1 Liberia Country Profile
The Republic of Liberia is a country on the West African coast located 6°19′N 10°48′W. It is bordered by Sierra Leone to the west, Guinea to the north and Ivory Coast to the east. The country covers an area of 43, 000 square miles and a population of 4.3 million people. The country’s official language is English with over 16 different local languages spoken.
Liberia features a tropical monsoon climate. During the year it has a copious amount of precipitation. The climate features a wet season (May – October) and a dry season (November – April) but precipitation is seen even during the dry season. Temperatures remain constant throughout the year averaging around 26 °C (79 °F). Monrovia is the wettest capital city, receiving more annual precipitation on average, than any other capital in the world. Forests on the coastline are composed mostly of salt-tolerant mangrove trees while the more sparsely populated inland has forests opening onto a plateau of drier grasslands. Liberia possesses about forty percent of the remaining Upper Guinean rainforest.

Due to the difficult access to certain areas during the rainy season, it is recommended to pre-stock during the dry season, especially in Zwedru county where the main roads are in bad condition. It is important to note that during the dry season, it is harder to find daily workers in Zwedru County as many youths go to the mining zones.
Capacity and Contacts for In-Country Emergency Response
Government
The National Disaster Relief Commission (NDRC) was established in 1976 to cater to disaster victims; review, coordinate and plan different disaster prevention, preparedness, relief and rehabilitation measures; and establish and maintain liaisons with representatives of UN agencies and donors which have disaster relief related programs in the country. Although the NDRC is the institution tasked with managing disaster risk reduction and related activities, its approach is reactionary rather than preventative. Furthermore, the institutional capacity to lead and coordinate emergency response procedures is low. The NDRC does not have adequate resources and capacity to effectively carry out this mandate.
President Sirleaf, on July 26, 2014, announced that Ebola was a national emergency and set up a National Ebola Task Force to coordinate all interventions for containing and eliminating this fast spreading epidemic. The national response system that was initially established by MOHSW employed several IMS elements. For example, a national coordinator for the Ebola response was held by MOHSW's deputy health minister/chief medical officer. Additionally, daily meetings were held that were attended by the heads of each technical committee deemed important for the operational response to the epidemic: epidemiology/surveillance, social mobilization (responsible for communication of key messages), psychosocial (responsible for ensuring adequate social and mental health support for patients and families affected by Ebola infection), contact tracing, case management, and laboratory.

Humanitarian Community
The United Nations is represented by the UN Mission in Liberia (UNMIL), as well as the UN Country Team (UNCT) comprising 17 Agencies, Funds, Programmes, and the World Bank. The UN Country Team (UNCT), along with the International Monetary Fund, are present on a long-term basis to support humanitarian and development efforts in the country.
The United Nations in Liberia works within an Integrated Mission context. The Head of UNMIL, the Special Representative of the Secretary-General (SRSG), is also the Coordinator of the United Nations in Liberia. UNMIL’s Deputy Special Representative of the Secretary-General (DSRSG) for the Consolidation of Democratic Governance also serves as Resident Coordinator, Humanitarian Coordinator, and Resident Representative of UNDP. A second DSRSG coordinates issues related to the Rule of Law.
Since the deployment of UNMIL in 2003, the United Nations in Liberia has enhanced integration by creating joint management structures, jointly planning and implementing programmes and undertaking joint operations in several areas. Joint management structures include the Strategic Policy Group, UN Country Team, Inter-Agency Programming Team, Operations Management Team, UN Communications Group, Monitoring and Evaluation Technical Working Group, and Theme Groups on HIV/AIDS, and Gender. At the field level, the UN has three Joint Offices, and all 15 County offices are led by Heads of Field Offices, who serve as focal points for the UN system in the Counties.
Its Strategic Assistance Framework, the UN ONE PROGRAMME comprises a UN Development Assistance Framework (UNDAF) and a Costed Action Plan. The UNDAF describes the UN’s collective response to national development priorities, while the corresponding Costed Action Plan operationalizes the UNDAF and defines in greater detail, management and coordination arrangements, financial modalities, monitoring and evaluation (M&E) processes and serves as the main legal document for multi-year programming. A budgetary framework under the Costed Action Plan includes a One Fund—the resource gap in the One Programme.
The UN One Programme is aligned with the national medium-term strategy, the Agenda for Transformation (AfT) 2013-2017, and National Vision 2030. A Delivering as One Joint Steering Committee, comprising Government, UN and Development Partners provides policy guidance and overall leadership to One Programme implementation.
WFP programmes consist of school meals, school gardens, purchase for progress, livelihood asset promotion, nutrition intervention/HIV/AIDS and emergency food assistance to Ivorian refugees.
UNHCR's operation in Liberia revolves around two main strategies: continued provision of protection and assistance to refugees and the pursuit of, and support for, voluntary repatriation of Ivorian refugees. With more and more Ivorian refugees willing to return, voluntary repatriation will remain a UNHCR priority in Liberia.
Active surveillance and infection prevention and control measures at Liberia’s borders and in border communities and health facilities is one part of a larger Liberian Government surveillance strategy, designed in partnership with WHO, to prevent a reintroduction of Ebola.
The Liberian Government is training hundreds of health workers, security personnel, and national, county and district officials, with the help of WHO and other key partners. They are being trained in surveillance protocols and procedures, monitoring compliance, beefing up security and health staff at checkpoints, boosting cross-border cooperation with Guinea and Sierra Leone and revising public messages — urging vigilance until Ebola is gone from the region.
With the national health system decimated by the outbreak – and hundreds of Liberian health care workers dying from Ebola – MSF is focusing on supporting the recovery of health facilities. In Monrovia, MSF is running a 69-bed paediatric hospital, aiming to contribute restoring the offer of secondary healthcare in the aftermath of Ebola outbreak. 44 per cent of the patients are less than one-year-old.

