1 Kyrgyzstan Country Profile

Overview

Kyrgyz Republic (official country name since 2011, formerly - Kyrgyzstan) is a landlocked country in Central Asia, bordered by Kazakhstan, China, Tajikistan and Uzbekistan. The Tian Shan mountain range makes up 80% of the nation and mountains, glaciers, alpine lakes and deep valleys dominate the landscape. 94% of the country is 1,000 m above sea level, with an average elevation of 2,750 m.

The global 2019 Human Development Report ranks Kyrgyzstan 122nd, with a Human Development Index rating of 0.674.

Kyrgyzstan is predominantly an agrarian society with one third of its GDP derived from agricultural products. Cotton, tobacco, wool, and meat are the main agricultural products, although only tobacco and cotton are exported in any quantity. Industrial exports include gold, mercury, uranium, natural gas, and electric power, but import growth rates significantly outpace export growth rates. Mainly export electricity.

The Kyrgyz Republic is a low-income food deficit country that is highly susceptible to both external and internal shocks which impact heavily on the most vulnerable, food insecure households. After a period of impressive economic growth, the negative impact of the global financial crisis, along with recurrent political crises, social unrest, ethnic violence, Government budget financing shortfalls, and food price volatility, has increased the need to establish efficient and effective social safety nets.

The Kyrgyz Republic has been a full member of the Eurasian Economic Union (EAEU) since August 2015. The immediate outcome was an increase in imports, but this has not been matched by an increase in exports. Economic growth is evident mainly in urban areas, driven by the expanding service, housing and construction sectors.

During the first half of 2020, the COVID-19 pandemic has caused serious socioeconomic impacts across the country through simultaneous shocks – namely great reductions in domestic and external demand, trade, and a fall in consumer and investor confidence; disruption of production; and the tightening of financial conditions.

Inflation (CPI) is projected to be about 10.6 percent (2020). World Bank simulations reveal that inflation is the major factor that affects poverty rate.

The number of poor growing seasons (NPGS) analysis was applied for measuring the drought incidents in the Kyrgyz Republic based on estimations of Normalized Difference Vegetation Index (NDVI) between 2003 and 2015. Specifically, the long-term average of NDVI was estimated as a benchmark for last twelve years (2003-2015) and each year was compared against this benchmark to determine the number of years where the growing seasons were significantly below the benchmark. In 2014, Kyrgyzstan experienced a long period (May - September) meteorological drought caused by significant shortages in precipitation and a fairly high temperature.

Low intensity earthquakes are common in the Republic as it is located in an active seismic zone. The last big earthquake was in August 1992, affecting approximately 146,900 people.

The strongest earthquake in Kyrgyzstan happened on 08/19/1992 in the Toluk region with a magnitude of 7.5 on the Richter scale which resulted in 75 deaths.

A series of earthquakes struck Osh oblast (province) of the Kyrgyz Republic from 3 to 5 May 2017, causing significant infrastructure damage. A M 5.9 earthquake (3 May 2017) and a M5.8 earthquake (5 May 2017) with aftershocks in Tajikistan caused extensive damage in Kyrgyzstan across the border. The earthquake intensity was from 4 to 6 MMI in Chon-Alai district, Osh province, Kyrgyzstan.

The preliminary results of MoES and local committees damage assessment indicate that the earthquakes affected over 1,022 families in Chon-Alai district. 19 earthquakes were registered from 2012-2019, with no injuries or fatalities.

In 2007-2008, Kyrgyzstan suffered its worst winter in 40 years, with major parts of the country facing power blackouts and food shortages.

Mudflows are mostly experienced in the southern and western parts of the country. All districts in Batken province, Alay, Nookat and Kara-Suu districts in Osh province and Aksy, Nooken, Toktogul, Bazar-Korgon, Suzak and Ala-Buka districts in Jalal-Abad are affected by mudflows.

During 2012-2019, 588 floods were recorded which resulted to 18 casualties and a drastic destruction of buildings and roads.

In 2005, 2010, and 2020 saw 3 revolutions to oust the government, and in there was 2010 ethnic conflict in the southern regions of the country. Regular minor civil strife are registered in the country. Apart from revolutions, small size peaceful rallies take place in capital and other locations of the country where population raise their voices against social problems, corruption in government system, ineffective use of natural resources, unfair decision in judicial system, unresolved issues with passage of goods at the border check points, etc.

Capacity and Contacts for In-Country Emergency Response

The Ministry of Emergency Situations has traditionally been the body that coordinates disaster response and acts as the Secretariat for the Inter-Ministerial Commission for Elimination of Natural Disasters and their aftermath. They are responsible for the transportation of state and bilateral humanitarian assistance to regional government distribution points as well as monitoring the distribution of aid in affected areas. They are also able to provide security for the transportation of humanitarian cargo.

In addition to national level institutions, humanitarian assistance is also coordinated with regional and local government, both of which are also actively involved in distribution of humanitarian goods. Kyrgyzstan is divided into seven Provinces (Oblasts), with two cities (Bishkek and Osh) which are directly subordinate to national government.

The Ministry of Emergency Situations maintain emergency warehouses with contingency stocks in the southern city of Osh, located not far from WFP warehouse in Osh (1.5 km away).

National System

National System of Civil Protection (NSCP)

The NSCP is a national system that protects the population and territories in emergency situations in peace and wartime. Resources and management bodies of state agencies, local municipalities, NGOs and voluntary organisations are elements of the System.

NSCP consists of departmental and territorial subsystems created at the national, regional, local and object levels. Coordination bodies and permanent management boards, daily management structures, manpower and means, financial reserves and resources, and warning and communication systems are created at each NSCP level.


Inter-Ministerial Commission of Civil Protection (IMCCP)

The IMCCP is the coordinating body of the NSCP at the national level. The Prime Minister acts as the head of IMCCP and the Minister of Emergencies as the first deputy. IMCCP members include Inter-Agency Commission (IAC) members, Ministers, heads of government agencies, and heads of regional administrations and cities.  The main IMCCP tasks are:

  • To lead the implementation of the unified national policy in the sphere of civil protection;
  • To coordinate civil protection activities of the ministries, state committees, administrative agencies, local administrations, local authorities, international organizations and NGOs.

