Generic Information:
The Republic of Yemen, commonly known as Yemen, is an Arab country located in Western Asia, occupying the southwestern to southern end of the Arabian Peninsula. It is bordered by Saudi Arabia to the north, the Red Sea to the west, and Oman to the east. Yemen is considered one of the poorest countries in the Arab world.
Yemen is a low-income, food-deficit and least developed country, ranking 154 out of 187 countries on the 2011 UNDP Human Development Index. For the past five years Yemen has ranked highest in the world on the Global Gender Gap Index. The rates of acute malnutrition for children under 5 are among the third highest in the world, stunting rates are second only to Afghanistan and the rate of underweight children is third highest, following India and Bangladesh. Infant and under 5 mortality rates are estimated at 76 and 102 per 1,000 live births, respectively. Maternal mortality is also high, at 570 deaths per 100,000 mothers.
The humanitarian situation in Yemen is becoming increasingly complex. In 2011, the country experienced a political crisis and widespread civil unrest, resulting in violent urban clashes between government forces, anti-government protesters and tribal elements. This led to massive and protracted displacements nationwide. High food prices (which increased by 47 percent since January 2011 and last upto January 2012) and shortages of fuel also exacerbated already critical levels of food insecurity. Furthermore, the ongoing conflict in the southern governorate of Abyan between government forces and militants affiliated with Al-Qaeda escalated, leading to the displacement of over 100,000 persons. In addition, over 400,000 internally displaced persons (IDPs) and war-affected individuals from the conflict in Yemen's northern region continue to be in dire need of emergency assistance.
To effectively respond to the humanitarian situation and based on the results from the 2011 Comprehensive Food Security Survey (CFSS) conducted between November and December 2011, WFP Yemen operations were significantly scaled up. Specifically, activities under PRRO 200038 will be immediately rolled into EMOP 200306 and the seasonal emergency food safety net (ESN) caseload expended to 4.7 million beneficiaries in the 13 most food insecure governorates. The EMOP will be extended for 6 months into 2013 (until end June 2013).

Capacity and Contacts for In-Country Emergency Response
Government
National Disaster Response Structure
As a result of the disasters that have plagued Yemen over the last three decades, the strengthening and the establishment of a disaster management body is receiving greater attention from the Government of Yemen (GoY). To this end the Government took many significant steps such as:
- Enactment of the Decree No. 24 on Civil Defense (CD) on April 1997, which supports an effective disaster management. Articles under this decree outline Civil Defense procedures and the composition of the ‘Supreme Council of Civil Defense’ (SCCD), which is established under the chairmanship of the Minister of Interior. The temporary powers of the Civil Defense are furthermore outlined in the Decree.
- In 1997 the Council of Ministers issued decree No. 52 on forming a committee to prepare a possible approach to tackle Disaster Management.
- Following the above-mentioned decree the Minister of Planning and Development issued Decree No 123 of 7 October 1997 with the aim of forming a committee to prepare a proposal to establish an ‘institute for managing natural disasters’.
- On the Government’s side, Civil Defense at the Ministry of
Interior is the principle government organization in charge of
disaster response in the country, with the participation of other
relevant parts of the government including:

The only international body of Customs law that contains a specific chapter binding states to facilitate the work of intergovernmental and non-governmental organizations in implementing humanitarian assistance is the revised Kyoto Convention on the Simplification and Harmonization of Customs Procedures (with its Annex J-5 on the Special Procedure for Relief Material).
Furthermore Yemen has neither signed nor ratified the Tampere Convention on the Provision of Telecommunication Resources for Disaster Mitigation and Relief Operations or the Convention on Assistance in the Case of a Nuclear Accident or Radiological Emergency.
The WTO helps trade flow smoothly, freely, fairly and predictably”. Its roles are:

The Customs Department of Yemen takes their guidance from decrees set out by relevant ministries. • As such, all humanitarian aid is free from any tax and customs duties as per decree number 216 dated 5/12/2005 and from decree number 285 from 2007, both established by the Ministry of Finance. The Custom Department is under the auspices of the Ministry of Finance. • Note: Despite the above decrees, Aden Port has been known to introduce new rules which are not applicable for humanitarian aid consignments.

Tax exemption applications for cargo used in humanitarian

Transit Regime
Note: The USD figure was derived on 20-Aug-08 using an exchange rate of 1 USD = 199.000 YER.
However, the Government follows the international transit
procedures, except that they stipulate that the shipping and
commercial documents should very clearly indicate the word
"Transhipment".
Customs Authorities do not allow transhipment within the same area
of ports. For example, transhipment between ports within the free
zone in Aden is prohibited.
Ordinary Transit:
Goods may be transported on all roads appointed by the Customs
Authority subject to a signed undertaking and bank guarantee.
Detailed declaration and inspection of the goods as required for
goods entering for free circulation will apply.
Special Transit:
Such transit requires transportation by means of rail or by
licensed transport companies along routes determined by the Customs
Authority.
Detailed declaration is not required, a brief statement and overall
inspection will suffice.

