1 Burkina Faso Country Profile

Generic Information

Burkina Faso is a landlocked country in West Africa that covers an area of around 274,200 square kilometres (105,900 sq. mi) and is bordered by Mali to the northwest, Niger to the northeast, Benin to the southeast, Togo and Ghana to the south, and the Ivory Coast to the southwest. The July 2019 population estimate by the United Nations was 20,321,378.

Covid 19 epidemic has been active in the country since 2020.  As date of 26 July 2021, 13536 confirmed cases, 169 death and 31,671 vaccinated people.  For more information, please consult here the WHO Covid 19 Dashboard in Burkina Faso.

Malaria is a major health issue in Burkina Faso. It is endemic throughout the country, with a seasonal upsurge from June through October. This seasonal peak is variable across the three major geographic zones linked with the duration of the rainy season: up to three months in the north, six months in the center, and nine months in the south of the country.

Dengue is a year-round risk and peak transmission occurs August to December.

Cholera case occurs in Burkina Faso with a case detected in August 2021 (the patient was a truck driver of Malian nationality who entered from Niger where a cholera epidemic is currently raging).

Although no cases of the Ebola virus disease occurred in Burkina Faso during the West African epidemic of 2014, the Ministry of Health is reinforcing the capacity of its monitoring system to respond in case of a new epidemic.

In Burkina Faso, the climate is tropical, with a rainy season in the summer months due to the African monsoon (June to September), and a dry season in winter. In the north, the rainy season is shorter and less intense, so the climate is semi-arid, while in the south the rains last longer. The temperatures in Burkina Faso are high throughout the year. During winter season, the air is dry due to the northeast winds with temperatures around 30/32 °C in the north and 32/33 °C in the south. The prevailing wind, called Harmattan, blows from the north-east and can lift dust, making the sky whitish, but it can also cause real sandstorms. Storms can also occur in spring because of the clash with moist air masses.

Capacity and Contacts for In-Country Emergency Response

Government

Placed under the technical and administrative supervision of the Ministry in charge of Social Action and National Solidarity and under the financial supervision of the Ministry in charge of the Economy and Finance,  the Conseil National de Secours d’Urgence et de Réhabilitation (CONASUR) is responsible for working to prevent disasters, manage emergency relief and rehabilitation and ensures coordination and guidance in the field of prevention disaster, emergency relief management and rehabilitation. The CONASUR is the national platform for the prevention and management of disasters and humanitarian crises with the aim to work in closed collaboration with all humanitarian actors, on issues related to the convergence of actions for poverty reduction, adaptation to climate change and disaster risk reduction, to strengthening the resilience of populations made vulnerable by socio-political-economic systems and climate change including climate variability and extreme events.

Additional governmental agencies are interacting within the humanitarian action in country such as:

  • The Société nationale de gestion des stocks de sécurité alimentaire (SONAGESS) is in charge of managing the national food stock security.
  • SP-PAM in charge of the administration, management, monitoring-evaluation and control of food aid from the World Food Programme (WFP).

Humanitarian Community

As of April 2021, 67 organizations were operating in the country implementing 157 (shelter, wash, protection, nutrition, health, food security, refugees).
As per an OCHA report issued on 26/07/21, the number of internally displaced persons in Burkina Faso has risen to 1,312,071. This increase in numbers is due to the increase in security incidents. This unpredictable and unprecedented increase in incidents targeting the civilian population has been observed since the beginning of the second quarter of 2021 (…) The Central North, Sahel and Eastern regions continue to be the most affected. People are moving to communities in dire humanitarian need, but humanitarian response capacity remains limited. According to analyses by the Rapid Response Coordination Group (GCORR), only 20% of displacement alerts are fully responded to. The humanitarian community remains committed to supporting the Government in responding to humanitarian challenges.

Burkina Faso is a member of WTO (since 1995), GATT (since 1963) including the below organizations:

  • Economic Comission of West African States (ECOWAS): this organization aims to promote cooperation and integration. It aims to establish an economic union in west Africa to raise the living standards of its peoples, and to maintain and enhance economic stability, foster relations among member states, and contribute to the progress and development of the African continent.
  • West African Economic and Monetary Union (WAEMU).
  • ISO: the Agence Burkinabè de Normalisation, de la Métrologie et de la qualité (ABNORM) is responsible for developing standards. One of ABNORM’s key objectives is to cover all Burkina Faso’s priority sectors for standardization (food, electro-technical, environmental, building and civil engineering sectors).

The Agence Nationale de la Régulation Pharmaceutique (ANRP), the main objectives are to guarantee access to quality, safe, effective and accessible health products for the entire population.

