3 Zambia Services and Supply
There are a significant number of service providers in the country covering a wide range of activities, from fuel provision to technology.
3.1 Zambia Fuel
Fuel Overview
Zambia’s current monthly fuel consumption is estimated to be around 30 million liters and this is combined total of all fuel types. There is one oil refinery in the country in Ndola and a lot of fuel storage facilities throughout the country on the main highway network. The TAZAMA Pipeline (Tanzania Zambia Mafuta Pipeline) is 1,710 km long which moves crude oil from the Single Point Mooring Terminal at the outer anchorage in Dar es Salaam, Tanzania to the TIPER refinery in Dar es Salaam and the Indeni refinery in Ndola, Zambia.
There are strategic fuel depots/reserves located in provincial regional hubs mostly operated by Oil marketing companies (OMCs). To meet the ever-increasing demand for petroleum products in the capacity city Lusaka, Govt through its energy policy of 2019 (NEP19) embarked on the project to construct a new fuel depot facility in Lusaka west with holding capacity of 102,000 m³ to augment the existing capacity.

Fuel Transportation
Fuel is transported by truck for the most part. There is a pipeline for the country from Tanzania and there is at least one refinery in Ndola. All types of fuel are present in the country, petrol, diesel, JET A-1, etc. The most significant challenges are those concerning the deliveries to the most rural areas in the west and east due to road conditions. Frequently, fuel runs out in remote towns.

3.2 Zambia Transporters
Since Zambia is a landlocked country it depends heavily on road transport companies for the haulage of heavy goods and supplies across Zambia and to the import and export business with neighbouring countries. The trucking industry has significantly grown in the last 5 years because of the infrastructure upgrade in the road sector and also triggered by the increase in the production of copper.
A Truckers Association of Zambia (TAZ) oversees policy issues for the industry. The petroleum transporters have their own association (PTAZ) which acts as an advocate and promotes the interest of petroleum truckers in the country. Drivers in the country are unionized in the National Union of Transport Allied Workers (NUTAW). Collective agreements are negotiated by individual companies. The union does not represent drivers for petroleum fuel trucks, they have a separate union.
While government policy upholds the SADC conventions of third country rule, etc, there are several instances of exemptions where temporary road service licenses are provided to Tanzanian companies.

The Zambian casual labor market is highly fragmented with limited or no labour service brokers. Casuals are normally hired on individual basis often without representation from labour unions. Wages for casuals are paid on ‘’piece work’’ basis e.g. rate per day or rate per unit worked.
3.4 Zambia Telecomunications
Currently the telecommunications infrastructure is good for most cities and towns. The rural areas are not as well connected though there is a significant investment ongoing to provide access for most of Zambia. Many towers in the rural areas are powered by solar energy. Generator backup is present at many tower sites. It is very easy to get sim cards and mobile phones provided an ID document is provided by the requesting individual. 3.5 Zambia Food and Additional Suppliers
Food suppliers are plentiful in Zambia. However, for blended food or milled food, fortifications are not normally part of the production process. Oil, sugar, maize and pulses are easily obtained. There is a capacity issue with regards to large scale up of requirements and careful attention to the markets is required. Maize is readily available and a major export.

3.5.1 Zambia Food Suppliers
Overview
Food is readily available and there is significant number of producers and major retailers able to provide food commodities in the country. Suppliers have locations for collection of commodities direct from farms and production facilities primarily in the north and east. Food Reserve Agency (FRA) is the national strategic grain reserve and holds primarily maize in its facilities throughout the country. Milled commodities particularly maize meal is available in every supermarket. Most millers have both a processing plant and retail stores. Fortification is not widespread and the national policy is being developed. There are oil plants both in Lusaka and the Copperbelt. The largest sugar producer is Zambia Sugar PLC located about 125 km south of Lusaka and there are also some sugar producers in Luapula and Lusaka provinces. Other food commodities like rice are available on the market and predominantly grown in Western and Eastern Provinces of Zambia.

3.6 Zambia Additional Service Providers
Overview
The market in Zambia can support most organisations' operations. Most requirements are available on the local markets or there is an ability to acquire the service within the region. In terms of the distribution network, Zambia has an advantageous position in the region because its versatile supply chain networks.

Accommodation
Accommodation is readily available throughout the country, though in the most rural areas there are fewer choices.
Electricity and Power
Zambia has a wide range of energy resources, particularly woodlands and forests, hydropower, coal and renewable sources of energy. Petroleum is the only energy source that is currently wholly imported. Hydro power is the most important energy source in the country after wood fuel, contributing about 10 percent to the national energy supply, and is generated by three major hydro-electric power stations. Additional hydro-electric power stations are being constructed at Kafue Gorge and more northern blocks are yet to be obtained. Other energy resources are petroleum, coal and wood. The state-owned Zambia Electricity Supply Corporation (ZESCO) is the main producer and distributor of electricity in the country.
The company’s transmission system comprises a total of 4,638 kilometers (km) of transmission lines spread as follows: 2,008 km of 330 kilo Volt (kV) lines, 348 km of 220 kV, 85 km of 132 kV, 704 km of 88 kV, and 2,823 km of 66 kV lines. The total transformer installed capacity is about 3,000 Mega Volt Amps.
There have not been any major additions to the country’s generation capacity in the last 20-30 years despite the huge potential in hydro resources. It is estimated that Zambia possesses 40 percent of the water resources in the Southern African Development Community. Zambia has about 6,000 MW of unexploited hydro power potential, while only about 2, 259 MW is the current installed capacity. On the other hand, the demand for power in the various sectors of the economy has grown rapidly over the years and continues to grow. Demand for electricity continued to increase to 2400 MW through 2015 creating a deficit of more than 550MW. Electricity is imported from Malawi for the eastern areas of the country.
Electricity accounts for approximately 14% of the country’s energy supply mix, ranking second to wood fuel. As at March 2016, total World Bank investment commitment to the sector stood at US$165million in two projects: Kafue Town – Muzuma – Victoria Falls Regional Transmission Line Reinforcement
Project that aims improving the reliability and capacity for regional power trade in ZESCO’s southern network; and the Lusaka Transmission and Distribution Rehabilitation Project that will increase capacity and improve reliability for the transmission and the distribution network in and around Lusaka. Financial Service Providers
Financial services in Zambia are widespread throughout the country and limited only by connectivity and electricity. Main headquarters of all the institutions are in Lusaka.
Clearing and Forwarding Agents
There are a number of companies in Zambia that offer freight forwarding services. It is important to identify those that can ensure electronic services at all border points to meet the ZRA requirements for e-payments, pre-registration, alerts and clearance. Bollore Logistics, and AMI Worldwide (Manica), to name a couple meet these specifications.
Postal and Courier Services
National postal service is functional. Courier services for all the main international courier service providers are present in Lusaka.