4.4 Yemen Port and Waterways Company Contact List
Yemen’s main ports are Aden, Al Hudaydah, Al Mukalla, and Mocha; Aden is the primary port. In addition, Ras Isa serves as the loading point for oil exports, and a small amount of cargo passes through Nishtoon. Facilities at Aden consist of the Maalla Terminal and the Aden Container Terminal (ACT), which opened in March 1999. In November 2003, following the October 2002 bombing of the French supertanker Limburg off the Yemen coast and the resultant dramatic drop in throughput at the Aden port, the Port of Singapore Authority sold its majority stake in the ACT back to the Yemeni government. In June 2005, Dubai Ports International was selected to manage and operate the ACT (and possibly Maalla Terminal) under a 30-year or longer contract; the Yemeni government will remain a minority shareholder.

Port Overview
Hodeidah is the fourth largest city in Yemen, with a population
of 400,000 people, and is the centre of Al Hudaydah Governorate
Situated on the Red Sea, it is an important port, exporting coffee,
cotton, dates and hides
Hodeidah city centre is 4kms from the port, and is in the centre of
the northern governorates. It is connected by a transport network
with the major cities

General Cargo Handling Berths
- Berths 1 and 2 are used for discharge of bulk oils; there are petroleum and vegetable oil storage plants behind these quays, discharging through fixed pipes. These berths are also used for general cargos when there are no vessels discharging oils.
- Berths 3, 4 and 5 are most usually dedicated to general cargo.
- Berths 6, 7 and 8 are dedicated to containerized cargos.
- There are also mooring dolphins for discharge of petroleum products, a maintenance slipway and shallow water jetties for smaller boats.

Port Overview
The Port of Aden is situated between the promontories of Aden (Jebel Shamsan, 553 m) and Little Aden (Jebel Muzalqam, 374 m) and is protected from the NE and SW monsoons by these hills and along the northern boundary by land, enabling it to operate without restriction all year. The harbor covers an area some 8 nm east-west and 3 nm north-south.

Port Picture
- The port consists of the outer harbor, providing anchorage areas, the oil harbor at Little Aden on the west side of the harbor.
- The inner harbor to the east hosts Aden Container Terminal (ACT), Mualla port, a fishing harbor and a ship repair yard.
- The inner harbor is protected by a short breakwater at Ras Marbut, where the harbour control tower is situated.
- The Aden Gulf Terminal (AGT) at the western end of the Ma’alla Terminal is privately operated and offers stevedoring services for company cargoes and other vessels. Established by the Hayel Saeed Anam Group of companies it’s the first dry and general cargo terminal in the country able to handle Panamax size bulk carriers (80,000 MT) due to its special depth.
The Fishing Port located within the commercial port area of Aden, with a total area of 8.5 hectares hosting a variety of large buildings which include:
- a 2000 tone capacity cold storage complex
- a 100 tones/day ice maker
- a general fish handling/fish processing area
- a fishing gear manufacturing and repair area
These harbors are reached by a channel from the entrance mid-way between the promontories. The outer section of the channel has a depth of 16.0 m, whilst the channel to the inner harbor, leading north east from the bifurcation point, has a depth of 15.0 m. There is a turning area, off the ACT with a depth 15.0 m and a diameter of 700 m.

Container Facilities
The container yard covers a total area of 35 hectares, and has 3,312 x 20 foot ground slots with a current storage capacity of 5,328 ground slots or 21,312 TEU (stacked four high). • A 97 m x 48 m CFS and multi-county consolidation shed, with office space, is located to the rear of the container yard, together with terminal offices, independent power station (14 MW), desalination plant, workshops and waste treatment plant. • The ACT operates a fleet of service, maintenance and emergency vehicles. Ma'alla Container berths • The container yard covers a total area of 7 hectares, and has 426 x 20 foot ground slots with a storage capacity of 852 TEU (two high). • A 170 m x 60 m cargo shed with offices is used as a CFS at the back of the yard.

Terminal Information
Multipurpose Terminal
Ma'alla Multipurpose berths
Cargo ships of up to 50,000 DWT, LOA 275 m, draft 11.3 m can
berth at the Inner Harbour buoy berths.
Cargo ships of up to 40,000 DWT, 190 m LOA and draft 10.7 m can
berth alongside at the Ma'alla Terminal.
The area inside the boundary wall of the Ma'alla Wharf has been
declared as the "Aden Free Port".
Customs inspections are carried out in a customs area at the
eastern end of the Ma'alla Wharf.
Grain and Bulk Handling
Located in Ma'alla Multipurpose terminal
For bulk wheat, pneumatic suction pumps and automatic bagging
plant provide the principle means of unloading ships and filling
bags for direct delivery onto trucks.
Bulk cargoes may also be unloaded by grab into barges and taken to
silos on the North Shore (capacity 18,000 tones) where they are
unloaded by an elevator, or to the lighter quays for unloading
using the automatic bagging equipment.
Bagging - Grain Handling
There are two wheat mills in Ma'alla harbor each with their respective bagging and grain handling facilities, full details are in the milling capacity assessment (2.7.1 and 2.7.2).
Main Storage Terminal
A large number of cargo storage sheds are available at the
Ma'alla Terminal, including two 170 m x 60 m cargo sheds and the
CFS.
The Ma'alla Terminal provides 10 hectares of open storage area.
Storage Facilities
A large number (approximately 14) of general (old) cargo storage sheds are available at the Ma'alla Terminal, although many are in a state of disrepair, they can be used for lighter age, transit or customs operations.
Details of the total floor space for these sheds in particular was not available but would be incorporated into the totals below.
- An additional two (new) 170m x 60m cargo sheds at the back of the yard are in good condition.
- Mulla customs are close to the berths and officials will inspect goods on the berth itself during unloading.
ACT
- A 97 m x 48 m CFS and multi-county consolidation shed, with office space, is located to the rear of the container yard,
- ACT customs have an open compound 2.5 KM from the berths and goods are transported from berth to customs incurring addition ground handling costs.

