1 Republic of the Congo Country Profile
Generic Information
The Republic of the Congo (French: République du Congo), also referred to as Congo-Brazzaville, West Congo, the Congo Republic or simply Congo is a country located in in the central-western part of sub-Saharan Africa, along the Equator, lying between latitudes 4°N and 5°S, and longitudes 11° and 19°E. It is bordered by Gabon and the Atlantic Ocean to the west, Cameroon to the north west, the Central African Republic to the north east, the Democratic Republic of the Congo to the east and south and the Angolan exclave of Cabinda to the southwest.
The capital, Brazzaville, is located on the Congo River, in the south of the country, immediately across from Kinshasa (about 5km), the capital of the Democratic Republic of the Congo.
The southwest of the country is a coastal plain for which the primary drainage is the Kouilou-Niari River; the interior of the country consists of a central plateau between two basins to the south and north. Forests are under increasing exploitation pressure.
Since the country is located on the Equator, the climate is consistent year-round, with the average day temperature being a humid 24 °C (75 °F) and nights generally between 16 °C (61 °F) and 21 °C (70 °F). The average yearly rainfall ranges from 1,100 millimetres (43 in) in south in the Niari valley to over 2,000 millimetres (79 in) in central parts of the country. The dry season is from June to August while in the majority of the country the wet season has two rainfall maxima: one in March–May and another in September–November.
The political stability and development of hydrocarbon production made the Republic of the Congo the fourth largest oil producer in the Gulf of Guinea, providing the country with a degree of prosperity despite instability in some areas and unequal distribution of oil revenue nationwide. Congo's economy is heavily dependent on the oil sector and economic growth has slowed considerably since the post-2015 drop in oil prices.
It has a population of 4,662,446 (2014 Estimate) and a density of 12.8/km2 the 2015 Human development index is 0.592 placing the Country at the 135th position.

The impact on road accessibility during the rainy is minor on the two primary roads since they are paved. In the North (excepted Sangha department), the passage for vehicles becomes severely limited during the peak of the rainy season, and in principle only four wheels traction vehicles or trucks can pass. During the dry seasons (Dec-June) the water level is too low for barges to navigate in Ubangi and Sangha rivers. Provision of commodities especially in the Likouala region becomes very difficult during the dry season.

Capacity and Contacts for In-Country Emergency Response
Government
The main institution responsible for intervention during emergencies is the ministry for Social Affairs, Humanitarian Action and Solidarity through their Directorate-General for Humanitarian Action. Concerning epidemics, the Ministry of Health has the overall government responsibility to respond. The government has, to a certain extent, financially contributed to the past emergency appeals, coordinated by UN agencies. As part of its contribution the government also provided staff and vehicles. Military assets have not been used in emergencies and there are currently no agreements to use military and/or civil defence in relief operations.

Humanitarian Community
The operational response during emergencies, such as the recent Mpila emergency, has been coordinated by UNDP, with other UN agencies playing a big role. During epidemics, the UN System has been led by WHO and FAO. UNICEF, UNWFP and UNHCR coordinate the emergency actions every time by supplying food assistance to mother and children (UNICEF) and displaced population (WFP). UNHCR is the lead agency for displaced population.
The UN System has currently launched a US$ 21 million humanitarian appeal in coordination with the Ministry for Social Affairs, Humanitarian Action and Solidarity for the assistance of 81,000 displaced people in the Pool region. WFP is currently assisting the displaced people of the pool region through an EMOP. UNHCR is currently drafting a contingency plan to receive displaced people from DRC in prevision of the deterioration of the political and social situation in the country.

1.2 Republic of the Congo Regulatory Departments & Quality Control
The main regulatory departments in the Republic of Congo are:
The Ministry of Agriculture and Fishery who oversees the quality control of imported food items and regulates and promotes, agricultural research, price supports and agricultural subsidies, plant diseases and invasive species and matters related to the environment and regulates the fishing activities in the Country.
The Ministry of Health who endorse customs declaration when importing medical supplies deals with health care, including awareness campaigns, immunization campaigns, preventive medicine, and public health.
The Ministry of Foreign Affairs oversees the authorisations of tax exemption for all items imported by humanitarian organizations.
The Ministry of Finance and budget through the Direction General “Impots et Domine” is in charge of the collection of taxes and the control of financial actions of the public actors.
The Ministry of Plan in in charge of NGO supervision and coordination. It is the Ministry of reference for the coordination and implementation of the DDO’s.
The Ministry of Forestry controls and evaluates the application of the rules in terms of forestry resources, hydrographic resources and animal resources.
The Ministry of Hydrocarbures orients and control the Government trust enterprises Control the private companies and organisations related to the oil sector and through the control authority AGENCE DE REGULATION DE L'AVAL PETROLIER (ARAP) assures competitiveness, transparency and maximum productivity in the oil sector.
The quality control for oil products and derivates is performed by the refinery CORAF situated in Pointe Noire.
The Congolese Act of November 25, 2009 created a new telecommunications and postal regulatory authority in The Republic of the Congo, called:” L’Agence de régulation des postes et des communications électroniques” (ARPCE) that is the Postal and Telecommunications Regulatory Agency. The ARPCE is a Public Administrative Authority that benefits of legal personality, and budgetary authority since it is financed by a tax on companies operating in the regulated sectors. It has the power to issue instructions and create administrative rules and regulations, the power to impose sanctions, and the power to control postal and telecommunications networks.
The Republic of the Congo is member of the Economic Community of Central African States which promotes the regional economic cooperation and integration among the Countries sharing a common currency, the franc CFA. -The CEMAC “Code Communautaire de la Route” fixes the maximum permitted load regardless of number of axes at 50 MT.
The Republic of Congo is also a member of the WCO and a signatory of the revised Kyoto Convention and the Tampere Convention, all of which aims to facilitate the procedures for importation and communications in humanitarian emergencies.

Emergency Response
There is no difference in procedure between emergencies and non- emergency conditions according with the duties and tax exemption.
A digital document called “Code Additionel” is provided by the General Direction of Customs. This document comparable to an open import/export licence allows the start of the operation of custom clearance in duty free regime even if the franchise letter from the Ministry of Foreign affairs has not yet been received. This special procedure permits to save time consequently giving more efficacy to the response.

Exemption Regular Regime (Non-Emergency Response)
The Republic of The Congo is member of the WCO and a signatory of the revised Kyoto Convention and the Tampere Convention, all of which aims to facilitate the procedures for importation and communications in humanitarian emergencies. Duties and taxes exemption applies in principle to all humanitarian organizations, UN Agencies and INGOs, that have a MoU with the Government, and for all types of merchandise imported by these organisations. The recommended procedure for customs clearance in general terms as follows:
Once all merchandise and duty-free documents are available they should be handed to a forwarding agent who will complete the application and hand it over to the customs authorities. The declaration is a legal document and wrong information might lead to penalties. The declaration will be registered with the customs authorities and classified either for a normal procedure or an urgent process depending on the nature of the cargo.

Customs Clearance
General Information
In the past, the consignees/ importers and their transitaires were applying for an importation request or authorization directly from the Commerce department to allow them to get the ECTN (Besc) at the port of loading. Now, this process becomes electronic via the GUOT "Guichet Unique des Opérations Transfrontaliéres)" system. The consignee/importer or his freight forwarder once registered in GUOT system can validate all commercial operation (importation) to obtain the T.I number. The T.I number is compulsory for the validation of the BESC (ECTN). The implementation of GUOT process has taken effect in November 2014. This process has seen the introduction of the T.I number to affect the validation of the Electronic Cargo Tracking Note (ECTN) for all cargo destined to Republic of the Congo (the average time to obtain the T.I number is now 24-48 hours).

