security crisis. 

 In 2021 -2022 a Severe drought is reported in many regions after successive months of failed rainfall. Water deficits have been exacerbated due to drier than average conditions in the 2020/21 and 2021/22 wet seasons, but also by increasing evaporative demand associated with above-normal air temperatures during the July-September hot and dry season.

A 7.8 Richter magnitude earthquake hit Türkiye and Syria on 6 February 2023. Aftershocks followed and a second major earthquake of 7.5 Richter magnitude hit the region on the same day. The earthquakes that struck Türkiye and Syria caused one of the biggest disasters to impact the region in recent times. Tens of thousands of people have been killed and many more have been injured. Thousands of buildings have collapsed, leaving countless people exposed to unforgiving winter conditions. Schools and hospitals have been destroyed. 

The earthquakes struck as the humanitarian crisis in northwest Syria was already at the highest level since the conflict began, with 4.1 million people relying on humanitarian assistance to subsist.

COVID 19 

The COVID-19 pandemic in Syria is part of the ongoing pandemic of coronavirus disease 2019 (COVID-19) caused by severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2). The disease was confirmed to have reached Syria on 22 March 2020, when the first case was confirmed of a person who came from abroad. Syria is considered especially vulnerable to the pandemic due to the ongoing civil war and dire humanitarian situation

2020 to 31 May 2023, there have been 

57,423 confirmed cases of COVID-19 with  

3,163 deaths reported to WHO.

Cholera 

Between 25 August and 15 February, 92,649 suspected cases have been reported from all 14 governorates, including 101 associated deaths to date at a case fatality rate of 0.11%. The most affected governorates to date are Idleb (27,863 cases, 30%), Aleppo (22,123 cases, 23.9%), Deir Ez-Zor (20,671 cases, 22.3%), and Raqqa (17,578 cases, 19%). The devastating earthquake had a significant impact on the cholera response operations. The earthquake affected access to services, reduced partner capacity, diverted already limited funds available, and affected negatively the mental health of the workforce. So far, a total of 171 ( 54 in Latakia, 48 in Hama, 14 in Aleppo, and 55 in NWS)– are reportedly damaged, including at least seven hospitals, with assessments ongoing. 15 health facilities had to suspend their operations, and 18 health facilities have reduced functionality due to earthquake damage Thousands of people are currently housed in overcrowded collective shelters, many without adequate access to sufficient safe water, sanitation, and hygiene measures. Temporary disruption of infectious disease surveillance systems and laboratory capacity across affected areas. The Risk of increase of waterborne diseases including Cholera is very high due to over-crowded settings, extensive damage to water and sanitation infrastructure, and damage and disruption to cholera treatment infrastructure.

In Northwest Syria, rainstorms hit IDPs camps in Idleb and Aleppo governorates for two days (18-19 March 2023), causing flood incidents in 57 IDPs sites. No deaths and injuries were reported, 587 tents and rooms were destroyed, and 1,646 tents and rooms have also been damaged

Wildfires

Between 8 and 12 October 2020, the eastern basin of the Mediterranean Sea has witnessed mass-destructive wildfires which are becoming a recurring annual event due to climate change. While possible causes of these wildfires vary, enabling elements including high temperatures, the warm eastern winds that are active during this time of year, dried herbs and bushes, and low humid trees, coming together to cause massive wildfires devouring acres of lands beyond rapid control of overwhelmed local capacities. 

One of the hardest-hit countries was Syria, where wildfires killed four people and left around 45 injured with breathing complications and skin burns. Wildfires were reported in 265 villages in Lattakia, Tartous, and Homs governorates with around 50 and 60 main fire points, and tens of other locations were also affected. A total of 300 fire points and villages of varying damage were reported. Most of the rugged mountainous areas were obliterated in the western countryside of Homs province, the eastern countryside of Tartus, and the northern countryside of Lattakia.  
These fires caused material and environmental damage, burning homes of residents, agricultural crops, large parts of vegetation, forests, and nature reserves. In addition to that, it is estimated that the wildfire incidents burned more than 30,000 hectares of agricultural and forest land across the coastal region of Syria, affecting at least 27,000 families through the destruction and damage to homes and livelihoods assets, loss of power and water supply. It had a serious impact on some families, infrastructure and 2,765 families lost more than one source of their livelihoods. 

