Overview

Manas is the main international airport in Kyrgyzstan and is located 23 km from the capital, Bishkek. From the head office at Manas all the airports in the country are managed. These include Osh International Airport, Issyk-Kul International Airport and the 8 regional airports in the country. The regional airports in the north include Karakol, Naryn, Talas, Kazarman and in the airports in the south include Jalal-Abad, Kerben, Batken, Isfana. Manas International Airport can handle all types of modern commercial aircraft (except the Airbus 380) with 8,058 international flights annually. It has regular international flights to Russia, Turkey, China, Mongolia, India, UAE, Kazakhstan, Tajikistan and Uzbekistan. Manas has a 24 hour operation.

There is an Air-cargo center at the airport that has a capacity of 3360m² operated by Manas Management Company. The first two days storage is free. They are able to clear all goods through customs. It has a designed capacity of 100 000 tonnes per year.

Customs Information and Document Requirements

When cargo arrived by air to “Manas” International Airport (30 km out of Bishkek), the cargo temporarily stored in cargo terminal operated by Manas Management Company.

It is important that correct consignee details reflected in waybill, so cargo terminal dispatcher can contact timely the agency focal point upon arrival of cargo.

The customs clearance procedures may start, which will require following documentation:

1. Conclusion letter from MLSD on humanitarian nature of cargo (for food items), or Confirmation letter from DS MFA (for NFIs). It is important that these letters addressed to Head of Customs Department “Manas”, which will clear the cargo. In order to avoid demurrage fee in cargo terminal (only first 2 days free of charge), the letters from MLSD or DS MFA for duty/tax free customs clearance should be obtained before arrival of cargo to Kyrgyzstan.

2. Standard application letter to Head of Customs Department “Manas” specifying cargo sender, consignee, description, quantity, net/gross weight, cost, origin, list of shipping documents and number of power of attorney.

3. Power of Attorney for agency focal point responsible for customs clearance of cargo (mandatory to reflect: full name, passport details, description of cargo, quantity, cost, expiry date of power of attorney).

4. Copy of passport.

5. Invoice (original copy) and certified translation into Russian language.

6. Waybill (original copy).

7. Certificate of origin (original copy) and certified translation into Russian language. Mandatory for food commodity.

8. Phytosanitary Certificate and certified translation into Russian language. Mandatory for food commodity.

9. Act of customs survey of cargo.

10. Identifier of customs declaration form (issued by customs broker after entry of cargo details and shipping documents into unified customs clearance system).

11. Certificate of Conformity issued by Center for Standardization and Metrology under the Ministry of Economy of the Kyrgyz Republic. The certificate submitted to customs authorities after offloading of cargo and receipt of lab test results. Meanwhile, agency focal point should provide to customs authorities guarantee letter with deadline for submission of Certificate of Conformity.

Remarks: If cargo is communication equipment having radio-frequency radiation or are a source of electromagnetic waves, agency focal point should apply to National Communication s Agency for obtaining permission for import of cargo. After completion of customs clearance procedures, the cargo released from cargo terminal only after payment of storage fee (if storage duration exceeded 2 days from arrival), as well handling fee of cargo in cargo. The amount will depend on the weight of cargo.

Clearing System

Organizations are able to clear their own goods. The main clearing/forwarding agent is DHL, who charge in average $150 USD per consignment. Contact details for DHL and other clearing/forwarding companies provided above.

Storage Facilities

The air-cargo center at Manas airport is located adjacent to aircraft parking area and has 3,360 m² of storage space. The air-cargo center is run by CJST Manas Management Company and equipped with a climate control system and protected warehouses. It has freezing and refrigeration units, separate chambers for storing valuable, toxic, explosive, radioactive and other types of goods. The air-cargo center can provide loading/unloading for any type of aircraft, secure storage of goods and consolidation. Annual capacity of the air-cargo center is 100,000 mt of cargo.

Closed Joint Stock Company Manas Management Company is a commercial entity founded in 1998. Shareholders of CJSC Manas Management Company"are JSC International airport Manas and the Austrian company T & F Trade & Finance Gesm.bH. CJSC Manas Management Company"includes the air cargo center and catering, which are equipped with all the necessary specialized equipment for effective and timely handling of aircraft.
