The succession of crises over the last 20 years has destroyed the resilience of the population, and any prospect of return of internally displaced persons and refugees is receding. The targeting of ethnic and religious minorities, including the most vulnerable such as women and children, has emerged as a modus operandi of armed groups, and cases of killings or attacks of a cross-community nature are increasing. While the analysis in 2016, suggested a reduction in the number of people in need, the security conditions in the country reversed the downward trend with an increase of 2.2 to 2.5 million of people in need for 2018.

Primary Road Transport

Here we consider primary transport the main corridor from Cameroon (Garoua-Boulai) border to Bangui. During the rainy season, this 567 km paved road is practicable.

Secondary Road Transport

Here we consider secondary road, road from Bangui to major prefectures in the country. It should be mentioned most of the roads in the CAR are not paved, many bridges are made of wooden materials and some rivers has to be crossed with river ferry. Rain barriers are not anymore installed on secondary road during rainy season, which will considerably damage roads with vehicles traffic. The transport along the Douala corridor is also affected by the rainy season, especially for the unpaved stretch between Yaoundé and Bertoua via the town of Mbandjock. Some prefecture on the CAR are not accessible during the rainy season (Birao, Tiringoulou) where others are very difficult to reach (Ndele, Zemio, Obo, Rafai) due to very poor road conditions.

The rainy season affects commodity handling at the river port, as there is no appropriate equipment to handle cargo when it rains. It is thus advisable to have the cargo containerized. Being the main port of entry for cargo destined to the Central African Republic, the port of Douala is unfortunately affected by the rainy season. Vessels’ discharge and trucks’ loading can be stopped for many hours. Finally, overland transporters should be reminded to ensure that their tarpaulins are in good order during the wet season in Cameroon (June – November). Substantial losses have occurred in the past due to poor tarpaulins.

Customs Clearance

  • The Central African Customs Office in Douala

In order to improve the collection of customs related taxes, the Central African Government opened a customs office branch in Douala, as over 80% of the country’s international trade transits through this port.
Cargo imported through the port of Douala should be customs-cleared and taxes paid at Port level. Once in the Central African territory, only inspections should be done to avoid eventual fraud, as a substitution of cargo during the voyage. Unfortunately, this is not the case, as many merchants are complaining that they have to pay same fees again or additional taxes in Bangui.

  • The ‘Feuille de route’

For goods, which are not cleared at the port of Douala (some UN [KG1] consignments, goods purchased in neighbouring countries), customs clearance should normally be done at the border entry point.
However, the importer may want to clear the goods only in Bangui. In such case, a  waybill (‘feuille de route’) is issued with information on the quantity, quality and value of the goods. This document should be stamped at various checkpoints along the corridor up to Bangui where the goods will be finally customs cleared.

  • Bureau d’Affrètement Routier Centrafricain (BARC)

The Bureau d’Affrètement Routier Centrafricain (BARC) watches over the strict respect of the quota of cargo between Cameroonian and Central African transporters. It should be mentioned that as per an agreement with the two countries, 60% of cargo in transit at Douala Port to the Central African Republic should be transported on Central African trucks, whereas the remaining 40% should be transported on Cameroonian trucks.

  • BARC charges

In addition to customs duties and related taxes, there is a specific fee to be paid to the BARC, which is 6% of the freight (transport cost). It should be mentioned that UN agencies are not exempt from these fees.

  • UN agencies

In order to benefit from the above tax exemption, UN agencies should follow the procedure described hereafter:

Early transmission to the clearing agent of all cargo related documents and the certificate of tax exemption

  • Cargo related documents

Prior to the arrival of the cargo (trucks from Douala or direct importation by air), UN agencies must transmit all cargo related documents to their clearing agent. The documentation includes: the commercial invoices or certificate of value, the bill of lading (for cargo transiting through the port of Douala) or the airway bill (for cargo imported by air) and the donation certificate. For food cargo only, additional documents are the phytosanitary certificates and, if available, a non-radiation or non-GMO certificate.