unique and advanced high-tech patrol boats, sophisticated weapons
and a military base.
The main responsibilities of the Coast Guard is to secure the sea
ports , its facilities and approaches to channels from threats and
to provide assistance to various vessels .

2.1.3 Yemen Port of Mokha

Port Overview
Mokha is considered to be one of the oldest sea ports, not only
in Yemen but across the Arabian peninsula and gulf.
Yemen often receives the majority of its spices, incense and fabric
imports from East Asia and livestock imports from the horn of
Africa through Mokha.
It's strategically located about 3 nautical miles from
international shipping routes and provides good access to central
and southern Yemen.
Marine charges as the same as Hodeidah port marine charges (please
see section 2.1.1 for details).
Area
The port encloses an area of 520,000 m2 with an additional
1399,393 m2 allocated as a seaport zone.
Navigation and Maneuvering
There is a 2 Km long navigation channel providing access to Mokha
port.
The channel is 110 m wide with drafts between 7.2 and 7.8 m and is
illuminated by solar powered buoys.
The port has a maneuvering dock with a 420m diameter.
Planned Developments
- Construction of a 200m berth with 10m draft.

Port Overview
The port of Saleef is situated within Kamaran Bay 50 kms north of Hodeidah towards the Saudi Arabian border.
- This port is well protected by Kamaran Island providing safe anchorage of 30 meters depth, with a natural deep-water port accepting vessels up to 13 meters draft.
- Maximum allowable vessel limitations are as follows; draft at anchorage is 13.0 m, 'loading weight' is 5500 MT and LOA is 220 m.
- Saliff ports primary activity is for the reception of bulk grain vessel discharging into silos at this port.
- Saliff Port also hosts a salt berth which consists of a dolphin berth arrangement with an alongside draft of 13 meters. This berth is designed for the loading of Rock Salt (Gypsum) in bulk which is locally quarried.
- Plans for the construction of an additional 250 meters of quayside are in place; however a start date for the works was not clarified.

Saliff Port Silos
- Two privately owned silos are situated inside the port; Fahim Company Silos and Al Habari Company Silo.
- Milling facilities are not available and wheat is usually transported to Mills located in the vicinity of Hodeida.
Fahim Company Silo
- Fahim Company Silos have a vacuvator and 12 mobile bagging machines and can reportedly bag around 70-80,000 50kg bags per 24 hours .
Al Habari Company Silo
- Al Habari Company has a vacuvator and four mobile bagging machines which can bag around 35-40,000 bags per 24 hours (unconfirmed).
Yemen Economic Corporation
- The Yemen Economic Corporation (YECO), a Government controlled business, is reputedly planning to construct a third silo complex within the port with an initial capacity of 100,000 MT (10 x 10,000MT silos).
- A feasibility study is reportedly completed; however, no clear start date for the work is available.

- The port has a single general cargo berth of 400 meters that boasts a draft of 13.0 m.
- An auxiliary berth is used for launches and small vessels is 60 m long and has a 6.0 m draft.
- Railway for electric portal cranes which are fixed on the berths and reportedly have a lifting capacity of 5 – 10 MT. However the cranes were not operational on last inspection, hence vessels calling should be self sustaining.
- Asphalted storage yards behind the berths have an area of 18,000 m2 , prepared yards for the gypsum total 56500 m2 in area .