1.2 Liberia Regulatory Departments
The Liberia Revenue Authority is an independent, autonomous authority established under the Act of the Legislature in September 2013 replacing the Department of Revenue of the Ministry of Finance (including the Bureau of Internal Revenue and the Customs & Excise Bureau), as defined in Chapter 21 of the Executive law of 1972 for the purpose of assessing and collecting national revenues as specified in the Revenue Code of Liberia or related law; administering, accounting, and enforcing revenue collection laws and regulations; and educating taxpayers to facilitate tax and customs compliance.
The Ministry of Transport establishes a policy framework that ensures an effective and efficient service delivery, and infrastructure development.
The Ministry of Public Works, in close cooperation with the Association of Construction Contractors (ALCC), the Chamber of Architects (LCA), the Engineering Society of Liberia (ESOL), the Chamber of Commerce (LCC) and the German Society for International Cooperation (GIZ), and the Government of Liberia, enacted a new system called the Contractors Classification and Certification System (CCCS) to regularize the infrastructure sector of Liberia by categorizing construction companies in the country.
The mandate of the Liberia Civil Aviation Authority is to provide for the regulation and promotion of civil aviation in Liberia, to foster its safe and orderly development.
The Mission of the Central Bank of Liberia is to maintain price stability and to ensure a sound banking and financial system.
National Standards Laboratory (NSL) of Liberia as a testing and calibration facility is linked to Liberia’s initiative and processes to meeting WTO regulations especially aiming at strengthening the SPS system in Liberia (enabling the country to prevent importation of sub-standard products that may threaten public, plant or animal health, and assuring food and agriculture exports from Liberia meet international standards).
BIVAC – Bureau Veritas Group was appointed as the exclusive Pre-Shipment Inspection (PSI) provider for Liberia, PSI is the physical verification and documentary checks of products at the time of export.
The Ministry of Commerce and Industry establishes and regulates commodity and trade standards as well as collects, evaluates, and publishes data pertaining to Commerce and Industry. The ministry also establishes and enforces standards for business practices, promotes development of foreign and domestic trade, issues Import and Export Permits, and controls quality of goods and commodity imported into and exported from the country. The Ministry of Commerce and Industry also implements efficient and effective trade management systems including pre-shipment Inspection of imports and exports and monitors and regulates prices of essential goods.