Transit Regime
There are several transit regimes in the Republic of the Congo.
Customs declaration for goods paying duties and taxes. Customs declaration for goods partially or totally exempted of paying duties and taxes. Customs declaration to transfer goods from port, airport, international borders and bonded yard or warehouse. Transit declaration to transfer goods from a border (port/airport) to another country (I.e.: Pointe Noire port – Brazzaville dry port across the Congo river to Kinshasa’ DRC).
For merchandise transhipped shipside to shipside, without landing on the quay, platform or warehouse the following charges apply:
- 20’ containers: €14,53/unit
- 40’ containers: € 21,53/unit (only discharge charges are collected)
The collection of charges is carried out by the general direction of the PAPN in respect of freights, by the post office (PTT) for postal colis and for passengers by the shipping lines.
Charges for non-containerised cargo are the same as for imported cargo as per the merchandise categories.
Empty containers are charged € 1,17 (XAF 770) per tare weight; Rolling stock is charged € 5,31 (XAF 3,480) per mt. Minimum charge for all transhipment cargo is € 7,62 (XAF 5,000)
2 Republic of the Congo Logistics Infrastructure
The logistics infrastructures of the Republic of Congo are developing. The government is currently modernizing the port of Pointe Noire through a public-private partnership project convention between the Pointe Noire port authority and BOLLORE Group (Congo Terminal).
There have been some investments in the road network in the recent years and improvements are ongoing. The main road linking Brazzaville to Pointe noire (RN1) (548 km) has recently been completed and is now fully paved and in excellent conditions. This includes the section between Dolisie and Mindouli and between Kinkala and Mindouli.
The main road to the North (RN2) linking Brazzaville and Ouesso (820km) is fully paved but there are sections of uneven asphalt and under bad condition. These sections are currently under construction and being paved. The road Ouesso to Enyelle -Betou (RN3), is well maintained but unpaved and dangerous during rainy season especially in the section Boun Oumba-Betou. The road Enyelle- Impfondo (RN15) is impassable during rainy season. The supply of food and goods is only possible through the Congo/Ubangui rivers and navigability is limited to the rainy season (June-November).
As of today, some projects of road construction are ongoing. The main one consists in the construction of a transnational route of 1400 km connecting Cameroun to the Republic of Congo and CAR.
Another planned road will improve accessibility to the Impfondo area through a route of 440 km connecting Enyelle, Impfondo and Liranga.
A specific attention must be raised concerning the river-crossing infrastructures on the whole territory (BAC). They can be manually driven or engine powered. Often in bad condition, they are not reliable and therefore sometimes some destinations cannot be reached. In addition of being quite expensive, it can become an even bigger challenge when water levels are low. The wood companies such as CIB own these boats and try to improve the access by building dykes, which are not reliable either. There might be some overall improvement on that level in the future.
A railway is in place and partially functioning. The major railway segment is from Pointe-Noire - Brazzaville. It is widely used for both cargo and passengers. Between Belinga and Dolisie the line is divided into two sections with a southern deviation connecting eight stations for passenger traffic. The second railway line goes through the Niari region from Mont Belo to Mbinda at the border with Gabon.
The total length of the railway network of the Republic of the Congo is 886 km. The rail network is obsolete and as of today no modernization project is planned.
Concerning the Aviation sector, a new terminal and a new runway have been recently built at the airport of Brazzaville and a new terminal was inaugurated in 2016 in the Pointe-Noire airport increasing the capacity. Also, the runway of the Oyo Ollombo International Airport has been prolonged to a total length of 3300 meters or 10,827 ft.
2.1. Republic of the Congo Port Assessment
The Port of Pointe Noire is the only sea port of the Republic of the Congo. The following section contains the port assessment for the Republic of the Congo LCA.
2.1.1 Republic of the Congo Port of Pointe Noire
Port Overview
The Port of Pointe Noire is the only sea port of the Republic of the Congo. It is an important gateway to Brazzaville and it plays an important role of transhipment port for the port of Matadi, Luanda, Cabinda, and Soyo. Its construction started on July 11, 1934 and the official inauguration was on 1 April 1939.
The port has 2135 m of quay in the commercial zone, and 726 m of quay in the logistics oil zone. It also has specialized platforms, warehouses, specialized facilities. The container terminal is managed by the Company Bollore transport via Congo Terminal and logistics and has extension of 31 hectares for stocking space on Quai G. Facilities are complemented by the following storage spaces: a cement silo, a wheat silo, a wine cellar, hydrocarbon storage tanks and derived products and vegetable oil storage tanks.
The main operators in the Container Terminal besides Bollore who manages the terminal are Socotrans (for general deliveries and the strengthening of the depot area), Urbanisme et Commerce (UC) for concerns on the site security, the cleaning and sealing of the containers, Sat for the transport of the bulk cargoes, and CFCO for the transport of the goods via railway.
The port is currently non-congested and traffic is regular. The average queue time to access is from 0 to 24 hours.
Pointe Noire port is as of today one of the deep-water ports in West Africa with a draft up to 16m and can accommodate larger vessels up to 337 meters of length and capacity of 16000 - 18000 TEU’s. Entry and exit accesses are through a basin with an area of 84ha which opens into a 280 m wide bay. The Port is divided into three areas:
- The first zone is reserved for customs goods whose free stay is limited to 11 days for national transit, and 30 days for international transit;
- The second zone is a storage area with no time limit;
- The third zone is reserved for oil and industrial activity, as well as for port extensions.
The embankment represents a total area of 126 ha, including 66 ha at the commercial Port and 60 ha in the industrial area. The commercial Port also has a dedicated area for the processing of container traffic, logs and Eucalyptus logs. There is an ongoing project financed by AFD (70 million Euros) for the construction of a cereal berth of 250 m with a draft of 12 m. This project includes the construction of a fishing port.

Port Performance
More than 1 million TEUs were handled in 2021. In the current configuration, Pointe Noire port authority may simultaneously welcome in commercial transactions 15 vessels at public harbour, 3 vessels of 130 m at the onshore base, 3 tankers at oil sites of Djeno, Nkossa and Yombo.
Pointe Noire Port is accessible day and night, 24/7, and has handled more than 1 million TEU handled on the 31st of December 2021. Its basin of 84 ha opens on the bay by a harbour channel of 180 m wide extended by a feeding Channel of 1500 m dragged at 16m. The night marking is ensured and the piloting and towage are compulsory and ensured 24hours a day. The piloting is compulsory for any vessel having a gross tonnage equal or higher than 100 tons. Two pilots are compulsory for vessels with length equal or superior to 160meters. l Also the towage is compulsory for any vessels having a gross tonnage equal to or higher than 2000 MT. The vessels provisioning is ensured and stevedoring, handling, consignment and transit activities are granted to private companies.
The traffic of the port of Pointe Noire is handled on two sites: The oil handling terminals and the public harbor.