Telecommunication

The Autorité de Régulation des Communications Electroniques et des Postes(ARCEP) the main missions are to monitor compliance with regulations and commitments made by network operators and service providers, internet DNS domain management, approval of imported/local made electronic equipment or radio frequencies management.

Energy

Autorité de Régulation du Sous-secteur de l’Electricité (ARSE) a public establishment under to the Ministry of Energy with the aim to contribute to the proper functioning of the electricity sector through the regulation of production, operation, transport, distribution, sale, export and import activities of electricity throughout of the national territory.

Fuel

The Comité Interministériel de Détermination des Prix des Hydrocarbures (CIDPH) is a decision-making support structure that the government has set up to make relevant proposals to determine the price of hydrocarbons month after month in country.

Public and governmental laboratories

Inspection Companies

Local companies like Groupe CEM or Tecal-Sate are assisting in quality control through food testing at vendor’s location prior delivery at customer ‘s warehouse. Their agents called “superintendent” are collecting samples to run laboratory analysis then provide advice according to the lab results. They also monitor loading and/or unloading operations by checking weight and visual aspect of the goods. International companies like Bureau Veritas and SGS are also operating in country and offer an extensive range of services from testing (bacteriological and chemical sampling analyses and quality analyses of submitted samples) inspection (supervision of loading and discharging), audit and certifications.

Pre-shipment Inspection

From September 2018 there is no longer a requirement for pre-shipment inspection to enable goods to be imported into Burkina Faso.

Exemption Regular Regime (Non-Emergency Response)

United Nation Agencies and NGOs are defined in fiscal terms as non-profit organizations participating in the implementation of the development aid of the Government. Indeed, as they are performing public service missions normally under to the State, they benefit from certain favors on their investment made for the benefit of the populations. As a result, in accordance with the Establishment Convention signed with the DGCOOP, UN agencies and NGO are exempted from taxes, duties and customs duties for the purchase of goods and services necessary for activities carried out for the benefit of the populations. However, any profitable activities are excluded.

  • Tax exemption is based on article 31 of the agreement establishment signed between the Government and UN agencies/NGO in Burkina Faso. They are exempted of the VTA in accordance with the Letter #2055/ MEF/ 25/11/1996, law #06-2010 dated on January 29, 2010.
  • Customs duties exemption is based on article 30 of the agreement establishment signed between the Government and UN agencies/NGO.

Document Requirements

Any customs clearance procedure must be handled by an official and registered Authorized Customs Agent only.

The following documents are required for customs formalities and are issued through the SYLVIE electronic platform since 2016 (virtual liaison system for import and export transactions):

  • DPI (Déclaration Préalable d’Importation): DPI is not requested for humanitarian organization duly registered with the local authorities considering imported items are not intended for resale.
  • Import insurance certificate
  • Commercial invoice
  • Transport documents
  • Where applicable: a national conformity certificate, a certificate of origin, and phytosanitary or sanitary certificate

The clearance system incorporates a four-channel risk management system: green (good for release), blue (a posteriori control), yellow (inspection of documents) and red (full-scale physical inspection of the goods).

Transit Regime

During international transit in Burkina, the authorized customs agent delegated for this operation must fill and obtain a IM8 form called “Déclaration de Transit” at the entry border. Once obtained, the Customs release the cargo then date of departure is recorded within their system. A grace period from 48 to 96 hours is granted to the transporter to reach the exit border with an escort appointed during the journey (cost is 15 000 FCFA). In case of accident or breakdown, the transporter must inform immediately the escort or any relevant local authority otherwise a fine will be applied at the exit border. Escort is only applicable for sensitive/high value cargo (pharmaceuticals, arms, oil. etc).



2 Burkina Faso Logistics Infrastructure

The following sections contains information on the logistics infrastructure of Burkina Faso.

2.1 Burkina Faso Port Assessment

Burkina Faso is a landlocked country relying upon the seaport services of neighbouring countries. However, the country has a dry port located in Bobo Dioulasso carried by the CCI (Chambre de Commerce et de l’Industrie - more information here). The dry-port welcomes operators economic, public administration and the customs administration to facilitate import and export activities. According to the CBC (Conseil Burkinabé des Chargeurs) the country is importing 98% of its merchandise by sea with transhipment by road through the main below four corridors:

Lomé (Togo), Abidjan (Côte d’Ivoire), Cotonou (Benin), Téma & (Ghana)

The CBC is a professional public establishment with the main missions to coordinate the interventions of partners in the transport chain in transit countries to reduce delivery times and costs and to manage the freight coming from all the corridors (import & export). The CBC of Burkina Faso is a member of the UCCA (Union des Conseils des Chargeurs Africains) and participates to the regional discussion and meeting to improve the freight management within the region.