Transit Regime
Liberia signed in 2005 the Convention on International Transport of Goods Under Cover of TIR Carnets (TIR Convention). All documents should be prepared in Monrovia and approved by the main customs authorities which will provide an escort to the exit point. The goods in transit will be escorted until the exit point of the country.
2 Liberia Logistics Infrastructure
Roads
Despite the Ebola outbreak and other challenges affecting a post-conflict and fragile country, the Liberian government is making important strides to better connect the country’s remote areas with its capital Monrovia. Supported by the World Bank and other development partners, the Liberia Road Asset Management Project is building and rehabilitating some 250 kilometres of road from Monrovia to the Guinea border corridor to more effectively integrate the hinterland with the capital. Once completed, the flagship transport project will connect the entire country, reducing the risks of further fragility that often tends to affect more remote and disconnected areas, and bringing a broader socio-economic impact. China Chongqing International Construction Corporation (CICO), a construction firm, is currently rehabilitating Lot 1 of the Monrovia-Gbarnga-Ganta-Guinea border road corridor. “This is one of the largest road projects in a country with a huge infrastructure deficit currently trying to make up for the disruptions caused by the Ebola Virus Disease outbreak,” said World Bank Liberia Country Manager Inguna Dobraja. “The project will improve the dilapidated road infrastructure and connectivity that Liberians need to have access to markets and basic social services.” An estimated 300,000 people will directly benefit (51% being women) from an increased access to mobility, markets, and basic services like education and health facilities.
The project is financed by the World Bank and the Liberia Reconstruction Trust Fund (LRTF) for a total of $300 million. The LRTF is a multi-donor trust fund for infrastructure, which is supported by the European Union, and the governments of Great Britain (DfID), Sweden (Sida), Ireland (Irish Aid), Norway and Germany (KfW), and the World Bank. The LRTF is administered by the World Bank and supervised by an Oversight Committee comprising the Government of Liberia and contributing donors. An estimated US $323 million to transform Liberia’s roads Monrovia – Gbarnga and Gbarnga – Ganta to the Guinea border.
Energy
An estimated 216 MW of power to be produced by 2015:
• Financing has been secured and progress is underway on the Mount Coffee hydro plant.
• The Rural and Renewable Energy Agency (RREA) has been established with the aim to administer electrification to rural areas through renewable energy technologies.
• The Côte d’Ivoire–Liberia–Sierra Leone–Guinea (CLSG) Interconnection Project is being undertaken by the West African Power Pool (WAPP).
Sea Ports
Several initiatives are underway to improve port management and efficiency:
• The country has four ports: Monrovia, Buchanan, Greenville and Harper.
• Monrovia and Buchanan ports are International Ship and Port Facility Security (ISPS) Compliant.
• APM Terminals have been contracted to handle Monrovia port operations.
• China Union and Western Cluster will undertake further rehabilitation of Monrovia port under their concession agreements.
• The Ports Master Plan covering the next 25 years is being developed.
Airports
Several international airlines serving Monrovia provide the infrastructure to carry air cargo to US, Europe and other African countries.
• There are 140 airports/airstrips registered in Liberia, but Roberts International Airport (also known as Robertsfield), 45 km southeast of Monrovia, is the country’s only international airport. Spriggs Payne Airport, close to the centre of Monrovia, acts as a domestic/regional airport.
• The country currently receives airlines such as SN Brussels, British Airways, Delta Airlines, Kenya Airways, DHL, Gambia Bird, Air Maroc, ASKY Airlines. British Airways, Delta Airlines, and Gambia Bird have suspended their services to Liberia.

2.1 Liberia Port Assessment
There are four ports in Liberia. Monrovia, which is the main port in the country, is considered as an international entry point. Buchanan is the second largest port in the country. The two others, Harper and Greenville, are small ports without any significant infrastructure available and are not considered as international ports.

Port Overview
The port of Harper is the smallest of the four sea ports in Liberia. The port is about 9.23 acres in size. The administrative building and the workshop are located at the south-eastern end of the port, the operations department is at the south- western part, while the pier is located at the north of the port. The port has a 100 meters long re–enforced concrete pier with an available water depth of 5.5 meters (at high tide) on both sides.

Port Performance
Harper Port was established for exporting oil palm, rubber, and timber while at the same time importing machinery, building materials, petroleum products and other consumable goods to serve the people of south-eastern Liberia. However, since the civil war, these activities are no longer effective or functional. Presently, Harper Sea Port is now solely engaged in container movement and other general cargo handling for humanitarian services. Harper Port is virtually dormant with limited activities and is occupied with dilapidated buildings and old containers placed in the open field.
The port has:
- Draft limitation and it needs dredging,
- no storage facility and limited berthing facilities
- Therefore can only accommodate vessels with maximum draft of 5.5M.
- Presently there is no multipurpose vessel there by leading to no tug and pilot services at Harper Port.
There is no time wasted as vessels come and go at will.
- Dredging is urgently required.
- Open storage is available.
- There is one conventional berth at this location.
- There are no navigational aids however fishing canoes are used to guide captains arriving for their first time to Harper.
The Port of Harper handled approximately 7000 MT in 2019.

