2 Tajikistan Logistics Infrastructure
The following sections contain information on the logistics infrastructure of Tajikistan
The national logistical infrastructure has received significant investment in recent years, particularly the road network. Most important for the national economy has been the improvement of the 350-km highway between Khujand and Dushanbe over two mountain passes. The completion of two tunnels in 2012 over the northern Shakhriston Pass has shortened the driving time by hours and means that the highway can remain open throughout the winter with closures for avalanche clearing rarely longer than a day.
The improved highway means it is now more economical to bring wheat, wheat flour, fuel and other commodities originating in Kazakhstan or Russia or from the Port of Riga to Sugd province (Khujand) in the north rather than an extra 1200 km by the circuitous rail route through Uzbekistan and Turkmenistan to Dushanbe.
Along the M-41 Highway from Murghab to Khorog and Kulyab some new sections have been completed by Iranian and Turkish companies and most of the remaining work is expected to be finished in 2014. This includes construction of a new highway by a Chinese company from the border at Kulma to Murghab in the Pamirs.
Railway projects are in planning but there is little actual construction going on. A tender has been awarded to a Chinese company for a 47 km rail way link over a mountain pass to connect the southern network to the rails in the central Dushanbe region. However, the contract for the tunnels and bridges has not been signed, and financing is not yet in place.
Tajikistan ranks 153 out of 160 countries included in the World Bank Logistics Performance Index (LPI) in 2016. Tajikistan received a score of 2.06 in 2016 compared to 2.53 in 2014 when it ranked 114, evidencing an important decline in the overall infrastructure capacity. 2.1 Tajikistan Port Assessment
Latvia
Currently Riga is the only port used by WFP Tajikistan and Kyrgyzstan. However as result of current (still valid) restrictions by Russia to import cargoes via Riga, other regional ports should be considered. These include Black Sea ports in Georgia, Indian Ocean ports in Iran and Pakistan, and ports on the east and southern coast of China.
Georgia
Poti, Georgia on the Black Sea should be considered. Tajikistan has significant amount of commercial trade via this corridor, particularly its major imports of alumina ore and exports of aluminum. The corridor involves rail shipment from Poti on the Black Sea to Baku, Azerbaijan on the Caspian Sea, then rail ferry to Turkmenbashi, Turkmenistan and rail movement across Turkmenistan and Uzbekistan to Dushanbe.

Iran
There are commercial movements of containerized and non-containerized cargos from the Iranian port of Banderabas to Turkmenistan, Uzbekistan and Tajikistan by both rail and truck. Rail movements has the disadvantage that containers or cargos must be transloaded to other railcars at the Turkmenistan border due to different railroad gauges. Traceability of cargo is reportedly poor.

China
There is regular direct rail freight service from China’s east coast ports to western China commercial hub of Urumchi and to the city of Kashgar in the far southwest where the railroad ends. From Urumchi and Kashgar there are regular truck movements. Speed, reliability and traceability of railroad shipments from Chinese ports inland are reportedly excellent. Lyanyungang in northern Shangong province and Guangzhou in the southern province of Guangdong have regular freight train departures to Urumchi.
There are no current WFP assessments for these ports but information is readily available online. In the winter months there can be serious congestion at Lianyungang.
Pakistan
Thanks to highway improvement there is increasing movements of commercial goods both ways between Pakistan and Tajikistan in transit across Afghanistan. Therefore, Pakistan ports are also an option to supply Tajikistan.

2.1.1 Latvia Port of Riga
Port Overview
The Freeport of Riga (FPR) lies on both banks of the River Daugava covering 15 kilometres in length. Cargo transhipment capacity at the terminals of the Freeport of Riga accounts for 58,2 million tons per annum. In 2014 the FPR was the biggest port of the Baltic States by cargo turnover that reached 41,1 million tons. Number of vessels accommodated in 2014 amounted to 3797. Up to 80% of the Freeport of Riga cargo turnover is made up of transit cargo forwarded to or received from the CIS. 35 stevedore companies and 28 shipping agents successfully operate at the Freeport of Riga.
Main types of cargo handled at the Freeport of Riga are containers, various metals, timber, coal, mineral fertilizers, and chemical cargo and oil products.
On July 3, 2003 the Freeport of Riga Authority received a Quality Certificate compliant with the ISO 9001:2000 standard requirements issued by the Bureau Veritas Quality International.
On June 10, 2005 the Freeport of Riga Authority received a Quality Certificate compliant with the ISO 14001:2004 standard requirements issued by the Bureau Veritas Quality International.
The port is open for navigation all year round.

Shipping Lines
Regular shipping line status at the Riga port is granted to container, ro-ro and passenger transportation service providers with the aim to facilitate the said cargo and passenger flow attraction. Regular shipping line status provides such benefits as the port dues discounts that are applied for every vessel’s port call, depending on the number of vessel calls per year. Line status and rebate application procedure are stipulated in the Port Dues and Charges of the Port of Riga.
In 2017 an agreement with the Freeport of Riga Authority was concluded by 6 container shipping lines and one passenger line.

GRAIN AND BULK HANDLING
RIGA PORT ELEVATOR (ROE) is the only specialized terminal for grain and grain products handling and storage in the port of Riga.