Port Overview
Mukalla port is the main transportation gateway for Hadramout,
Shabwah and Almaharah governates.
Port of Mukalla is a multi purpose port which receives, dry bulk
cargo vessels, container vessels, general cargo ships, liquid cargo
ships, RO/RO vessels and CRUDE/CRUISE vessels.
Activity comprises 400 vessels calling at the port of Mukalla and
about 1100.000 mt.of different cargo type imported and exported
anually.
Major commodities include; foodstuffs, cement, oilfield equipment
and general cargo.
Mukalla is located halfway along Yemen's southern coastline, approx
270nm E of Aden.
Khalf Harbour lies 2km to the east of the town at Mukalla and to
the west of Pas Kodar below Jebel Al Qara, which protects Mukalla
from the NE monsoon between Oct-May.
Navigation and Maneuvering
- The port limits are on a line 2,5nm due west of Ras Marbet, thence due north to the coastline.
- The harbor entrance, between breakwaters to the south and north, has a width of 105m and a depth of 10.0m below CD. The ports turning area has a diameter of 240m.
- Pilotage is compulsory for ships over 200 GRT and is typically carried during daylight hours (night time pilotage is available on request).
- An open anchorage is used SW and W of Khalf Harbour, with depths between 10-20m, the anchorage is exposed to the SW monsoon and sea between Jun-Sep.
- Berthing is normally carried out during daylight hours, during darkness in special cases.

Container Facilities
There are two 2 Voith Water Tractors each with 1470 kW (2000HP), based at Mukalla.
The harbour tug is capable of combating fire onboard ships; fire engines are stationed approx 3km from the port.
The harbor is regularly patrolled by the Coast Guard service which is operated by the harbor police.
Containers can be handled by ship's gear and by a shore crane (50t capacity), Mukalla port operates a 42MT Kalmar Forklift for handling containers and other cargoes.
Cargo storage facilities include 2 covered sheds with an approximate capacity of 38,000 CBM, and open yards totaling 27,000 m2 , however, typically cargo is moved by direct delivery to trucks and leaves the harbor directly.
Ballast and slop reception services are not available in Mukalla port.

Port Overview
- This terminal consists of a 409,000 DWT Floating Storage and Offloading Vessel (FSO) which is permanently moored 4.8 nautical miles offshore Ras Isa.
- The FSO has a length of 57metres,a 35 meters width, 18.3 meters depth with a 405000 Tons capacity.
- Tugs and pilotage are available for assisting in the marine operations.
- There are no bunker/fresh water or provisioning facilities at this terminal.
- The terminal operates 24 hours throughout the year, weather permitting.
- Ras Isa Oil Terminal is operated by Yemen Hunt Oil Company on behalf of Yemen Exploration & Production Company.
- This terminal is used for the export of Marib Light crude from the oil wells in Mareb.
- Marib-Ras Isa Pipeline runs between the Marib fields and the deep sea port of Ras Isa on the Red Sea.

- Nishtun is a natural coastal harbor of very small size affording fair shelter from tides and swells.

- There is an anchorage depth of 9.4 – 10.7 meters.

The air transport sector of the Republic of Yemen is relatively small. With the size of the country (528,000 km2) and its population of 23 million, it has 18 airports, of which 12 with runways of at least 2,500 meters (for comparison, Morocco, with about 1.4 times the population of Yemen, has 44 airports of which 13 with runways of at least 2,500 meters).
There are 13 fully operational airports in Yemen, five of which are international (Sana’a, Aden, Taiz, Al Rayan in Mukala and Hodieda) and 8 local (Sayun, Attaq, Al Ghaidha, Mareb, Al Buqa’a, Al Biedha, Sa’ada and Soctra). The state has allocated resources to modernize airports and provide navigation equipment ensuring air transport safety including ongoing rehabilitation works on the Aden International Airport. Twenty-three international airline companies fly regularly over Yemen’s air space. Yemen has signed bilateral air transport agreements with 41 countries.
Air Carriers
Traditionally the national carrier, Yemenia Airlines was the only
operating carrier within the county, currently Yemeina Airlines is
undergoing a restructuring process where various departments are
being segregated and established as associated private entities
responsible for their individual services.

Yemenia - Yemen Airways is the national airline of Yemen, which has established an international network serving over 23 destinations. Until recently, it was also the only domestic air service provider. However, a new domestic carrier called Felix Airways started operations on 26 October 2008, taking over Yemenia’s domestic network. While the carrier is focusing at becoming a successful intercontinental sixth freedom carrier, its most profitable current market is within the Gulf region. Nevertheless, it has embarked on a substantial fleet renewal program, which includes modern Airbus A350 aircraft, to meet the expected demand.

Conditions for the issuing of a flight permit
For the issuance of Yemeni permits for flights of a commercial nature, transfer of business, ambulance flights and landings; the technical requirements are as follows:

2.2.1 Yemen Sana'a International Airport
There are 18 internationally registered airports, airfields, and airstrips in Yemen. However, only six airports have regular scheduled air service, and accommodate international traffic. Nevertheless, the only airport with significant traffic is Sana’a, which is estimated to handle about 1.7 million passengers in 2008. The next airport, Aden, has only about 14 percent of Sana’a’s traffic, which is also estimated to double within ten years. Al-Mukalla accounts for less than ten percent of Sana’a, and all other airports have very little traffic.

In the region of the Sada'a conflict insecurity is rife, transporters are taking lengthy diversions through mountainous areas following dirt tacks in order to avoid the conflict.
In other regions which tribal tensions are high trucks can be hijacked for ransom or to pressurize tribal/political negotiations.
Weighbridges and Axle Load Limits
Weighbridges do exist in strategic locations throughout Yemen; however they seam to be rarely utilized – to the extent that many transporters were unaware of their locations or the legal axle limitations.
There are two weighbridges functioning in Hodeidah; one inside and one outside of the port, the weighbridge in Aden is reportedly not functioning.

