Overview

The border crossing has been identified to facilitate all types of legal cross-border activities between Fishkhabor, KRI - (also listed on maps as Peshabor) and Simalka, Syria. The border activity has significantly increased since the closure of the Rabea border crossing in 2014. Rabea border is now open exclusively for UN cargo. The Logistics Cluster manages cross-border activities for all UN agencies willing to ship cargo via this border. 

The number of NGOs implementing cross-bordering operations in north-east Syria through Fishkabor crossing point has risen from an initial figure of six NGOs to 25 NGOs at present.

To use the crossing, NGOs need to be registered in both the KRI and NE Syria and they need to get approval for the movement of goods and personnel from the Border and Customs Manager in Fishkhabor/Peshabor. Requests for approval should be submitted to the following email address: Peshabor.krg@gmail.com, with supporting documents attached. Managing Authority / Agency

Customs officials on the KRI side provide the administrative process to facilitate the legal movements across the border.

The customs and border authorities coordinate closely with a “Liaison Officer” in the Presidential Office in Erbil. The Borders are exclusively managed by Border Commission in Baghdad.

National Holidays

Closed on Fridays and during Nowroz (Kurdish New Year) for three days (confirmation required). In addition, if the Syrian side is closed for any reason, the KRI side will also be closed. 2 Eids, 3 days each, and 1 day new year.

Seasonal Constraints

The border to date has not experienced closures due to seasonal constraints.  


Daily Capacity: Two river crossing lanes/points are available for: 1) private/civilian movement; 2) commercial and humanitarian cargo. Crossing at the civilian lane is done by boat, whereas there are two pontoon bridges (one to Syria from the KRI and the other to the KRI from Syria) to facilitate the movement of trucks at the cargo crossing point. Both bridges can accommodate ONLY one truck at a time with a total capacity of NOT MORE than 25 mt. A designated parking area with a capacity to accommodate more than 100 trucks is available next to the bridge on the KRI side. The area is reasonably secure while contained within a wire mesh enclosure, but no trucks are permitted to overnight there. It is important to note that all commercial/humanitarian cargo must be cross-loaded after crossing the bridge on the Syrian side prior to entering the customs processing area, as trucks bound for Syria from inside the KRI are not allowed into Syria.

The managing border authority/at Fishkhabor crossing point ONLY facilitates access across the border. Therefore, all organisations have to organise and coordinate their own logistics. That includes getting KRI-licenced trucks that will transport cargo across the bridge and arranging for Syrian trucks and labourers to facilitate the cross loading and onward transportation into NE Syria. Considering the fact that KRI or Syrian trucks are not permitted to remain in the designated parking area overnight, it is imperative that proper and timely logistical coordination between Syria/KRI transporters remains an organisation’s priority. Custom authorities estimate that cross-loading and discharging can be completed within 70 minutes, for which labourers are available. Due to the bridge capacity, there are limitations on the actual daily capacity for transporting commodities in bulk. No considerable traffic was observed on the day of the assessment, but delays due to the bridge capacity need to be factored into an organisation’s planning process.


Customs Clearance

For personnel: Only approved humanitarian staff working for organisations implementing cross-border operations in NE Syria and Syrian civilians with a KRI residence permit are allowed to cross the border. All documentation, including personal and organisational identification cards, passports/visas and approval letters must be made available to the customs office in the original format. The information on all of these supporting documents MUST coincide with the items and persons physically present at the border point in need of crossing. Meaning that organisations are required to update their requests in case of any changes to the original need and/or composition. Passengers and personal luggage are subject to inspection/search in addition to the normal entry and exit stamp procedure. Following clearance by the exit office, civilians may only walk to the river crossing and board a boat (no payment/fee charged) to Syria, which is a five to eight minutes crossing.

For Cargo: Only trucks/cargo with approved letters from the Fishkhabor managing body/agency are allowed to cross into NE Syria. All documentation, including waybills, packing lists, drivers’ passports, documentation for humanitarian cargo and tax/levies exemption papers, must be made available to the customs office in the original format. The information on all these supporting documents MUST coincide with the items and persons physically present at the border point in need of crossing. Meaning that organisations are required to update their requests in case of any changes to the original need and/or composition. It was highlighted that humanitarian consignments/convoys can be processed separately upon presentation of correct documentation. All trucks (empty trucks included) are subject to strict inspection/search by the authorities in addition to the normal entry and exit stamp procedure.


NOTE: Routine and unforeseen delays due to bridge capacity, the cross-loading process and the verification of documents should be factored into any operational planning.

There was no siting of an agricultural and/or public health representative at the crossing point on the day of the assessment, probably due to no activities/traffic on this particular day. However, the focal person from the border and customs managing authority confirmed that all these bodies are present and on site, and are in charge of inspecting all outgoing and incoming items.
