2 Guinea-Bissau Logistics Infrastructure

The country is small and logistics infrastructures are basic.

WATERWAYS

The main port of Bissau has limited equipment and infrastructures.

The connections with the islands are difficult: the only ferry that can load passengers and cargo was out of order at the time of the assessment. Small private boats are the only means to reach the islands. They have a limited loading capacity both for passengers and cargo. Traditional pirogues are offering transport, but the incident rate is reported high. No other commercial ports are available in the country. Small natural harbours are present, on the islands and in rivers delta but they are restricted by shallow water and reachable only by small vessels

AVIATION

There is one only airport in the country. Guinea-Bissau does not have a national airline. The national airline was liquidated in 1998, when the Guinea-Bissau government contracted all services to TACV of Cape Verde

ROADS

Main country axes roads are paved with acceptable conditions, accessible all year round. In the South of the country, roads are more deteriorated. In Tombali region some locations cannot be reached by trucks during rainy season and some roads are not accessible also by lighter vehicles in some periods.

REGULATORY DEPARTMENTS 

The government does not have emergency protocols, and solid preparedness structures in place. The government departments in normal times do facilitate the NGOs and UN agencies with tax exemption. A positive feature is the lack of congestion in roads, entry points, and govt. departments.

Port Overview

The Port of Bissau constructed in 1949 (together with the old pier), is located on the West coast of Guinea-Bissau on the northern bank of the Canal do Geba approximately 95 km from the Atlantic Ocean.
Bissau is a general cargo port, with limited quays, accessed via an approach channel before dredged to 11 meters at Low Water but since the dredging haven’t being performed during the last 30 years, the minimum at present is only 7 meters deep.
Due to very low capacity with poor technical equipment, unpaved roads and poor a management system, the port of Bissau is presently undergoing repairs and extension please see photos below;
There are two piers in the port: One on the SW, the new (main) pier, and one on the NE, the old (secondary) pier.
The new pier constructed in 1993 is a 260 meters "T"-shaped general cargo pier, connected to the shore by a 200 meters jetty and 24 meters in width. It is a concrete pier in good and solid condition.
Working hours are normally 0800-1430 hours (first shift), and 1500-2230 hrs (second shift) and overtime are available on request. Sundays and some holidays can be worked by prior agreement.

Port Handling Equipment

Is the port equipment managed by the government or privately? All handling activities within the port area are under the monopoly of APGB.

Discharge is dependent on vessel’s equipment. An average discharge rate is 150mt per crane, assuming there is no problem with the supply of trucks. Cargo is rarely offloaded into warehouses.
As per list provided by the APGB the port is provided with the following port cargo handling equipment, among that equipment, the 45 MT top lifter is currently the only one fully operational:
• 01 top lifter of 42 MT SWL
• 01 top lifter of 42 MT SWL
• 01 high capacity forklift of 20 MT SWL
• 01 top lifter of 45 MT SWL
Direct delivery is usually the rule; conventional cargo and containers are directly loaded on trucks alongside the vessels. Containers might then first transit to a container yard.
De-stuffing of the containers rarely takes place in the container yard due to the limited capacity of the container yard. Containers can however be opened in the terminal for customs inspection but resealed immediately in the presence of the forwarding company/superintendent.
Once customs clearance is completed containers will be transported under escort to final destination. The escort fee per container is 20,000 XOF.

The main airport is located in the capital city Bissau, the Osvaldo International airport, and the only one operational out of 30 existing aircraft landing sites. Travel by air is difficult. Flights are not regular and subject to long delays or cancellations without prior notice to passengers.

Bissau: Most of Bissau urban network lacks well-maintained roads.

 

Country: With a road network of about 4,400 km nationwide only 10 percent (453 kilometers), on the main axes of the country, are paved. Most roads are unpaved with many deep ditches.