The departmental subsystem of NSCP includes management structures, manpower and means of national executive power bodies, regardless of ownership types. Eleven National Civil Protection Services were created in the Kyrgyz Republic based on the relevant functions of ministries and agencies.  These services are:

  1. Service for maintenance of public order (Ministry of Interior Affairs).
  2. Medical service (Ministry of Health).
  3. Transportation service (Ministry of Transport and Communication).
  4. Service for the protection of animals and plants (Ministry of Agriculture).
  5. Water protection service (State Committee for Water Industry and Melioration).
  6. Logistics support service (State Fund of Material Reserves under the Government of the Kyrgyz Republic).
  7. Service for energy supply and blackout (Ministry of Energy, energy distribution companies).
  8. Warning/notification service (State Communications Agency under the Government of the Kyrgyz Republic).
  9. Fire-fighting service (Fire Safety Agency under Ministry of Emergency Situations).
  10. Engineering service (State Architecture and Construction Agency under the Government of the Kyrgyz Republic).
  11. Utility and technical service (Kyrgyzstan Union on Housing).

The territorial subsystem of NSCP includes management structures, manpower, and means of local state administrations, local self-government bodies, local branches of the authorized state body for emergencies, and other executive authorities.

Appropriate civil protection services are created based on relevant regional and city branches of ministries and government agencies. Civil Protection Units are created based on the corresponding objects, regardless of their ownership.

The Ministry of Emergency Situations of the Kyrgyz Republic (MoES) is the main working body of NSCP. As an authorized state body with executive powers, MoES unifies state policy in the fields of civil protection, fire and radiation safety, and the safety of people in water bodies and hydrometeorology.

MoES operates in collaboration with other executive bodies, territorial government bodies, local authorities, international and non-governmental organizations, directly and through subordinate bodies. MoES is responsible for organizational and technical support of IMCCP. The main objectives of MoES are:

  • Forecasting of natural and man-made hazards and planning civil protection measures;
  • Warning and implementing preventative measures against peace and war time emergencies; and
  • Search, rescue, early recovery and other urgent operations, elimination of emergency consequences, and impact assessment.

In June 2017, the Kyrgyz Republic has adopted the Law on International Disaster Relief. This Law sets roles and responsibilities to all stakeholders for simplified access and receipt of international humanitarian assistance in case of large-scale emergencies, complementing the Government’s capacity, to address the needs of affected population. Currently, the Government bodies in close coordination and support from the in-country humanitarian community is working to develop bylaws that will define clear procedures for the Government bodies to facilitate rapid receipt of international humanitarian assistance.

Humanitarian Community 

Government and stakeholder coordination systems

A Disaster Response Coordination Unit (DRCU) was established in order to enhance cooperation and coordination in disaster risk reduction, response, and recovery from emergencies between the government and its humanitarian partners. The DRCU is managed by a steering committee comprised of representatives from the donor community, NGOs, Red Crescent and the UN agencies. Their responsibility is to represent the interests and coordinate the work of the respective organizations in disaster preparedness, response and recovery. At central level, the DRCU is subdivided into sectorial coordination groups, each headed by a sector lead. Seven sector groups have been established under the DRCU to improve sector-specific coordination of disaster preparedness and response.  The sector groups have a defined membership of UN organizations and partners and is based on the global cluster system. The sector groups include: Education and Child Protection (led by UNICEF); Water and Sanitation (UNICEF); Health (WHO); Emergency Shelter and Camp Management (Red Crescent Society of Kyrgyzstan); Food Security (WFP/FAO); Early Recovery (UNDP); and Protection (OHCHR).

Two Rapid Emergency Assessment and Coordination Teams (REACTs) have been established in the north and south of the country to provide joint assessments of humanitarian needs during emergencies.  The teams, made up of staff of UN organizations, the Red Crescent Society, and other international and local NGOs, have been equipped with essential equipment (including laptop computers, satellite telephones, etc.) and vehicles by their agencies, and have been trained with the support of OCHA’s regional office.

The DRCU Secretariat was set up to facilitate establishment of the disaster response coordination mechanism and to provide on-going support to the DRCU, sector groups and sector lead agencies, and REACT teams.

1.2 Kyrgyzstan Regulatory Departments

Taxation in the Kyrgyz Republic is regulated by the Tax Code of the Kyrgyz Republic and other regulatory legal acts. The competent authority exercising control over compliance with tax laws and full/timely payment of taxes is the State Tax Service under the Government of the Kyrgyz Republic. State Tax Service is the state body of executive authority to collect taxes, insurance premiums and other payments to the budget and control over the completeness and timeliness of their payment, state regulation and control over the import, production and / or sale of ethyl alcohol and alcohol-containing products.

Centre for Standardization and Metrology is a public institution subordinated body of the Ministry of Economy of the Kyrgyz Republic, performing the functions of the national standardization agency and the authorized body for conducting activities in the field of metrology.

Department of State Sanitary and Epidemiological Supervision of Ministry of Health of the Kyrgyz Republic is a government health institution for protection, organization of the state sanitary and epidemiological supervision, regulatory regulation, special permitting, supervision of sanitary and epidemiological monitoring activities, the logical well-being of the population of the Kyrgyz Republic.

The State Customs Service (SCS) under the Government of the Kyrgyz Republic is a State executive body that directly manages customs affairs in the Kyrgyz Republic and has the status of an armed law enforcement agency. To perform its tasks, the SCS performs the following functions: regulating the relations related to the movement of goods and vehicles across the customs border; customs statistics generation and maintenance; functions of prevention and suppression of customs violations and misconduct; and supporting functions.

Civil Aviation Agency under the Ministry of Transport and Roads of the Kyrgyz Republic is a subordinate body of the Ministry of Transport and Roads of the Kyrgyz Republic which carry out state regulation, special executive, supervisory, regulatory and other civil aviation functions, provided by the Air Code of the Kyrgyz Republic and Agency’s Regulation.