  • Certificate of tax exemption

In order to be exempt from customs duties and related taxes, UN agencies must imperatively submit a request for tax exemption. It should be mentioned that UN agencies do not benefit from a permanent and general tax exemption. Therefore, a request must be submitted for each consignment (bill of lading or airway bill) imported. To this effect, UN agencies must fill in and sign a special administrative form (F2 for food and ICT equipment, F3 for fuel, etc.).

Depending on the allocation of the cargo, the request for tax exemption is sent either (directly) to the customs (this is the case when the cargo is destined to the project, such as food) or to the Ministry of External Relations (MOFA), who will then transmit it to the Customs (this is the case when the cargo is not destined to the project but to be used by UN agencies as an asset/equipment: vehicles, V-SAT equipment, computers etc.).

It should be recalled that UN agencies or its forwarder must provide the following information in the request:

The reference of the agreement with the government on the basis of which the exemption from taxes is requested.

The amount of tax which should have been paid as per the common procedure, so as to estimate the loss for the government.

Early transmission to the clearing agent

It should be mentioned that the clearing agent cannot commence/finalize the clearance process without the attestation of tax exemption delivered by the customs. Therefore, UN agencies should ensure that this document is obtained as early as possible.

Normally the tax exemption is granted within 72 hours from the submission of the request. The clearing agent should therefore receive all the above documents (cargo related documentation and certificate of tax exemption) at least 8 days before the expected time of arrival of the cargo in order to have sufficient time to clear the goods.

Clearance of the cargo at the customs

The clearing agent must commence the customs clearance process as soon as he has all the documents listed above (cargo related documents and the tax exemption certificate).  He should raise a customs declaration for home use. As mentioned above, WFP (and other UN agencies) is exempt from customs duties, the value-added tax and other customs related taxes. However, the below taxes are due for the following articles:

  • Computer equipment tax (0.5% of the CAF value) for the importation of equipment (computers, V-SAT, etc.)
  • CMF tax (0.1% of the CAF value) for the importation of vehicles.

Where applicable, once the different taxes have been paid, the Delivery Note (‘Bon à enlever’) is stamped on the customs declaration to certify the completion of the clearing process. Therefore, the goods can be retrieved.

Direct retrieval (‘enlèvement direct’)

In case of high/urgent need of the cargo, the clearing agent can initiate a special procedure in order to retrieve the cargo from the customs before the clearing process is finalised. If the authorisation for direct retrieval of goods is granted, it is generally with strict conditions about the early regularisation of the declaration. To this effect, the Customs will clearly define a deadline when all the regularizing documents should be submitted.

Note: It should be mentioned that UN agencies are exempt from the verification of importation at load port and should not raise a declaration of commercial importation in order to import goods/food in the Central African Republic.

Customs clearance at Douala port for cargo in transit to the Central African Republic

About 80% of cargo imported into the Central African Republic transits through the port of Douala. Being in transit, these cargoes are exempt from customs duties and related taxes (value added tax) applicable to importation for home use in Cameroon. However, the proof that the goods actually arrive in the Central African Republic must be submitted to the Cameroon Customs in order to close the file. Since huge financial sanctions can be incurred, it is hereby advised to refer preferably to clearing agents having a representation both in Douala and the Central African Republic in case of cargo imported through this port.

4.2.8 Central African Republic Port and Waterways Company Contact List

The Central African Republic is a landlocked country. Therefore, the government has to identify the most suitable corridor to access the sea. To this effect, the country has four possibilities, with Sudan, the two Congo and Cameroon.

The Central African Republic can access the sea through the territory of Sudan, at Port-Sudan on the Indian Ocean. The main difficulty in using Port-Sudan as an entry point for goods destined to the Central African Republic is the state of the road in the Vakaga préfecture. Actually, road infrastructure in this region is in a poor state and almost impassable during the rainy season. Therefore, the traffic could be possible only for six months during the dry season. Another difficulty could be the fact that the two countries belong to two different economic area and the insecurity in the northern country due to the presence of rebels and the unrest in the Darfur (Sudan).