The CBC is represented in each port and each border entry of the country to support the freight operations and to monitor the truck traffic through their online system called Système de gestion du transport terrestre et aérien des marchandises (Sygestran). In case of strike, losing containers or issues with transporters for example, the CBC with their local representatives is intervening to find solutions.

2.2 Burkina Faso Aviation

 

ANAC is the national regulatory authority in charge of the regulations, supervision and control of civil aviation activities in accordance with the principles of the ICAO (International Civil Aviation Organization). Since 1959, Burkina Faso is a member of the ASECNA (Agence pour la Sécurité de la Navigation Aérienne en Afrique et à Madagascar) composed of seventeen (17) African states members. ASECNA’s main mission is to provide air navigation services, aeronautical information services and aeronautical meteorology services.

Burkina Faso has a total of forty-seven (47) airfields however only few of them are operational like Fada N’Gouma and used by private airline companies (transportation of passengers working in the mine sector for example). Direction Aérodromes Navigation Aérienne Sureté (DANAS) is the department in charge to do airfield assessment (last one was conducted in 2016) however due to the current insecurity situation in country, this activity is still on hold.

Only Ouagadougou and Bobo Dioulasso are classified as international airports and represent the main point of entry and exit of the country. However, Ouagadougou airport represents 89% of the airline traffic. Then, since 2017, the government has launched the construction of a new airport Ouagadougou -Donsin located 35 km from the capital to meet the continuous increase of the traffic with an opening scheduled in 2024.

Procedures for Foreign Registered Aircraft

For information on procedures for foreign registered aircraft, the ANAC - under its DEA (Direction Exploitation des Aéronefs) subdivision - is in charge to grant an air operator’s certificate (AOC) according to the nature of request. However, the requester needs to do an official registration with the Ministry of Foreign Affairs whom will liaise in parallel with the Ministry of Defense and the Ministry of Security to obtain all the necessary clearance to operate in Burkina Faso.

Below information are extracted from the Aeronautical Information Publications  published by ASECNA and related to Burkina Faso.

Link to General 1.2 Overflight and Landing on the aerodrome document

According to the New Article 114 of Civil Aviation Code, the aircraft registered in a foreign State are not allowed to operate activities against remuneration in Burkina Faso that only in accordance with agreements or Conventions signed between the Government of Burkina and the registration state or under the terms of a special and temporary authorization granted by the Minister in charge of Civil Aviation. In case of no agreement, no convention or authorization indicating the nature of expected activities, an aircraft registered in a foreign State must obtain, before coming in Burkina Faso, (…), a request for authorization to one the following organisms for the civils aircraft:

  • Either directly to the Ministry in charge of Civil Aviation (D.A.C)
  • Either to the Ministry of Foreign Affairs, in charge of dispatching them to the Ministry in charge of Civil Aviation (D.A.C)

The requests dispatched by ways others that those of the AFTN (Aeronautical Fixed Telecommunication Network) will be addressed at least seven (7) working days before the expected arrival date of the aircraft in Burkina.

The requests dispatched by AFTN network will be transmitted 72 working hours before the expected arrival date. This delay may be reduced to 48 working hours when they are concerned with transport for humanitarian purposes or in case of imperative needs.

Regarding any aircraft registered in a foreign State that wants to come in Burkina at the ends of tourism or other activities not remunerated, as well as any aircraft registered in a foreign State that wants only to fly over the territory of Burkina Republic or to perform technical stopovers, these aircraft must conform in accordance with international agreements or Conventions, to the present arrangement while providing the following information in their request:

  • Type of aircraft
  • Registration Mark
  • Flight number or Call Sign
  • Name of Operator and address
  • Aircraft Owner (in case of chartering)
  • Name and nationality of the aircraft commander
  • Crew Number, names and nationality
  • Complete routes (aerodrome departure, intermediate stopovers, arrival/departure aerodrome in BURKINA, final destination)
  • Cargo (nature and cargo quantity, passengers’ number)
  • Flight purpose

Passenger and Cargo Performance Indicator

Last March 2020, due to the Covid 19 pandemic, the government decided to close both road and air borders however freight activities remained active. From March to August 2021, international commercial flights were totally suspended then the traffic resumed progressively in August 2021 with sanitary measures in place (temperature control, mandatory negative PCR test at arrival).

Since 2017, the government has launched the construction of a new airport Ouagadougou -Donsin located 35 km from the capital to meet the continuous increase of the traffic. This project is piloted by the MOAD (Maitrise d’ouvrage de l’aéroport de Donsin) with an opening scheduled in 2024.