Customs Guidance
The recommended procedure for customs clearance in general terms as follows:
Once all merchandise documents are available they should be handed to a forwarding agent who will complete the application and hand it over to the customs authorities. The declaration is a legal document and wrong information might lead to penalties. The declaration will be registered with the customs authorities and classified either for a normal procedure or an urgent process depending on the nature of the cargo. Documents required:
- Non-Commercial invoice
- Donor Certificate & Certificate of Origin
- Bill of Lading
- Packing list & Shipment advice
- Fumigation document
- Quality Certificate & Import licence.
Guichet Unique des Opérations Transfrontaliéres (GUOT)
The implementation of the GUOT process has taken effect in November 2014. This process has seen the introduction of the T.I number to affect the validation of the Electronic Cargo Tracking Note (ECTN) for all cargo destined to Republic of the Congo. The process requires that for a shipper to obtain the Electronic Cargo Tracking Note (ECTN) in French “BESC”, the consignee(s)/ importer(s) and his “transitaire” (freight forwarder) at Pointe-Noire should be registered at the GUOT (Guichet unique des operations transfrontalieres) in Congo.
In the past, the consignees/ importers and their transitaires were applying for an importation request or authorization directly from the Commerce department to allow them to get the ECTN (Besc) at the port of loading. Now, this process becomes electronic via the GUOT system. The consignee/importer or his freight forwarder once registered in GUOT system can validate all commercial operation (importation) to obtain the T.I number. The T.I number is compulsory for the validation of the BESC (ECTN).
Shippers are supposed to notify their consignees/ importers in Congo to register with the GUOT to obtain a T.I number which shall appear on the ECTN each time they want to export cargo to Congo via Pointe Noire or other ports of entry. Heavy fines shall be imposed by the Congolese authorities in event the shipper/consignee fails to comply with these new procedures.
Procedure to get T.I Number for ECTN (Electronic Cargo Tracking Note) validation
In application of circular n° 002/GUOT/DG of October 14th, 2014, it is compulsory for customers to use the electronic system of the Single Window Cross-Border Operations [GUOT – Guichet Unique des Operations Transfrontalières].
This system generates an identifier otherwise known as a TI number [Import Certificate number] once the receiver at destination has validated his importation declaration. This identifier is sent by the receiver to his shipper to permit him to make the boarding formalities. This identifier concerned only the shipper and the receiver; the carrier is not concerned that is why there is no obligation for the carrier to include this reference in transportation documents [Bill of Lading and manifest]. The TI number is a new requirement for Congo in addition of ECTN which remains compulsory.
- The supplier/Shipper abroad or at Port of loading sends a commercial invoice to the consignee/importer in Congo;
- With the commercial invoice, the consignee/importer in Congo or his freight forwarder registers and opens a file in the GUOT system to obtain the T.I number.
- Once the consignee/importer in Congo acquires the T.I number he sends it to the supplier/Shipper abroad or at Port of loading.
- With the T.I number, the entity acting on the supplier/Shipper’s instructions applies and validates the ECTN to be indicated on the BL.
The clearing processes takes around 10 days, so documents should be preferably presented to the forwarding agent least 5 days before ships arrival to avoid delays. There are at least 30 forwarding/clearing agents (transitaires) in the port and some of the main ones are: SDV Congo, GETMA/NECOTRANS, SOCOTRANS, TMC, AIS, SAT CONGO, TRANSIMEX CONGO S.A. The forwarding agent’s fees will depend on service level and type of cargo imported and are based on the port tariffs plus agency commissions.
The Republic of Congo is member of the WCO and a signatory of the revised Kyoto Convention and the Tampere Convention, all of which aims to facilitate the procedures for importation and communications in humanitarian emergencies. Duties and taxes exemption applies in principle to all humanitarian organizations, UN Agencies and INGOs that have an MoU with the Government, and for all types of merchandise imported by these organizations.

Terminal Information
Multipurpose Terminal
Quay D has a first line of 6 warehouses 20 meters from the quay with a total storage area of 15 543 m². A second row of 6 warehouses with a storage area of 10,774 m2 is situated 80 meters from the quay. The two rows of warehouses are separated by a road for circulation within the port. Behind quay D there is a cement silo covering an area of 4,150 m². Along the Mole quay there is an area of 20,000 m² for general cargo handling, and 6 warehouses with a total storage area of 16,000 m2. There are also two timber storage areas of 39,000 m2 and a eucalyptus wood storage area of 51,000 m2. Behind the quays there is a second handling zone of 32 hectares including 27 warehouses of totally 46,783 m2 and a cool room of 422 m2. Many of the warehouses, both at the quay and in the second zone, have rail access. Mineral oil deposit for 3,000 m3. RoRo facilities are available.
Grain and Bulk Handling
The capacity of cereal silos is 15,000 MT; surface 11,672 m2. There is no capacity for bagging of grain. The milling company MINOCO is located behind Quay G and they have 18 silos of a surface of 11,672Sqm and a total grain storage capacity of 15,000 MT. MINOCO has its own capacity of bagging flour in the milling facility. There is no possibility of direct bagging from ship discharge.
Main Storage Terminal
The total surface of the warehouses and hangars in the port offer a total surface of 15 hectares. The storage space for forest products is 38,987 m2. The total parking space for vehicles is 13,767 m2. The silos dedicated to cereals have a surface of 11,672 m2 and a capacity of 12,000 MT. Concrete silos surface of 4,150 m2 and capacity of 12,000 MT. Oil stocking facilities 50,000 m3. Liquid gas stoking capacities 585 MT. Four premises with a total surface of 536,762 m2 are dedicated to the oil logistics.

Stevedoring
The Government and several private companies as stated in other sections of this document (4.4 Port and Waterways Companies Contact List) are handling the stevedoring in the Port of Pointe Noire. ETA for Vessel must be confirmed 24 hours prior to arrival to allow the organisation of manpower deployment. The Port of Pointe – Noire is working 24 hours a day, 7 days a week, and 365 days per year.
Hinterland Information
Items are moved out of the port mainly by trucks, and rail depending on the type of commodity. Most of the goods are moved out in containers. While Oil and oil derivates are usually moved out by train until the Loutete station and then transferred to tank trucks. The main company for rail transport is the state owned CFCO while for transportation by route the main ones are BOLLORE Logistics via Congo Terminal, S.A.T. (Societe Africaine de Transport), GETMA/NECOTRANS, SOCOTRANS, TMC, AIS, SAT CONGO, TRANSIMEX CONGO S.A etc…
Port Security
Security checks with customs officers are installed at every gate and has been reinforced these past ( years. The security level increases in the container terminal where the ISPS level is rated 2.
The firefighting services at the port are granted by the private company SERVTEC.

2.2 Republic of the Congo Aviation

The civil aviation sector in the Republic of the Congo is regulated by the Ministry of Transport and Civil Aviation while the National Civil Aviation Agency (ANAC) is the Government agency that manages and administers the network of 23 notable airports, including two international airports in Brazzaville (Maya-Maya) and Pointe Noire (Agostino Neto), and one approved airport for international flights (Oyo-Ollombo airport).
Most of the other national airports are airstrips or airfield that very rarely used. Some of them are in very good condition (comparable to international airports), some are in decent condition, and others cannot be used as they were not properly maintained, or not maintained at all. These airports are mainly used for government purposes. More details about each airport are available in other sections of this document.
A new airport terminal and a new runway have been recently built at the airport of Brazzaville and a new terminal was inaugurated in 2016 in the Pointe-Noire airport to increase the passengers capacity.
Major constraints in the aviation sector of the RoC are related to the length of time it takes to obtain overflight and landing clearances for United Nations and diplomatic planes, since the request must pass through the Ministry of Foreign Affairs and the Directorate-General for Strategic Affairs and Military Cooperation (DGASCOM).
For the airspace security and navigation of aircraft, ASECNA is responsible for the following duties:
- Control of the airspace circulation
- Guidance of airplanes
- Transmission of technical and traffic messages
- Information about flight arrivals/departures
- Meteorological information
- Guidance of flights inside the airport and terminal approaches
- Handling of fire emergency services in the airports