Possible access to the sea via the two Congo Pointe-Noire in the Republic of the Congo and Matadi in the Democratic Republic of the Congo are two other possibilities for the Central African Republic to access the sea. This corridor could be cheaper and faster. But, the main weak points of this corridor are the use of combined transport (rail/river from Pointe-Noire and road/river from Matadi), which increases the risk of (food commodity) loss. Also, the road and rail links have proved to be unreliable for non-oil traffic. The seasonal navigability on the Ubangui River, which is limited to the wet season (From June to January), is another constraint. The continual silting of the Ubangui river-bed, which necessitate a constant and costly dredging of the waterway.
Douala in Cameroon as the most suitable access point to the sea for the Central African Republic. The estuary port of Douala is situated at over 1,450 kms from Bangui. This is actually the main port for the Central African Republic, handling about 80% of the international trade of this country. The main advantage of the port Douala is the fact that Cameroon and the Central African Republic belong to the same economic zone (CEMAC ). However, the transit time at the port of Douala remains high (over two weeks) and it could take more than 20 days for a truck to cover the distance of 1,450 km which separates Douala from Bangui
It should be mentioned that many stretches of this roads are still unpaved.

Port Overview

In 1996 Bolloré Africa Logistics (SOCATRAF affiliated) was awarded the concession for the container terminal at the port of Bangui. SOCATRAF is a mixed company (60% for the Bolloré Group and 40% for the government of the Central African Republic) which manages the river port and barge transport along the Ubangui River up to Brazzaville or Kinshasa. However, the container section is managed by SCAC DELMAS VIELJEUX (SDV), another company of the Bolloré Group.
The corridor starts at the ports of Pointe Noire (RoC) or Matadi (DRC) to reach Brazzaville or Kinshasa by railway or road. From these two towns, cargo is loaded on barges and transported through the rivers Congo and Ubangui up to the port of Bangui.

On February 26-27, 2018, in Bangui, transporters in Cameroon and Central African port and customs authorities met to discuss the problems encountered by Central African operators in Douala port and on the Douala-Bangui corridor. On this corridor, about 90% of the freight is transported by Cameroonians. According to Central Africa, this represents a violation of the law which stipulates that 65% of the goods should be transported by Central African transporters. “Normally, from Douala Port to Bangui, only two checkpoints should be installed. However, there is more than fifty. So, these additional checkpoints generate costs that affect the selling price in Central Africa”, Bertrand Ngougnon, chairman of central African transporters’ council, lamented. Indeed, earlier in February, Cameroon’s syndicates complained about the multiple customs, police and road safety agents’ checkpoints along this corridor and Douala-Ndjamena. They also revealed that transporters had to pay between CFA1000 and CFA5000 at each checkpoint during every trip. Based on the figures provided by the syndicalist, for a trip monthly, all the transporters pay about CFA175 billion at the checkpoints along Douala-Ndjamena corridor, every year.

In March 2018, the Autonomous Port of Douala (PAD) has opened an office in Bangui, the capital of the landlocked Central African Republic (CAR) which uses the facility for the bulk of its exports and imports. After Ndjamena in Chad in December 2017, the CAR now hosts the latest PAD office. The Cameroonian port authorities say this move explains their determination to reclaim and retain such landlocked neighbours at the heart of its business expansion strategy. According to statistics from the General Directorate of Customs (DGD), some CFA 55 billions of CAR goods pass through the port of Douala each year. Against this backdrop, “the opening of the PAD offices in Ndjamena and Bangui is indeed a new offensive to regain the threatened market share and retain customers,” the authorities of the port said. The meeting between carriers, port authorities and Cameroonian and CAR customs officials held on the heels of the initiative of the Central African Council of Carriers (CCT) provided an opportunity to examine the problems encountered by Central African economic operators in the port of Douala. According to customs director, more than 80 percent of Central African imports and exports pass through the port of Douala, which are transported by road for nearly 1,500 km.

