FSM operates 4 International Airports and 9 outer island airfields

The capitals in each of the 4 states Kolonia in Phonpei, Weno in Chuuk, Colonia in Yap and Okat in Kosrae accommodate airports with international and domestic services. International carrier’s specifically United airlines operate international routes flying the domestic legs between the Capital Islands.

 Air services to the islands outside the capitals (outer islands) are only provided by a small light aircraft through Caroline Islands Air (CIA) and to a lesser extent Pacific Missionary Aviation (PMA) who exclusively services Yap. Some islands only have the capacity to land an 8 seater due to runway length others have the capacity to land a 19 seater.

 All International airports comply with FAA standards and are governed and regulated out of the United States. Within FSM all airports com under the jurisdiction of the Division of Civil Aviation Authority of the Department of Transport an infrastructure who regulates and undertakes compliance across FSM at a National level.

 At a state level the responsibility of the Airport falls under local Port Authorities in Pohnpei and Kosrae and the Department of Transport and Public works in Chuuk and Yap

 Improvements to outer island airfields will commence in southern Chuuk in 2018. The project will extend runways which are currently 1200ft to 3000ft over the next several years.

Procedures for Foreign Registered Aircraft

There is no requirement for aircraft to be registered as foreign aircraft however there is a requirement to obtain a permit to enter and operate FSM airspace. A such a request form for the permit needs to be completed which is available at the Civil Aviation Website  http://www.ict.fm/civilaviation/forms.html

 

FIXED-WING AIRCRAFT FLIGHT PERMIT REQUEST FORM

All fixed-wing aircraft with the intent to operate in the FSM and FSM airspace must apply for the following flight permit.

 

Requests must be submitted at least 24 HOURS IN ADVANCE.

This form must be accompanied by colour scans of the pilot's license (front & back), medical certificate, passport information with photo, and last page of log book.

The aircraft Certificate of Registration and Airworthiness Certificate must also be submitted.

 

HELICOPTER FLIGHT PERMIT REQUEST FORM

All helicopters with the intent to operate in the FSM and FSM airspace must apply for the following flight permit and must provide complete information as to the manner of transportation.

 

Requests must be submitted at least 24 HOURS IN ADVANCE.

Manner of transportation examples include, but are not limited to: (1) a helicopter arriving or departing in a container, (2) a helicopter being transferred from vessel to trailer via crane, or (3) a helicopter being transferred from anchorage site to airport via flight.

This form must be accompanied by colour scans of the pilot's license (front & back), medical certificate, passport information with photo, and last page of log book.

The aircraft Certificate of Registration and Airworthiness Certificate must also be submitted.