Ministry of Agriculture, Food Industry and Land Reclamation of the Kyrgyz Republic is an authorized state executive body implementing state policy in the field of the agro-industrial complex, including animal husbandry, fish farming (aquaculture), crop production, plant quarantine, land reclamation, land, water resources, irrigation and reclamation infrastructure, the food and processing industry, as well as state regulation and control over the production and circulation of ethyl alcohol and alcohol products.

The Department of Medicines and Medical Products under the Ministry of Health of the Kyrgyz Republic is a subordinate unit of the Ministry of Health of the Kyrgyz Republic (hereinafter - the Ministry), acts as a body under an authorized state body:

  • Regulation of the circulation of medicines and medical products;
  • Control of the legal traffic in narcotic drugs, psychotropic substances and their precursors;
  • Regulation of activities in the field of circulation of medicines and medical devices in accordance with the unified principles and rules of circulation of medicines and medical devices within the framework of the Eurasian Economic Union.

Exemption Regular Regime (Non-Emergency Response)

The main governing legislation that affects and regulates customs clearance process in the Kyrgyz Republic is the customs code signed by the president of the Kyrgyz Republic on April 13, 2004. In cases not covered by the customs code, the next governing legislation to be applied is the tax code. Finally, in cases not covered by either of these laws, the third legislation to be applied is the civil code.

  • All humanitarian cargo destined to Kyrgyz Republic by a UN agency with no BA and Accreditation is channeled through UNDP. All requests for customs clearance is submitted to Ministry of Labor and Social Development (MLSD) to obtain “certificate of the humanitarian nature of the cargo” and to the Diplomatic Service Department of the Ministry of Foreign Affairs (DS MFA) to obtain “authorization to import tax/duty free cargo” to the country.
  • UN agencies enjoying P&I under the General UN Convention on P&I of 1946 who are present in the country with no BA and accreditation submit request for customs clearance authorizations to MLSD and DS MFA directly and customs clear the cargo upon receiving of the authorizations.

Non-registered organisations wanting to import humanitarian cargo may also do so through partners already registered in the country (consignee), in coordination with the relevant Ministry: http://www.minjust.gov.kg/

To be eligible for duty and tax exemption, an organization must be registered in the Kyrgyz Republic with the Ministry of Justice. Generalities (include a list of necessary documentation)

 All humanitarian cargo entering the Kyrgyz Republic must be registered with, and declared as ‘humanitarian aid’ by the MLSD for food commodity or “for official use of UN agency” by the DS MFA for NFI.

List of documents to be submitted to MLSD to obtain letter on humanitarian nature of cargo (food commodities):


1. Application letter signed by Head of Agency with details of cargo (commodity, net/gross weight, value, destination, numbers of waybills and invoices, origin of cargo).
2. Guarantee letter signed by Head of Agency that humanitarian cargo will not be used for sale, production or for any other commercial purposes (with above mentioned cargo details).
3. Gift certificate signed Head of Agency stating that humanitarian cargo (reflect cargo type and total net weight) will be distributed free of charge under certain programme/project.
4. Distribution list signed by Head of Programme in Russian (lists in English are not accepted by MLSD) which includes following details: name project, name of districts to be distributed, tonnage per district, and name of Cooperating Partner.
5. Copies of shipping documents (waybills, invoices, certificates of origin, quality, compliance, phytosanitary). If the invoice and certificates are not in Russian, translations of these documents to be submitted as well (translations of certificates to have stamp of translation company, it is mandatory).
6. Certified copy of compliance certificate to be issued by National Standardization Agency (can be submitted after receipt of cargo and results of laboratory tests).

The process officially takes 5-7 working days to issue the approval letter, however, in emergency situations the procedures can take up to two days. The approval letter is only one of the requirements for customs clearance.

The documents must be translated into Russian by a certified translator (private company, not necessarily registered by the Ministry of Foreign Affairs). The Department must receive originals, however, in urgent cases, copies / faxes are acceptable, if originals are supplied at later date.


List of documents to be submitted to DS MFA to obtain confirmation letter on cargo (NFI):


1. Application letter signed by Head of Agency with details of cargo (full description of cargo, quantity, value, destination, numbers of waybills and invoices). It is important that exact name of customs authority (Central, North or Manas) which will deal with customs clearance of the cargo is specified in the application letter.
2. Letter of attorney signed by Head of Agency for agency staff who will submit the application package and receive confirmation letter from DS MFA (full name and passport details of the WFP staff, description of cargo, quantity, destination, numbers of waybill/invoice, expiry date of letter of attorney).
3. Copies of shipping documents (waybills, invoices, certificates, if any). If invoice and certificates not in Russian language, translations of these documents to be submitted as well (translations of certificates to have stamp of translation company, it is mandatory).
4. Fee of confirmation letter. The amount of fee depends on the urgency to receive confirmation letter. So, to receive confirmation letter within the same day of submission – 1,500 KGS, within three working days from the date of submission – 1,000 KGS, with 10 working days – 500 KGS.

Process to be followed (step by step or flowchart)

  1. For goods imported from member-states of the Eurasian Economic Union (EAEU).

Due to entering of the Kyrgyz Republic (24 July 2015) into EAEU (member states: Russian Federation, Republic of Kazakhstan, Republic of Belarus, Republic of Armenia, Kyrgyz Republic), customs clearance procedures, including the payment of customs fees, for imported goods from these countries have been revoked. However, all imported cargo should be cleared through tax authorities (humanitarian cargo still exempted from VAT and all other taxes). Since the majority of food for WFP Kyrgyzstan programmes arrives from Russian Federation, new regulation enables easy and fast receipt of food by WFP Kyrgyzstan from Russian Federation, including minimising cost for demurrage of wagons at railway stations. 

For all other countries (non-members of Customs Union), customs clearance procedures remain in place as before. 

2. Customs clearance procedures for goods imported from countries that are not part of EAEU.

For food commodities:

1. When cargo is shipped, the recipient agency focal point should request copies of shipping documents to be forwarded, so that the necessary preparatory works can be initiated.