Customs Guidance
In the past, Customs appraised and examine Cargo before NPA delivered it to the consignees after the required payments had been carried out. Currently, Customs services are not yet available in the Harper Sea port. Meanwhile, NPA is conducting all the affairs of the Harper Port. Customs Officials and processes are available in Harper. However, not used by the port as all the traffic is domestic.

Port Overview
APM Terminals has constructed a 600-meter quay at the Freeport of Monrovia with a 50-year warranty. The quay project costs US $50 million and is in compliance with the Concession Agreement signed with the Liberian Government. The commencement of a US $34.5 million terminal modernization program, which is expected to be completed in 23 months, will include safety features, a new Administration and Operations building, yard pavement, new cargo gates, real time updates of container movements; a conventional drainage system; a biometric access control system, a closed circuit television system and a GPS base container location system. When completed, the terminal will have a storage capacity of over 10,000 TEUs. During the construction period, the existing container stacking area will become more compressed, resulting in block-stacking of containers and increased yard density. APM Terminals Liberia’s import cargo volume has increased by 33 per cent as of the first half of 2015 compared with the same period in 2014. The reduced yard space resulting from the construction and the recent surge in volumes, will undoubtedly adversely affect their service delivery during the course of the project.

Port Performance
The Port of Monrovia is the gateway to Liberia and its capital city, where 90% of the country’s economic activity takes place. APMT is planning to double the actual capacity of the port by introducing new equipment such as a modern terminal operating system and a terminal accounting system. The port currently is not congested and there is no established priority for humanitarian cargo.

There is only one newly constructed quay of 600 m long available in the terminal and which is divided to 3 sections or berths (1, 2 and 3). The silo berth is usually n. 1, the container berth is n.2 because it is in the middle and the 3rd berth is used as the conventional berth. In case of need, any berth can be used for other purposes than here before indicated. The port is not provided with fixed shore cranes and therefore all vessels calling the port must be prepared to operate with their own crane.

Customs Guidance
There is a customs office at the port and outside the terminal. All the relevant documents concerning any shipment should be finalised by the Customs before the arrival of the ship at the port.
Shipping & Clearing Procedures
STEP A:
1. Arrange shipment of cargo through a reputable shipping company or freight forwarder.
2. Obtain and transmit the original Bill of Lading and invoice to the consignee before the cargo arrives.
3. Contact BIVAC at the port of origin to arrange for pre-inspection. The consignee will be given a CRF (Clean Report of Finding) certificate.
STEP B1: CARGO WITH PRE-SHIPMENT INSPECTION (PI)
1. Take a copy of the pre-inspection report (or CRF), the Bill of Lading and the invoices to the Ministry of Commerce counter for IPD (Import Permit Declaration) processing and to BIVAC for inspection approval. (For Freeport of Monrovia customers, visit the One-Stop-Shop in the Freeport of Monrovia).
2. Proceed to the Bank Section for Payment Slip and make a payment at the Central Bank for government duties, and the private bank for terminal and port charges.
3. Proceed to the In-Gate office for logging of documents, to the Collector’s Office for approval and sealing, and the Wharfing Section for manifest closure.
4. Proceed to the cargo yard, where your container or non-containerized cargo can be inspected by the clearing agent/broker and loaded for inland transport to final destination.
STEP B2: CARGO WITHOUT PRE-SHIPMENT INSPECTION / OR DESIGNATION INSPECTION (DI)
1. Follow Step BI, 1 through 3.
2. Cargo is transported from the cargo yard to the BIVAC yard for scanning and x-ray for verification against the items declaration list; Cargo or container is then relocated to cargo yard.
3. Proceed to the cargo yard, where your container or non-containerized cargo can be inspected.
Moreover, to send and clear goods through the NPA, customers work in tandem with their shipping line and the One Stop Shop in the Freeport of Monrovia to obtain documents needed for clearance and to pay duties and port charges. The One-Stop-Shop is a clearing house with the mandate to assist all importing and exporting customers with cargo clearing in a central location. It consists of the BIVAC, Central Bank, two commercial banks, Customs and APM Terminals. The One-Stop-Shop was launched in 2009 in collaboration with the NPA, the Government of Liberia and international development partners in an effort to reduce barriers to trade. With the strategic location of all relevant agents in one place, the steps to clear goods from the Freeport of Monrovia have reduced dramatically.

