Logistics Cluster Philippines Customs Snapshot 131114

In order to streamline the customs procedures for humanitarian organisations bringing relief good into the Philippines, a “One-Stop-Shop” has been established in Manila, Cebu and Naia. The Purpose of the “One-Stop-Shop” is to bring together in a single location the key staff, necessary for expediting customs clearances for humanitarian cargo, for the selected agencies including representatives of: the Department of Social Welfare and Development (DSWD), the Department of Health, The Bureau of Food and Drugs, the Ministry of Finance (MoF), and the Department of Foreign Affairs (DFA).

There are four cargo terminals at NAIA; the International Cargo Terminal (ICT), Cargohaus, Pair-Pags Centre and Miascor. All but ICT are privately operated. The ICT is under the control of the Manila International Airport Authority (MIAA).

Rental charges for floor space at airport buildings and installations other than the passenger/cargo terminal buildings shall be levied in accordance with the following monthly rates per square meter of floor area:

Exchange rate: 1.00 USD = 46.00 PHP

A Charge in U.S. Dollar or its Peso equivalent at the time of payment based on the derived formula for calculating Air Navigation Charges (ANC) which is equal to the distance (D) flown by an aircraft in kilometre divided by one hundred (100) and multiplied by its weight factor (W). The distance (D) for overflights, however, as a basis of computation shall not exceed 1,100 kilometres.

Departing or Arriving International Flight

For each departing or arriving flight at any international airport, a charge in U.S. Dollar or its Peso equivalent at the time of payment as computed based on the derived formula. The distance (D) flown, however, as a basis of computation, shall not exceed 1,000 kilometres.

Domestic and General Aviation Flights

For each flight at any point in the Philippines, a charge equivalent to one half (1/2) of the charge computed based on the derived formula. Charges for domestic and General Aviation Flights, however, shall not be less than 250.00 Pesos.

(For the purpose of this section: one flight shall mean from one point of departure to one point of arrival.)

Landing and Take-Off Fees

Landing Fees for International Flights at Alternate International Airports

Landing fee shall be P100.00 per 1,000 kgs. gross weight or fraction thereof up to 160,000 kgs. and P80.00 for every 1,000 kgs. or fraction thereof in excess of 160,000 kgs.

Landing Fees for Domestic Flights at Alternate International Airports

Landing Fee for domestic flights at alternate international airports shall be P70.00 per 1,000 kgs. gross weight or a fraction thereof up to 160,000 kgs. and P50.00 for every 1,000 kgs. or a fraction thereof in excess of 160,000 kgs.

Landing Fees for Domestic Flight at other National Airports

Landing fee for domestic flights at other national airports hereunder prescribed shall cover landing and take-off as follows:

a. For airports with Portland Cement concrete paved runway: The charges shall be P55.00 per 1,000 kgs.
b. For airports with asphaltic concrete macadam paved runway: The charges shall be P45.00 per 1,000 kgs.

Night Landing Fees

At airports with night landing facilities an additional charge of fifteen percent (15%) of the corresponding charges prescribed under the preceding section hereof, shall be imposed on all commercial aircraft's landing and taking-off between 6:00pm to 6:00am (local time). This additional charge shall be reduced to ten percent (10%) if:
a. The landing was made before night time and the subsequent take-off was made during night time; or
b. The landing was made before night time and the subsequent take-off was made during daylight hours.

 

Aircraft Parking Charges

Fees for Parking at the Terminal Apron

Parking at the terminal apron for the first hour for jet aircraft, and for the first forty five (45) minutes for jet-prop shall be free of charge. An additional fee of ten percent (10%) of the landing fees prescribed in the Landing and Take-Off Fees hereof will be charged for every additional fifteen (15) minutes.

Fees for other parking spaces

Fees for the use of designated parking spaces shall be levied on the basis of hourly rates in accordance with the following schedules:

Fuel Services Charges

Most international airports, registered as point of entry, propose refuelling services. However, it should be noted that the provision of fuel with icing inhibitor is not compulsory and some of the products proposed are without an icing inhibitor.

Routing and tasking should be made accordingly to insure proper fuel is uplifted by aircraft departing on long haul flight requiring icing inhibitor. In this case, aircraft may be required to reroute via a domestic airport before exiting the territory.

Aviation Fuel, Oil, and Lubricant Services

Royalty Fee

A royalty fee shall be imposed on any person, firm or corporation selling or delivering directly or indirectly aviation fuel, oil, grease, or lubricant to any aircraft at the airport, for the use thereof. This royalty fee shall be as follows:

Pipeline Right-Of-Way Charges

A charge for pipeline right-of-way through the pipeline trench shall be P 200.00 per month per pipeline at each hydrant pit in addition to the fees imposed in Royalty Fee. Pipeline right-of-way charges shall be incorporated n the contract for pipeline right-of-way.