2. Submit application and guarantee letters and a gift certificate to MLSD to obtain a conclusion letter stating that the cargo is “humanitarian aid”. The list of necessary documents is specified in the above section. Normally, MLSD issues letters within 5-7 working days.

3. The letter from MLSD together with the agency’s request letter for offloading of cargo until full customs clearance procedures are completed, should be submitted to the relevant customs department. In Bishkek this is customs department “North” and in Osh this is customs department “West”. In this request letter, the agency should request permission for the offloading of cargo into an agency warehouse until the completion of laboratory analysis and issuance of Certificate of Conformity by the National Standardization Agency. Originals of both letters will remain with the customs department; the agency will be issued copies with handwritten instructions from the Head/Deputy Head of Customs Department and the incoming letters registration date/number.

4. For all cargo that is expected to arrive (surface transport, air or railway) from countries other than EAEU countries, preliminary information should be provided to customs authorities by registering the cargo (type of commodity, quantity, cost, approximate date of arrival/passing through border, name of custom entry point to pass through) on the website: https://eais.customs.kg/PreInfo one month in advance. 

5. When the cargo arrives at the railway station, a customs inspector will release the cargo to the agency’s warehouse, with further offloading based on the copy of request letter mentioned above. It is important to mention that when rail wagons are delivered to the warehouse, the agency focal point should inform the customs inspector of the date/time of the opening of the wagons for offloading. The opening of wagons should be conducted in the presence of a customs inspector who should complete a customs examination form which will be required later for clearance procedures.

6. After offloading the cargo, liaise with the relevant staff of the National Standardization Agency for sampling and further lab analysis.

7. When the Certificate of Conformity is issued for the commodity, the agency focal point should apply to a certified customs broker to have the customs declaration form completed online. The required documentation for this is:

- Original copies of waybills, invoice, certificates (origin, phytosanitary, conformity);

- Translations of invoice and certificates;

- Copy of request letter for offloading of cargo with written instructions of head of customs department;

- Copy of letter from MLSD;

- Letter of attorney for agency focal point responsible for customs clearance of cargo.

For food commodities such as vegetable oil, it is mandatory to obtain a "Hygiene Certificate” from the Department of Disease Prevention and State Sanitary and Epidemiological Supervision under the Ministry of Health.

8. Complete the customs procedures for the relevant customs department.


For Non-food items:


1. As soon as cargo is shipped from the point of origin, copies of shipping documents should be requested by the agency focal point, so that necessary preparatory works can be initiated.

2. Submit the shipping documents for translation into Russian language (invoice and certificate).

3. Apply to DS MFA to obtain the confirmation letter for customs authorities. A list of necessary documentation is provided in the above section.

4. If the cargo is communication equipment with radio-frequency radiation or is a source of electromagnetic waves, the agency focal point should apply to the National Communications Agency to obtain permission to import the cargo. 5. When the cargo arrives at the terminal, the agency focal point should apply to a certified customs broker to have the customs declaration form completed online. The required documentation for this is:

  • Original copies of waybills, invoice, certificates (origin, phytosanitary, conformity);
  • Translations of invoice and certificates;
  • Confirmation letter from DS MFA;
  • Permission for import from National Communications Agency (if cargo communications equipment);
  • Letter of attorney for agency focal point responsible for customs clearance of cargo.

6. Complete the customs procedures for the relevant customs department.


In order to declare cargo as ‘humanitarian aid’, the Department requires the following information :

  1. Letter addressed to the MLSD, describing the humanitarian assistance. This letter should contain the following information:
  • Commodity
  • Net and gross weight
  • Invoice numbers
  • Waybill numbers
  • Certificate of Conformity
  • Total value
  • Destination (railway station name or cargo terminal)
  • Origin of cargo
  • Official document from your agency (on official letterhead and with stamp) certifying that you will be following all protocols for processing these requests.

3. Letter of Guarantee

  • Letter guaranteeing that it will not be used for commercial purposes

Transit Regime

When goods are in transit they are to be under the supervision of a customs inspector. There is no payment required other than a per diem for the officer during the time they are with the transiting cargo.

Goods conveyed in transit between two Kyrgyz customs bodies must:

  • Remain unchanged, except for wear or loss from transport and storage conditions
  • Be transported to a customs destination within the terms established by the customs body which are based on the route, transport vehicle and other transport conditions.

There are three customs terminals, with a large capacity.

Customs Information and Document Requirements

When cargo arrived to Customs Point “Ak-Jol” on the Kyrgyz-Kazakh border, depending on its nature (content), the cargo might be directed to following customs warehouses:

1) Bishkek Customs Warehouse (BTS) located on the northern bypass road near “Dordoi” market, if cargo is food commodity or NFI;

2) Temporary Storage Warehouse (SVH) located in car market, which is 15 km out of Bishkek, if cargo is a car (vehicle).

Customs inspector in “Ak-Jol” after standard verification fills “Delivery control document” (DKD) which specifies following details: truck’s plate number; driver’s name; short description, weight, cost of the cargo, time of entry, time allocated to reach assigned customs warehouse (BTS or SVH), etc. All shipping documents accompanying the cargo put to a special envelop with registration number, sealed, DKD attached to this envelop and given to truck driver.

As soon as cargo reaches one of above-mentioned warehouses, the customs clearance procedures may start, which will require following documentation:

1. Conclusion letter from MLSD on humanitarian nature of cargo (for food items), or Confirmation letter from DS MFA (for NFIs). It is important that these letters addressed to Head of Customs Department, which will clear the cargo. In order to avoid demurrage fee in customs warehouses, the letters from MLSD or DS MFA should be registered in advance in Customs control section of the Central Customs Department (CCD) for duty/tax free customs clearance. Original letter remains in CCD, the applicant is given copy of letter with registration number and signature of Head or Deputy Head of CCD.

2. Standard application letter to Head of Customs Department specifying cargo sender, consignee, description, quantity, net/gross weight, cost, origin, list of shipping documents and number of power of attorney.

3. Power of Attorney for agency focal point responsible for customs clearance of cargo (mandatory to reflect: full name, passport details, description of cargo, quantity, cost, expiry date of power of attorney).

