Note: The information provided in the attached documents, which has been taken from the old DLCA, does not match the structure of the new LCA and is therefore provided separately.

The public food operation of Bangladesh is based on a set of policies and an organisational structure designed to carry out these policies.

The system is administered through the Ministry of Food, with Secretary as its administrative head. The Ministers of Food, Agriculture, Finance, Planning and the Head of State make major policy decisions at the highest level. Initiations for changes in policies come from any of these ministries, even though the Food Ministry conducts the formal processing. The Secretary initiates the formulation of policies and maintains overall supervision of the system. The Director General of Food (DGF) as head of the Food Department manages the system; the primary organization consists of a number of branches entrusted with the task of distribution, procurement, storage and movement, finance and accounts and inspection and control.

There are dozens of flour mills and hundreds of rice mills in the country, the majority of them being localized to their area of activities. There are also many biscuits factories, some being directly linked to a flour mill; and rice distributors.
It was thus inappropriate to evaluate only a small selection of those factories and impossible to assess a significant and geographically adequate number.
Here under is the list of rice suppliers and HEB factories assessed and validated by WFP Bangladesh.
Those companies are regularly audited by Intertek (WFPs quality control agent) towards WFPs technical specifications; and visited by WFP procurement unit. Furthermore, they are regularly audited by external agencies (as planned for the HACCP  certificate). Each commodities supply will also be analyzed in Intertek Labs to guarantee the quality and conformity of the products.
Regarding International Food procurement, the commodities will be controlled (quality and quantity) by James Finlay, WFPs Cargo Superintendant. Samples will be collected and sent to labs for analysis.

Capacity to Blend

Most mills located in Bangladesh are paddy crushing mills. None of these mills have capacity to blend.
100: 65 is the ratio of paddy to milled grain. 65 kg of rice is milled from every 100 kg of paddy. 30% of waste from milled rice is chaff while the balance 5% is foreign matter.
Milling capacity – 10 MT a day
Current production rate – 7 MT a day
Current capacity can be increased to 10 MT a day in case local market conditions are favourable and mills can generate new orders. Mill owners would not take a decision to unilaterally increase capacity as it would not only affect the cost of milling but also have a bearing on the off-take capacity at large.

Loading & Discharge Rates

Loading and discharge rates incurred by mills for trucks carrying grain are 0,75 US $ per MT.
Labour can also be outsourced from the local market at 0,05 US $ per bag of 85 kg.

 

Transport Capacity at Mill

The mill can handle 4 trucks with a 12 MT capacity per day. The mill has adequate space in the compound for parking, loading, unloading and turning of trucks of above capacity.
Most of the mills do not have capacity to blend flour. The market rate for milling process of flour is 45 US $ per MT.

Capacity to Blend

The Mills have adequate storage capacity within as well as outside the open compound. Raw grain and milled grain are stored separately either in warehouses located within the mill’s premises or in the open area within the mill compound. The open area is covered with a tarpauline sheet to protect grains & rice from heat and rain.
Rice is packed mostly in gunny bags. There are markings on the bags in terms of the name of the mill, weight, and year of packing. The expiry date is not mentioned on the bags. The standard expiry date is one year from the year of packing.

Ratios

100:65 is the ratio of paddy to milled grain. 65 kg of rice is milled from every 100 kg of paddy. 30% of waste from milled rice is chaff while the balance 5% is foreign matter.