The fires led to the temporary displacement of several people of some villages to neighbouring areas, especially in Lattakia's countryside, as populated areas were surrounded by the fires. The displacement continued for a couple of days at the beginning of the emergency.

The Syrian civil war is an ongoing multi-sided civil war in Syria fought between the Syrian Arab Republic government (supported by domestic and foreign allies) and various domestic and foreign forces that oppose both the Syrian government and each other, in varying combinations.  

Unrest in Syria began on 15 March 2011 as part of the wider 2011 Arab Spring protests out of discontent with the Syrian government, eventually escalating to an armed conflict after protests calling for the president  removal were violently suppressed. The war is currently being fought by several factions. The Syrian Armed Forces and its domestic and international allies represent the Syrian Arab Republic and the Syrian government. Opposed to it is the Syrian Interim Government, a big-tent alliance of pro-democratic, nationalistopposition groups (whose defence forces consist of the Syrian National Army and the Free Syrian Army). Another faction is the Syrian Salvation Government, a coalition of Sunni Islamist rebel groups headed by Tahrir al-Sham. Independent of all of them is the de factoautonomous territory of Rojava, whose armed wing is the mixed Kurdish-Arab Syrian Democratic Forces (SDF). Other competing factions include Salafi Jihadist organisations such as the Al-Qaeda-affiliated Al-Nusra Front and the Islamic State (ISIS/ISIL). Capacity and Contacts for In-Country Emergency Response 

GOVERNMENT 

The Civil Defence Agency, with a total staff of 4,000, is decentralized to the Governorate level covering the 14 Governorates within Syria where 3,000 of the staff are currently deployed. For emergencies, an Emergency Operations Centre (EOC) exists in Damascus, which is linked to the Governorates via wireless equipment. 

Governmental Institutional Arrangements and Coordination 

The institutional arrangements surrounding disaster reduction activities in Syria are set within a complex web of committees, councils and institutions with the most active council being the Highest Council for Civil Defence. The only operational agency within this structure is the Civil Defence Agency, which maintains the traditional disaster preparedness and response mandate and falls under the aegis of the Ministry of Local Administration and Environment (The Civil Defence Agency falls under the aegis of the Ministry of Defence).  

The Civil Defence Department has a centralized National Plan which has yet to be tested in recent years. The Civil Defence, the Fire Departments and the Police Department are the three main national institutions involved in Syria’s disaster response effort. These institutions are all decentralized, down to the Governorate level, and form part of the Local Committee for Disaster Management within the 14 Governorates 

The Civil Defence Agency is more operationally linked with the Ministry of Defence than the Ministry of Local Administration and Environment (MoLAE). This agency is primarily concerned with disaster response. 

Government has a considerable number of different types of aircrafts and helicopters likely to be available to transport personnel and relief supplies.  

Since the beginning of the Syrian crisis in 2011, the Government of Syria put in place an intricate coordination system in charge of overseeing the humanitarian response and disaster management through the Higher Relief Committee chaired by the Minister of Local Administration and Environment (MoLAE). The GoS Higher Relief Committee (HRC) is a national planning and coordination body established by the office of the Prime Minister. It is the most senior governmental entity overseeing the humanitarian response in terms of setting strategic plans, high-level intra-governmental cooperation, and governmental-international cooperation and leading the rehabilitation or “reconstruction” efforts.  

The committee, as indicated above, is headed by the minister of local administration, its membership includes ministerial-level representation of the Ministry of Foreign Affairs and Expatriates and technical ministries such as the Ministry of Social Affairs and Labor, the Ministry of Education, the Ministry of Health, the Ministry of Water Resources, etc. State security apparatuses are also influential members of the committee, including the national security branch. Further, SARC and the Syria Trust (ST) are active members of the HRC.  

The HRC supervises the work of sub-national relief committees established on the Governorate level and headed by Governors.  

Often, HCT members' engagement with the HRC is channelled through MoLAE or MoFAE.  

During the earthquake response, the HRC and sub-relief committees supervised the work of operation rooms established by the GoS.  

 

HUMANITARIAN COMMUNITY 

In support of and in coordination with national and sub-national authorities, the Syria Humanitarian Country Team (HCT), which held its first meeting in Syria in 2013, under the leadership of the Humanitarian Coordinator (HC), works to ensure that humanitarian action in the country is principled, timely, effective, concerted, and efficient, and designed to contribute to long-term recovery. 

