2.3 Mozambique Road Assessment
Road Overview
Mozambique’s main economic activity is agriculture, which naturally relies on road transport to access markets at district, provincial and national levels. Being that Mozambique is a vast country, the road network and other surface transport networks (e.g. rail and waterways) play a key role in the social and economic development of the country, and the provision of adequate conditions for the mobility of people and goods.
The surface transport network also provides access to neighbouring countries, and is therefore important for the movement of transit goods through the ports of the country.
In recent years, traffic has been growing considerably, mainly long-distance and heavier traffic, as a consequence of the improvement in the economic situation of the country. The National Administration of Roads (ANE – http://www.ane.gov.mz/) systematically collects data on road traffic. Traffic counts are performed in 256 posts distributed throughout all the provinces of the country.
The road network is just 30,562 km long, of which only about 20% is paved (5,958 km of primary roads) and the remaining 80% of which is non-paved (4,963 km secondary roads; 12,764 km of tertiary roads and 6,876 km of rural roads).

2.3.1 Mozambique Land Border Crossing of Ponta do Ouro
Overview
This border post between Mozambique and South Africa is very small and therefore has little capacity to attend to people and vehicles. The process is usually time-consuming (on average 30 min per vehicle), particularly during the holiday period, in which delays tends to last hours.
The border is gradually becoming more used due to recent major road improvements to Maputo. With the conclusion of the Maputo-Catembe bridge, traffic is expected to increase extensively – mainly light, but also heavy vehicles are expected to a certain extent.

Customs Clearance
Border & Vehicle Requirements:
- A valid passport with more than 6 months remaining until expiry date. Citizens of South Africa, Botswana, Malawi, Mauritius, Swaziland, Tanzania, Zambia and Zimbabwe do not require visas, but all other nationalities require holiday visas (which can be obtained from the border) to get into Mozambique.
- A valid driver's license for the driver.
- Vehicle & boat registration documents.
- Temporary import permits are compulsory for vehicles & must be filled in at the border.
- A Compulsory Third-Party Liability insurance certificate (valid for 30 days from the date issued which can be obtained at the border) per vehicle & per towed application.
- A "Declaration of entry of foreign currency" must be collected and completed at the customs desk if carrying over USD 5,000 in cash.
- For vehicles longer than 6 metres, reflectors on the front and rear of your vehicle are required.
- Each vehicle must have the 2 red reflective triangles & 2 reflective vests.
- No drugs, firearms or explosive materials can be brought in Mozambique.

2.3.2 Mozambique Land Border Crossing of Goba
Overview
The border crossing between Mozambique and Eswatini serves both road and railway traffic. The process is normal. However, during the holiday period, there can be a large queue of vehicles waiting to get through the border. Usually no heavy traffic uses this border.

2.3.4 Mozambique Land Border Crossing of Ressano Garcia
Overview
This is the main border post between South Africa and Mozambique and it serves the Maputo Corridor. It is heavily trafficked with light vehicles (up to 6,000 per day) with people on business travels as far away as Gauteng, and/or tourists coming for the beaches in Mozambique, scenic drives and game viewing in South Africa (Kruger Park). It has also plenty of buses and trucks crossing the border (up to 400 trucks per day) mainly to/from the Port of Maputo, and also serves railway traffic.

2.3.6 Mozambique Land Border Crossing of Pafuri
Overview
This border crossing is a small border post between Mozambique (Limpopo Park) and South Africa (Kruger Park), and is also very close to Gonarezhou Park in Zimbabwe. It is only accessible with 4 x 4 vehicles. It is advised not to drive through this border during the rainy season, due to potential flooding of the Limpopo River. The border crossing is mainly used by game viewers of GLTP (Great Limpopo Trans-frontier Park), which includes South Africa's Kruger National Park, Mozambique's Limpopo National Park and the Gonarezhou National Park in Zimbabwe.

This is a very important border crossing between Mozambique and Zimbabwe that serves the Beira Corridor. It hosts a high volume of light vehicles, plenty of buses and trucks, and is a railway border as well.

Customs Clearance
Border & Vehicle Requirements:
- A valid passport with more than 6 months remaining until expiry date. Citizens of South Africa, Botswana, Malawi, Mauritius, Swaziland, Tanzania, Zambia and Zimbabwe do not require visas, but all other nationalities require holiday visas (which can be obtained from the border) to get into Mozambique.
- A valid driver's license for the driver.
- Vehicle & boat registration documents.
- Temporary import permits are compulsory for vehicles & must be filled in at the border.
- A Compulsory Third-Party Liability insurance certificate (valid for 30 days from the date issued which can be obtained at the border) per vehicle & per towed application.
- A "Declaration of entry of foreign currency" must be collected and completed at the customs desk if carrying over USD 5,000 in cash.
- For vehicles longer than 6 meters, reflectors on the front and rear of your vehicle are required.
- Each vehicle must have the 2 red reflective triangles & 2 reflective vests.
- No drugs, firearms or explosive materials can be brought in Mozambique.

This is the only border post between Zambia and Mozambique. It is not extensively used because its road access is not good. Truck drivers and travellers prefer to travel via Zimbabwe or Malawi.