4. Copy of passport.

5. Invoice (original copy) and certified translation into Russian language.

6. Waybill (original copy).

7. Certificate of origin (original copy) and certified translation into Russian language. Mandatory for food commodity.

8. Phytosanitary Certificate and certified translation into Russian language. Mandatory for food commodity.

9. Act of customs survey of cargo.

10. Identifier of customs declaration form (issued by customs broker after entry of cargo details and shipping documents into unified customs clearance system).

11. Certificate of Conformity issued by Center for Standardization and Metrology under the Ministry of Economy of the Kyrgyz Republic. The certificate submitted to customs authorities after offloading of cargo and receipt of lab test results. Meanwhile, agency focal point should provide to customs authorities guarantee letter with deadline for submission of Certificate of Conformity.

After completion of customs clearance procedures, the cargo released from customs warehouses only after payment of storage fee. The amount will depend on the weight of cargo and storage duration of cargo in customs warehouse. Both customs warehouses (BTS and SVH) are private, so no exemption is applicable for humanitarian aid/assistance.

Clearing System

Organizations are able to clear their own goods. The main clearing/forwarding agent is DHL (registered in Kyrgyzstan as “Muza” LLC), which has its own branch in Osh as well. The company can provide clearing/forwarding services for cargos arriving into Kyrgyzstan from different entry points such as “Manas” International Airport  in Bishkek, Osh International Airport, two main land entry points from Kazakhstan (“Chaldavar” and “Ak-Jol”), and land entry point from Uzbekistan “Dostuk” in Osh. The company charges the average cost of $150 USD per consignment. Contact details provided below.

2 Kyrgyzstan Logistics Infrastructure

The transport infrastructure of the Kyrgyz Republic is not well-developed, though much effort is made by the Government to improve the situation. The primary mean of transportation remains road transport. Road transport represents above 90% of all cargo turnover in the country. The next popular transportation mode is railway due to low costs. However, it needs to be mentioned that railway infrastructure is poorly developed and Kyrgyzstan’s rugged terrain makes it difficult to build additional railway capacity. Country has a rail net connected to Kazakhstan in the north and to Uzbekistan in the south and do not have its own rail network.  Railways are primarily used for passenger transportation to Kazakhstan and Russia and for fuel cargo from Russia and Kazakhstan. Air cargo, being the most expensive way of transportation, is fairly well-developed. International Airport Manas has one terminal and provides a complete range of logistics services.

Kyrgyzstan is a land-locked country and does not have access to waterways and ports. The only waterway that exists in the country is at the Issyk-Kul Lake. Transportation there only includes commuting between local ports and is primarily focused on tourist passengers.

Railway is not a very popular transport in the Kyrgyz Republic, since it is not very well developed. The primary cargo flows via the railways are exports from Russia, such as: various construction materials, including wood and metal; and fuel, etc.

Over 90% of all consumer goods are transported via roads making it the main mode of international transportation infrastructure for the Kyrgyz Republic. Largest trade partners – China, Turkey, Iran, Russia and Europe – all use road transportation for bringing all kinds of consumer goods. The total length of roads in the Kyrgyz Republic is 34,000 km. Roads in the Kyrgyz Republic can be divided into 2 groups – strategically important state and international roads, and in-country local commuting roads.

There are 11 airports in the Kyrgyz Republic. Four of them have international flight processing capacity. Manas International Airport in Bishkek is the largest and best-equipped airport in the country and is equipped for heavy aircrafts landing. Manas Management Company handles all airfreight. It also manages modern warehouse space with temperature control and other features.

2.1 Kyrgyzstan Port Assessment

Overview

As Kyrgyzstan is landlocked, there are no seaports. There are also no inland waterways with transport capacity in Kyrgyzstan. Possible seaports for importing goods are:

2.2 Kyrgyzstan Aviation

 

Airports

There are 11 airports in the Kyrgyz Republic. Three of them have international flight processing capacity. Manas International Airport in Bishkek is the largest and best-equipped airport in the country and is equipped for heavy aircrafts landing. Manas Management Company handles all airfreight. It also manages modern warehouse space with temperature control and other features. Manas Management Company is also a catering company for airlines serviced at the airport.

Another international airport in the South of Kyrgyzstan – Osh, has air routes to the capital Bishkek and four cities in Russian Federation, including Moscow, Saint Petersburg, Yekaterinburg and Novosibirsk. Though not as equipped as Manas International Airport, it is the second largest airport in the Kyrgyz Republic.

The third international airport is “Issyk-Kul” (former name “Tamchi”) located 35 km to the west of Cholpon-Ata city, in the Tamchi resort area of the Kyrgyz Republic. Kyrgyz Government plans to make this airport a direct tourist receiving point and a reserve hub for emergency situations when Manas International airport is overloaded or unable to handle planes for whatever circumstances. In 2015, under reconstruction project, the runway extended up to 1800 m and completed construction of turn-off strip to allow receipt of airplanes Ту-154, Ту-204, Boing-737, А-319, А-320 and their analogues.

Civil Aviation Agency

The Civil Aviation Agency (CAA) under the Ministry of Transport and Communications of the Kyrgyz Republic carries out state regulations and special/executive, supervisory, regulatory and other functions in the field of civil aviation in accordance with Air Code of the Kyrgyz Republic.

The main functions and duties of CAA include:

  • Regulation of civil aviation activities in the Kyrgyz Republic for safe, regular, and efficient air transport and other civil aviation services;
  • Development of drafts of the Aviation Rules and other regulatory acts of the Kyrgyz Republic in the area of civil aviation;
  • Issuance of certificates of aviation personnel;
  • Certification/registration of civil aircraft, aeronautical products, civil/joint aerodromes, operators;
  • Licensing of activities in the area of civil aviation associated with flight support, maintenance, repair of aircraft or other aeronautical products, training of aviation personnel, etc.