2.4 Yemen Railway Assessment

There are no rail networks currently in existence in Yemen; according to the MoPIC the government of Yemen has developed a strategy for the potential development of a rail network:
- Complete the study of the comprehensive layout of the railways network.
- Seize and possess the lands required for routes of the proposed railways lines, which will be defined by the study.
- Issue the necessary governmental decisions to introduce railways' method of transport (seizure of routes) within the new organizational layouts of expansion for the entire Yemeni towns.
- Set out an executive program for establishment of Yemen railways network to consolidate Yemen's competitiveness, regionally and internationally.
- Obtain finance, to start execution plans and studies of the railways projects; from the private sector due to the positive effects those projects have on the environment and the national socioeconomic situation.
- The Government participation with the private sector (ppp) and encouraging it to invest in the railways' projects and that is by giving all possible incentives.
- Preparation of legislations in connection with railways, particularly railways law, in the future.
- Participation in the regional and international railways activities

No navigable rivers in Yemen. In case of roads are blocked Yemen can use the intercoastal shipment from the ports of Mukalla and Aden in the south to Hodeida and Al-Saleef ports in the north.

Commercial Storage
Reportedly there are ample commercial storage facilities in main centers / locations, mostly contracted through individual private landlords.
- YECO have access to substantial capacities as they have multiple warehouses in all of the 21 Yemeni governates; representatives stated warehouses of 1800m2 floorspace with a 15 m height would have rental rate of 1620 USD / month.
- The Thabet Group also have significant storage capacities, although much would be dedicated to their established operations and unavailable, representatives indicated that rentals could readily be arranged but declined to provide exact details of the facilities.
- There is a investment by local companies to construct and increase storage facilities at Hodeida. Al-Hadi company constructing storage compound with the capacity 25,000m2 for the moment in Hodeida.

2.7 Yemen Milling Assessment
Yemen Milling Assessment
Yemen's main milling facilities are located in the ports of Aden
and Hodeidah with each location playing host to two large flour
mills.
Saliff port has extensive bulk importing operations and there are
two storage silos located in the port which provide an additional
storage capacity for the mills in Hodeidah (see Saliff Port
Assessment for details 2.1.4). Hodeidah also has dedicated
wheat silos within the port which are included in this assessment
(National Grain Silos, below). Yemen Company for Flour Mills
in Hodeidah serve one exclusive customer and generally do not have
spare capacity available for other users and they politely declined
to participate in the assessment, however some basic details of
their facilities are mentioned below. Smaller capacity mills
do exist in Yemen (for bakeries and alike) are not included in this
assessment.

Milling Company National Grain Silos
The National Grain Silos Ltd take care of the reception of large quantities of wheat from the United States, Russia, Kazakhstan, India, Turkey, Syria, Australia and Canada; as well as large quantities of poultry feed (corn - soy). The process of reception starts, upon the arrival of ship to the port of Hodeida, with suction process. After the unloading process to the silos is accomplished using modern equipment, the wheat is weighed and then go to the packaging section. All processes of unloading, storing in the silos, weighing and packaging are monitored for quality control done by highly-qualified team. The National Grain Silos Ltd. has its own laboratories to determine the expiry date; however, governmental laboratories also check each shipment.

Yemen - 3.1 Fuel
Fuel Overview
- Yemen is a relatively small oil producer and does not belong to the Organization of the Petroleum Exporting Countries (OPEC). Unlike many regional oil producers, Yemen relies heavily on foreign oil companies that have production-sharing agreements with the government.
- Income from oil production constitutes 70 to 75 percent of government revenue and about 90 percent of exports. Yemen contains proven crude oil reserves of more than 4 billion barrels (640,000,000 m3), although these reserves are not expected to last and output from the country’s older fields is falling, a concern since oil provides around 90% of the country's exports. In 2023, Yemen's total oil production averaged about 15,000 barrels per day (bbl/d), down from 300,000 bbl/d estimated for 2010. Production has been declining extremely due to the complex political conflict in the country.
- Fuel is managed by the Ministry of Oil and Minerals through its owned company Yemen Petroleum Company (YPC). Since the political conflict in the country, the country is divided into two authorities one in north and south which led to have two distinct Yemen Petroleum Company (YPC). All importers of fuel should be obliged to handover the fuel imported to YPC for distribution. The following table show the locations of YPC branches and its storage capacity.