Terminal Information
Multipurpose Terminal
The only terminal available at the Port is a multipurpose terminal managed by APM Terminal.
Grain and Bulk Handling
There are no facilities at the port for grain and bulk handling and there are no companies available for bagging. To note that there are 4 grabs for grain that the APM Terminal can facilitate during the offloading of grains if requested.
Main Storage Terminal
The main storage area in the Terminal is the yard for the containers which is around 10 hectares. There are no storage facilities in the Terminal for general cargo, bagged or bulk if not containerized.
Stevedoring
APMT subcontracts companies for stevedoring to do the handling of the vessel, lashing and unlashing the containers. At the Terminal there are 250 AMPT staff and 300 subcontractors’ labourers at any given time.
Hinterland Information
For general loose cargo and rice, take into consideration that there is no storage facility at the terminal immediately after the arrival of the ship. The cargo is offloaded from the vessel directly on the trucks provided by the Monrovia Freeport Truckers Association. For the containers, they are offloaded on the empty handlers which will position them in the container stock area.
The Terminal security has been enhanced in the last years. The security services are subcontracted by APMT and there is ongoing project to install CCCTV in the port to monitor all movements. APM Terminal ensures adequate lighting during the night which helps in increasing the security standards in the Terminal. To note that the APM Terminal uses its own generators for electricity and is not linked to the national grid.

A 72 hours processing lead time is required for a landing or over flight permit to be issued by the Authority. The only exceptions are emergency and diplomatic clearances where the permit will be issued only after the receipt of the request. In order to facilitate the process for frequent requesting users, LCCA is developing a database to expedite this process. All end users who completely fill up the below form through which they will have their data on file, can request within 48 hours and receive the necessary permit. For all other requests, the regular 72 hour time frame will remain enforced.
Under the Air Service Licensing Regulation, copies of the following documents must be submitted for each aircraft to be operated in and out of Liberia along with the completed application form for Air Service Licenses.

2.2.1 Liberia Roberts International Airport
Roberts International Airport (IATA: ROB, ICAO: GLRB), informally also known as Robertsfield, is an international airport in the West African nation of Liberia. Located near the town of Harbel, the single runway airport is about 35 miles (56 km) outside of the nation's capital of Monrovia, and as an origin and destination point is referred to as "Monrovia" and locally is often referred to simply as "RIA."
The facility, with its 11,000 feet (3,400 m) long runway, was an emergency landing site for the United States' Space Shuttle program and is the principal airport in the country and one of only two with paved runways in the nation. The airport is named in honor of Joseph Jenkins Roberts, the first President of Liberia.

2.2.2 Liberia Spriggs Payne International Airport
Overview
The James Spriggs Payne Airport is 6 km away from Monrovia and is used for regional and domestic flights. The airport is administered by JSPA management under the jurisdiction of the Liberia Airport Authority which manages all the domestic airfields in the country.
Runway repair work at Spriggs Payne Airfield was completed in 2014. Taxiway A is now open between the runway holding point B and the runway. The rest of taxiway A, adjoining the apron and including parking position SP 4, is open to aerodrome traffic. The airport is closed during the night.

2.3 Liberia Road Network
The road network in Liberia is greatly underdeveloped and among the least developed in West Africa. Liberia has a total area of 111,370 km² and a road system with a total length of 10,600 km. Of these, only 657 km are paved while 9,943 km are unpaved. There is major deterioration on all highways due to heavy rains, lack of maintenance, overloaded trucks and the long rainy season which lasts 8 months, during which most of the roads are inaccessible, particularly in Nimba, Lofa, Sinoe, Baporlu and Maryland counties. Out of the 10,600 km roads in Liberia, less than a quarter are classified as all-weather roads. The road between Monrovia and Ganta was paved in 2015 and is in good condition and the road between Monrovia and Buchanan Port is paved and in good condition. The road between Monrovia and Bo is paved and in good condition.

Road Security
Road travel in Liberia can be hazardous. Potholes and poor road surfaces are common, making safe driving extremely challenging. Cars, trucks, and taxis are often overloaded with people and goods and make frequent stops without signaling. Drivers overtake on the right as well as the left. Many vehicles operate with very worn tires and blowouts are frequent. Public taxis are poorly maintained. Intersections must be approached with caution. Many vehicles circulate in the country without carrying a proper registration plate.