In line with the Inter-Agency Standing Committee’s (IASC’s) Transformative Agenda, the Inter-Sector Coordination Group (ISCG) for Syria is established by the HC for Syria and chaired by OCHA. 

The purpose of the Syria ISCG is to ensure coherence and collaboration across sectors operating inside Syria, including in the event of a natural disaster, including the sub-national sectors activated in the field, to ensure an effective and timely humanitarian response to people in need, contribute to / guide implementation of resilience focused programming / early recovery interventions as well as, to inform discussions and decisions made by the Syria HCT.

  • UNDAF Process 

  • Prior to the crisis, the UNCT was largely engaged in development programming. The first UNDAF, for 2007-2011, was aligned with Syria’s 10th Five Year National Plan (FYNP), with focus shifting in 2010 to upstream policy advice in areas such as food security, health, waste management, youth development, violence against women, and e-governance and commerce. In 2011, the Government had prepared its 11th FYNP, against which the UNCT planned to align a second UNDAF, for the period 2012-2016. At the outbreak of the Syrian crisis in 2011, the UNCT re-prioritized projects and programmes in response to evolving humanitarian needs. UN humanitarian interventions were scaled up with emphasis on medical and obstetric care, food assistance and other lifesaving interventions. During the same period, the Office of the Special Envoy has sought to assist Syria in finding a political resolution to the crisis. Since the onset of the crisis the 2007-2011 UNDAF has been extended year-by-year. It has been agreed that 2015 will be the final extension year, and that a new Strategic Framework for 2016-2017 will provide interim support to needed capacity building, basic services and early recovery, livelihoods and resilience, building on humanitarian gains and providing for longer-term needs. 

  • In early 2015, as a result of ongoing discussions between the UNCT and Government, the Government of Syria set out its views on the nature and methodology of a possible plan for cooperation with the United Nations around resilience and targeted development in response to prevailing conditions. The Government suggested targeted implementation in specific geographic locations with the aim of enhancing sustainable livelihoods, rehabilitating basic service systems for citizens, and supporting the revival of economic activity to reduce dependency and enhance livelihoods and living standards. The proposal envisioned a participatory approach in identifying the areas to be targeted and joint assessments of needs involving international organizations, the Government and beneficiaries. It called for a livelihoods approach, participatory evaluations of the programme and its impact on targeted groups, and potential expansion upon successful implementation. In response to the proposals of Government, the UNCT held a strategic planning retreat in January 2015, and agreed to develop a framework strategy to replace the UNDAF.  

  • Since the development of the 2016-2017 Strategic Framework in 2015, the country context has seen considerable changes although the repercussions of the last ten years are still ongoing and humanitarian needs remain significant. In order to bring UN programming in line with these developments, the Government of the Syrian Arab Republic agreed with the Syria UN Country Team to formulate a new Strategic Framework (SF) for the period 2022- 2024. The scope of this document is limited to provide a multiyear socio-economic programming framework for the UN Country Team that focuses primarily on people’s and communities’ resilience, basic livelihoods, and early recovery activities, such as the ones recognized in the UN Security Council Resolution 2585, that complements the UN’s humanitarian response, including activities conducted under the Humanitarian Response Plan’s third strategic objective on increased resilience and access to basic services. While the latter has an annual planning cycle and focuses on emergency measures to improve communities’ short-term coping mechanisms, including through emergency livelihoods and small-scale local rehabilitation of civilian humanitarian infrastructures to access essential services, further efforts are required to diminish vulnerable Syrians’ dependence on humanitarian aid and to support endogenous community recovery processes. Therefore, the SF presents multi-year programming that allows reap the rewards of downstream capacity building and promote more sustainable livelihoods for certain individuals/communities through area-based interventions. UN principles of human rights-based and context sensitive approach to programming, including participation, local ownership, and sustainability will be the basis for the UN strategies and approaches. In this way, UN assistance will leverage the gains of early recovery to enhance community resilience and provide more dignified opportunities to individuals and their families. In sum, the largest part of the UN work in Syria will still focus on responding to the humanitarian crisis under the HRP, while the Strategic Framework will focus on multi-year resilience and early recovery activities.

