Guinea-Bissau Country Map

Generic Information

Located in West Africa, Guinea-Bissau is bordered by Senegal to the north, by Guinea to the east and south, and by the Atlantic Ocean to the west.

It covers 36,125 square kilometres (13,948 sq mi), with an estimated population of 1,759,159 inhabitants (July 2016 est.); of which: 51.6% are women and 50.2% are young people varying in age from 15 to 35 years (General Population and Housing Census, 2009).

Upon independence, declared in 1973 and recognised in 1974, the name of its capital, Bissau, was added to the country's name to prevent confusion with Guinea (formerly French Guinea, also referred to as Guinea-Conakry). Guinea-Bissau has a history of political instability. Since independence no elected president has successfully served a full five-year term. The country is governed by the Constitution of 1996 which advocates the institution of liberal democracy.

Guinea-Bissau is endowed with significant forest, soil, mineral, water, animal, and fishing resources.

The national territory is divided into 8 administrative regions populated by a diversity of ethno linguistic groups. Bissau, the capital, is an Autonomous Sector.

The Bissagos Islands, also spelled Bijagó, are a group of about 88 islands and islets located in the Atlantic Ocean off the coast of the African nation of Guinea-Bissau. The archipelago was formed from the ancient delta of the Rio Geba and the Rio Grande and spans an area of 2,624 km2 (1,184 sq. miles).

Only some 20 islands are populated year-round, namely Bubaque which is where the Bissagos administrative capital is situated and is the most populated island, BolamaCaracheCaravelaEnuFormosaGalinhasJoão VieiraMaioMenequeOrangoOrangozinhoPontaRoxaRubaneSogaUnhacomoUno, and Uracane.

There is a high diversity of ecosystems: mangroves with intertidal zones, palm forests, dry and semi-dry forests, secondary and degraded forests, coastal savanna, sand banks and aquatic zones. The archipelago was declared in 1996 a UNESCO Biosphere ReserveBoloma Bijagós Biosphere Reserve, and the southern islands are today a nature reserve.

The population is estimated at about 30,000 (2006) and the local ethnic group known as Bijago predominates. It is a relatively youthful population due to high birth rates and low life expectancy even by African standards.

Diminished rain average are reported mainly in land where deforestation occurred. Deforested land is reported to be progressively suffering from drought. It is a recent phenomenon, no exact data is yet available on the effects.

Epidemics of cholera reported cases in 2005-2006 and 2008. The highest attack rates were registered in Bissau, Biombo, Bijagos and Oio. Hygiene and sanitation conditions might give room to epidemics of Diarrhoea and Cholera, as well as Malaria.

Though Guinea-Bissau has never known cases of Ebola virus disease, the virus is still being monitored. Additionally, monitoring is ongoing for suspected cases of ZIKA allegedly by carriers from Brazil.

Some instability.

The history of Guinea-Bissau has been marked by several armed conflicts, particularly the civil war of 1998-1999. There has been some political instability with coup d’états in 1980, 2003 and 2012, attempted coups in 1985 and 1993, and recent political/military tensions in April 2010, December 2011 and October 2012.

Following the conduct of successful democratic elections in 2014, the Transitional Government period ended and previous cycles of upsetting the constitutional order by armed means ceased. Since August 2014, four Governments have succeeded each other.

Civil Unrest: Demonstrations are usually peaceful. Strikes are also common but carried out in an orderly manner.

Other Comments

Generally minimal threat of natural disasters. No records of serious floods, droughts, wildfires, earthquakes, tsunamis, cyclones or landslides. Durign the rainy season, high winds and heavy rains are common which can occasionally cause damage to buildings and result in crop loss.

Overall the country suffers a fragility due to poor infrastructure, lack of response mechanisms, and political instability. Specialization on one main export production (cashew), and insufficient food production makes it partially dependent on import.

Capacity and Contacts for In-Country Emergency Response

Government

Government capacity to respond to emergencies is limited.

Due to political and institutional instability, a high turnover of key roles in government institutions does not allow for well-established practices. There is no government emergency response coordination mechanism in place.

During the Ebola outbreak that invested the neighbour countries in 2014, Guinea-Bissau Prime Minister nominated a High Commissioner for an ad hoc coordination role to work with UN and all agencies involved.

The Health Emergency Operation Centre - Centro de Operações para Emergências de Saúde (COES), established within the MoH and under the authority of the Health Minister, have a role of collecting epidemiological data. It have a role of preparedness and response coordination for health emergencies. 

The Civil Protection department Sistema Nacional de Proteção Civil was instituted in 2011. It does not have enough means for effective intervention.

Military assets are not used for humanitarian emergency intervention.

2 Guinea-Bissau Logistics Infrastructure

The country is small and logistics infrastructures are basic.

WATERWAYS

The main port of Bissau has limited equipment and infrastructures.

