4.1 Armenia Government Contact List

The primary provider of telecommunication services in Armenia is Armenia Telephone Company or ArmenTel, which is owned by one of the Russia's largest mobile operators VimpelCom (NYSE: VIP). ArmenTel's channels include fixed line communications network, cellular phone network (GSM 900) international and satellite channels.
A second GSM operator Viva Cell started its operations in July 2005. Armenia is connected to the global telecommunication networks via 1,200 digital circuits including satellite, fiber optic, and radio channels. Satellite communication is provided by two earth stations via Intelsat and Express. Fiber optic communication is implemented through TAOS (Trans Armenia Optical System
Third F+GSM operator in Armenia is Orange Armenia, started its operation in 2009 providing GSM internet services

Telecommunication Regulation

Telecommunication facilities (including terminal facilities) used in the Public Switched Telecommunications Network, other Public Telecommunication Networks, Governmental and Private telecommunication networks in the Republic of Armenia shall be subject to mandatory certification. Certification of telecommunication facilities in the Republic of Armenia shall be carried out according to the law and international treaties entered into by the Republic of Armenia