United Nation Humanitarian Air Service (UNHAS)

2.3 Burkina Faso Road Network


For the government, it is essential to open the country by launching road projects to boost the local economy, to expand the regional trade and to reduce transport delays for goods imported and exported through the different main corridors (Togo, Benin & Côte d’Ivoire). In addition, the population will benefit from improved road safety and better access to the regional market. However, the government is facing some delays to achieve projects due to the recent Covid 19 pandemic, security issues in some area or complex coordination among numerous institutions and stakeholders. The past 2016-2020 Plan National de Développement Économique et Social (PNDES) included under the strategic response #3 to “develop quality infrastructure and resilient, to promote structural transformation of economy”. For the next five years, the government is now working on a new plan called 2021-2025 RND up to 19030,70 Billion FCFA and has forecasted 105 billion of FCFA to improve the national road network through different projects:

  • upgrade of the National Road NR#23 Ouahigouya - Djibo and the National Road NR# 10 Tougan - Ouahigouya with asphalt
  • construction and asphalting of the Regional Road RR#11 Kolinka-Fara-Poura
  • rehabilitation of the corridor Lomé-Cinkansé-Ouagadougou
  • construction of the Highway Yamoussoukro-Ouagadougou.

Road Security

According to the Ministère des Transports, de la Mobilité Urbaine et de la Sécurité Routière (MTMUSR), the country has recorded 20,871 road crashes with 1060 deaths and 13,763 injured persons in 2020. Main reasons of road accidents are due to over speeding, distracting driving (talking on the cellphone), drunk driving plus violation of the traffic rules (not wearing seat belt, helmet, unsafe line changes….). In addition, poor road conditions and weather conditions (rainy season from June to September) are two factors increasing the cause of road traffic injuries. The promotion of road safety and improvement of the road network conditions are under the Office National de Sécurité Routière (ONASER) who conduct many campaigns to increase awareness within the population about road safety. ONASER also works in close collaboration with the (Centre de Contrôle des Véhicules Automobiles(CCVA) to control and clean up the country’s fleet through eight stations for vehicle inspection. Then, the ONASER is increasing the control of speed limit across the country with six mobile teams equipped with modern technology radar devices. In Burkina, the speed is limited up to 50 km/h in urban area with the possibility for the local authority to reduce it then limited up to 90 km/h in countryside for any type of vehicle (except heavy vehicle limited up to 80 km/h)

In addition, the Direction Général des Transports Terrestres et Maritime (DGTTM) is implementing since 2019 the Licence d’Exploitation de Transport Routier, a mandatory certificate for all the transporter to operate in country. The transporter must submit a set of documents to obtain this certificate then a blue number plate will be assigned for each registered truck. A blue plate is stating that the truck is dedicated for transportation of goods and meet all the mandatory requirements to circulate in country. Target is 2024-2025 to achieve this process with campaign of awareness from the DGTTM regional offices to mobilize the transporters to apply for the licence.

However, the main issue is armed roadside banditry across the country then the number of attacks/kidnappings has been increasing since 2015. There is a risk of armed groups stopping vehicles (including public buses) on major roads to rob them and it is recommended to avoid travelling between towns by road at night, remote and border regions are also particularly vulnerable.

Weighbridges and Axle Load Limits

The ONASER is in charge of controlling the axe load through their stations checkpoints located across the country and on each land border crossing with a target of 200 000 controls per year. Since June 1, 2009 heavy goods vehicles transporting goods are controlled to check if they are not overloaded, in accordance with the regulation No. 14/2005 / CM / UEMOA, relating to the harmonization of standards and procedures for checking the size, weight and axle load of vehicles heavy goods transport in WAEMU member states. For non-respect of the regulation, a fine of 60,000 CFA per extra ton is applied for national transportation and a fine of 200 000 CFA per extra ton is applied for international transportation.

Then, to reinforce their capacities, the ONASER signed last May 2021 a partnership with a private company Afrique Pesage S.A to manage the weighing stations of Dakola, Tanghin-Dassouri, Bobo-Dioulasso, Banfora and Niangoloko as part of a three-year pilot project (more information here)

2.3.1 Burkina Faso Border Crossing of Faramana

Overview

Due to the increase of the insecurity in this area since the past months (presence of terrorist groups with risk of ambush and kidnapping), a field visit of this border has not been carried out. (November 2021)


The border between Burkina Faso and Mali is approximately 1000 kilometers long with main crossing points at Faramana and Koloko. Faramana border crossing belongs to the northern route of Ouagadougou – Bamako corridor and is located 2h30 hours drive from Bobo Dioulasso.

According to the Customs office in Ouessa, the average traffic entering the country is 30-35 trucks per day and around 25 freight forwarder companies are represented in Ouessa. 75% of the traffic is trucks in transit to Mali and 15% is for a destination in Burkina Faso.
The parking needs some renovations and an extension to accommodate all the trucks. Currently, the capacity is limited to 30 trucks therefore, in case of peak of activity, trucks have to park outside.