For the law to become effective in the country, it goes through several stages, and these stages in Syria are: 

Suggestion Phase: 

The President of the Republic has the right to propose and is then called (a draft law), or the proposal is made by ten representatives of the People’s Assembly (Parliament) 

Acknowledgment Phase 

the articles of the law are discussed and voted on, and this process is carried out by members of the People’s Assembly in accordance with the provisions of the Constitution and the bylaws of the People’s Assembly. The law is then referred to a committee called the Constitutional Affairs Committee in the Assembly to give its decision on the permissibility of considering this law. Constitutionally, this committee submits a report to the Council, which either rejects or approves the draft or proposal of the law and it becomes law. 

Release Phase 

in which the law is referred from the People’s Assembly to the President so that he can issue the law and direct an order to the executive authority that implements the law and implements its provisions. 

Publishing Phase 

the aim of which is to provide an opportunity for all citizens to have knowledge of the issuance of a new law and to learn about all its provisions by publishing it in the Official Gazette 

 

The Council of Ministers is the highest executive and administrative body on a continuous basis. It consists of the Prime Minister, his deputies, and ministers. It supervises the implementation of laws and regulations, and monitors the work of state agencies and its own companies. 

 

Regulation for the Quality Control in country

Exemption Regular Regime (Non-Emergency Response):  

[Note: This section should contain information on the usual duties & taxes exemption regime during non-emergency times, when there is no declared state of emergency and no streamlines process (e.g. regular importations/development/etc.).] 

The customs formalities operation are ruled and controlled by Customs law in Syria , in cooperation with other concern authorities ( port Managements , Agriculture departments & internal trade departments ). Customs procedures make sure that all the handled cargo is supported with required doc’s ( BL’s , certificate of origin , packing list, commercial invoice , Etc ). Customs liability is also to make sure that cargo should comply with the Syrian standard specifications and classifying the cargo enable to collect the deserve custom duties indicated up to cargo nature.  

(i.e.This means that the nature of the cargo will defined the documentation requirements for example if it is health then you need to obtain approval from Ministry Of Health. If it is food then you need to obtain approval from ministry of agriculture and so on) 

 

Organizational Requirements to obtain Duty Free Status 

United Nations Agencies 

 The law N°9 for year 1965 declared that all the cargo imported by UN agencies whom are active and registered officially in Syria are exempted from all the taxes and duties concerning their operations under the agreed MOU between UN Agencies and Syria Arab Republic. 

Non Governmental Organizations 

 Official exemption is given to NGO’s and INGOs and they apply for the exemption through SARC

 Syrian Prime Minister is the only authorised party to provide the exemption or to carry out any exemption indicates in the law.   

(i.e.It means that UN agencies applies for exemption to prime ministry through MOFA and the prime ministry is the only party that is authorised to approve the exemption ) 

Process to be followed (step by step or flowchart) 

The only body who can authorise the exemption in the country is the Syrian prime minister. Therefore, written request should be submitted to H.E. for approval. The letter should indicate if this exemption is supported by legal statement, or it is on exceptional case. The nature of the project, the cargo imported, the entry points and the beneficiaries should be indicated. Upon obtaining such approval, the Prime minister office will send a letter to the concerned ministries to activate and implement the decision taken.

Transit Regime 

The customs clearance for cargo in transit is less complicated than the local imported cargo, as the custom authorities responsibility is to make sure of the safe passage of the in transit cargo from the entry point up to the departure point, all cargo in transit is submitted to convoy fees and escort arrange by the customs. The cargo document should indicate clearly the statement of (Cargo in Transit to – name of final destination country).

Port Overview 

  • Tartous Port is along the coast of the Mediterranean Sea 

  • The prevailing wind is south-westerly with a maximum wind speed of 9 on the Beaufort scale (125 km/h), but winds of such speeds are rare 

  • Tidal range is is ±50 cm  

  • The Port comprises 3 piers with 24 berths (total length of the berths is 6,366 m) 

  • Draft varies between depths of between 4 - 12 m 

  • The entrance channel width is 200 meters, 14.5 m deep 

  • The Port has the necessary equipment to handle a variety of vessels: RoRo cargo; bagged and bulk cargo; liquids; and containers  

  • Average monthly activity is approximately 150,000 Mt. 

Since the Russian company, STG / STROY TRANS GAS/ received the port of Tartous, The company adopted a two-shift work .  