Procedures for Foreign Registered Aircraft
Procedures for Scheduled Flights
For regular international scheduled flights operated by foreign air transportation company, the following requirements must be satisfied:
- The state of the airline must be a party to the International Air Services Transit Agreement and/or the International Air Transportation;
- The airline must be eligible to make the flights under the provisions of a bilateral or multilateral agreement between the contracting parties (states affected). This one must have an operating license allowing to perform the flights. The license request must be addressed to the authorities concerned
Documents required for aircraft clearance
It is necessary that the undermentioned documents must to be presented by an operator airline to have the clearance on entry or departure of its aircraft.
These documents must follow the ICAO standards and are acceptable when provided in French or in English and completed in legible handwriting.
Aircraft documents required (arrival and departure) for IMMIGRATION, CUSTOMS AND HEALTH are:
- General declaration
- Passengers manifest
- Cargo manifest
- One copy of the General Declaration returned and endorsed by Customs can signify clearance.
- If no passenger is embarking or disembarking and no merchandises embarked or disembarked, there is no needs to present to the above authorities, other documents except one or some copies of the general declaration.
Procedures for Non-Scheduled Flights
If an operator intends to carry out one or series of non-scheduled flights in transit across into the territory of an ASECNA member state, or making non-traffic stops, it is necessary for the operator to obtain a prior permission for this purpose.
If an operator intends to perform one or series of non-scheduled flights into the territory of an ASECNA member state, for taking on or discharging passengers, cargo or mail, it is necessary for the operator to apply to the authority concerned for permission to carry out such operations within the required time.
The permission request must include the following information:
- Name of operator
- Type of aircraft and registration marks
- Date and time of arrival and departure
- Place of embarkation or disembarkation abroad, as the case may be, of passengers and/or freight;
- Purpose of flight and number of passengers and/or nature and amount of freight;
- Name, address and business of charterer;
- Other different information.
Documents required for aircraft clearance
Same requirements as for the scheduled flights (see above).
Procedures for Private Flights
For reasons of flight safety, a previous authorization concerning an overflight and stopover is required in addition to the filing of a flight plan for the 10 following states: Benin, Burkina Faso, Cameroon, Congo, Cote d'Ivoire, Madagascar, Mali, Niger, Senegal, and Togo.
An authorization request must be submitted to the Authority concerned at least 2 on 7 days before the flight. A prior notice must be addressed at least 2 on 3 days before the expected date of the flight for the other states as follows: Central African Republic, Gabon, Equatorial Guinea, Mauritania, and Tchad.
Documents required for aircraft clearance
No documents, in addition to those mentioned under 2.2 above, are required in the case of a private flight.
For a stay beyond some days after the date of arrival, a custom carnet will be accepted instead of a bond or of any financial guarantee.
Procedures for Foreign Registered Aircraft
In RoC, the following requirements need to be applied, presented and approved before prepositioning of a foreign registered aircraft:
A request letter should be addressed to ANAC for the operation of a foreign registered aircraft. The letter should be accompanied by the following documents:
- Registration certificate
- Aircraft insurance
- Air worthiness document
- Pilots aviation license
- Pilots medical license
- Information on the operations details, airports, period etc.
- AIRCRAFT ENTRY AND DEPARTURE : Obligation to perform the first landing or the final take-off from a customs aerodrome BRAZZAVILLE/Maya Maya POINTE-NOIRE - Cargo Manifest – LTA
- AIRCRAFT TRANSIT : - Obligation to perform the first landing or the final take-off from a customs aerodrome
- IMMIGRATION: AIRCRAFT ENTRY, TRANSIT AND DEPARTURE : - Passenger Manifest.
- HEALTH: AIRCRAFT ENTRY AND DEPARTURE : - Passenger Manifest
- AIRCRAFT TRANSIT - No formality
- AIRWORTHINESS: Antonov 12 and Antonov 26 operations are prohibited within Republic of CONGO territory
The Congo territory overflight and the technical stopovers on the national ground for aircraft others than those in possession of commercial rights, the French State aircraft and the African Republics State aircraft having the benefit of permanent authorizations, in application of Cooperation and Defense agreements, are subject to a previous permission delivered by the Ministry in charge of Aviation. - Postal service - Telegraphic Address: AVIACIVIL BRAZZAVILLE - Voie RSFTA : FCBVYAYX
The requests must be addressed 5 days before the expected overflight and landing date and must include the following information:
- Type of aircraft
- Registration Marks
- Nationality
- Owner or aircraft operator
- Address of Owner or aircraft operator
- Name, surname of the pilot and nationality
- Crew member
- Number of passengers
- Flight purpose
- Dates and flight routes
- When it concerns a private aircraft, the pilot will provide his place and date of birth.
Public Health Measures Applied to Aircraft
Now, specific measures related to COVID are to be applied according to government regulations in the country of arrival. Since the epidemy is losing intensity across the country, restrictive measure such as curfew are being lifted, so we may expect other measure to be lifted too. We cannot say if the health measures related to COVID in the aircraft will stay in place or not.
Besides COVID matters that are a priority when in place, The regular respect public health measures of aircraft in most of ASECNA States must be respected. The aircraft may land under the condition that has been disinfected approximately 30 minutes before its arrival on the aerodrome. The application of this measure must be properly recorded in the Health Section of the General Declaration.
However, when the insects spraying conditions stipulated in Annex 9 are not applied in theory or when the aircraft is coming from a cholera infection zone with recent cases declared, the sanitary control service can proceed to a new spraying of the aircraft on the ground before the disembarkation of passengers and crew.
If, in special circumstances, the public health authorities find it necessary a second spraying of the aircraft on the ground, passengers and crew are permitted to disembark beforehand.

2.2.1 Republic of the Congo Maya-Maya International Airport, Brazzaville
Airport Overview
Maya-Maya Airport (IATA: BZV, ICAO: FCBB) is an airport located in Brazzaville the capital of the Republic of the Congo (only a few kilometres from the city centre). It is the main airport of the country. In 2015, the airport served 1,300,000 passengers and international flights are available with several air companies including Air France, ASKY, Ethiopian Airlines, Kenya Airways, South Africa airlines, Air Cote d’Ivoire and Royal Air Maroc, TAAG, Rwanda Air, as well as other cargo airlines like Ethiopians air lines. Other than commercial operators, UNHAS (humanitarian flight) operates its own flights between Brazzaville and Impfondo – Betou via RDC. Those flights are reserved to all UN staffs/NGOs, exceptionally available for government members. Cargo flights serve Maya Maya airport to deliver fresh food. For cargo handling the operation has been commissioned to Congo Handling, which is a subsidiary of the French based Group Europe Handling, while the refuelling operations are operated by SNPC. The access to the Airport is very easy with a two-lane road leading to the main terminal. Different shipping and forwarding companies have their office at the airport. A customs office is also present.

Passenger and Cargo Performance Indicator
In 2015, the airport served 1,300,000 passengers. In 2010, a new runway 3300m long (05L/23R) and a new terminal, with three air bridges were opened. The older runway (05R/23L) was repaired and now is used as a taxiway. A second module for the new terminal was completed in 2013. Chinese construction firm Weihai International Economic & Technical Cooperative Co., Ltd. performed the $160 million in upgrades to the airport. The current monthly use by humanitarian flights (UNHAS) is approximately 10 flights per month (3,000 passengers).

The new terminal was inaugurated in 2011. There is considerable improvement compared to the old and largely under dimensioned terminal. Presently the check-in area is in a good conditions. The level of maintenance of the equipment is good.

The regulation of the civil aviation in the Republic of Congo falls under the Ministry of Transport and Civil Aviation and ANAC is the Government agency that manages and administers the airports. Storage Facilities
For cargo handling the operation has been commissioned to Congo Handling, which is a subsidiary of the French based Group Europe Handling. Two bonded warehouses of 500 m² are located inside the airport and managed by Congo Handling. For cargo handling, 2 forklifts of 2.5 mt capacity and one of 7 mt capacity are available.

Night landing hours are between 18:00 – 6,00 hours. Parking charges are for each hours or part there of; first 2 hours free. These charges are administered by the ANAC & ASECNA and are the same for all airports in the Republic of Congo. From 26 mt and upwards each weight class fee comes on top of the former one. Over flight fees depends on route and can be very fluctuant.

Airport Overview
Antonio Agostinho Neto International Airport (IATA: PNR, ICAO: FCPP), is an airport located in Pointe-Noire, Republic of the Congo. It is one of two international airports in the country, the other being Brazzaville Maya-Maya Airport. The airport was inaugurated in 1934; a new passenger terminal opened in 2006. Another terminal is presently under construction. In 2015, the airport served 780,412 passengers and international flight are available with several air companies including Air France, Cameroon Airlines, Ethiopian Airlines, Kenya Airways, South African Airlines, ASKY, Air Cote d’Ivoire and Royal Air Maroc, TAAG as well as other cargo airlines like Ethiopians air lines. Cargo flights serve Maya-Maya airport to deliver fresh food. For cargo handling the operation has been commissioned to Congo Handling, which is a subsidiary of the French based Group Europe Handling. Different shipping companies have office at the airport. A customs office is also present.