Berthing Specifications

The maintenance of the entire network of navigable waterways of the Congo-Ubangui-Sangha Rivers, representing some 2,000 km, is the responsibility of SCEVN[1], a company jointly owned by the Central African Republic and the Republic of the Congo.
In order to facilitate the access to the port of Bangui, constant dredging of the Ubangui and Congo should be done, which is unfortunately not the case. As a result, the beds of the two rivers are subject to silting as demonstrated by the low draught level. Consequently, only barges could navigate on these rivers.
The quay at the port of Bangui measures about 330m, divided into the upstream port (Port amont) for the cement and petroleum products and the downstream port (Port aval) for general cargo such as cereals and cotton.
It should be mentioned that only two barges can berthed at the same time.

Bangui is the main airport in the country with international standards. The country's airfield environment is composed of about 41 secondary inland airports but only a limited number of them are practicable for the aircrafts commonly used for humanitarian transportation.

Management of air transport

Placed under the Ministry of Transport, the General Directorate for Civil Aviation actually defines the country’s air transport policy, including security and safety matters. But the granting of overflight and landing permits is the responsibility of the Ministry of Defence upon advice from the Ministry of Transport.
All the activities of the Bangui International Airport are managed by ASECNA; except for the security on the tarmac, which is under the responsibility of the gendarmeries and the customs and immigration. ASECNA provides the usual services of control tower, air space travel, weather forecast as well as security in the terminal. AHS-Menzies, a private international company is responsible for the handling and ground services to aircrafts: checking, cargo/luggage handling and storage. Air traffic in the Central African Republic is extremely limited. Bangui is the only airport of the country with a significant traffic, mainly international connections with some African cities (Douala, Brazzaville, etc.) and Paris in France.
With the exception of the United Nations Humanitarian Air Service (UNHAS), domestic traffic from Bangui to secondary airfields inside the country are rather inexistent.

Bangui-M’poko is the only airport in the Central African Republic with international standards. It is situated at about 5 km northwest of Bangui downtown. The airport was open to traffic in 1967 and the last time its runway was resurfaced dates back to 1987. According to last available statistics, 66,854 passengers transited through Bangui International Airport.
The main international companies serving Bangui International Airport are TAAG Angola Airlines (Brazzaville, Douala, Pointe-Noire and Luanda), Afriqiyah Airways (Tripoli), Toumaï Air Tchad (Brazzaville, Cotonou, Douala, Libreville, Lomé and N’djamena) Air France (Paris-Charles de Gaulle), ASKY (Douala, Lome, Cotonou, Abidjan, Dakar, Niamey, Nouakchott, Conakry, Abuja etc.) and Kenya Airways (Nairobi, Bujumbura, Dar Es Salam, Kampala, Entebbe + multiples connections) VIA AIR: for domestic cargo.
The regular domestic traffic in the Central African Republic is provided by the United Nations Humanitarian Air Services (UNHAS), with about 13/14 locations served in the country. The fleet of UNHAS to date (Nov 2016) include two LET 410, offering 19 seats or 1.5 MT capacity x 2, 1 DASH 8 = 35 seats and 1 CESNA 208 = 9 seats. MINUSCA: helicopters = 11, planes = 14, ICRC = 2 planes, MSF = 1 plane.

Considering the insecurity prevailing within the Central African Republic, UNHAS flights are absolutely necessary for the security of UN and other NGOs activities in the country.

The overflight and landing authorizations for civil foreign aircrafts are delivered by the Ministry of Defense following advices of the Ministry of Transport and Civil Aviation, Ministry of Public Security and Territorial Administration (Homeland Affairs). The request for authorization should be submitted in written form (telex, radio message or any other means) to the Ministry of Defense, at least 72 hours before the expected date for the flight. But a special derogation can be granted by the Minister of Defense. The following documents should be attached to the request for overflight and landing permit: a. Type of aircraft. b. Registration of aircraft. c. Name of pilot. d. Number of crew. e. Number of passengers. f. Origin of aircraft. g. Destination of aircraft. h. Airport of stopover. i. Airport of exit. j. In case of no response within this timeframe, the request should be considered as rejected.