First Shift: From 08, 00 – 20, 00 Hrs ---- 2Nd Shift from 20, 00 – 08.00 Hrs 

(At this moment the port was leased from the Russian company STG to a local company called -TA’AJER LLC In a more correct sense all transactions have become in the name of TA’AJER 

For operation on all incoming cargo except containers, RoRo, car carriers and bulk cargo vessels which are operated to the demand of their owners shippers, as well as live sheep, vegetable and fruit cargo, where operation may go on without stop (24 hours a day) 

  • For bulk cargo operation, the port has the necessary equipment needed for discharging such as: grabs, hoppers  

  • Cargo owners are also allowed to bring into the port and use their own discharging equipment for boosting the discharging operation 

Advantages of the Port 

  • The Port is connected to the railways network (2,342 km) to transport goods to and from other governorates, and neighbouring countries 

  • Aprons of the port and warehouses are closed to quays  

  • Fees and fares levied on goods and vessels are lower than those levied in neighbouring countries

  • The above indicated cargo handling fee is collected against operations of passage on quay, stowage goods on trucks, moving cargo from ship holds, and cargo damage, overtime, cleaning, machinery usage, with the observation of the rates stated in table N° 3, both if full operation or part of it is done 

  • The handling fee including both parts, i.e. that levied on the vessel and that levied on the cargo for the LCL container cargo in accordance with the weight ratio of each Bill of Lading against the total weights of the Bills of Lading included therein under the fifth category referred to above 

  • 50% of the part levied on cargo out of the cargo handling fee is collected on the cargo coming from land to the port, and then coming to land, depending on the cargo category (i.e. entry and exit) 

  • An additional fee equal to 25% of the handling fee (the part levied on cargo) is collected for discharging cargo from containers (stripping) or pallets or trucks or trailers or vehicles, and transporting the cargo to its storage locations defined and then reloading it on the transport means against the service offered by the port 

  • Shifting: Moving cargo from one of the ship holds to another hold or another place within the same hold, or via the quay or by barges: 
    The fee for the cargo to be shifted directly from one hold to another or from a place to another within the same hold – for this operation the part levied on the ship is collected is double 
    For the cargo transported across the quay or on barges from a ship hold to another or from one place to another within the same hold, a rate of 50 % of the part levied on cargo is collected out of the cargo handling and cargo passage fees, in addition to double the part levied on the vessel 

  • Transhipment: Shifting of cargo from a ship directly to another or through the quay or via barges: 
    On the cargo shifted directly from one vessel to another the part levied on the vessel out of the cargo handling fee is collected from both vessels. 
    For the cargo transported from one vessel to another across the quay or via barges 50 % of the part levied on cargo and full part levied on the vessel from both vessels, is collected 

Dockage, Buoyage and Anchorage 

The fees for vessels anchoring, berthing, pilotage and towage, are defined as per below:  

  • The vessels berthing at the quay are not subject to the anchoring fee 

  • The anchoring and berthing fees are reduced to 50 % for passenger and tourist vessels 

  • The anchoring, berthing, pilotage and towage fees are reduced at a rate of 60% for Ro-Ro classified vessels

1.3 Syrian Arab Republic Customs Information

Multipurpose Terminal 

  •  All quays can be used for multipurpose usage expect for the container & phosphate quays 

Grain and Bulk Handling 

  • The operation for handling general Bulk & Break Bulk Cargo vessels at the Tartous Port made it the preferable entry ports for such shipments 

  • The 24 hour working system in the port as the well as the experienced staff in discharging and handling such shipments 

  • The availability of machinery and discharging equipment were always strong reason for most of the freight forwarding companies and importers in Syria to appoint Tartous as their operational base 

  • This gave more support to the port operation efficiency as most of the freight forwarding agents and clearing agents had their own discharging equipment situated in the port adding more capacity to the port operation 

  • The Port Authority do not provide grain bagging machines; such equipment is provided by private sector per market rate 

Main Silo Terminal

  • The capacity of the grain silos is 85,000 Mt and has the latest equipment for sterilization and protection of all commodities 

  • There is one dedicated berth with a 12m draft. This berth can accommodate vessels of up to 50,000 Mt cargos 

  • The rates and fees of the above table are doubled in case these services are used outside the port territory, but in case they are rendered inside the ship holds, an additional fee of 50 % of the above rates and fee are paid 

  • The silo is fitted with two gantry-discharging units for discharging grains to and from vessels at a capacity of 400 Mt an hour.