The regulation of civil aviation in the Republic of Congo falls under the Ministry of Transport and the Civil Aviation; ANAC is the government agency that manages and administers the airports. For airspace security and navigation of aircrafts the responsibility has been commissioned to ASECNA. It is a regional company that manages the aviation security of several African airports including Brazzaville and Pointe-Noire. Among its tasks is to assure:

Airport Overview
Impfondo airport is an important gateway to the Likouala province where road access is very difficult and impossible during rainy season. Canadianair, Mistral and Air Congo fly from Brazzaville twice a week. Additionally, there are weekly humanitarian flights with UNHAS. No assistance regarding approach and landing. The airfield is open between 06:00 and 18:00

2.2.4 Republic of the Congo Ouesso National Airport
Airport Overview
The airport is located near the city of Ouesso, in the Sangha region. Its building is in good conditions, as well as the runway. The security installations, such as the screening are there, and functioning according to the ANAC representative in Ouesso, as well as the control tower. The main use of this airport is for government visits, 3 to 4 times a month at the maximum. The access road is in very good conditions, so there is no major constraints in terms of accessibility. However, it is very important to meet with local authorities before reaching the airport. Most of the time the following authorizations are needed: Prefecture, mairie, and police.
Not being used frequently, this airport remains nonetheless in excellent condition, and has the capacity of landing aircrafts such as Boeing 737, with a concrete land stipe comparable to international airports.

2.2.8 Republic of the Congo Makoua National Airport
Airport Overview
The airport is located near the city of Makoua, in the Cuvette Region. Its building, which is the weather station, is in medium conditions, and the tared runway would need some basic work to use it again. It is now closed but its capacity abled in the past to land cargo aircraft.
The access road is in decent condition during the dry season, but can become an access problem if used by heavy trucks in rainy season. However, it is very important to meet with local authorities before reaching the airport. Most of the time the following authorizations are needed: Prefecture, mairie, and police.
Since it has not been used for a long time, the facilities were not properly maintained, which is a drawback. The runway is nonetheless in acceptable conditions and the main work would be to remove the weeds that have grown over the time.
The phone network is working on the site, as well as internet, but they do not have VHF radio.

2.2.9 Republic of the Congo Owando National Airport
Airport Overview
The airport is located near the city of Owando, in the Cuvette Region. Its buildings are in good condition and the runway is in excellent condition. The security installations are there but are not or never used. The main use of this airport is for Government visits, 3 to 4 times a month at the maximum. The access road is in very good conditions, so there is no major constraints in terms of accessibility. However, it is very important to meet with local authorities before reaching the airport. Most of the time the following authorizations are needed: Prefecture, mairie, and police.
Not being used frequently and its facilities not being properly maintained is a drawback, but the runway is nonetheless in excellent condition, and has the capacity of landing aircrafts such as Boeing 737. In terms of conditions of the landing strip, which is excellent, the airport of Owando is comparable to international airports.
The control tower is operated in Brazzaville, and coordinated with Olombo, and there is no phone network problems to report in the area.

2.2.10 Republic of the Congo Souanké National Airport
Airport Overview
The airport is located near the city of Souanké in the Sangha Region. Its building, which is the now the weather station run by the ANAC is in poor conditions as well as the runway, that is currently not in use. Indeed, it used to be compacted laterite, and now the forest has completely taken back the space. The landstripe is therefore considered as non-existent.
The access road is in very good conditions, so there is no major constraints in terms of accessibility or phone network communication. However, there is no internet network on the site.

2.3 Republic of the Congo Road Network
The Ministry of Equipment and road maintenance of Congo oversees the roads constructions and maintenance. However, for large scale projects the Delegation for Large Scale Projects (Delegation Générale des Grands Travaux) is in charge.
The road network in Congo is composed of 23,324 km of which 17,000 km are classified as national, departmental, and routes of local interest while the other 6,234 km are non-classified routes.
The two main roads are the RN1 and RN2. The RN1 links Brazzaville with Pointe-Noire and with its 548 km is now fully completed, asphalted and in very good condition, permitting to reach the ocean in within 9 hours.
The RN2, linking Brazzaville to Ouesso in the North is 820 km long. It is fully paved but some areas are in a bad condition. Presently the time needed to reach Ouesso is about 11 hours.
There are several plans for new constructions mainly financed by the African Development Bank. For example, the transnational route also called corridor 13. This route of an expected length of 1,400 km will be connecting the RN3 Ouesso-Betou to CAR and Cameroun and includes a bridge over the Sangha river. The construction has already started and the complexion is expected for 2021.
Another project sponsored by the ADB is the construction of 440 km of route between Enyelle – Imfondo and Liranga. The statement of work (SoW) of the project has been finalised and the tender will be thrown before the end of the current year 2017.
The soil in Congo with sandy areas and abundant rains during parts of the year make road constructions very expensive. However, there are projects underway financed both by the Government and foreign investors. Most construction works are included in the national transport plan (PNT) covering the period from 2013 to 2023 and including the main projects ongoing. The Ministry of Public Works the Road Funds Management (Direction Générale des Fonds Routier) is responsible for the financing of regular road maintenance and constructions.
Budget constrains are the main cause of the lack of maintenance in certain area of the road network.

Road Security
Exceeding the speed limit in combination with poor road maintenance, heavy rain and overloaded vehicles are the main causes of accidents. The heavy rains can also cause rapid deterioration of unpaved roads and road equipment. Traffic is scarce outside of Brazzaville and the number of vehicles is generally limited with exception for the RN1 between Brazzaville and Pointe-Noire. Sometimes, even routes with good asphalt conditions can have vegetation invading the road bed and warning panels might be hidden. There is a massive use of road bumps but they are rarely indicated by road panels. The quality of taxis and minibuses is often very low and lack of vehicle road worthiness can also be a cause for accidents. Roads are frequently used by pedestrians and school children, which requires additional caution. Respect from drivers towards vulnerable and unprotected road users is generally low. City tyres are usable in the major part of the Country but when traveling in muddy forest roads in the North such as in the Likouala region it is highly recommended that vehicles are well equipped with good tyres, spades and winches.
Weighbridges and Axle Load Limits
Congo applies the CEMAC rules which are the same as for all the CEMAC countries: the Congo, Cameroon, CAR, Gabon, Equatorial Guinea and Chad.
The Communauté Economique et Monétaire de l’Afrique Centrale (CEMAC) “Code Communautaire de la Route” stipulates the maximum permitted load regardless of number of axes at 50 mt.

Road Class and Surface Conditions
The road classification system has been changed after recommendations in a recent study financed by the EU. The new classification system has been implemented since 2012 and can be found here.
The network is divided into 15 national routes (RN) of 5,604 km of which 2,648 km with asphalt, 33 departmental routes (RD) of 2,650 km of which 331 km with asphalt and 14,980 km of routes of local interest and non-classified routes with 132 km with asphalt. The total asphalted routes in the Republic of the Congo is 3,111 km.
The National routes (RN) are usually the principal roads connecting main towns with border points and are managed by the Ministère de l’équipement et de l’entretien routière.
The Departmental Routes (DR) are usually roads connecting departments and national roads with each other and It is also managed by the Ministère de l’équipement et de l’entretien routière
The routes of local interest are local roads within departments and are also managed by the Ministère de l’équipement et de l’entretien routière
The non-classified routes are generally rural roads.
2.4 Republic of the Congo Railway Assessment
The Congo railway system is managed by “Le Chemin de Fer Congo-Océan” (CFCO), a public company with financial autonomy created in its present form in the year 2000. The Company takes care of the current maintenance of the network while major reparations are outsourced to private companies through public tenders. The CFCO current transport rates are currently USD 126/mt.
The railway system is widely used both for cargo and passengers. The major railway line in Congo is leading from Pointe-Noire to Brazzaville. The railway connection arrives at the river port of Brazzaville.
However, due to security constraints in the Pool region the railway connection from Pointe Noire to Brazzaville is presently interrupted and commercial and passenger trains exiting Pointe Noire stop in Loutete, a station located about 240 km from Brazzaville. Also two bridges along the line were damaged and are currently out of order. There is currently no railway traffic exiting Brazzaville.
The line between Belinga and Dolisie is divided in two sections, the northern and southern line. The southern deviation connects eight stations for passenger traffic. The northern line goes through the Niari region from Mont Belo to Mbinda at the border with Gabon.
The availability of wagons is very unpredictable and sometimes causing delays in the distribution planning. The railway in Congo is not electrified and the traction is provided by diesel locomotives.
The suspension of the traffic and the absence of periodical maintenance is penalising and threatening the railway network infrastructures and the motive equipment. The current available operational equipment has decreased in the last couple of years bringing down the number of operational locomotives from 31 in 2014 to the currently 15.