Overview
Last road works were carried out on the road between Toe Town & B’Hai in 2018. Road is difficult but passable throughout the year. Border crossing point on Cote d’Ivoire side is called Pekan.

Border access is difficult during the rainy season for both HGV and light vehicles. Commercial vehicles normally approach the border from the Ivorian side and offload their goods onto motorcycles for onward transport to Toe Town. |

Dakay Town is a border town in Liberia located near the Cavalla River, a river that separates Liberia and Cote d'Ivoire. This increase in the currant temporarily ruptures the boat service between the two countries. There is a privately-owned motorboat with capacity of 25 passengers which is used to cross the river. The Liberian cellular network has no coverage at this border crossing point. |

2.4 Liberia Railway Assessment
The limited railway network has more or less was not in operation between 1988 and 2008. Liberia's railroads are all owned by the country's mining companies, and their 480 km of track were used primarily to transport iron ore to the ports of Monrovia and Buchanan. In 1989, Liberia had three rail systems owned and operated by foreign steel and financial interests in conjunction with the Liberian Government; one of these, the Lamco Railroad, closed in 1989 after iron ore production ceased. The other two were shut down by the civil war; large sections of the rail lines have been dismantled; approximately 60 km of railroad track was exported for scrap in 2001. There are two separate systems, with two lines from Monrovia and one line from Buchanan.

Though these rail roads are currently not in operation. The BMC rail road is being partially operated by Geoservices, a Liberian company for transporting goods (scrap metal among other things) from the Bong Mine to Monrovia. The rail links offer future benefits to Liberia. The former LAMCO railroad cuts the country in half making it a potential distribution artery for the southeast and northeast as well as foster needed development in leeward parts of Liberia. Currently, the Government of Liberia retains ownership but may grant right to develop, use, operate, and maintain same to the concessionaire.

the war. The railroad now serves as a major route of
transporting goods, particularly farm produce including charcoal
from Bong Mines and to over a hundred towns and villages along the
line to Monrovia. There are no roads following the same route,

2.5 Liberia Waterways Assessment
There has never been an organized national sea or river transport system in Liberia. This is due primarily to the lack of private investment in this sector. The hinterland is poorly linked by roads so the development of coastal and river transport and cargo shipments along the coast and the river banks would provide a solution to the lack of roads for trucks and the transport of essential commodities. The reduction in transportation costs and time in the use of the inland waterways would improve the traffic congestion in Liberia.
Waterways Overview
There is new water way in use by a company, apart from One small
ferry crossing between Liberia and Ivory Coast on the Cavalla
River. It is the shortest route to link Harper Port in Liberia
to Tabou in the Ivory Coast, a distance of about 50 km
Foya, a district in Guinea is a only a ferry crossing of the river
but the exact location is unknown. Wooden boats along small
local rivers are common but too small for to support a logistics
pipeline
2.6 Liberia Storage Assessment
Storage facilities in Liberia are limited and the rents are high. Often, the owners request for long term rental agreements which might not be suitable for all. Land propriety disputes are among the main constraints to increasing the number of storage facilities or improving the existing ones.

Commercial Storage
It is possible to find storage facilities in Monrovia but the difficulty is to find one that corresponds to the needs and requirements. Most facilities are of small capacity. Outside Monrovia, it is more difficult to locate warehouses and storage facilities.

Storage Used by Humanitarian Organizations
During the Ebola Response and due to the limited availability of warehouses in the country, there was an increasing use of mobile storage units or rub-halls. WFP installed different warehouses/rub-halls in different locations in the country to provide storage facilities to the humanitarian community and the government in their Ebola Response.

Public Sector Storage
The General Service Agency (GSA) manages all the assets of the Liberian government. During the Ebola crisis, WFP installed Mobile Storage Units in different locations in the country which were handed over to the Ministry of Health.

2.7 Liberia Milling Assessment
Overview
The importation of the wheat flour is an open market regulated by the Ministry of Commerce and Industry which issues the import permits. The milling industry has faced difficult times due to the importation of the subsidized wheat flour from Europe which is cheaper than the locally produced wheat. The importation of wheat flour has since been checked with an imposition of import tariff of $0.30 per kg of flour. These taxes serve to protect the local millers from being inundated with cheap wheat flour from Europe and mainly from Turkey. The main challenge is the high cost of electricity and the non-regulated flour coming in from different neighbouring countries.
There are two mills in Monrovia. The Premier Milling Corporation imports hard red wheat from the USA, and has opened an expansion mill which has a daily capacity of 200 MT. The other mill is the Modern Milling Company, which operates a wheat mill with a daily capacity of 110 MT.

