3.1 Philippines Fuel

Fuel Overview

Fuel in the Philippines is reasonably reliable with few, if any, reports of quality control issues. The industry is controlled by the Department of Energy and dominated by three big players; Petron, Shell and Caltex (Texaco). The Philippines import the crude oil and as such, are subject to international market fluctuations. More than 90% of crude oil is purchased from the Middle East region.

Refineries and import/export ports are all based in Luzon. There are two refineries in the Philippines, one in Bataan (Petron) and one in Batangas (Shell). Import and export terminals for refined oil products are in Subic (Zambales), Clark (Pampanga), Tabangao (Batangas) and San Pascual (Batangas).

The Department of Energy requires manufacturers to carry a 15-day supply of crude oil and refined product at all times. Importers of finished products are required to carry a 7-day supply at all times (information from 2012 LCA).

Petron is the major provider of Jet Fuel in Philippines as they have 12 airports facilities/capacities all over the country (Cebu, Clark and Kaliko which are the storage tanks sites and Katiclan, Bohol Panglao, Porto Princesa, Davao, Cagayan de Oro, Samboanga, Laoag and Ilo-Ilo which are only refuelers sites themselves replenished by tankers). Shell and Caltex may also provide Jet Fuel and Phoenix has only fuel facilities in the Visayas as they are the preferred supplier of Cebu Pacific (domestic aircraft company based in Cebu).

Auto LPG is also available in Philippines principally in Manila.

Fuel Pricing

Fuel pricing is subject to international market fluctuation and the appreciation of the Philippine Peso against the US Dollars. Oil companies adjust prices depending on the global market. Due to regional difficulties and the cost of transportation, prices are higher in other regions than in Metro Manila. Prices have been increased each year on the first day of the year since 2017 by government policy.

The major fuel companies propose Fleet-Cards for Petroleum products management for companies/agencies/organizations.

Fuel Transportation

Since 2010 transportation of fuel is done with surface transport tankers through a combination of in-house and third-party companies. Transportation to Philippines many islands is usually undertaken via barge.

While there are many smaller players who could increase activity to meet the needs of the humanitarian community, as the Philippines relies predominately on a network of surface transport tankers to transport fuel, a major disruption to road conditions in any one area could severely hamper fuel supply and availability in that area. Transportation infrastructure and fleet is sufficient to handle current domestic needs as well as increased demand from the humanitarian community.

In a circular about the Rules and Regulations Governing the business of retailing liquid petroleum products, DoE said: “Liquid Petroleum Products shall not be dispensed from above-ground tanks, portable tanks, tank vehicles, drums, barrels or similar containers, into the fuel tanks of motor vehicles or containers”.

Standards, Quality and Testing

The DOE-Oil Industry Management Bureau test fuel samples in random spot checks of gas stations for quality and environmental compliance, to ensure that local petroleum products adhere to the safety and quality standards of the Department of Energy (DOE).

3.2 Philippines Transporters

The transport market in the Philippines is generally dominated by a few major players (most of the time foreign operators with local country office). In some cases, courier companies have expanded operations in order to become total logistics companies. Some transport companies have merged with others in a strategic move. These larger players tend to have a wider network across the Philippines. There are also numbers of local medium-sized companies. Smaller players are still growing. Some trucking companies have existing internal labour unions while others have none. There are also labour unions recognised by the government. The current market capacity will be able to absorb the demand from the humanitarian community.

There are a lot of transporter big players that has the capacity to render variety of services from trucking, shipping, freight forwarding to warehousing – a complete services of supply chain. Most of them based in Metro Manila and has numerous branches stationed not only in different part of Luzon but nationwide. With the establishment of RORO vessel available at each island port, transporter can now render deliveries on any part of the Philippine Islands. With the road linkages to expressways, time travel to distance destination were shortened. Luzon regional transporters rely on cargo movement from Manila. Bulk volumes are coming from Manila.

3.3 Philippines Manual Labour

Labour and employment are protected by the Labour Code of the Philippines. Without taking away from the code, some key points can be found in the below table:

Rest Day	Employees are entitled to no less than 24 hours rest following six consecutive days of work. There are several exclusions to this clause including in case of actual or impending emergencies caused by serious accident, fire, flood, typhoon, earthquake, epidemic or other disaster or calamity to prevent loss of life and property, or imminent danger to public safety. In this case, employees are entitled to a 30% increase for work on a rest day.
Time of Payment	Wages shall be paid at least once every two (2) weeks or twice a month at intervals not exceeding sixteen (16) days. If an event of force majeure or circumstances beyond the employer’s control, payment of wages on or within the time herein provided cannot be made, the employer shall pay the wages immediately after such force majeure or circumstances have ceased. No employer shall make payment with less frequency than once a month.

The Philippines has an advanced mobile market when compared to other similar countries.