Key Stations
The three main stations Pointe Noire, M’binda (Dolisie) and Brazzaville. The Pointe Noire railway hub has rails entering the Port site allowing the loading and unloading of the cargos directly in the port area. Brazzaville has a railway connection to the river port integrating the railway to the Congo and Ubangui rivers barges.
There is currently no international railway connection but there are plans to rehabilitate the section from Mbinda into Gabon, which earlier served as a connection for manganese exports from Gabon to Pointe-Noire. No expected date for the execution of the project was provided.

2.5 Republic of the Congo Waterways Assessment
The Republic of the Congo has 2,187 km of navigable waterways, consisting mainly of the Congo and Ubangi rivers and their tributaries. These navigable waterways provide direct access throughout most of the northern and central part of the country, while the transport network in the south mainly relies on the road network and the railway from Pointe Noire to Brazzaville.
The major waterways (Congo, Ubangi and Sangha) are fully navigable during the rainy season. (June-Dec). The Congo River is the most powerful river of the world, next to the Amazon.
The principal river routes are the two navigable sections of the Congo and Ubangi River of 1,120 km, allowing transport of goods and passengers from Brazzaville to Bangui in CAR during the rainy season. Major river ports on the Brazzaville- Bangui route include Lukolela, Liranga, Impfondo and Betou.
Other rivers used for commercial traffic are the Sangha River, being navigable between Ouesso at the Cameroon border to Mossaka at the Congo river, the Alima River (367km) between the Congo River, south of Mossaka up to Liketi passing through the port of Oyo and the Likouala River (210 km) from Mossaka to Ntokou in the Cuvette region. The Congo River is navigable all year around up the river from the Stanley Pool at Brazzaville and Kinshasa. From the Stanley Pool and down the river towards the Atlantic the Congo is not navigable because of a series of rapids and waterfalls. The Ubangi River is only fully navigable for six months per year for commercial traffic, with water levels too low during the dry season from January to June.
The river levels are deeply changing based on the seasonal cycles. As an example, measurement taken in January 2017 where indicating the river level in Brazzaville at 211cm, Ouesso in 197cm and Bangui in 91cm, while the measurements in July were indicating -3cm in Brazzaville, 181cm in Ouesso and 160cm in Bangui.

Company Information
The river ports in Congo are administered and operated by the stately and autonomous company Port Autonome de Brazzaville et Ports Secondaires (PABPS). The responsable Ministry is “Le Ministere des Transports, de l’Aviation Civile, Charge de la Marine Marchande”. Traffic on Congo’s rivers is operated by private enterprises mainly using barges of 100 to 600 mt capacity. These barges are often connected of up to 4 units and tug buts are used to push them.
For short-haul traffic, smaller wooden river boats, so called “baleinières”, are widely used. Their capacity is usually between 10-20 mt. The river port in Brazzaville is used both for passenger and cargo traffic, most notably between Kinshasa and Brazzaville. The Brazzaville port is also important for transport of cargo and passengers upstream the Congo River but also for the discharge of timber from the north of Congo.
The waterways and the Brazzaville port is an important logistics hub for the inland transport. The port has rail links for loading and discharging of railway wagons from Pointe Noire and a number of warehouses with loading ramps along the rails. WFP is hiring one of these warehouses with direct access to the railway links. The warehouse has a surface of 928 m2 and a capacity of around 2000 mt. Currently 1000 mt of food are stocked. The port is also equipped with cranes for the loading and the discharge of river barges, as of today here are two cranes fully operational in the port with capacity respectively of 160 mt and 70 mt and are managed by the private Company TBC. For the use of port services there is an official tariff scale (Bareme de Tarification) which applies for all ports being administered by PABPS even though there is a difference in charges between Brazzaville and secondary ports.
Boats in Congo are used both for passengers and cargo traffic and there is no specific boat for passengers. The movement of cargo via river transport is of high significance in Congo and of equal importance of the transportation of passenger traffic.

2.6 Republic of the Congo Storage Assessment
Storage space is available in the Republic of the Congo and mainly offered in the port area of Pointe-Noire and Brazzaville. The forwarding agents, transporters and commercial port operators in Pointe-Noire also have storage capacity that has increased notably in the past 2 years. Most of the warehouses are still mainly used for cargo in transit awaiting customs clearance and on carriage to its destination. The following data are from 2015, but still realistic as of today.

Commercial Storage

Storage Used by Humanitarian Organizations
WFP and UNHCR are the two UN agencies that generally need the larger storage spaces.
WFP is currently using ten storage spaces; two located in the sub office of Pointe-Noire and offered by the Government of Congo; one rented in the river port in Brazzaville, 4 Wiikhall of 320 m2 each in Betou and 1 in Impfondo. One warehouse in Nkayi is rented from the milling company MINOCO. Another one Wiikhall of 240m2 is erected in Brazzaville Country Office compound.
UNHCR are using warehouses in Impfondo and Betou for the
emergency operation while UNICEF has a small storage inside the
compound of the Country office in Brazzaville and in the past has
occasionally borrowed warehouse space from WFP. UNICEF is also
borrowing some space from WFP in Pointe Noire.

Public Sector Storage
The Government owns many storage areas and buildings nationwide. Some of those premises could potentially be used as storage space with slights modifications. The main storage spaces are in the port areas of Pointe-Noire and Brazzaville most of which is controlled by public and autonomous companies. Many of the storage spaces are managed by the Ministry of transport while the Ministry of Health and Population is using cooling equipment for the storage of vaccines and medicines.

Cold Chain
The cold chain options are limited in Congo. The Ministry of Health and Population is using cooling equipment for the storage of vaccines and medicines in the frame of the "Programme Elargi de Vaccination". There are 4 types of refrigerators and freezers that are currently used: 1) Absorption refrigerators 2) solar refrigerators 3) compression refrigerators 4) refrigerated-sheath refrigerators.
The port of Pointe-Noire offers 875 refrigerated grips: storage on 3 heights and also a cold storage room. Reefer truck transportation is possible to contract but apart from that, there are no companies offering cold storage or a complete cold chain service.

2.7 Republic of the Congo Milling Assessment
There is only one company in the Congo with large scale capacity for milling. That is Minoterie du Congo (MINOCO) with its main milling plant in the port area of Pointe-Noire. It is owned by the American company Seaboard Overseas and Trading Group, a multinational company employing 22,000 persons with an annual turnover of nearly US$ 4 billion. Its core businesses include grain and agricultural products.
At present they are producing fortified flours for the Congolese commercial market but they can also process maize meal at the Nkayi plant which also have blending capacity.