Phosphate Silos 

  • This facility contains 22 cells with a total capacity of 88,000 Mt 

  • The Phosphate pier has two berths (N°’s 18 & 19) and extends into the basin a distance of 270m and has a depth of 11m 

  • The width of the quay with the bitts is 22m and 16.25m without the bitts. On each side of this pier vessels of up to 25,000 Mt load, can be berthed 

  • This pier was arranged for the export of the Phosphate extracted from mines in Syria 

 

Main Storage Terminal 

  • Warehouses are close to berths to ensure the shortest time for cargo handling operations 

  • There are 15 warehouses for all kinds of cargo 

  • The Port Company can refuse entry of cargo into its facilities if commodities are mispacked or decaying or if they cause harm to other cargo or to the public health 

  • Cargo can also be stored in open yards available 

  • The total storey area of storage warehouses is 92,483 m² 

  • The total storage volume of the warehouses is 524,507 m³ 

The port warehouses are divided into Storage Warehouses, which include: 

  • One central freight station (or that known as the consolidation shed) with a total area of 15,000 m² close to the container yard and dedicated for de-stuffing containers 

  • This shed has a high storage capacity for different kinds of cargo. Its doors are more than 4m wide and its floor was specially designed for facilitating the machinery operation inside warehouses during cargo handling 

  • Two multi-storey warehouses (N°’s 3 & 4), 4 single-story storage warehouses and 8 longterm storage warehouses 

Remark: More than 60% of the total number of warehouses is not suitable for storage. 

Dedicated warehouses, which are: 

  • A cooled warehouse for keeping fruit and other materials. 

  • The area of this warehouse is 1,500 m² and its storage capacity is 1,000 Mt 

Explosive Materials Warehouse 

  • This was built in an isolated part of the port and surrounded by an earth hill. 

  • Dangerous cargos are stored in it for a short period while the required formalities for taking such cargo out, are finalized

-Berths: 1-2-3 (south quays used for light draft vessels (not operating now) 

-Berths: 4-5-6 south basin used for tugs + service boats + special boats. 

-Berths: 7-8-9 Main quay used for General / bagged/ break-bulk cargoes.

Roads Overview 

 

The total distance of roads in Syria is 97,401 km 

19,490 km is paved (including 1,103 km of expressways) and 77,911 km is unpaved. Mainroad conditions and in-country trucking capacity is good and there are sufficient transport companies to meet demand. However, delays in receiving GoS approvals and tax exemptions for importation of food and non-food items is a concern and this may affect on-time deliveries. The annex 'Importance of Road Transport in Syria' includes tables that give a clear idea on the importance of roads network in Syria as back bone for the country and the numbers of vehicles operating on this network. 

Road Construction / Maintenance 

The transport sector in Syria has a significant share in the economy. Syria's transport and communication networks have expanded rapidly over the past decade to keep pace with the fast-growing population. The road network, for example, has increased by 10% in the past five years, of which 70% is asphalted. The MSR is a divided, multi-lane highway along the Damascus – Homs – Hama – Aleppo corridor with the Mediterranean ports of Tartous and Lattakia, and with Jordan to the south and Lebanon to the west. The secondary roads are in generally excellent condition and additional road construction is underway to extend the major highway network to include a link from Lattakia to Aleppo. Highways and secondary roads have weight-load restrictions (bridge classifications exceed 60 Mt). Due to the presence of potential obstacles on the road, grazing livestock for example, and times of reduced visibility due to inclement weather or dust where speeds become severely reduced. Occasionally snow may make driving hazardous in areas in excess of 1,000 meters above sea level.