Procedures for Foreign Registered Aircraft

Every flight that enters Kyrgyzstan airspace should have over flight permission. This must be received prior to the flight, from the Civil Aviation Department. Requests should include the following information:

  • Flight number
  • Aircraft Registration
  • Operator and crew documentation
  • Entering Point and Time of Arrival
  • Airport of Destination
  • Exiting point and time of departure.

2.2.1 Kyrgyzstan Manas International Airport


Overview

Manas is the main international airport in Kyrgyzstan and is located 23 km from the capital, Bishkek. From the head office at Manas all the airports in the country are managed. These include Osh International Airport, Issyk-Kul International Airport and the 8 regional airports in the country. The regional airports in the north include Karakol, Naryn, Talas, Kazarman and in the airports in the south include Jalal-Abad, Kerben, Batken, Isfana. Manas International Airport can handle all types of modern commercial aircraft (except the Airbus 380) with 8,058 international flights annually. It has regular international flights to Russia, Turkey, China, Mongolia, India, UAE, Kazakhstan, Tajikistan and Uzbekistan. Manas has a 24 hour operation.

There is an Air-cargo center at the airport that has a capacity of 3360m² operated by Manas Management Company. The first two days storage is free. They are able to clear all goods through customs. It has a designed capacity of 100 000 tonnes per year.

Customs Information and Document Requirements

When cargo arrived by air to “Manas” International Airport (30 km out of Bishkek), the cargo temporarily stored in cargo terminal operated by Manas Management Company.

It is important that correct consignee details reflected in waybill, so cargo terminal dispatcher can contact timely the agency focal point upon arrival of cargo.

The customs clearance procedures may start, which will require following documentation:

1. Conclusion letter from MLSD on humanitarian nature of cargo (for food items), or Confirmation letter from DS MFA (for NFIs). It is important that these letters addressed to Head of Customs Department “Manas”, which will clear the cargo. In order to avoid demurrage fee in cargo terminal (only first 2 days free of charge), the letters from MLSD or DS MFA for duty/tax free customs clearance should be obtained before arrival of cargo to Kyrgyzstan.

2. Standard application letter to Head of Customs Department “Manas” specifying cargo sender, consignee, description, quantity, net/gross weight, cost, origin, list of shipping documents and number of power of attorney.

3. Power of Attorney for agency focal point responsible for customs clearance of cargo (mandatory to reflect: full name, passport details, description of cargo, quantity, cost, expiry date of power of attorney).

4. Copy of passport.

5. Invoice (original copy) and certified translation into Russian language.

6. Waybill (original copy).

7. Certificate of origin (original copy) and certified translation into Russian language. Mandatory for food commodity.

8. Phytosanitary Certificate and certified translation into Russian language. Mandatory for food commodity.

9. Act of customs survey of cargo.

10. Identifier of customs declaration form (issued by customs broker after entry of cargo details and shipping documents into unified customs clearance system).

11. Certificate of Conformity issued by Center for Standardization and Metrology under the Ministry of Economy of the Kyrgyz Republic. The certificate submitted to customs authorities after offloading of cargo and receipt of lab test results. Meanwhile, agency focal point should provide to customs authorities guarantee letter with deadline for submission of Certificate of Conformity.

Remarks: If cargo is communication equipment having radio-frequency radiation or are a source of electromagnetic waves, agency focal point should apply to National Communication s Agency for obtaining permission for import of cargo. After completion of customs clearance procedures, the cargo released from cargo terminal only after payment of storage fee (if storage duration exceeded 2 days from arrival), as well handling fee of cargo in cargo. The amount will depend on the weight of cargo.

Storage Facilities

The air-cargo center at Manas airport is located adjacent to aircraft parking area and has 3,360 m² of storage space. The air-cargo center is run by CJST Manas Management Company and equipped with a climate control system and protected warehouses. It has freezing and refrigeration units, separate chambers for storing valuable, toxic, explosive, radioactive and other types of goods. The air-cargo center can provide loading/unloading for any type of aircraft, secure storage of goods and consolidation. Annual capacity of the air-cargo center is 100,000 mt of cargo.

Closed Joint Stock Company Manas Management Company is a commercial entity founded in 1998. Shareholders of CJSC Manas Management Company"are JSC International airport Manas and the Austrian company T & F Trade & Finance Gesm.bH. CJSC Manas Management Company"includes the air cargo center and catering, which are equipped with all the necessary specialized equipment for effective and timely handling of aircraft.

2.2.4 Kyrgyzstan National Airports

Airport Issyk-Kul is largest of the regional airports after Osh airport. At present only Osh, Isfana, Batken, Jalal-Abad operate commercial flights.

Yak-40 and AN-24 are used extensively within Kyrgyzstan.

2.3 Kyrgyzstan Road Network




Kyrgyz Republic’s roadways total 34,000 km, including 140 km expressways, 22,600 km of paved roads, and 7,700 km of unpaved roads. Most of freight and passenger transport is by road. The surface condition of these roads varies from fair to poor. Road condition is one of the worst among CIS countries. Much of the country is mountainous and many routes involve steep grades and mountain passes. Winter conditions from late October through to April can result in snow, ice, avalanches and fog. Damage to roads due to an earthquake or landslide could severely affect transportation of supplies various regions. Secondary roads are in poor condition and local knowledge is essential before dispatching any supplies along such routes. The main roads such as the Bishkek to Osh are open all year round but include several high passes that are subject to winter conditions. Axle load limitation is 8 ton/per axle in the country and for all neighboring countries. This limitation is applied for all vehicle types.

Construction of the Phase 1 and 2 of the North-South alternative road was planned until 2019, but has been extended until 2023.

According to information from the Ministry of Transport and Communications, the reconstruction of Bishkek-Naryn-Torugart road has finished. Moreover, asphalt has been laid between Bishkek - Balykchy (Issyk-Kul bypass road). Another project of reconstruction of alternative road Bishkek – Osh (throuhg Naryn) has started. The project is divided into three phases wit completion of Phase I planned by 2018.

The reconstruction of the Osh – Batken – Isfana road is in progress. The asphalt is being laid on part from Samarkandek – Isfana.