Milling Company MINOTERIE DU CONGO
The Minoterie du Congo (MINOCO) was established in 2000 through a privatization effort administered by the Government of the Republic of Congo. Seaboard Overseas through its affiliated partners placed a successful bid on the assets of the former state enterprise known as MAB. The assets consisted of a modern 250MT/24hr flour mill on the port in the city of Pointe Noire which was originally commissioned in 1992. MINOCO currently also owns a functioning flour mill in the city of Nkayi that can also have the capacity to mill maize. The Nkayi facility has a capacity of 15MT/24h and silos with storage capacity of 80MT. Seaboard Corp recommissioned the Pointe Noire mill in 2001. Per the privatization agreement, MINOCO undertook an expansion of the Pointe-Noire mill under Seaboard’s direction in 2003 bringing the facility to its current capacity of 400MT/24hr. Both milling units in Pointe Noire were supplied by Italian manufacturer OCRIM. The purchase and set up of a new BUHLER milling unit that will allow to increase the production to 700MT/24h by the end of the year 2017. MINOCO has access to the national railroad through the rail connection present in the port which is located just 2km from the plant.

3 Republic of the Congo Logistics Services
The Republic of the Congo has a good availability of services and suppliers in major cities such as Brazzaville, Pointe Noire, Dolisie, Ouesso, Oyo and Owando.
Ninety-eight percent of the supply and services sector is supported by private companies and two percent monopolistic actors such as in the postal service and the water and electricity distribution (SNDE/SNE).
In the last years a general development of the construction activity (commercial and residential) especially in the Brazzaville and Pointe Noire areas has taken place.
Since 2010, the offer for banking and financial services has doubled in the country but there are still delays and difficulties in finding foreign currency and only very few businesses accept payments by credit cards.
Most of the services are of good quality but pricing is generally very high and some delays must be considered when contracting.
Some of the providers might have limited availability of equipment and it is strongly recommended to have more than one agreement in place with different companies.
In 2017, the capital Brazzaville has experienced many fuel ruptures (Gasoline and Diesel), lasting on average 3-4 days with consequences in terms of economic loss.
At the beginning of the year Brazzaville also experienced a rupture of gas propane that lasted about two months.
3.1 Republic of the Congo Fuel
Congo's national oil company, the Société Nationale des Pétroles du Congo (SNPC), regulates all oil production and exploration activities in the country. Despite of being one of Africa’s largest oil producing countries with a daily production of around 250,000 barrels per day (2016 figures), there are occasional fuel shortages in the Congo.
The refinery CORAF in Pointe-Noire produces basically all oil products for the national market such as petrol, diesel, jet fuel etc. However, the supply does not always match the demand and occasionally oil products must be imported to complement. In 2016, CORAF production that has maximum capacity estimated to around 21,000 bbl/day could satisfy just 42% of the internal demand. The rest was imported.
Fuel is distributed by Société Commune de Logistique Petroliere (SCLOG) and sold on to the market through four marketing companies; TOTAL, PUMA, SNPC, XOIL, AFRIC, SNPC-D, SNAT. SCLOG is mainly supplied from the refinery CORAF and secondarily from Kinshasa and in limited quantities from Cameroun through the entry point of Ouesso. They feed the respective oil depots using ground transport (rail tankers or tanker trucks) or river barges.
SCLOG presently manages eight oil depots with different stocking capacity: Pointe-Noire (65,000m3), Brazzaville (22,300m3), Dolisie (850m3), Mossendjo (900m3), Loutété (300m3), Oyo (4200m3), Ouesso (1700m3) and Impfondo (380m3). Two additional reservoirs of capacity 1000m3 each are planned to be built in Ouesso and Impfondo, the date of final complexion of the works is unknown.
The fuel authority is the Ministere des Hydrocarbures. Its role include: promote and develop the oil sector, define and elaborate the national policy for an efficient management of the petroleum resources and control the private companies and organisations related to the oil sector. Through SCLOG it assures storage and transport of petrol, diesel, kerosene throughout the whole national territory. Through the control authority Agence de regulation de l’aval petrolier (ARAP) it assures competitiveness, transparency and maximum productivity in the oil sector. Aviation Jet A1-fuel is handled by SNPC who oversees the aircrafts refuelling and the Airports stocks.
Fuel is sold to the market through four marketing companies. Total and SNPC distribution are the two largest companies with the most diversified distribution network and fuel stations, but Puma and Xoil are also major actors. Fuel stations are easily found in the urban centres in the south but are scarcer in the north where the lack of infrastructure makes supply difficult. Impfondo receives most fuel by river barge but during the dry season from January to May the Ubangui river is not navigable and the supply is affected accordingly. Companies and humanitarian organisations in Betou in the north of the Likouala region receive supplies by road from Bangui in neighbouring CAR but there is no regular supply and fuel is generally imported in 200 litre drums.
The Oil Company Total in 2016 started the exploitation of the petrol field Moho Nord 75km off the coasts of Pointe Noire. The project is a joint venture among Total (53,5%), Chevron Overseas Limited 31,5% and SNPC (15%) and will grant at its maximum exploitation stage a daily production of 100,000 barrels per day. The daily production of the Republic of the Congo was of 250,000 barrels in 2016 and will reach the level of 300,000 barrels by the end of 2018.

Fuel Transportation
The internal transportation of fuel is done by tank truck, rail tank wagon or tank barge. SCLOG dispose of 126 owned wagons for the transportation of fuel and as of 2017 is subcontracting 86 tanker trucks. The limited storage capacity just 380m3 in Impfondo, seasonal constraint and lack of infrastructure in not allow regular supply of fuel especially in the northern part of the Country.
Current capacities are not sufficient to meet any increase in demand from the humanitarian community particularly in the north.

3.2 Republic of the Congo Transporters
Overview
Most of the truck companies with large fleets operate near large cities and are based in the southern part of the Country (port of Pointe Noire and Brazzaville). These companies usually operate nationwide and can usually offer solutions through multimodal transport (i.e. river and road). Some of them offer international transportation to Congo, Cameroun, and CAR. This has been the case in the past for various humanitarian cargo
There is also a large variety of small-scale firms operating with few vehicles usually company owned.
Most of the companies are using vehicles able to circulate on paved roads but have limitations when transporting on bad surfaces. Off-road portions can be a challenge, even for experienced companies, especially in rainy season, and this is reflected on the transportation costs.
Transportation costs are expensive and much higher than in neighbouring countries (with exception of CAR). However, price is not the only factor to consider but also vehicle quality, driver experience, feedback from other organisations, knowledge of the region and ability to back up a convoy in difficulty (by sending other trucks) are essential points to examine when hiring a company.
Foreign operators with large fleets are present in Pointe Noire and the Brazzaville area and operate to move mainly containerized, bulk, and bagged cargos from the port of Pointe Noire to Brazzaville and return.

3.3 Republic of the Congo Manual Labour
Unemployment rates are high and it is quite easy to find unskilled labour in the Congo. WFP is using manpower companies for stevedoring to facilitate the administration of hiring and paying casual labour.
The unions in the country play an important role in resolving workplace issues by being a voice for employees and acting as a bargaining representative during bargaining negotiations.
Concerning the legislation ruling the employment market, presidential law #819/20/21 of 31 December 2010, establishes the economic treatment for employees in the public sector which is also used as reference for the private sector.

Competition on the mobile telephone market is relatively scares with two major companies dominating the market MTN and AIRTEL while AZUR and CONGO TELECOM have a marginal role. The rates are relatively high compared to other African countries.

Telecommunications Regulations
The Congolese Act of 25 November 2009 created a new telecommunications and postal regulatory authority in Congo (Brazzaville), called L’Agence de régulation des postes et des communications électroniques (ARPCE — The Congolese Postal and Telecommunications Regulatory Agency). The ARPCE is a Public Administrative Authority that benefits from legal personality, and budgetary authority, because it is financed by a tax on companies operating in the regulated sectors. It is subject to oversight by the Ministry in charge of Postal Services and Telecommunications. In support of its general mission of postal and telecommunications regulation, the ARPCE benefits from the powers to emit instructions and administrative rules and regulations, the power to impose sanctions, the power to control postal and telecommunications networks, according to the law as it stands.