Syria Railways

Railway Service:

  • Syria's railway service is reliable and inexpensive, there are two classes of rail travel but only first class carriages have air-conditioning
  • The main railway route connects Damascus with Aleppo, Deir-ez-Zor, Hassake and Qamishle, with a secondary coastal route from Aleppo to the port of Latakia
  • The Syrian railway network has a combination of standard gauge and narrow gauge lines
  • The standard gauge (1.435m) network includes about 2,460 km of rail track, has an axle weight of 20 tons with a speed of 120 km/h for passenger trains and 100 km/h for cargo trains
    The major line extends from the Lebanese border in the south to the Turkish border in the north, via Homs and Aleppo
  • In the northeast, another line connecting the Turkish and Iraqi borders.
  • A line runs from the oilfields of Al Qamishly in the north to the port of Lattakia (750 km)
  • the Homs – Palmyra line is opened to phosphate traffic bound to the port of Tartous
  • the narrow gauge (1.050m) network is operated by Hijaz Railways has a total length of 251 km and an axle weight of 17 tons with a maximum speed of 60 km/h
  • the Syrian rail network, headquartered in Aleppo, connects the major commercial and agricultural production areas
  • All standard types of wagons are available including those for bulk grain transport
  • The Tartous and Lattakia Ports have rail access, as do most major mills and grain silos

Other Information

  • The Syrian Railways have capacity of up to 10,000 Mt per day to Iraq

  • There are connections to the silos in Syria and to the Port of Tartous

  • Negotiations are currently underway to lower prices offered by the Syrian Railway

  • The Syrian Railway Line comes from Lattakia to Deir-ez-zor through Aleppo (or Tartous Aleppo via Homs) and then to Alkameshli until Al aroubiah (cross-border) to Iraq: Mosul, Baghdad, and onwards to the South: Al Naserieh and Al Basrah

  • The Railway line between Deir-ez-zor and Abu Kamal is still under construction

  • The Syrian Railways has freight traffic exchange with Turkish Railways (TCDD) of two trains per day per direction.

  • There are two international passenger trains per week in each direction running between Turkey (Istanbul) and Syria and also between Iran and Syria

  • In the North-East of the country, a second freight traffic exchange is taking place with Turkey with three regular freight trains per day in each direction. These three trains are transiting through Syria and destinated to Iraq

  • Only one border point located in the North-East of the country is operational between Iraq and Syria. The traffic exchange reaches three freight trains per day in each direction

  • In the future, another border point with Iraq will be opened when the line section Deir-ez-zor and Abu Kamal is completed

  • Between Lebanon and Syria there is no operational rail border crossing point

  • It is expected that the old rail link between Damascus and Beirut will be re-opened

  • Additionally, there is a plan to create a new international rail link between Tripoli (Lebanon) and Al Akkari (Syria)

  • The rail link with Jordan has one operational narrow gauge border crossing located at Dera’ where cross-border passenger and freight traffic.

  • Another border point will be become operational when the planned upgrade of the Hijaz Line to standard gauge is completed

Waterways Assessment  

Fesh Khabour is 213 km from Hassaka and 123 km from Qamishli. 
The road from Hassaka to Khan Al-Jabal (180 km from Hassaka) is in good condition.The road has a width of 7m and a maximum truck capacity of 43Mt. 
Khan Al-Jabal to Fesh Khabour is 33 km and is a secondary asphalt road with a width of 3m and a with maximum truck capacity of 20Mt. 
In some places the secondary road is in poor condition, especially near the final destination of Fesh Khabour, the final water crossing point in SAR at the Iraqi Border 
There is a police station and a small open yard which is used as parking for trucks 

 

For commercial use, the current way of crossing the river is floating bridges. 

Iraqi bridge: used for importing, where trucks pass to Syria side. 

Syrian bridge: used for exporting, where the trucks returned from Syria side to Iraq side.   

The two bridges allowed maximum truck gross weight 26MT, and total long of each is about 100M. 

 

For exporting: the bridge fees are 20$ for each loaded truck when pass the bridge. 

This fees are paid to SA who manged this Crosspoint, as no more info regarding the fees paid to Iraqi side.

  • Building a new warehouse is not easy in Syria as there are as many as 26 procedures to be fulfilled which can take about 128 days with many associated costs.

Background on the General company for mills: 

  • The General Company for Mills was established in 1975, to manage and invest in mills for lentil and bulgur factories, and to distribute and sell their products according to the plan decided by the General Organization for Grain Trade and Manufacturing. 

  • The company takes all necessary measures to maintain its mills, facilities, and warehouses, in addition to receiving, manufacturing, distributing, and selling grains, and receiving and storing imported flour. 