2.3 Central African Republic Road Network

Overview

The roads network in the Central African Republic covers a total distance of about 24,000 km with only 700 km asphalted. The national roads are about 4,500 km road while the regional roads cover about 3,900 km. The remaining 15,268 km (more than 60%) represents tracks or rural roads across villages.
The whole network is rather in a bad shape since no proper rehabilitation or maintenance programme is in place. Throughout the country many villages are not reachable and almost cut off year round (such as the Vakaga region in the north-eastern part of the country). This constitutes a major constraint to the development of these areas.

 

MINUSCA is rehabilitating roads and bridges for the movement of their troops, however,this is a temporary programme.

 

During the second part of 2018, ACTED, through the Logistics Cluster, started rehabilitating bridges based on the humanitarian community needs. This is executed through a “Brigade d’Intervention Mobile”.

 

During years 2014, 2015, 2016, WFP together with ACTED has rehabilitated several bridges and ferries but the Ministry of Transport and the Ministry of Infrastructures didn’t approach the local communities to sensitize them on the importance of this activity and most of the wood and iron used to rehabilitate the works were looted. Up to 30 bridges were rehabilitated between: Bozoum and Bocaranga, Bozoum and Paoua, Bozoum and Bossangoa,Bozoum and Bossemptele, as well as Dam of Bozoum. One ferry and 13 bridges were rehabilitated between Grimari and Kouango.

 

The private company SOGEA/ SATOM with a two-year contract is working on the tar road from Bouar to Baoro (east of Bouar). End of the rehabilitation is expected in 2020. From 2010 to 2013, the road between Garoua Boulai and Bouar was rehabilitated (tar) by a Chinese company and SATOM.

 

UNOPS with a support of the World Bank started rehabilitating the road between Kaga-Bandoro and Ndele as well as the 43-meter bridge of Bamingi. This should be finalized by the end of 2018. The second part between Ndele and Birao rehabilitation should start soon (July 2019). The second project funded by World Bank should be completed by 2021. At the same time, UNOPS is purchasing heavy duty equipment and will train staff from the Ministry of Infrastructure to maintain the road between Kaga and Ndele and between Ndele and Birao.

Rain barriers
There is no specific restriction on road traffic during the rainy season as it is the case in some neighboring countries, where several unpaved roads are close. However, rain barriers are established across the country in order to avoid further deterioration of the dirt roads. Heavy trucks should therefore wait until the end of rains (about six hours) before trip can continue. This restriction applies particularly/strictly on newly rehabilitated roads. In 2018 and 2019, UNOPS will train staff from the Ministry of Transport and Ministry of Infrastructure on management of rain barriers.

A landlocked country, the CAR is served by Ubangui, which is a major river transport route. However, traffic on this maritime route is confronted by low water (not allowing navigation of barges during dry season) and silting which slows down the navigability. For good management and maintenance of Ubangui and Congo rivers, the Republic of Congo, the Central African Republic and RD.Congo and the other riparian states adopted in 2008 "the tripartite memorandum of understanding concerning the modalities of maintenance of the tracks waterways of common interest and the Cémac / DRC Code of Inland Navigation of December 1999". Desalination of the watercourse by dredging and marking is one of the proposed solutions. State charges are allocated by portion of watercourses, in accordance with the tripartite Memorandum of Understanding concerning the maintenance of waterways of common interest. This agreement provides the maintenance and marking of the Pool Malebo road (PK 10 to PK 50 in Maloukou) and the section between PK 50 on the Congo River and Mobenzele (PK 173 on Ubangui). From PK 339 of the Congo River, 10 km upstream from Bolobo to Liranga, maintenance and marking on the right bank are the responsibility of Congo and CAR. Oubangui's dredging and redevelopment operations since its confluence with the river to Bangui are also carried out by these two countries. The purpose of this work is to provide a maximum draft of 0.9 m in low water at the 1.2m scale at the threshold of Zinga. The tripartite agreement also provides for a permanent inspection mechanism on inland waterways, which is monitored by the State services. Captains and other crew members are required to cooperate with the inspection service (June 2018).

Difficult access due to an extremely bad road especially during rainy season.