(Conseil Burkinabé des Chargeurs)

Bon de Chargement issued by CBC representative at port of entry to authorize loading of goods by transporters and free of charge. However, a penalty of 200 000 CFA is applied if the truck does not show this document when arriving at border level. This document is implemented in all the corridors since December 2020 and applies only for exported goods and imported goods with destination in Burkina Faso.

BSTRBordereau de Suivi du Trafic Routier – issued at port of entry or at border level, this document applies for both imported /exported goods in transit by road and charged 2500 CFA per truck. In Accra, CBC is not represented therefore this document is free of charge at Dakola’s border.

2.4 Burkina Faso Railway Assessment


 

SITARAIL (subsidiary of Bolloré Group) is the railway company who operates the railway lines between Côte d'Ivoire to Burkina Faso. The line construction began in Abidjan in 1904 then achieved in Ouagadougou in 1954.

Bolloré Group declared 200,000 passengers and 900,000 MT of freight are transported each year however the recent Covid 19 pandemic has impacted the passenger traffic. The network is 1,260 km long, connects Abidjan to Ouagadougou with 59 stations. In Burkina, the network represents a total of 622 km:

  • 517 km currently operated between Côte d'Ivoire (Niangoloko) to Ouagadougou.
  • 105 km not operated between Ouagadougou to Kaya.


From Côte d’Ivoire, the transported products are hydrocarbons, containers, fertilizers and cement then cotton and local products constitute the main exportations to Abidjan. Since 2019, Bolloré Group has launched a vast investment program for the modernization of its maintenance workshops with the target to improve the quality of rail traffic. In addition, the company invested more than two billion FCFA in the acquisition of modern equipment for its locomotive and wagon maintenance between 2019-2020.

Since March 2020, the passengers traffic remains interrupted between Burkina Faso and Côte d’Ivoire due to the Covid 19 pandemic. However, the Government announced last November 17th, 2021 the re-opening of the land and rail borders on December 1st, 2021.

Railway Companies and Consortia

SITARAIL is a concession managed by Bolloré Railways which also operates Camrail (Cameron) and Benirail (Benin). All freight operations in Burkina Faso are managed by Sitarail and passenger traffic is managed by the STIB (Société de Transport Ivoiro-Burkinabé). However, since March 2020, the passengers traffic has been interrupted and the six weekly trains to Abidjan are not operating till further notice from the Ivory and Burkinabe government.

In addition, three consortiums (China Railway, African Global Development et Frontline Capital Advisors) have been selected to build a new railway network 1 102 km long to connect Ouagadougou to Téma port in Ghana with a project to be launched during the first quarter in 2022 (estimated cost is 4.7 billion Euros with a forecast of 2-3 million passengers and between 7-17 million tons per year)

2.6 Burkina Faso Storage Assessment


Overview

Burkina Faso offers a variety of storage solutions from the private to the public sector to meet the humanitarian needs across the country. In general, storages are concrete buildings and meet the minimum storage conditions. Renting or loaning land to install a mobile storage unit is also a practical option. In the private sector, storage solutions come from merchants in import/export, cement companies, wholesalers or logistics companies. In the public sector, Ministry of Agriculture, SONAGESS (Société Nationale de Gestion du Stock de Sécurité Alimentaire ) or the CAMEG (Centrale d'Achat des Médicaments Essentiels Génériques et des Consommables Médicaux) have a network of storage across the country. Therefore, it is recommended to explore both sectors when sourcing a storage solution. In addition, national humanitarian organizations are highly active in country with strong local connections and they often have some storage in remote areas. Therefore, they can provide temporary storage solutions to any organization during short term operations like distributions. Key to find and identify a storage is to contact all the economic actors within the new area of operation regardless of private or public sector.

Public Sector Storage

The public sector can offer a storage solution to humanitarian organizations if space is available at the time of request. The main identified sources are the SONAGESS , the Ministry of Agriculture  and the CCI who have a large storage capacity across the country. It is recommended to visit their local representative to verify the space availability then to make an official request at regional/national level. Their facilities meet the standard minimum requirement of storage with buildings in good condition (concrete, large doors, well ventilated and easy access for trucks).
For medical, the CAMEG meets the good storage practices for pharmaceuticals and offers a full solution from procurement to distribution with their own fleet.

2.7 Burkina Faso Milling Assessment

Les Grands Moulin du Faso (GMF) and La Minoterie de l’Orient (MINOR) which belong to the Group Hajjar own the main millings in country. Then, during the last decade, the national milling market has grown up with the arriving of new actors like Les Moulins du Sahel Burkina Faso (MDS BF SA) or Agroserv Industrie. They invested in modern plants with larges units of production including storage capacities and internal laboratories of analysis. All those units of production are contributing to meet the population needs and to reduce the flour imports from Côte d’Ivoire, Ghana or Togo.