International Corridors

Osh – Irkeshtam (route from People's Republic of China)
This corridor provides the only direct connection between the Ferghana Valley region of Kyrgyzstan, and south western portion of the Xinjiang Uigur Autonomous Region (XUAR) of PRC. This route has high passes that are frequently blocked by drifting snow, which can cause road closures for several days. The road is also prone to erosion from the flooding during the spring thaw. Bishkek – Torugart (route from People's Republic of China)
This is an important regional route linking the People's Republic of China (PRC) to Central Asia and Europe on what was once part of the Silk Road. Reconstruction of this road already completed and operational without any interruption. Some short-time closure may happen due to heavy snow.

Bishkek – Taraz (Kazakstan)
This route connects the Chui, Osh and Jalal-Abad provinces with Kazakhstan. This route is open all year round but may be blocked by heavy snowfalls in winter.

Osh – Isfana (Kyrgyz – Uzbek/Tajik border)
Main connection road between southern city of Osh to Uzbekistan and Tajikistan border in the southern region of Kyrgyzstan. Road is operational round year.

Saritash – Karamik (Kyrgyz-Tajik border)
Connecting south of Kyrgyzstan with border city of Karamik. Road is operational round year.

Main domestic road corridors

Kyrgyzstan highways connect main cities from the north to the south. Mainly 1 Lane/side roads are accessible round year, except during heavy weather conditions (snowfall, avalanches and etc.)

Bishkek – Osh
Bishkek – Osh, distancing 672 km is main highway used between capital city of Bishkek and southern capital city of Osh. Road is accessible round year by all types of vehicles. Operation could be stopped up to one day due to heavy snowfall. About 6000 vehicles/trucks crossing this road a day.

Bishkek-Naryn-Torugart (China border)
The 539-km Bishkek – Naryn – Torugart road is a significant national and international highway in Kyrgyzstan that connects the southern part of the country with northern region. The road connects with neighboring countries such as Kazakhstan, China and the Karakoram Highway with Pakistan. The road was constructed in 1930 during the former Soviet Union period. The route includes 48 bridges, nine underpasses and one aqueduct. The road reconstruction was completed in 2015.

Osh-Batken-Isfana (Tajik border)
The road runs south-west from Osh, and then westwards from Kyzyl-Kiya to Koktala village, which is located very close to the border with Uzbekistan. Soon after that, at km 108.6, the first detour around Uzbekistan territory was constructed.

The Osh – Isfana road has, so far, not been given an international identification. One of reasons for this road to be included in the Asian Highway network is that it can form an alternative route to AH7 through the Fergana valley to Tajikistan (Hudjant).

2.4 Kyrgyzstan Railway Assessment

 

The Kyrgyzstan railway network consists of 470 km of broad gauge (1.520-m) (2008).

Key railway station located in Bishkek (Alamudun) and Osh (Osh - 2). Majority of cargo goes through these stations. According to 2018 data, in total RW delivered 7.4 million tons of cargo and about 324 400 passengers.  It consists of two lines – the Northern line (322.7km) that runs from Lugovaya through Bishkek to Bakykchy. This line connects Kyrgyzstan with Russia through Kazakhstan.

The Southern line is made up of four sections that connect Kyrgyzstan with Uzbekistan then on to Russia, at four different points, with a total of 101.2km of line. Approximate cost of transportation – $100 USD per MT for freight from Moscow to Bishkek. 68 MT of cargo can be moved a day in covered wagons. A maximum of 25 mt of tobacco or cotton can be moved a day.

Storage Overview

The majority of warehouse storage capacities are available in Bishkek and Osh cities. They are mainly private. Some of the warehouses have railway passes that affect to rental payment. The average monthly rent varies between $2-$5 per square meter (concrete buildings). Refrigerators cost about $10 per square meters plus utilities. Some of warehouse have their own security but it is recommended to put in additional security systems.

Milling Overview

There are more than 50 mills across the country which produce high, first and second class wheat flour. Big mills produce 200-50 MT per day, medium size mills produce 20-10 MT per day, small mills produce less than 10 MT per day.  Big and medium size mills have feeders installed in their production lines that produce high and first class wheat flour. Small mills do not have the technical capacity to fortify wheat flour. Medium and small mills are periodically closed and opened again in accordance to the market conditions.

Generic Information

3.1 Kyrgyzstan Fuel

Fuel Overview

Kyrgyzstan, being a land-lock country with no oil reserves, is heavily dependent on import of fuel from the region, mainly from Russia (approximately 90% of total imports of fuel and lubricants). Fuel in limited amount is also imported from Kazakhstan and Uzbekistan. The main importer of the fuel in Kyrgyzstan are the  local branches of Gazprom of Russia, which has wide range of fuel stations throughout the country. Gazprom also trades fuel to ten main local traders who further distribute the fuel and lubricants in country.

The Anti-Monopoly Regulation Agency of Kyrgyzstan monitors fuel prices and analyses the structures of the open and liberal downstream sector. The Agency only regulates prices for monopolistic companies. Although, according to an internet article, there were concerns that the main petrol company Gazprom has a quasi-monopolistic position. Fuel prices are not regulated as of May 2011.

Fuel Supply and Storage

Gazprom Neft Asia owns 113 refueling stations and 9 fuel storage depots in the country. Almost 90% of fuel is imported from Russia into Kyrgyzstan by Gazprom Neft Asia. 

Bishkekskaya Neftenaya Kompaniya mainly plays distributor’s role in the country with 23 refueling stations mainly in the capital city and one fuel storage depot in the northern suburb of the capital. 

SHNOS mainly plays distributor’s role in the country with 48 refueling stations mainly in the capital city and one fuel storage depot in the suburb of the capital.

