State service under the Ministry of Economy and Finance, the Directorate General of Customs (DGC) is responsible for implementing and enforcing laws and regulations applicable to the movement of people, goods, transportation and capital at the entrance and exit.These laws and regulations are closely related to the context of international trade liberalization and the evolution of the common policy of the Economic and Monetary Union of West Africa (UEMOA). In this respect the customs carries out three types of missions: a fiscal mission, an economic mission and a mission to protect the interests of the state and citizens

WFP is an agency within the UN system, shall be exempted from customs duties and taxes for the Importation for official use as well as other UN agencies. With regard to the importation of other products not intended for use by services such as WFP food imports, educational materials for distribution to people, there is provided an exemption from duties and taxes according to a procedure special so-calledexternal financing. This is actually a procedure by which customs duties and taxes are settled in full(including VAT) but supported by the State Budget.


Organizational Requirements to obtain Duty Free Status

United Nations Agencies

  1. A request for exceptional duty is established in duplicate addressed to the Director General of Customs. It is exempt from stamp and must contain the following elements:
    • references the statutory authority under which the exemption is requested (article 67-246),
    • the essential characteristics of the goods such as nature, quantity, weight and value,
    • the serial number issued by the office of clearance,
    • the number of IFU's organization and the signature of the representative of the country,
    • receipt/ visa from the Foreign Affairs.
  2. A certificate of final destination and support
  3. A supplier's invoice or statement of value

Non Governmental Organizations

Additional Notes

Are subject to special import authorization - Wheat flour (with a minimum import of 1000 tonnes) - Sugar (with a minimum import of 2000 tonnes) - Arms and ammunition, - Refrigerators, air conditioners and appliances using Freon.

The importation of GMO commodities is not prohibited.

Transit Regime

Transit is lifted from the Bureau of Customs at the entry border of Burkina Faso.

Excluded escort for containerized cargo, refrigerated trucks, vehicles and heavy machinery, metal products, salt, cement, rice, medicines, personal effects, food expenses, gifts to a state and generally, the convoy reported by a neighboring State of destination (order No. 2009-176/MEF/SG/DGD amend Act No. 2008-053/MEF/SG/DGD 13 March 2008 establishing the escort of transit goods); The escort fees range from 10 000 FCFA to 50,000 FCFA along the axes of the country (Memorandum No. 2010-0695/MEF/SG/DGD October 12, 2010).