3.1 Burkina Faso Fuel

Fuel Overview

The SONABHY (Société Nationale Burkinabè d’Hydrocarbures ) under the authority of the Ministry of Trade, holds a monopoly on the import and storage of hydrocarbons in the country. Supplies of petroleum products are mainly contracted through calls for tenders and long-term contracts (suppliers with port storage capacities and direct purchases).

The transit storage of products purchased on the international market is carried out at the Storage Company (STSL) in Lomé (Togo), at the ORYX depot in Cotonou (Benin), at the National Company for the Marketing of Petroleum Products (SONACOP) in Téma and Bolgatanga (Ghana) and GESTOCI in Côte d'Ivoire.
Hydrocarbon products purchased are generated from coastal depots to inland depots in Burkina Faso by rail (SITARAIL) and road (private transporters). SONABHY has three main storage depots located in Bobo Dioulasso, Bingo and Péni with currently construction projects ongoing in Bingo to increase the storage capacity.

Hydrocarbon products are then distributed to end consumers through key account players or customers (members of the Groupement Professionnel Pétrolier) who obtain their supplies directly from SONABHY. These large account customers (around 85 as date of September 2021) consist of marketers, subsidiaries of multinationals (Vivo Energy, Total Energies, Orix Energy, Ola Energy) and independent national companies distributing petroleum products (Otam, Petrofa).

3.2 Burkina Faso Transporters

Overview

The road transport market is highly developed in Burkina Faso and represents the first mean to carry goods in and out of the country as per showed in the below table from the last 2018 statistics report published by the MTMUSR (Ministère des Transports, de la Mobilité Urbaine et de la Sécurité Routière) in December 2019[1].

This is also highlighted with the below figures related to the trade volume in 2019 published by INSD[2] (Institut National de la Statistique et de la Démographie ) showing goods are mainly transported by road first if comparing with the sea and air transportation.


According to the last statistics report of CCI published in March 2020[3], 2 356 companies are registered as transporters and offer a remarkably high number of trucks available within the country (trailer, semi-trailer, etc). However, according to main syndicate of transporters represented by the FUTRB (Faitière Unique des Transporteurs Routier du Burkina), there is around 8000 transporters companies operating in Burkina Faso as follows:

  • 80% are micro and small size companies with less than five truck and not legally registered
  • 16% are medium size companies and legally operating in country
  • 3% are administratively organized companies
  • Only 1% are considered as professional and developed companies

As observed, transporter companies belong mainly to the informal sector with a high number micro companies without any legal registrations and owning a few trucks. Therefore, this is a point to be considered when contracting a company to respect all the local legislation and to be in position to meet all customers’ requirements.

In this regard, the DGTTM is implementing since 2019 the Licence d’Exploitation de Transport Routier, a mandatory certificate for all the transporters to operate in the country. The transporter must submit a set of documents to obtain this certificate then a blue number plate will be assigned for each registered truck. A blue plate is stating that the truck is dedicated for transportation of goods and passed the yearly technical control with the CCVA.
Target is 2024-2025 to achieve this process with campaign of awareness from the DGTTM regional offices to mobilize the transporters to apply for the license.

Organization & Structure of National Transporters

There are 19 different unions of transporters in country which created some issues in term of negotiations with the government illustrated by several and repetitive strikes in the past. Last February 2021, an umbrella structure gathering all the union was created under the FUTRB then has presented officially the board to the MTMUSR in June 2021. Main challenges for the road transport in country is to renew the fleet characterized by trucks in poor mechanic condition (mainly due to the overloaded practice) and to work on the awareness of road safety. In this regard, the government has launched last 25 October 2021 the first phase of subscriptions to the credit access mechanism on behalf of the transporter for the renewal of the fleet. The budget allocated for this first phase with the support of the World Bank represents 5.500.000.000 CFA with a target of 150 new trucks (here the DGTTM ‘s communication)
In addition, the FUTRB is doing advocacy to have a ceiling price system in place  as of October 2021, below is the current T.KM[4] (will depend on the type and destination of the cargo)

  • From 32 to 44 FCFA at international level
  • From 80 to 160 FCFA at national level 

Transporter capacity to meet humanitarian needs

 At this stage, domestics and humanitarian needs are fully covered by the national capacity of the market and none tension to meet both private and humanitarian requirements was observed during the past years. Even in case of a sudden increase of transportation needs by the humanitarian community, the national market will be able to absorb an influx in demand.

However, the main challenge is the access to IDPs located in areas where security is the major issue (North, North Center, Sahel, Est regions). Transporters are reluctant or refuse to dispatch their trucks in those borders regions due to the high risk of ambush, kidnapping by terrorist groups and the increase of IEDs on the road.

