2.1.3 Philippines - Mindanao Port Assessment

2.1.3 Philippines - Mindanao Port Assessment

The Philippines being an archipelagic country, sea ports plays a significant link between islands, provinces, municipalities and barangays and this is particularly true in island provinces like Sulu, Basilan and Tawi-Tawi which are provinces that are part of Bangsamoro Autonomous Region in Muslim Mindanao.  The sea crafts being utilized within in the BARMM region varies from small boats for two passengers to passenger boats that can take 20 people.  In island provinces they have fast crafts and small cargo ships. Because the people of Lanao del Sur live around the Lake Lanao which is the second biggest lake in the country, the said lake is also being utilized in transporting people and cargoes.  Municipalities have their small sea ports but mostly poorly maintained and mostly privately owned.

2.1.3.1 Philippines - Mindanao Polloc Free Port

Port Overview

Polloc Free Port is located in Parang, Maguindanao, and was constructed in 1977 funded by the ADB and started its operation in March 1980.  Currently the Port is being managed by the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) through the BARMM Regional Economic Zone Authority.  Polloc Free Port is being positioned by the BARMM as a halal hub. It is the biggest sea port in the BARMM Region but compared to other free ports in the country, Polloc Free Port is not that busy.

Only two shipping lines have regular schedule in Polloc Free Port. Other vessels are mainly chartered loaded with construction materials.

Polloc Free port’s main wharf is 400 meters.  Storage spaces are:

  • 11,960 m2 transit sheds
  • 42,940 m2 open storage area
  • 75,654 m2 private warehouse area

2.1.3.4 Philippines - Mindanao Port of Dapitan

Port Overview

Pulauan Port, better known as Dapitan Port, is located in Barangay San Vicente in Dapitan City.  It is situated in a cove fully protected by mountainous terrain.  The harbor can be accessed through the waters of North Western Mindanao, particularly in Dapitan Bay which is part of the Sulu Sea. This port is about 404 nautical miles (650 km) southwest of Manila, 156 nautical miles to Zamboanga City and 111 nautical miles to Cebu City.

Port of Dapitan has been in the limelight as it continues to play an important role in connecting the network of roads and RORO ports to form a highway known as the Strong Republic Nautical Highway (SRNH) along the Western Seaboard. The port is the jump off point to/from Luzon and Visayas. Since the initial launching of the SRNH in 2003, a significant increase in RORO traffic in both cargo and passengers has taken place in the Port of Dapitan.

2.1.3.7 Philippines - Mindanao Port of Pagadian

Port Overview

The port of Pagadian is served by shipping lines operating for both passenger and cargo vessels. Ports of call include Zamboanga City, Jolo, Siasi, Bongao, Sitangkai and Cotabato City. It is under the administration of TMO Zamboanga del Sur with direct supervision from PMO Zamboanga.

Cargo vessel traffic has dropped significantly as new concrete roads from Pagadian City to Zamboanga City, Davao City, Cagayan de Oro City were built or rehabilitated.  Buses also added units to their fleet to serve commuters.

Fishing vessels now use the port to unload their catch of the day. Aleson Shipping operates passenger and cargo vessels bound for Zamboanga but since the road was rehabilitated, Aleson Shipping concentrated on their route from Zamboanga to Isabela, Basilan.

2.1.3.19 Philippines - Mindanao Port of Tubod

Port Overview

The Port of Tubod is a terminal port supervised by the Terminal Management Office of Tubod under the administrative area of jurisdiction of the Port Management Office Iligan. It is about 69 kilometers from Iligan City and about 12 nautical miles from the Port of Ozamiz across Panguil Bay.

Boats from Tamula Shipping used to ferry cargoes and passengers from the Port of Tubod to the Port of Ozamiz and vice versa. In early 1980’s Millennium Shipping Co. operated RoRo barges that ferried vehicles and passengers from the Port of Tubod to the Port of Silanga in Tangub City (about 20 kms. from Ozamiz City) and vice versa. The ferry services of Tamula Shipping and Millennium Shipping Co., however, halted in the late 1996 because of the introduction of more modern, more convenient and faster RoRo ferry services by Daima Shipping Corporation which operated its own private port and ferry services in Mukas, Municipality of Kolambugan, Province of Lanao del Norte, about 15 kms. from Tubod, and nearer to Iligan City.

At present, the Port of Tubod caters to passengers carried by outriggers or small watercraft coming from parts of Lanao del Norte to Tangub City and vice versa.

Port Facilities:

Total Port Area : 17,840 m2

R.C. Pier : 125 meters x 9 meters

RoRo Ramp : 11.0 meters x 6.0 meters

Open Storage/Back-up Area : 4,500 m2

Port Performance

The Sasa Port in Davao City serves as the main base port, catering to both domestic and foreign vessels and handling the bulk of cargo shipments in the region.  The volume of cargo at the Sasa Port registered a decline based on data gathered from the period 2010-2013 by 2% for domestic cargo and -4% for foreign cargo. The downtrend is attributed mainly to the poor container handling facilities at Sasa Port and also due to the devastation brought about by Typhoon Pablo which affected the major cargo product, bananas. However, with the expected increase in the volume of cargo and vessels, the modernization of the Sasa Port through a Public Private Partnership is proposed. Currently Sasa Port is now managed by private company – DIPSSCOR, subsidiary of ICTSI.
