There are two main international airports in Moldova: Chişinău International Airport and Marculesti International Airport (not active at the moment of this assessment due to limited cargo handling capacity and absence of navigational equipment for IFR flights).

In 2023, the Chisinau International Airport ended the year with a total traffic of 2,838,073 passengers, the plan for this period being fulfilled in 104.5%, the increase compared to 2022 being 22.9% or 529,358 passengers. The number of aircraft movements was 24,947. Cargo was transported in a volume of 2,652.6 tons, and mail in a volume of 628.7 tons.

As part of the government’s plan to enhance the country’s aviation infrastructure, there are plans to build additional cargo and passenger terminals at the Chisinau airport, and feasibility studies are being conducted to improve the infrastructure at the Marculesti airport.

The Civil Aviation Authority (CAA) is an administrative authority for certification, supervision and control in the field of civil aviation, which has the status of a legal person of public law with a form of legal organization of the Agency, financed from the state budget, based in Chisinau municipality, and is subordinated to the Ministry of Economy and Infrastructure. The Authority's mission is to implement civil aviation policies and to monitor compliance by natural and legal persons with legislation in this area to ensure flight safety, aeronautical safety, consumer protection and occupational safety.

Although private companies do provide specific aviation services at various airports, CAA is the government agency responsible for overseeing civil aviation activities, including the regulation and supervision of airports in Moldova.

Procedures for Foreign Registered Aircraft

Civil Aviation Regulation RAC-47, issued by the Civil Aviation Authority contains rules and procedures specific to civil aircraft registry and registration activities, and are based on Annex 7 to the Convention on International Civil Aviation.

A civil aircraft can be registered in the Air Register of the Republic of Moldova, only if it meets the following conditions:

(a) the civil aircraft is not registered in another state;

(b) possesses an appropriate type certificate or other similar document issued or validated by A.A.C.;

(c) meets the requirements regarding the level of noise and toxic emissions;

(d) the civil aircraft is owned or under contractual arrangements provided by law, in possession and use and will be operated or is operated by a natural or legal person from the Republic of Moldova.

(e) The term of operation of airplanes that are used in commercial air transport for transporting passengers (the term calculated from the moment the aircraft was manufactured until the date of registration) does not exceed 25 years;

(f) Term of operation of aircraft not used for carriage passengers (the term calculated from the date of production of the aircraft to the date of registration) no exceeds the calendar term of service established by the designer or other body that carry out the certification, accepted by the A.A.C., for the respective aircraft;

(g) aircraft equipment must meet the requirements set out in parts K and L a JAR-OPS1/3 regulations (the provisions of Part I (Chapters 6 and 7) and Part III (Chapters 4 and 5) of Annex 6 O.A.C.I.,) if applicable;

(h) The aircraft meets the applicable airworthiness requirements.

The applicant shall submit to the Civil Aviation Authority, for the civil aircraft concerned, an application form accompanied by the following documents:

  1. documents confirming ownership of the aircraft.
  2. documents confirming the right of possession and use if the applicant does not is the owner of the aircraft.
  3. the certification of the registration of the aircraft in the register of the State in which the aircraft was registered before the application for registration in the Air Register of the Republic of Moldova.
  4. a copy of the aircraft certificate issued by the manufacturer or by the certification authority of the exporting State, or other similar documents.
  5. copy of the Noise Certificate.
  6. copy of the Toxic Release Certificate.
  7. the aircraft take-over documents.
  8. documents confirming the reservation of radio signals.
  9. the Export Certificate of Airworthiness of the aircraft (if the aircraft is imported);
  10. a color photograph of the aircraft, side view (9x12 cm);
  11. Proof of payment of the A.A.C. fee for the survey of documents submitted for aircraft registration.