Around 50 transporters companies are operating in Est Region mainly based in Namounou/ Kompienga (cities closed to Niger and Benin borders) and Fada. Each transporter owns an average of 2-3 trucks.

Comments

However, the commercial transportation within the region is very impacted by the insecurity on the roads with the presence of terrorist groups and IEDs.

Incidents occurs on weekly basis and trucks stopped moving in many axes like:

  • N18 Fada – Pama
  • N19 Fada – Madjoari  

This situation is delaying the humanitarian response to reach the beneficiaries in those areas. Main roads going to Niger border (Kantchari) and Benin border (Nadiagou) are also targeted by the terrorist groups to rob goods and to do carjacking. In addition, transporters have been requested by the terrorist groups not to use security convoys when travelling otherwise they will be targeted.

At this stage, transporters are facing a tough economic situation and to maintain their business activity, some transporters decided to leave the region to deliver goods to Ouagadougou from the main corridors (Lomé, Abidjan, etc).

The second main issue reported by the Syndicate is the very poor conditions of the roads destroyed in some axes with huge potholes. Then, construction companies awarded to do the rehabilitation within the region are victims of attack by terrorist groups (kidnapping of workers, destruction of building machines, etc) which stopped the activities.

Comments

The transportation sector is facing a significant decrease of their activities since local markets closed three years ago in some areas like Kelbo, Foubé due to the insecurity within the region. There are no more goods to be transported so many companies have stopped operating.

As a date of November 2021, the axes to Bouroum (D22), Silmangué and Pensa are still accessible by road according to the Syndicate.

3.3 Burkina Faso Manual Labour

Manual Labor is available within all the country and can be implemented through different channels like a private logistics company, a job center agency or inclusive with a service agreement. This service is usually contracted on daily basis for warehousing operations with a flat rate charged per ton or per unit and according to the type of operation. Additional costs can occur such like PPE (Personal Protective Equipment e.g. helmet, closed shoes, gloves, etc), liability insurance or a supervisor. To ensure a permanent manual labour service, it is recommended to implement a long-term agreement which also provides an advantage to maintain the same workers deployed in the warehouse.

3.4 Burkina Faso Telecommunications

Overview


The MDENP (Ministère de l’Économie numérique, des Postes et de la Transformation Digitale) is responsible of the development of infrastructures and to promote a local industry based on ICT (Information Communication &Technology). In addition, the MDENP is working in closed coordination with the ARCEP, an independent structure in charge to monitor compliance with regulations and commitments made by network operators and service providers, internet DNS (Domain Name System) domain management, approval of imported/local made electronic equipment or radio frequencies management. As of September 2021, three private operators share the mobile market in Burkina Faso: Moov Africa, Telecel Faso SA, and Orange Burkina Faso SA. According to the last Q1 2021 report from ARCEP[1], there is currently a total of 23 466 416 active sim cards in country for a population estimated around 21 million persons. There is no restriction to register a sim card and only requires a valid identity card to buy either a postpaid or prepaid subscription. Then, all current operators have a broad range of mobile plans and internet solutions for both individual and business with competitive offers and bundles. In addition, there is also ISPs companies available in country offering VSAT (Very Smart Aperture Terminal) installation, fiber connection or IT solution (server, maintenance etc.)

In this regard, WFP ICT has opened last November 2021 in Djibo (Sahel region) a cybercafe located in the UNHCR office. WFP ICT team has installed a V-SAT solution with a free access to internet (dedicated room with equipment and Wi-Fi) including backup up system with generator and solar panels. In this area, the mobile network coverage is unstable due to antennas damaged by the armed groups.

Overview

In Burkina Faso, the food availability comes mainly from the national production but a significant increase of importation of rice has been observed. The main dry cereals produced and consumed in country are sorghum, millet, and maize. In general, the country is self-sufficient in sorghum and millet then produces a surplus in maize. However, the country has to import most of what it consumes in terms of wheat and wheat flour, palm oil and sugar.

Then, the national market is organized as follows: the production and trade of local products are done almost entirely by small producers and wholesalers then the trade in imported products (especially rice) is carried out in bulk by large companies with the capacity to make purchases on international markets.

The supermarket sector is mainly controlled by Lebanese traders who import international brands with stores in Ouagadougou or Bobo Dioulasso (Marina Market, Liza Market…) and also by local companies who have retail food chain across the country (Alimentation Le Bon Samaritain, Les Bons Amis…). Otherwise, the food retail sector is dominated by local market with stands (fruit, vegetables…) small general store and street vendors offering same category of product but with a limited range of choice.