3.2 Kyrgyzstan Transporters

There are a number of private companies that provide services to international and local destinations. However majority of the trucks (about 90%) belong to privately drivers (owner/driver) that can be mobilized by local companies if the need arises. Most of the companies and individuals are using foreign trucks with average capacity up to 25MT (120m3). They are used for transportation on main country roads. Old Russian-made Kamaz/MAZ trucks are used to deliver goods to areas with bad road conditions. 4 x 4 or 6 x 6 trucks also available for deliveries to the most difficult areas. About 50% of roads are in bad condition and cannot be used by new foreign 25MT trucks. However, year by year the government constructs new and better roads throughout the country. The government-initiated construction of the Bishkek-Osh alternative road through Naryn oblast will decrease mileage between Bishkek and Osh to 100 km, which was about 670 km through several passes before. Currently during winter, the Bishkek- Osh Road may be closed (up to several days) due to avalanches. For trucks, it may takes about 24 hours (670 km) to reach Osh from Bishkek. Road condition to centres of each oblasts are in good condition. All country road have axles limitation up to 8 MT. Majority of country roads could be closed for heavy trucks during day time in summer.  

There a several transport companies (e.g. SPS Express & Rusasiatrans). They do not have their own fleet however they have a several contracts with truck drivers all over the country. It is not a problem for them to increase transportation capacity.

3.4 Kyrgyzstan Telecommunications

Overview

The use of landlines remains reasonably low and is concentrated in urban areas and day by day people are not using it. Mobile phones are popular with the number of users growing each year with increasing of usage mobile internet and other mobile application. The coverage is good in major centres but some remoter areas do not have coverage. On top on that mobile companies are increasing coverage all over the country both for communication and internet.  

According to Speedtest results Kyrgyzstan ranked - 85 (31.56mb/s) for fiber-optic internet and 111 (16.7mb/s) for mobile. Mobile 4G LTE internet is developing very fast. Main cities are already providing this type of service

3.5 Kyrgyzstan Food and Additional Suppliers

Kyrgyzstan mainly imports food commodities from Kazakhstan and Russia (vegetable oil, wheat, wheat flour). Locally produced white beans are exported. There are number of solid food manufacturers and traders in the country, who are dealing with production, import and distribution of food commodities in the country. The food market is relatively competitive.

There is large number of vegetable oil producers (cotton oil) in the southern regions of the country; however, the production of sunflower oil is limited since some of the sunflower oil enterprises closed since volumes of raw material do not meet the plants capacity  Fortification equipment is widely available and process of fortification of wheat flour are being processed. The food production capacities operating in the country are meeting WFP food quality standards.

Kyrgyzstan imports most of non-food items from abroad, mainly from China, Russia, Turkey and other neighbouring countries via land, air and railway. Most of the items available in the market are low quality with accessible price for majority.

Electricity and Power

Hydroelectric plants generate 92.5 % of domestically consumed electricity in Kyrgyzstan.  There are 16 plants - 6 large, 11 small. All of the hydroelectric plants are from the Soviet times and are in poor condition and in need of repair. There are two commercial thermoelectric plants in operation fuelled by gas, fuel oil and coal, generating 1.1 to 1.2 billion kW/h per year. Kyrgyzstan exports up to 2.5 bn kw-hr of electricity to Kazakhstan, Tajikistan and Uzbekistan each year. Despite this abundance of hydroelectricity the lowest water levels in 50 years occurred in 2009, just 20% more than the critical level at which turbines would stop working entirely. Although the water level has risen since, there is still a severe risk that energy deficit will reoccur. However last years there was not any significant electricity cut off or limitation. The electric-power industry consists of 7 energy companies controlled and owned by the state.  This includes one generating company, one power supply company, four power distributive networks and one heating system.  There are also several private companies that own small and medium sized hydro plants. The electricity grid of Kyrgyzstan combines more than 70 thousand kilometres of power transmission lines (0.4-500 kW), 546 km of which are 500 kW, 1714 km of which are 200 kW and 4380 km of which are 110 kW lines with approximately 490 transforming stations with capacity 35-500 kW, the total number of capacity over 8000 MVA. A new hydroelectric plant on the Naryn River at Kambar–Ata would supply power to parts of China and Russia, improving Kyrgyzstan’s export situation and domestic energy supply although the future of this project is uncertain.

The electrical supply in the north of the country is reasonably constant and cities like Bishkek rarely have power failures. In the south of the country power outages are frequent and can be lengthy.

Waste Disposal - Non Hazardous

In main cities and other provincial towns, the municipal/public enterprises carry out public services on sanitary cleaning of the city/town territory, as well as activities for the collection and disposal of solid waste. The private entities and households pay for these public services. The collected waste is delivered to landfills outside cities/towns, compacted and covered by earth. In the villages, individuals find their own way of waste disposal.

In January 2015, the Mayor’s Office of Bishkek signed a grant agreement with the European Bank for Reconstruction and Development (EBRD) for the project "Improvement of the solid waste management system in the city of Bishkek". The main objective of the EBRD’s project is the improvement of the sanitary and epidemiological situation of residential community and the capital 's suburbs. The distribution of funds from the EBRD will be held in three stages. During the first stage will be purchased containers and trucks equipped with GPS-navigators. In the second stage it is expected to build a new landfill and a waste sorting line. The third stage includes the control over the execution of the project.

In July 2019 Bishkek Mayor’s Office started project of differentiated waste collecting. One more step towards ecological safety. Some International IO like USAID assist local authorities especially in main cities to install separate containers for waste (glass, plastic, organic, others). Moreover, provides funds for programmes of installation of proper waste containers in the main cities. Majority of project beside Bishkek are related to improvement of current waste management, including optimization of landfills and purchase of dump trucks for waste.

There are not any factories in the country for processing of both hazard and non-hazard waste.

Waste Disposal - Hazardous

The requirements for handling hazardous waste:

  1. Legal entities and individuals whose activities are related to the formation of hazardous waste are required to provide environmental protection during handling of the environment and population of their harmful effects.
  2. All hazardous waste according to their harmful effects on humans and the environment are divided into classes.
  3. Hazard waste is determined by their manufacturers in accordance with the regulations approved by the public authorities for environmental protection, sanitary-epidemiological, mining and Technical Supervision, within their competence.
  4. Placement of hazardous waste is allowed only in specially equipped facilities for these purposes.
  5. Legal entities and individuals engaged in the management of hazardous waste are required to keep records of hazardous waste in the manner prescribed by the state statistics body and the competent authority.