Yemen is refining a few quantities of oil produced locally. Yemen is possessing two Refineries, one in Aden (80k barrel/day) and on in Marib (10k barrel/day). Most of the fuel is imported from outside of Yemen. The areas that fuel come from are UAE and KSA. Fuel is discharged in five seaports (Hodeida, Ras Issa, Aden, Mukalla, Nushton). Fuel provision in Yemen faced many challenges and constraints since the start of the political conflict. During the onset of the political conflict the fuel supply to the country faced a blockage of roads which affected the transportation. In 2015, when the political situation become severe and damages to the ports, fuel strategic storage and ban to all imported shipments, fuel supply to Yemen tragically affected which led to scarcity of fuel. The warehouse of strategic fuel stock destroyed as will the main fuel station destroyed which led to shortage of fuel in the market. As well the Jet A1 strategic warehouse destroyed, also the Jet A1 plant in Sana’a Airport destroyed and fuelling airplanes stopped. However, the Jet A1 warehouse rebuild and fuelling airplanes now is available in Sana’a, Aden, Mukalla and Sayoun.
Fuel Pricing
Fuel price in Yemen is not stable and faced with many changing in price. Since the year of 2011 the fuel price was YER 75 (USD 0.3) for one litre of petrol and YER 50 (USD 0.22) (The exchange rate was USD 1 = YER 224). In the last quarter of the year 2011 after the political situation in Yemen deteriorated, the government applied a new price for fuel. The new fuel price was YER 175 (USD 0.7) (Exchange rate was USD 1= YER 247) for one litre of fuel.
During the years (2013-2014), the new government applied new lower fuel price YER 125 (USD 0.558) for one litre of petrol and YER 100 for one litre of diesel.
In July 2014, the Government of National Accord decided to withdraw the subsides to fuel, which led to increase in fuel price. The excuse behind this decision was that the government wanted to stop the smuggling of fuel and reduce the impact of economic crisis. The fuel price became YER 200 (USD 0.93) for one litre of petrol and YER 195 for diesel (exchange rate is USD 1= YER 215).
In 2015, when the political situation deteriorated again and new government took over the control in the North of Yemen, the fuel price was floated. This decision as well declared the removal of the subsides on fuel (e.i. custom, tax fees and road fund) and to add YER 5 to one litre of fuel for the funding of building electricity plant and oil port lasting for 24 months. The fuel price was YER 135 for one litre of fuel, but the fuel was not available, and fuel was sold in black market with a price of YER 500 for one litre.

Fuel Transportation
- Fuel in Yemen is distributed only through YPC, both in North and South, to the local market using its own bowsers and private bowsers.
- In North of Yemen, once the fuel is imported through ports of Hodeida or Ras Issa, YPC is possessing all the fuel to its tanks in Hodeida Port and Ras Issa Port. Then fuel transported from Hodeida port to the strategic storage plants of YPC in North of Yemen. Those plants located in Hodeida and Sana’a. From Hodeida and Sana’a strategic storage plants, YPC putting a plan for distribution to all northern fuel stations on daily basis.
- In South of Yemen, once the fuel is imported through ports of Aden, Mukalla and Nushton, YPC is possessing all the fuel to its tanks in ports and then transports it to its strategic storage plants in South of Yemen. Those strategic plants located in Aden, Marib, Shabwah, Mukalla, Sayoun, Al-Mahrah and Taiz. From those strategic plants fuel distributed to the locations within its geographical coverages.
- Transportation of fuel faced with many bottlenecks as some of roads are closed due to political constraints and lack of safe roads which either damaged or closed and lack of rehabilitation of roads.
- The current capacity can cover the local demand as well as a portion of the demand of the humanitarian community. However, some humanitarian communities are reaching WFP for provision of fuel which are supported through contracting with private companies for importing and distributing fuel.

3.2 Yemen Transporters

The transportation market in Yemen is relatively well developed,
hovewer not structured and transport companies operate under a
consortium of pool of truck owners who register their trucks under
cooperative office.
In the main logistical hubs transportation agents can access large
trucking capacities by pooling together multiple truck owners, they
charge transporters directly and there are no additional costs to
users above quoted rates.
The capacities listed below refer to trucks that are wholly owned
by the companies listed, most of the transporters can expand their
listed capacities through sub-contractor arrangements.
In certain regions when tribal tensions are high; trucks may be
hijacked for ransom or to pressurize tribal negotiations.
Tariff System contracting for primary route transport
Under the current operational context, WFP logistics unit envisages the continuity of applying the tariff system in the primary transport contracting process where a tariff can be established for multiple transporters for the same route to attend to WFP operational requirements. This can be attributed for the following points:
It is anticipated that the scale of operation (food to be
uplifted) shall increase significantly (almost double) in the first
six months of 2013 compared with the second six months of 2012.
Following to a quick market assessment, WFP local carriers still
depend to a high extent on trucks subcontracting from the local
market through established cooperative consortium offices. No
single transporter has adequate truck capacity to accommodate
multiple EDPs in the current tender.
Most of the WFP local carriers have limited financial capacity.
Moreover, local banking is not helpful. Lending is only on high
interest rates owing to the Yemeni central bank policy to keep the
stabilisation of the exchange rate of the local currency.
Tariff system will allow multiple transporters to provide a
combined capacity of transport service to WFP. This shall assist in
building the local transport capacity and avoid unforeseen risk of
transport cartels or semi-cartels.
Secondary transport definition and classification
In the Yemen operational context, the secondary transport service is meant to cover the cargo movement from WFP intermediate warehouses up to the FDP (final delivery point) where the food consignment custody transfer from WFP to its cooperating partner.