Between Bangui and Bangassou, there is a riverbreak due to Mobaye dam and waterfalls (see above picture) with width  600 m.

The “ecluse (lock)” doesn’t exist anymore.

The West Mobaye port is very basic – no infrastructure and equipment is available, while the East Mobaye port is the old port, with a jetty

used before the dam was built in the early eighties.

There are no “Baleiniere” after Mobaye –there is another riverbreak with 5/10 meters waterfalls at Ouango so the waterway toBangassou is not passable.

An evaluation is on-going between Mobaye and Ouango. The LCA will be updated accordingly.

The Central African Republic is not an oil producer. The country relies entirely on importation to satisfy its domestic demand for fuel and other oil related products, which is estimated around 100,000cbm/year or 80,000 metric tons/year. In comparison to the annual demand, available oil storage capacity in the country is estimated at 48,000cbm (or 38,400 metric tons), which is quite good. The import, storage and distribution of petroleum products were privatized in 1999. Since then, the oil sector has been dominated by three companies:

SOCASP (Société Centrafricaine de Stockage de Produits Pétroliers) , a joint Company between the Central African government (51%), Total (25%), Tradex (15%) and others (9%), actually replaced the former SOGAL (Société de Gestion des Actifs Pétroliers)  and is exclusively in charge of the importation and storage of oil products in the country.

Total Centrafrique and Tradex Centrafrique, are in charge of the commercialisation of oil products, while Tri-Star is dedicated only to MINUSCA operation.

Total has the largest share of the market, with filling stations in all main towns. Tradex, a Cameroonian company, has five filling stations in Bangui and is present in Baoro and Damara.

The Central African Republic relies entirely on oil importation to satisfy the domestic demand. The oil import to the country is done through two corridors. The main corridor is from Brazzaville along the rivers Ubangui and Congo. This corridors accounts for 80% of the importation of the country and is active during the rainy season only (June to January). The second corridor is through Cameroon and it accounts for only 20% and cannot exceed this limit (according to a law voted by the parliament). The import through Cameroon takes place during the dry season. But, in case of unexpected increase of the demand, the additional quantity can be imported through Douala, without any limitation. This is actually the case for aviation fuel.

SARPD-OIL, a Congolese fuel provider has only three stations in Bangui which are not operating since January 2018 due to technical problems.

In mid-June 2018, Bangui, the capital of the Central African Republic, faced a fuel problem. This is a regular problem due to the low flow of the Ubangi River. The origin of this crisis is the sanitation of the Ubangi River and compliance with the tripartite Memorandum of Understanding concerning the maintenance of waterways of common interest and the Cémac / DRC Code of Inland Navigation of December 1999. There are long queues at service stations in Bangui, resulting in an increase in price of fuel and also in an increase in price of transport. A crisis that hinders economic and other activities.. The low water level of Ubangui does to allow to rise the number of barges of the Central African Society of River Transport (SOCATRAF) with the petroleum products already ordered. Between June and July of each year, transport resumes on Ubangui after several months of interruption.

Fuel Pricing

The price of fuel is not the same throughout the country. The lowest price is observed in Bangui where the main fuel depots are located. Outside Bangui, the price depends on the distance.

It should be mentioned that the price of fuel also depends on the situation of international market, although local market is sometimes subsidized by the government. Current fuel prices observed in Bangui filling stations are as follows:

Fuel Transportation

There are two main fuel depots in the country. The biggest one is in Kolongo, on the Ubangui River, with a total of 14 tanks representing a capacity of 45,000 m3. Actually, this quantity is sufficient to cover the needs of a 6-month-consumption. Salo, located on the Sangha River, is another major depot with a storage capacity of 3 500 m3, however it is no longer operational.
Another depot is located at the international airport in Bangui with seven tanks for a total storage capacity of 300 m3. The replenishment of that depot is under the responsibility of SOCASP but the retailing of fuel to aircraft operators is managed by TOTAL.