3.1 Liberia Fuel
Overview
An Act of the Legislature (the “Act”) dated July 31, 1989 granted exclusive rights for the importation, sale and distribution of petroleum and petroleum products within the Republic of Liberia to the Liberia Petroleum Refining Company (LPRC).
Section 1 of the Act states that “The importation of all petroleum products for the Liberian domestic market, for internal use within the Republic of Liberia, and/or for transaction through the commerce of Liberia, shall be the sole and exclusive right of LPRC, and that NO entity, individual, concessionaires, public or private corporation nor any governmental entity, foreign or otherwise, shall import petroleum products into the territorial confines of the Republic of Liberia, except with the written consent of the Liberia Petroleum Refining Company duly approved by the President of Liberia.”
The LPRC has encouraged Liberians and foreign investors to invest in the importation of petroleum products – Premium Motor Spirit (PMS), Automotive Gas Oil (AGO) – as a means of creating a middle-class society. Presently, there are nine registered importers who ensure that adequate petroleum products are on the Liberian market which are:

Fuel Transportation
The major challenge is the bad condition of the roads which make it difficult to reach all areas. Some transporters are dedicated to one distributor, such as TOTAL which has 29 selling points in the country. The current capacity can meet the local needs as well as any increases in demand from the humanitarian community. The road conditions persist during the rainy season. There is a government plan to pave the road from Ganta to Tapita, Nimba County. There is a Chinese vessel managed by HYLAEA Shipping Inc that also transports fuel to the southeast of the country during very bad road conditions.

3.2 Liberia Transporters
The local transport market in Liberia is concentrated in Monrovia. Companies vary in sizes and the majority of truck companies are formed in associations or unions. The local transporters have a good local knowledge of road conditions during the rainy and dry seasons. Not all companies operate throughout all of Liberia on a regular basis; however, this can be negotiated with the local transporters based on the amount to be transported and depending on the destination, especially during the rainy season. For security reasons, and for reconnaissance of the roads, many local transporters use escorts. Some UN agencies and NGO use their own fleet (WFP, for example).

3.3 Liberia Manual Labor Costs
On 25 June, Liberian President Sirleaf signed into law the Decent Work Bill, the country’s first labour law since the 1950s. The Liberian Federation of Labour Unions (LFLU) is a national trade union center in Liberia. It was formed in 1980 by the merging of the United Workers' Congress and the Liberia Federation of Trade Unions. The LFLU is affiliated with the International Trade Union Confederation. The legal working hours are 8 hours. Work in excess of the number of hours shall be paid for at a rate not less than fifty percent above the normal rate. A lack of qualified youth creates a bottleneck in the supply of labour in the professional occupations sought by employers. There are “hard-to-fill” vacancies identified by employers mainly in the area of higher skilled professionals that youth have no skills and competence to occupy. For professional occupations, there is an expectation on the part of employers for job applicants holding tertiary education. This preference is slightly less for production workers. Also, the lack of entrepreneurial training and the weakness of entrepreneurial culture within the system make limited access to gaining jobs.

3.4 Liberia Telecommunications
There are a number of private cellular companies with good coverage in Liberia as well as 4G and 3G services. Registration of sim cards is fairly straightforward and data plans are available. There is also access to fibre connection in Monrovia with Libtelco being the main provider. However, outside of the capital, the infrastructure is reliant on microwave links that are hampered with power issues. There is still a reliance on VSAT technology in remote areas of Liberia.

The government control is not very strict in Liberia when it comes to regulations as well as satellite communications equipment importation for the humanitarian community. Rules were especially relaxed during the peak of the Ebola emergency response and UN agencies were using allocated frequencies from the past.

Existing Humanitarian Telecoms Systems
UN agencies rely heavily on UNMIL country infrastructure for security telecommunications and Internet services. There is currently an MoU between UNMIL and UN agencies to provide services across most of Liberia. The Emergency Telecommunications Cluster (ETC) has provided services to NGOs in the locations listed in the table below. UNDSS is the lead inter-agency for managing security telecommunications. ETC will handover the existing security telecommunications infrastructure to UNDSS by end of December 2015.