Accommodation

Major towns and main regional cities offer accommodation solutions from hotel, guesthouse to rental house with a large panel of services when available (catering, laundering, internet, car rental, airport transfer etc…). However, due to the current insecurity situation in the country, it is strongly recommended by UNDSS to stay in places which meet minimum security criteria (e.g. fence with a protection wall, generator back-up, professional guard service etc.…). Therefore, humanitarian organizations need to conduct a  security assessment prior clearing a place for their own staff. Last 2019, the MCAT issued a list of establishment authorized to operate in country (see here) then additional options are available on Booking.com, Airbnb, rental agencies or announced published on specific groups in social network (e.g. Facebook).

The national electricity production is managed by the SONABEL a State Company created by decree n ° 76/344 / PRES / MTP / URB of September 15, 1976. Its role is to produce, import, transport, distribute and export electric power plus to ensure the management of the public service of electricity. In addition, the Burkina Faso's rural electrification process under the program « Electricité pour tous » is developed in collaboration with the Coopel (coopératives d’électricité) which is playing a local role on behalf of the SONABEL. According to the latest ARSE 2019 Activity report[1], SONABEL customers experienced an average of 149 cuts which lasted a total of 86 hours. Therefore, a generator backup is recommended to face power cuts which often occur in the country.

Financial Services

Last September 2021, the BCEAO (Banque Centrale des États de l'Afrique de l'Ouest ) has published the updated list of banks and financial institutions operating in Burkina Faso. They offer a broad range of services (credits card, currency exchange, loan credit and web services) with an agency network across the country.
Money transfer is also available in the country with Western Union, MoneyGram or through mobile operators (Orange Money, Moov Money).

Clearing and Forwarding Agents

There is currently 62 forwarding agents approved and authorized by the Customs to operate in country (see list here) as date of February 2021. Their head offices are mainly based in Ouagadougou with representatives across the country (land border entries, ports at corridor level…). Both local and international companies are covering this sector in Burkina Faso with major actors like Bolloré Logistics, Maersk, R-Logistics or Ceva Logistics.

Handling Equipment

Forwarding agents and specialized companies (e.g. Premium Burkina Faso, Burkina Equipment CAT, CFAO Equipment…) have the capacity to provide handling equipment when required. This service can be negotiated either through a rental service contract or a lease plan (forklift, trolley, trans-pallet, crane…) Wooden pallets are available locally with different quality level while plastic pallets need to be imported.

La Poste Burkina Faso is the principal postal service in country with a network of 116 agencies across the country and obtained the ISO 9001 V 2015 certification last May 2019. La Poste Burkina Faso offers a broad range of service to both individuals and business customers from mail, parcel service, finance and e-service. As date of June 2021, the postal sector is composed of 25 service providers authorized by the ARCEP to operate in the country (see below table).
Then, main couriers services like Fedex,and DHL are operating in Burkina Faso.

Printing and Publishing

Offset and digital printing services are available mainly in Ouagadougou or Bobo Dioulasso with companies fitted with modern equipment and staff trained in the latest printing technologies to meet customers’ needs (e.g. Grande Imprimerie du Burkina, Graphi Imprim, Imprimerie Industrie Graphic du Faso…).

Taxi Companies

This sector is informal and shared taxis recognizable by their green color are a common way to circulate in the urban area. A shared taxi is following a set route then picks up passengers along the road. Overall, shared taxis are not really in a good mechanic state and drivers do not respect the number of passengers authorized to sit in their car. Rate starts from 300 CFA and the price will increase depending on the final destination and/or the number of luggage. Therefore, it is not recommended to use a shared taxi however there is alternative options like to privatize a taxi for one hour or the full day, to rent a car with driver through a hotel or to book a taxi from a newly company called Taxi Jaune available in Ouagadougou.

Vehicle Rental

Vehicle for rent is available in the country from sedan car to 4x4 and with or without driver. Rental can be negotiated on daily basis or through a long-term agreement (e.g. Locaufaso, CFAO Motors Burkina, Sags-sarl Location…)

Waste Management and Disposal Services

Waste management is under the responsibility of the municiplities but they do not have the capacity to organize such of activities therefore hygiene and water-borne diseases are a serious concern in country. In this regard, the government and municipalities are working closely to implement waste management solution like the SDGD (Schéma Directeur de Gestion des Déchets) in Ouagadougou. In addition, private companies or local initiative are participating to improve the waste management and to sensibilize the population to change their habits (stop burning or dumping trash everywhere).

Regarding bio medical waste management, the government is implementing a new plan called Plan de Lutte contre les Infections et de Gestion des Déchets (PLIGD) to improve the system for fighting infections associated with healthcare in the context of COVID-19.

Regarding the electrical and electronic equipment waste management, the MEEVCC (Ministère de l'Environnement, de l'Economie verte et du Changement Climatique) has signed an agreement with the group Société Générale de Surveillance SA which include a service covering all stage from production to recovery, from recycling to sustainable waste disposal.