Existing Humanitarian Telecoms Systems
There is a UN shared HF and VHF radio communications system operated by UNDSS who is based at UNDP compound in Brazzaville.
UN staff must report to UNDSS when leaving their respective duty stations, radio check is regularly performed and increased in frequency based on the security current level.

The main internet providers in the Republic of the Congo are AMC, WIFLY, MTN, AIRTEL and CONGO TELECOM of which the latter is state owned and is the only optic fibre provider in the country. Currently, most of the UN agencies are independent but can contract through private companies. Most of the businesses are connected through private providers or the state-owned Congo telecom, connections in general are reliable. Connection breakdowns can occur. In the past breakdowns have been caused by the rupture of a submarine cable and by the demand of the government. The average length of the breakdowns was one week.

3.5 Republic of the Congo Food and Additional Suppliers
The availability of goods and services in the local market has been growing over the last 5 years since the economy has grown regardless of the oil prices windfall and some retail, services and import/export companies have been created. As the economy is focused around the oil industry the Republic of the Congo imports most of the products and do not have major manufacturing and production capacities. Oil and oil derivates, are transformed in the only refinery of the Country.
The top exports of the Republic of the Congo are Crude Petroleum, Refined Copper, Rough Wood, Refined Petroleum and Sawn Wood.
Its top imports are Food stuff, Special Purpose Ships, Iron Structures, Insulated Wire, Packaged Medicaments, and Palm Oil.
Even though the Congo is rich on fertile soils for there is no agribusiness Industry in the Country and the local production of food is mainly generated by small farmers and local fishermen associations and does not meet the internal demand.
The types of food consumed are Manioc (>80 %), rice, wheat, poultry, fish, hunting meat, bananas, ground nuts, palm oil, vegetables, beans.
The dominating staple food is cassava roots which is produced mainly for the family subsistence or for the local consumption. There are no large importing companies for food but there are many small trading companies that import food stuffs for local sales. That makes the level of local competition fare but items are just procured through traders.
For humanitarian organisations distributing food there are few options for large scale local purchases through traders and prices are generally higher than buying on the international market.

3.6 Republic of the Congo Additional Services
Overview
The Republic of the Congo offers a vast range of services going from cars and handling equipment rentals, shipping services, printing and publishing services, financial and microcredit services, security services, forwarding services, transportation services.
Some of the providers might have limited availability of services and equipment and it is strongly recommended to have more than one LTA in place with essential providers.

Accommodation
Accommodation/housing is available in the main cities Brazzaville and Pointe-Noire. Hotel prices are relatively high. The prices for residencies especially for long term stays has cut in half during the last two years this is mainly due to the down fall of oil prices and the residential development in Brazzaville which increased drastically the offer. Most of the houses especially new developments respond to the Minimum operating Residential Security Standards (MORSS) criteria.
Electricity and Power
In the Republic of the Congo the state defines and implements the national electricity policy throughout the territory. Through the Ministry of Energy and Hydraulics, it exercises a trusteeship on the Electricity Sector Development Fund (FDSEL) in charge of the financing of the sector, as well as on the National Agency for Rural Electrification (ANER), competent to carry out, the work of rural electrification.
The Congolese electricity market is managed by the National Electricity Company (SNE), which is the public company that manages the public utility of electricity, founded in 1967. The SNE is intended to: "directly or indirectly manage the activities of the production, transport, distribution and marketing of electrical energy;" SNE ensures its operations of maintenance and maintenance of electrical infrastructure either directly or outsourcing through services contracts concluded with public or private entities.
The estimated national demand in the Republic of the Congo is 355 MW, however the rate of access to electricity is nowadays of just 45% in urban areas and 5.6% in rural areas and which is not granted 24 hours. The supply is irregular with daily interruptions several hours every day even in the capital Brazzaville.
Already, the Congo has an installed capacity of about 600 MW coming mainly from the CEC's thermal power plant in Pointe-Noire (300 MW), Brazzaville (32 MW) from the Djeno gas plant (50 MW) plus the hydroelectric plants of Imboulou(120MW), Moukoukoulou(74MW) and Liouesso (19,2MW).
Electricity in Congo: 220V, alternating at 60 cycles per second, 1500 km of high tension cable transports the electricity generated at hydroelectric plants to the urban centres. This network has been implemented by the company China National Machinery & Equipment Import & Export Corporation (CMEC). But in order to guarantee a constant supply of electricity, the majority of companies and residencies do have their own back-up generators.

Financial Services
The Republic of the Congo has currently eleven commercial banks registered with BEAC29. The banks are mostly privately-owned subsidiaries of foreign institutions and the three largest commercial banks take almost 60% of total assets in the banking system.
The commercial banks provide credit and other services primarily to large companies involved in the sectors of: oil, forestry, telecommunications, import-export, and services. Some private banks has started to offer loans of up to $100,000 to individuals and small businesses in recent years.
The microfinance sector is of a reasonable size and is expanding. Per the BEAC, the microfinance (MFI) sector is becoming increasingly importantly. The major microfinance institutions are in Brazzaville and Pointe Noire but are also located in rural areas. Today 62 microfinance service providers operate in the country including banks, small and micro firm development institutions, NGOs, pure MFIs.
BSCA Bank
The social capital to the creation of the BSCA. Bank is 53 billion FCFA.
The shareholder participation of the Bank places the Chinese agricultural Bank (BAC) in the lead with 50% , 8 Congolese and French private shareholders with 21.5% the national oil Company of the Congo (SNPC) 15%, the Congolese State is 12%, and the Society Magminerals Potassium of Congo has 1.5%

Credit du Congo
Created in April 2002, Crédit Lyonnais Congo quickly established itself as one of the major banks in the Republic of the Congo. In March 2007, it took the credit denomination of the Congo, following the redemption of Crédit Lyonnais by Crédit Agricole.

Clearing and Forwarding Agents
As of today, there are around 30 major freight forwarders in the Republic of the Congo. Some of them offer an integrated freight forwarding service while the most important part of the process remains the custom clearance.
Most forwarding agents are in Pointe-Noire as it is the entry point for most imports. Many of them also have branches in Brazzaville usually connected to the airport.
Handling Equipment
Handling equipment is partially available in Congo and can be found through companies such as: Hubei Star Import & Export Trade Co., Ltd or General Leasing Congo located in Pointe Noire. Also some big transportation or handling Companies may be willing to rent the equipment on a case-by-case basis. Pallets can be ordered locally to the many timber companies operating in the Country.
Postal and Courier Services
As of today, the sector counts, in addition to the public postal operator (the Post and Savings Society of the Congo-SOPECO), 46 private postal operators of which 7 with international capability including DHL CONGO and UPS.
SOPECO today has a network consisting of 37 post offices, mainly concentrated in the major cities of the country, Brazzaville, Pointe Noire and Dolisie.
ARPCE is the Agency for the regulation of posts and electronic communications, the Congolese authority for the control, monitoring and regulation of the postal and electronic communications sectors.
Printing and Publishing
The Republic of the Congo has recently developed this sector. There are currently around 10 printing and publishing business located mainly in Brazzaville and Pointe Noire.
Taxi Companies
There are no official Taxi Companies in The Republic of the Congo.
There is no central booking system for taxis and in principle they must be called on the street. There are plenty of taxis available in all major towns and are very easy to recognize. The Taxies are not MOSS compliant and sometimes are in very bad mechanical conditions.
Prices are negotiable but in general between US$ 1.5-3 depending on the distance and the time of the day After 22:00pm in the evening taxis are generally harder to find.
Vehicle Rental
Most of the services are located in Pointe Noire. Cars are available with or without driver and start from USD 60-70 per day for a small vehicle.
Waste Management and Disposal Services
The Congolese Ministry of Tourism and Environment (Ministère du tourisme et de environnement) is responsible for solid waste Management.
The task is carried out through various services such as the National Health Service, municipalities and the police.
Solid waste management activities are decentralized at Provincial level and fall under the responsibility of the Provincial Government through the environment unit. There is no recycling programme in the country.