There are ample taxis and taxi companies operating in Sana’a and the main centers. Taxis are identified by their either all mustard yellow color or they are white with yellow. They may have a taxi sign atop, but all taxis can be identified by their mustard yellow license plates that say “ajarah” (as in for rent/hire). Most taxis are not metered.

There are a number of systems of communications in Yemen. TeleYemen is the exclusive provider of international telecommunications for Yemen—fixed-line and wireless mobile companies, telex, and Internet services—and is one of the mobile-phone operators.In 2003 the government-owned Public Telecommunications Corporation assumed full control of TeleYemen, and a year later it awarded a five-year management contract to France Telecom.
The infrastructure of the domestic system consists of microwave radio relay, cables and tropospheric scatter. The international network consists of three Intelsat (two Indian Ocean, and one Atlantic Ocean), one Intersputnik and two Arabsat satellite earth stations, and a microwave radio relay to Saudi Arabia and Djibouti. Since unification in 1990, efforts have been made to create a national telecommunications network.

Attaining importation clearances for telecommunications equipment is very difficult in Yemen as there are stringent procedures in place due to the current conflicts and levels of insecurity in the country.

Yemen - 3.7 Waste Management and Recycling Infrastructure Assessment
Overview
At present, all collection, transport, and disposal of waste is provided by the Local Authorities. In each town there is a collection team and fleet that pass to collect waste directly at certain times of the day. Additionally, there are dumpsites distributed in various locations in the town, which are located in different locations randomly.
The fuel crisis and the interruption of workers’ salaries negatively affected the removal of waste and caused a delay in its removal in some areas, in addition to the lack of equipment and waste collection vehicles that were not sufficiently available even before the conflict, as the rate of waste removal from various cities was around 65% and 5% in rural areas, but with the outbreak of conflict, 45% of vehicles were looted and destroyed, in addition to the great pressure on some cities due to internally displaced people.
At present, a few large Yemeni cities have planned landfills, but otherwise open dumping is the usual form of waste disposal in the cases where the waste is collected.
Approximately 60% of household waste is not removed, and a large percentage of these piles are piled up on the streets of cities and valley drains in some areas, as happens in Al-Mahra, where waste poses a danger with rainfall, as the torrents flowing in the rainy season wash away waste accumulates in the outfalls, obstructing the flow of water, and ends up flooding the valley and causing damage to neighbouring farms and homes.
Official waste collection sites were a problem even before the conflict. The number of official landfills does not exceed twenty-one, only 6 of which are subject to supervision, while the remaining landfills are open. Most of the waste is not buried in landfills, which poses a major environmental and health threat and greenhouse gases are emitted into the atmosphere. On the other hand, leaching resulting from waste seeps through the ground layers to find its way into the groundwater reserve, the main source of water in Yemen, in addition to the rise in the possibility of landslides, especially with rainfall.
In each large city in Yemen there is a landfill which is managed by the Local Authorities. Some of the landfills are detailed here. In Sana’a city there is one landfill in Alzraqain. In Ibb city there is one landfill in Alsahoul. In Taiz city there are 2 landfills, one in Alqaidah and one in Mafrq Shara’ab. In Dhamar there is on landfill. In Albaidah there is one landfill. In Hodeida there are two landfills in Alsaleef and Zabid. In Aden there are two landfills, one temporary in Alhisuah and the main landfill in Bair Alna’amah. In Mukalla there is one landfill. In Sayoun there is one landfill.
The drawbacks to majority of dumpsites throughout Yemen include the following problems:
- The dumpsite location was selected without consideration of the hydrogeological or topographical suitability of the site.
- No preparatory works or site engineering has been done on the dumpsites.
- There is no access control, no permanent staff for site management and no landfill machinery assigned to the site.
- Soil or sand cover is not used and the placement of the waste in the landfill is not planned and not methodical.
- There is often air pollution from fires on the dumpsites.
National legislation and laws:
- Law No. 20 of 1999: Establishment of the City Cleaning and Development Fund and the following amendments: Collection and management of revenues to provide solid waste management services.
- Law No. 26 of 1995 Environmental Protection Law: defines waste, hazardous waste, dealing with hazardous waste, and harmful environmental activities, including pollution crimes.
- Law No. 39 of 1999 Public Cleanliness Law: defines roles, responsibilities, and methods of dealing with several types of waste.
- Law No. (16) of 2004 regarding protecting the marine environment from pollution.
The government body responsible for waste management is the City Cleaning and Improving Fund which is administrated by Ministry of Local Administration. For each major city in Yemen there is a cleaning and improving fund, any cleaning and improving fund for any new city should be approved by the Council of Ministers.