3.5 Liberia Food and Additional Suppliers
The Liberia market is small and the country imports more than 90% of its food needs. Rubber and palm oil dominate the agriculture scene and many farmers orient their production towards these two products. Imported rice is duty free, therefore it is difficult for local rice producers to compete against it. It is difficult to procure on the local market as the offer is very limited. The challenges of food suppliers and other small and medium size companies, which compose 96% of the market, are numerous from the high price of electricity, the difficulty to obtain financial credit to the difficulty to find skilled staff in managerial level and all levels.
Iron ore, rubber and timber dominate exports; these three commodities make up more than 80% of the export trade. Other exports include diamonds, gold, and palm oil.
Liberia's main imports are fuel (35 percent of total imports), machinery (25 percent) foodstuffs and manufactured goods.

Accommodation
Accommodation/housing are available in the country and the country has the capacity to house and support a large influx of demand (as was shown during the Ebola outbreak and the influx of international humanitarian agencies in the country). The prices are high and it is more difficult to find accommodation outside Monrovia. There are a number of hotels with a good quality of services and facilities.

Saclepea, Nimba County and Zwedru, Grand Gedeh County are being made ready for use by the Liberian people. It takes between 5 to 10 days to deliver a post. International couriers are available in the country.

Electricity and Power
In order to overcome the critical situation of the electricity sector in Liberia, the Government, with support from donor community, has been engaged in a number of development projects in the sector. Funding (US $230 million) has already been secured from the Governments of Norway, Germany and Liberia, and the European Investment Bank to restore the Mount Coffee Hydro plant. The 80MW (wet season peak) plant is expected to become fully operational by June 2016 with the first commercial power unit capable of producing up to 22 MW of power restored in December, 2015.

Waste Management and Disposal Providers
Monrovia is the capital city of Liberia and is better organized in the service delivery and management of municipal solid waste compare to other cities in Liberia. Waste Collection services provided by the Monrovia City Corporation (MCC) extends to the Cities of Paynesville and Brewerville. This metropolitan area is referred to as the Greater Monrovia Area. With co-funding from the World Bank and the Government of Liberia, in 2007- 2015 under works executed by the MCC two solid waste transfer stations and a sanitary landfill were completed and have remained functional. The Greater Monrovia Area is divided into 2 regions. The Northern Region is managed by private contractor Caspean Holdings and the Southern Region is managed by a private contractor, LIBRA Sanitation. The landfill is operated and management by ZBJ Inc. These efforts combined to collect approximately 50 percent of the total estimated generation of 720 tons per day in greater Monrovia.
The current landfill in Whein Town is approximately 18 kilomeers from the city center and has a remaining airspace for 1.5 years. Suitable land for a new landfill site for Monrovia is being acquired from private owners. The land is located along the western drive from Monrovia approximately 24 kilometers. Whein Town Landfill is the only sanitary landfill site known of in Liberia.
Out of Monrovia, only two cities have started using private waste service providers who signed MOUs with the City Corporations. Kakata in Margibi and Buchanan in Grand Bassa are the two cities serviced by private waste service providers: NC Sanitors and Zoomlion Liberia respectively. The rest of the cities are serviced by the city corporations with inadequate or often no capacities to do the job. There is a complete lack of waste collection facilities and professional staff. In these cities the practice is uncontrolled and open dumping there is no managed dump sites. Access to open dump sites is also difficult because of the bad road conditions and the lack of the appropriate transport systems. These opened dump sites are also poorly located and are likely to trigger serious environmental impacts.
Primary solid waste collection in Monrovia is the responsibility for Community Based Enterprises (CBEs) contracted by the MCC or the City of Paynesville. These CBEs are restricted to locations and the types of clients, (i.e. Households and small businesses by MCC standard). They often carried pushcarts or wheelbarrows form door-to-door to collect waste and empty into them into skips / bins provided by secondary collected hire by the MCC to collect and empty the skips through the transfer stations to the landfill. Secondary waste contractors in Monrovia are requires to provide specialized equipment specified by the City for service delivery.
Recycling in Liberia is very limited and has just started getting off the ground. The purchase of metals (iron) and hard plastic scraps have attracted the recycling industry.
Waste Disposal - Non Hazardous
There are a few solid waste collection service providers in the Liberia. Their capacities at all levels require strengthening in order to be competitive with regional counterparts. These firms are, however, confined to Monrovia and not willing to venture in other cities.

There are no restrictions regarding the disposal of used motor oil, fuel, electronics, computers.
There are no procedures nor processes for disposing of waste water.