The connections with the islands are difficult: the only ferry that can load passengers and cargo was out of order at the time of the assessment. Small private boats are the only means to reach the islands. They have a limited loading capacity both for passengers and cargo. Traditional pirogues are offering transport, but the incident rate is reported high. No other commercial ports are available in the country. Small natural harbours are present, on the islands and in rivers delta but they are restricted by shallow water and reachable only by small vessels

AVIATION

There is one only airport in the country. Guinea-Bissau does not have a national airline. The national airline was liquidated in 1998, when the Guinea-Bissau government contracted all services to TACV of Cape Verde

ROADS

Main country axes roads are paved with acceptable conditions, accessible all year round. In the South of the country, roads are more deteriorated. In Tombali region some locations cannot be reached by trucks during rainy season and some roads are not accessible also by lighter vehicles in some periods.

REGULATORY DEPARTMENTS 

The government does not have emergency protocols, and solid preparedness structures in place. The government departments in normal times do facilitate the NGOs and UN agencies with tax exemption. A positive feature is the lack of congestion in roads, entry points, and govt. departments.

Port Overview

The Port of Bissau constructed in 1949 (together with the old pier), is located on the West coast of Guinea-Bissau on the northern bank of the Canal do Geba approximately 95 km from the Atlantic Ocean.
Bissau is a general cargo port, with limited quays, accessed via an approach channel before dredged to 11 meters at Low Water but since the dredging haven’t being performed during the last 30 years, the minimum at present is only 7 meters deep.
Due to very low capacity with poor technical equipment, unpaved roads and poor a management system, the port of Bissau is presently undergoing repairs and extension please see photos below;
There are two piers in the port: One on the SW, the new (main) pier, and one on the NE, the old (secondary) pier.
The new pier constructed in 1993 is a 260 meters "T"-shaped general cargo pier, connected to the shore by a 200 meters jetty and 24 meters in width. It is a concrete pier in good and solid condition.
Working hours are normally 0800-1430 hours (first shift), and 1500-2230 hrs (second shift) and overtime are available on request. Sundays and some holidays can be worked by prior agreement.

Port Handling Equipment

Is the port equipment managed by the government or privately? All handling activities within the port area are under the monopoly of APGB.

Discharge is dependent on vessel’s equipment. An average discharge rate is 150mt per crane, assuming there is no problem with the supply of trucks. Cargo is rarely offloaded into warehouses.
As per list provided by the APGB the port is provided with the following port cargo handling equipment, among that equipment, the 45 MT top lifter is currently the only one fully operational:
• 01 top lifter of 42 MT SWL
• 01 top lifter of 42 MT SWL
• 01 high capacity forklift of 20 MT SWL
• 01 top lifter of 45 MT SWL
Direct delivery is usually the rule; conventional cargo and containers are directly loaded on trucks alongside the vessels. Containers might then first transit to a container yard.
De-stuffing of the containers rarely takes place in the container yard due to the limited capacity of the container yard. Containers can however be opened in the terminal for customs inspection but resealed immediately in the presence of the forwarding company/superintendent.
Once customs clearance is completed containers will be transported under escort to final destination. The escort fee per container is 20,000 XOF.

Bissau: Most of Bissau urban network lacks well-maintained roads.

 

Country: With a road network of about 4,400 km nationwide only 10 percent (453 kilometers), on the main axes of the country, are paved. Most roads are unpaved with many deep ditches.

 

The public road network is state owned and is administered by the Ministry of Public: Ministério das Obras Publicas, Construções e Urbanismo (Ministry of Public Works) Direcção Geral das Estradas e Pontes.

There are five fuel distributors in the country: ENGEN, PETROMAR, LENOX, PETRODIS and CASTLE.
Most of those distributors have their fuel stations only concentrated in Bissau.
There are two fuel depots in the country. The main one is Bissau Port with a total of 4 Diesel tanks representing a capacity of 11, 000 m3.
According to the CLC Depot Administrator this quantity is sufficient to cover the need of 6 months consumption.

Trucks available in the country belong mainly to medium / small companies.

International transports: It is a normal practice that trucks incoming from Senegal or Guinea shift cargo to local trucks. Outgoing cargo will be shifted as well at the border.

During cashew nut harvest, trucks can be scarcely available. Peak period from June to August.

3.4 Guinea-Bissau Telecommunications

Guinea-Bissau Telecommunications 

At present time the telecommunication capacity in Guinea-Bissau is essentially based on mobile telephone network. The landline is not working. The landline communications network have been damaged in the 1987 conflict and deteriorated throughout the instability from 1987 to 2012.

Mobile Network Operators

MTN (www.mtn-bissau.com)and ORANGE (www.orange-bissau.com) are the private  telecommunication companies present in the country. They provide cell phone, 3G coverage and money transfer service.

In 2014 MTN have introduced money transfer technology for cell phones – MTN Mobile Money

In 2015 ORANGE Telecom introduced the same, denominated ORANGE Mobile money.

In 2015 ORANGE and MTN introduced 3G coverage.

The network have different levels of coverage by region. (see table below)

Most of the people use 2 phones and 2 phone numbers: one for each company.

Accommodation is available in the country with different quality levels. A large influx of people might result in lack of availability.

Electricity and Power

In Bissau, electricity provision is quite stable during the dry season, but frequent cuts are the norm during rainy season. There is one government Electricity and Water provider: EAGB. The electric network does not cover the whole country: out of Bissau the network is not reliable.

Electricity is basically provided by generators. Some urban illumination is solar powered.