The Philippine Long-Distance Telephone Company (PLDT) and Globe Telecom are the two major telecommunication carriers in the country. The current Philippine cellular infrastructure is Global System for Mobile Communications (GSM). 4G service was made available in 2010, access to 4G services are above 70% for both all over the country with more than 80% in the main town. SMART (PLDT) and Globe launched long-term evolution (LTE) networks in 2012. PLDT has an existing digital fibre optic, and a digital microwave radio system connecting the entire country. Globe Telecom has fibre optic cables and was the first to offer Worldwide Interoperability for Microwave Access (WiMax). The bulk of the fixed services are in urban areas. In contrast, the fixed line market in the Philippines remains underdeveloped and fixed line penetration continues to show stagnant growth. A major reason for this is due to the dominance of the mobile segment and the rapid expansion of the mobile broadband segment. PLDT has continued to be the Philippines’ dominant fixed-line provider. However, in recent years, Globe Telecom has been pushing hard to overhaul the incumbent and now is the leading mobile provider in term of overall subscribers.

It’s very easy buying a mobile number in the Philippines, you can choose between prepaid and post-pay contracts. The main mobile service providers in the country are Smart and Globe and you can get information on rates, contract types, fees and offers by visiting operator’s websites. You need unlocked mobile phones to use it in the Philippines.

Prepaid sim cards are very cheap and available all across the country as well as prepaid “loads” that you can find at every street corner - Data plans or combo Data + free calls + free texts etc. are also available. These Sim cards are already 4G-enabled.

Post-paid with free calls and free texts for members of the same “fleet” are also available, billed at the end of the month as usual.

To apply for a mobile post-paid account in the Philippines you can fill the application form in mobile phone centres and you will have to provide followings documents:

Proof of identification (valid internationally-issued passport or unexpired Alien Certificate of Registration)

WFP Philippines has mainly concentrated on the procurement of several food commodities such as rice, mung beans and canned fish. Following the recommendations of auditors, the CO, together with HQ Food Quality and Assessment Unit and Regional Bureau Procurement Unit did a Food Mission to Philippines. Accommodation

Hotel accommodation is relevant for WFP Philippines CO for the conduct of its trainings and workshops with partners for the implementation of WFP funded projects. Various hotels have been previously visited from Luzon and Mindanao. Some of these have served to be potential accommodation during WFP emergency response in flood affected areas like in Cagayan de Oro. Compared to Manila, as the capital city of Philippines, several hotels can be found in other provinces of Mindanao like in Cotabato, Iligan and Zamboanga. Security assessment is always recommended for specific areas which can be found critical. The details below identifies previously used hotels by WFP.

Additional Operational Support

WFP Philippines is maintaininig a roster of potential suppliers catering to various items and services for its operation. The Procurement Unit have established several Long Term Agreement Contracts (LTA) for commonly used items such as office supplies, equipments, stickers and flyers as visiblity materials. Vehicle Rental

Vehicle rental in the Philippines is relatively easy and if desired, can include a driver. Monthly hire rates available.

Taxi Companies

Taxi Companies in the Philippines are regulated by the Department of Transportation and Communications (DOTC) and by the Land Transportation Office (LTO). Taxis vary from models and uses. Most taxicabs have yellow colored license plates, taxi signs, Land Transportation and Franchising Regulatory Board (LTFRB) registration number. Meters are mandatory in every cab. Taxis are generally available within the major cities but are usually not used for travel across the various provinces and regions. When hailing a taxi in the cities, ensure the meter is on and pay the metered fare. A tip of 10 pesos is acceptable.

Most taxis have the flag down rate of Php40.00 for the first 500 meters and Php3.50 for every 300 meters, while Yellow cab taxis are more expensive with a flag down rate of Php70.00 for the first 500 meters and Php4.00 for every 300 meters. As taxi companies tend to be small operations specific to an area, there are too many to list here. However, taxis are easy to find in most areas and it is best to approach the driver directly. Jeepneys usually provide public transport along a set route however they can be hired for private use and are quite good for moving commodities due to their length.
Taxi companies included below are “pick-up” taxis, meaning the passenger can call the company and set an appointment for pick-up.

Freight Forwarding Agents

Freight forwarding companies usually offer business order-consolidation, worldwide storage and distribution, forward stock locations, after sales services and more. They deliver parcels, documents and pieces of freight in daily basis. Operational networks are supported by sophisticated technology that provides customers with service reliability, automated proof of delivery and on-line, real-time information of the status of their consignments.

Electricity and Power

The Philippine power industry is divided into three major sectors: generation, transmission and distribution. Under the supervision of the Philippines’ Department of Energy, the National Power Corporation (Napocor) is a state-owned company that serves as the largest provider and generator of electricity in the Philippines. The present power industry structure, Napocor generates its own electricity and buys electricity from IPPs. NPC transmits electricity to distributors and large industrial customers via high-voltage wires. NPC is responsible for constructing the transmission grid highway interconnecting the main islands nationwide.

As a government owned-and-controlled corporation, Napocor is subject to the scrutiny of the Commission on Audit (COA). Power outages in Philippines are not very frequent. Power outages in firms in a typical month in Philippines were reported at 0.1 in 2015.

In Palawan, Visayas and Mindanao power outages occur more frequently but just for few moments, especially in summer when it is hot because most of the source of electricity there is via water, which would dry up on summer.
