Air transport has not been able to fulfill its role because of the dilapidated airport infrastructure and navigation equipment and the extremely weak technical and safety regulations in the country. DRC has 54 airports, including six classified as international airports, but the majority of them are poorly maintained with dilapidated infrastructure. As a consequence, large areas of the country remain unserved by air transport, DRC’s airspace poses high air navigation risks, and serious accidents and incidents have occurred in past years. This outcome is reflected in DRC’s failure to meet international air transport safety and security standards.

The government has recognized air transport’s critical situation and its negative impact on economic development, and it has embarked on a program to gradually rehabilitate the sector’s institutions and infrastructure. Laws and regulations have been put in place to improve the sector’s institutional framework. For instance, air transport regulation is now with the Civil Aviation Authority (AAC), and airports and air traffic management are with the National Airways Management Agency (RVA), with plans to split airport operations from air traffic management in the near future. However, these institutions still suffer from poor governance and weak technical and managerial capabilities. With support from the African Development Bank and the World Bank, infrastructure and equipment are being rehabilitated in three  of the five international airports (Kinshasa, Ndjili, Lubumbashi, and Kisangani); air traffic control equipment is being modernized nationwide; and an ongoing program to enhance the capabilities of AAC and RVA is at its inception stage.

The Régie des Voies Aériennes (RVA), is a State-owned technical and commercial corporation established by Ordinance-Law No. 72-013 of 21 February 1972 which manages now (in 2015) 54 airports (6 international, 15 national and 33 secondary airports). It is responsible for designing, building, developing, maintaining and operating the airports, managing DRC’s airspace and ensuring air navigation safety. It is also responsible for the commercial exploitation of airport equipment and facilities, collecting aeronautic and extra-aeronautic levies in its name and training its staff.

The RVA, the National Airways Management Agency, has retained three classifications of airports based on the volume of traffic on the specific airports and essentially depending of the level of equipment (assistance for landing, lighting, type of pavement, etc.) and services (firefighting, ambulance, etc.) available by international standard:

These airports apply different fees for departing travelers:

  1. Tax GO PASS: $10
  2. Tax from the provincial transport authorities: different in every airport (from $18 to $31)
  3. Statistics tax (in some airports): $5
  4. Tax for international departure: $50 (+ 5,000 Congolese francs for another statistics tax)

There are numerous private airlines operating in DRC but all of them are banned for transporting staff by UN agencies and most INGOs. The main reason for this is the still alarming accident record due to disrespect of  international aviation standards in-country. However, at the domestic level, these companies can be useful to aid organizations for transporting humanitarian goods needed in emergencies.  

 

Internationally-recognized airlines also land in DRC but only at 3 airports: Kinshasa N’Djili, Lumumbashi and Goma (only Ethiopian Airlines, for now. More to come.)