The recycling industry is new to Yemen and began with recycling plastic, metals, and glass. There are recycling plants scattered around the country in major cities like Sana’a, Taiz, Aden and Hodeidah.
The process begins with the street cleaners and rubbish collectors who gather plastic, metal and other waste from streets, homes and other places and then sell them to waste yard owners. These junkyard owners then sell the recyclable materials to larger merchants, who sell them to factories for recycling.
There are more than fifty registered recycling plants across Yemen. They receive recyclable materials through an informal network of waste brokers and scrap buying shops.
The following chart identifies the types of wastes in Yemen.
Hazardous Waste Disposal
In Yemen there is no presence of waste disposal for each type of hazardous wastes especially the e-waste, appliances, air conditioners, refrigerators, and oils. However, in this section, we will consider the waste disposal of medical waste.
Lubricants are collected from the workshops and reused in cement factories and clay breaks sites. Currently, there are four recycling factories in Yemen for batteries as well as batteries collected dried and exported.
Hazardous medical waste is produced from sources that are contaminated or potentially contaminated with infectious, chemical, or radioactive agents. The percentage of the total medical waste is 15-25% of medical waste, as it poses a danger to the individual, society, and the environment during its collection, storage, transportation, or disposal.
Medical waste cycle within health facilities
- Sorting the types of waste at the source of their generation is a scientific process that takes place so that each type of waste can be kept separate from the other.
- Collection from its source.
- Internal transportation within the facility.
- Internal storage
- Treatment inside the facility or outside in the medical waste disposal facility.
- Transportation of waste from the facility to the treatment station or landfill for treated waste.
Medical Waste Disposal Methods:
- Autoclave: Wet thermal steam disinfection involves sterilizing shredded infectious waste with steam at elevated temperature and pressure. This process inactivates most types of germs if the temperature and contact time are sufficient. Bacterial spores need a temperature of at least 121°C to kill them, as it is expected that the activity of 99.99% of germs will be inhibited at this temperature.
- Microwave: Microwave sterilization is considered the third most widely used medical waste treatment technology in the world, as it uses ultrashort waves instead of steam for heating. It destroys most germs under the influence of microwave waves with a frequency of 2450 MHz and a wavelength of 12.24 cm. The water inside the waste is quickly heated by microwave waves, and the infectious components are destroyed by thermal conduction. They are exposed to the waves for 20 minutes, after that the waste is compressed and placed inside drums and sent to the landfill.
- Encapsulation: which includes filling containers with waste, adding a retarding agent, and closing the containers tightly. This process is used either in boxes made of high-density polyethylene or metal drums that are filled to three-quarters of their volume with the sharp tools and leftover chemicals or pharmaceuticals. The boxes or barrels are then filled with an intermediate material such as plastic foam, sand, cement mortar, or clay material. After the intermediate material dries, the containers are tightly closed and disposed in the landfill sites.
- Landfill: The process of burying waste containing organic materials leads to the decomposition of microbes and microorganisms, both aerobically and anaerobically, due to the availability of organic matter and liquids in the waste. The afore mentioned decomposition process takes place over months and years depending on temperatures and the availability of air and water. Medical waste that has been previously shredded, covered, or treated with sterilization can be disposed of in landfills.
- Incineration: It is a process of dry oxidation under elevated temperature that reduces organic and permeable wastes into inorganic, incombustible materials and leads to a significant reduction in the volume and weight of the waste. This method is chosen to treat waste that cannot be recycled, reused, or disposed of at the landfill site.
Non-Hazardous Waste Disposal
Waste is collected from its source from houses, shops, companies, and factories. Waste trucks passed every day to collect waste as well as there are dumpsites located in various places randomly. Waste transported to the landfills for disposal either by burning it or burying it under ground.
Some items collected by rubbish collectors for recycling. Those items are plastic and metal which then sold to the small traders who then sell them to the exporters or large traders who process them and reuse them in producing new products such as electrical and wastewater pipes.
Yemen has sixteen sewage treatment plants (STPs) that are functional and nine under construction. The data in Table 1 indicate that the actual flow rate (m3/d) of STPs in the capital city of Yemen (Sana’a) is more than the design flow rate which negatively affects the efficiency of treatment plants. In comparison, the STP in Taiz was designed with a capacity of 17,000 m3/d but the plant receives more than 25,000 m3/d.
It has been reported that 9% of the STPs treat sewage from the primary to the secondary stage with activated sludge using Imhoff tanks. In contrast, 68% depend only on stabilization ponds which represent the main problem in Yemen since stabilization ponds are designed as a primary treatment process which has extremely low capacity to reduce pathogens in sewage. Furthermore, the total capacity of the STPs in Yemen range between 230,388 m3/d and 239,388 m3/d, while the total quantity of sewage generated was 277,777.8 m3/d from 1.7 million people (representing 7% of the total population which is 24.5 million)

List of wastewater treatment plants in Yemen
One of the limitations which reduces the efficiency of STPs in Yemen is the absence of energy required for operating wastewater and sewage treatment plants. Consequently, the segregation or separation of black water from greywater is an option for increasing the efficiency of STPs and minimizing the health risks associated with wastes in Yemen.