  • The production capacity of flour increased from 3,700 tons to 7,000 tons per day, until 2011 

  • During the years of war, several mills went out of service in Aleppo, Homs, Deir_ez-Zor and Raqqa. There are also mills currently operating at half their capacity due to the decline in wheat crop production.

  • Motorcycles get 4 litres every 10 days. 

However, fuel is available at the parallel market at prices vary from 14000 to 15000 SYP/L.  

Diesel prices:  

Diesel is subsidised for the poor families at 50 L once a year at 2000 SYP/L. However, the price has reached 17,000 SYP/L. in the informal market. 

Public vans: They get 30 L Every 5 round trips. 

Important note: In 2021, an Official Decree No. (8) was certified by the Syrian Parliament containing the new consumer protection law; the law criminalizes who buys or sells any subsidised goods for 7 years and a fee equal to three times the cost of the confiscated material. (Clause 56).

  1. Wheat flour: Assuming an annual consumption of 180kg per person, Syria's projected demand for 2024 is 4.2 million metric tons. In 2023, Syria's estimated wheat production was 2.3 million metric tons. Any reliance on local production may lead to inflationary pressures due to supply tightness. 

  1. Sugar and Rice: Syria does not produce rice or sugar in significant amounts; these commodities are mainly imported and packaged in Syria under different brands. 

  1. Vegetable oil: Since 2012, the government of Syria stopped importing sunflower seeds, and local companies only refined imported raw oil. In 2023, the government allowed companies to re-import sunflower seeds to produce oil locally. The projected demand for vegetable oil in 2024 is about 1.1 million litters, considering an annual need of 44 litters per person. 

  1. Salt: With an assumed annual consumption of 12kg per person, Syria's demand for salt in 2024 is projected to be 280 metric tons. Local production exceeds 100,000 metric tons annually, which is sufficient to meet the demand from the local market. 

  1. Lentils: Due to global warming, changes in climate, and decreasing planted areas because of high costs, Syria permitted the import of lentils in October 2022 to cover market needs. The projected demand for lentils in 2024 is 840 metric tons, assuming a need of 36kg per person annually.  

In addition: Local suppliers face limitations in sourcing the commodity from abroad due to import sanctions, complicating import processes and increasing associated costs. Importers are also required to deposit the value of food items on the official exchange platform, often experiencing delays in receiving their deposits back. Additionally, agricultural activities in Syria face challenges such as high fuel prices, lack of electricity, high planting and cultivation costs, water scarcity, and dependence on rain as the main irrigation source in some areas. 

Food commodities are available from local suppliers like Fortified date bars, fortified sunflower oil, bulgur wheat, iodine salt, canned food, canned chicken, olive oil, bulgur wheat and ready to eat rations. The local suppliers do have the ability to scale up however we recommend to do a quality check before sourcing.

Syrian Arab Republic - 3.7 Waste Management and Recycling Infrastructure Assessment 

Overview 

The waste collection process in large cities is available considered to be average. 

In major urban areas, waste is typically disposed of in containers placed throughout streets. However, due to container shortages, waste may end up in plastic bags in certain areas or neighbourhoods. Municipalities bear the responsibility for managing solid waste collection and disposal. In major cities, collections occur once daily, while in smaller populated areas, it's typically every two days.  

Waste is generally collected without separation, as a comprehensive waste separation program is lacking. Some regions do segregate medical and industrial waste, but most of the waste ends up in random dumps or old landfill sites due to past crises. 

Collection and disposal operations are carried out by both municipal and private entities, with over 30-40% of disposal managed by private companies. Treatment and landfill operations are predominantly handled by public entities. 

Regarding recycling, there are facilities in places like Tartous and Damascus for converting waste into organic fertilizers, alongside some damaged stations. Organic material sorting typically occurs at these facilities. However, there's currently no specific recycling legislation in place, with waste collection and transportation governed by Law 49, which offers semi-general instructions. 

Non-Hazardous Waste Disposal 

Non- Hazardous industrial waste is disposed of with solid waste in most areas, either in random dumps or sanitary landfills. As for medical waste, it is disposed of in some governorates through treatment plants, and in some other areas it is disposed of randomly. Regarding the discharge of municipal wastewater, except for major cities that has a wastewater treatment plant,  In most laces, sewage is randomly disposed of by draining into rivers, streams, or the sea. There are also some treatment plants that operate at varying capacities and capacities.