Fuel supply is done by tank trucks (tankers) throughout the country. It should, however, be recalled that 80% of fuel import into the country is transported on barges from Kinshasa along the rivers Congo and Ubangui, whereas the remaining 20% is done with tank trucks through Cameroon. Rationing system can be introduced at fuel stations at a request by the government and/or fuel providers.

3.2 Central African Republic Transporters

Most of the roads in the country are in a bad condition, especially during rainy season. This represents some serious risks for damage of trucks. Moreover, the long transit time is another factor discouraging transporters. Bridges are washed away and/or destroyed due to an ongoing armed conflict. Crossing ferries are in a bad condition and/or damaged. Due to a high level of insecurity, MINUSCA escorts are mandatory.

90% of the transporters in CAR have one to three trucks and are usually involved in other businessed such as trading, managing supermarkets warehouses etc. There is a lack of professionalism within the transport network.

The central African region has the worst infrastructure on the African continent. According to a report by the African Development Bank (AfDB), the “region stands out on the continent as one with the least infrastructure network, particularly transport and energy, which impacts negatively on production capacities and regional trade as well as social conditions and welfare.”

Main Food Suppliers

The leading products in Central African Republic’s grain production are corn and sorghum. Central African Republic produced 90,000 tons of wheat in the 2015/16 season.. Sorghum production of country is around 25-50,000tons.

Central African Republic’s economy is predominantly based on agriculture and mine exports. Although the country has fertile lands and abundant water resources, production remains low. However, agricultural production and production in other fields are also important for the Central African Republic, which does not have access to the sea.

According to FAO data, Central African Republic does not export wheat flour. Import figures of country, which supply consumption with imports, also show a decline. Central African Republic imported between 18,000 and 35,000 tons of wheat flour between 2010 and 2013. The wheat flour import of the country was estimated at25,000 tons in 2010 and this amount increased to 30,000 tons in 2011. The wheat flour import, which increased to 35,000 tons in 2012, decreased to 18,000 tons (50 per cent reduction) in 2013.

HUSACA-MAÏSCA

Details about MAÏSCA are provided in the section describing milling factories in the Central African Republic.
HUSACA (Huilerie, Savonnerie Centrafricaine) is a private company specialised in the production of edible oil and soaps. Its factory is located at Bimbo, within the same compound as MAÏSCA. HUSACA produces oil from cotton seed. MAÏSCA and HUSACA is the same company.
Fortification of the oil: It should be mentioned that the oil produced by HUSACA is not fortified with vitamins A and D. However, the company has the technical expertise to install a fortification unit.

SUCAF (Sucrerie Centrafricaine)

SUCAF RCA was set up after SOGESCA was privatized in 2003. The site is located in Ngakobo, 286 miles north-east of Bangui, in the Province of Ouaka, covering a 12,693 acre area. Central African law corporation set up in 2003 with a capital of CFA 6,243,460,000 (EUR 21,723,985). Monthly production is 1300 mt from November to May. 1000 mt monthly are transported from Ngakobo to Bangui at the cost of 42500 CFA per 30 mt truck.

VEGETABLE OIL COMPANY: CENTRAPALM

The “Centrafricaine des Palmiers (Centrapalm)” is  about 50 km from Bangui. Founded in August 1987 for the production, refining and sale of palm oil, industrial and domestic, with a palm grove of 2500 ha at the beginning; it was sold as one of the jewels of the national industry. In 2009-2010 the palm grove reduced its area from 2500 to 1000 hectares to only 594 ha. At the beginning, 30,000 tons of oil was produced per year,   only 156 tons per year.

CENTRAPALM is experiencing recurring financial difficulties, because of the aforementioned reasons, but also old palm plantations (400 hectares of which are under water). In addition, it has been hit hard by the strong competitiveness of products imported from othercountries.

LOCAL FOOD SUPPLIERS

There are also suppliers of sorghum, rice, beans in the west part of the country. Those suppliers are registered as cooperatives, federations and associations.

Additional Operational Support

Considering relatively poor economic context, it is impossible to carry out large (local) purchases of non-food items in the Central African Republic. An alternative solution is to purchase NFIs from Cameroon.
It is not possible to purchase NFIs outside the town of Bangui.