2.2 Tajikistan Aviation

Commercial Aviation
Commercial aviation in Tajikistan is regulated by the Central Directorate of Civil Aviation under the Ministry of Transport. Airports operate as separate entities under this authority, with the exception of Khorog, which comes under Dushanbe International Airport because of its need for subsidies.
Tajikistan has four international airports (Dushanbe, Khujand, Kulyab and Kurgantyube) with the national airline Tajik Air (government) 12 sites and Somon Air (private) 22 sites, providing service to 9 countries (China, Russia, Kazakhstan, Kirgizstan, Iran UAE, India and Germany) and around 20 international airlines. A further Tajikistan-based airline company is East Air.
The largest number of flights is from all four international airports to 15 to 20 cities in Russia by around 8 Russian airlines and the two Tajikistan carriers.
Scheduled domestic flights are limited to Dushanbe – Khujand (Somon Air 737) and Dushanbe – Khorog (Tajik Air / 17 passenger Dornier).
Between Dushanbe and Kabul there are two flights weekly on the Afghan carrier KamAir.
Tajik Air, Somon Air, KamAir and a number of the Russian airlines flying to Tajikistan are rated as Category C and not recommended for use by UN staff (Please check with UNDSS about use of airlines in specific circumstances). Dushanbe – Kabul travel is through Dubai (FlyDubai) or Istanbul (Turkish Airlines).
There are several other airports in the country including Aini improved with financing from India and Murghab in the Pamirs. They have no regular flights and as road improvements now keep highways open all winter they are infrequently used.
There is one large military airport southwest of Dushanbe though Tajikistan’s air force has few aircraft.

Humanitarian and Non-commercial Aviation
Tajik authorities are very cooperative in granting use of air space and landing rights to humanitarian organizations.
Aga Khan Development Network (AKDN) operates a twice-weekly helicopter service (Augusta Bell 10 passenger) between Dushanbe and Khorog. Its helicopters are sometimes rotated to Kyrgyzstan and Pakistan. His Highness travelled in a private jet from Geneva headquarters to Dushanbe and Khorog a number of times.
Since August 2013 ICRC has had four flights (18 passenger
Beechcraft) per week between Dushanbe and Kabul to shuttle the 40
relocated international staff members back to Kabul for field
visits. ICRC keeps one plane based in Dushanbe and another in Kabul
to support its Afghanistan operations with a mechanic / engineer in
each place. Solenta, a South African
company provides the aircraft, pilots and
mechanics.
The Tajik
authorities have recently renewed the permission for UNAMA aircraft
to use Tajikistan air space and land in Dushanbe. This includes
four airplanes and two helicopters. In the last three years the
UNAMA Lear jet has landed in Dushanbe an average of about 10 times
per year on a regular circuit between Kabul, Bishkek and
Dushanbe.
As recently as
2008-2009 UNHAS operated flights between Dushanbe and Kabul in
support of operations, but these were discontinued due to lower
priced flights offered by commercial carriers. UNHAS also had
flight service between Dushanbe and Kabul in 2003 -2004. Now we
have an agreement to use the
flight only in case of emergency (yearly updating the permission
for landing in Dushanbe international
airport).
Airport improvements
The Dushanbe airport is undergoing major improvements. A French company VINCI Construction Grands Projets is building a new terminal building scheduled for opening in early 2015. The new terminal will be 11,000 square meters and be able to handle 500 passengers per hour.
Japan company “Nippon Koe” allocated 8,5 milling USD for building new cargo terminal in Dushanbe Airport. From this amount till now only first and second phase are completed 39,2 % (two terminal) and project for constructing one more terminal is ongoing.
The Aga Khan
Fund for Economic Development (AKFED) is planning a project to
repair the runway and build a new terminal in Khorog. Construction
work has not yet started.
Navigation Charges
Air navigation charges are the same for all airports in
the country and are partly based on an agreement adopted by several
CIS countries. This information about these fees

Runways
In 2013 French air force specialists completed extensive repairs of the airport runway, which had been going on for several years. They also lengthened the runway from 3.1 km to 3.5 km. The runway is capable of handling the world’s largest aircraft loads. A number of years ago US experts did soil analysis and determined this to be the case according to a DIA spokesman.

Airport Infrastructure Details
DIA received 461 charter flights carrying freight in 2013. Total freight tonnage arriving at the airport was 2260 tons including on regularly scheduled passenger flights.
From January to March 2018, between two Tajikistan airports (Dushanbe and Khujand), there has been 187,300 passengers outgoing and 3,213 mt in general turnover of the airport cargo service.
Dushanbe International Airport is one of only 100 in the world certified for landing of the An-250- Maria, the world’s largest aircraft with a load capacity of 250 mt.
In 2014 the construction of a dedicated freight terminal will begin, with a grant from the Japanese government. There are several warehouses and airplane hangars at the airport.

- The rate for by Dushanbe International Airport for charter flights is 40% above the rates in the current list.
- Basic rates and tariffs are fixed at exchange rate of $1 = 8.886 somoni as of May 2018. Financial transactions with the airlines of RT are carried out at the prevailing exchange rate of National Bank of RT on the day of payment.
- When financial transactions with international and foreign airlines that are not resident of RT are carried out with foreign currency with agreement of National Bank of RT. Document № 03/11 from 14/01/2011is to be used.
- In the case of ordering special technical services to aircraft and then refusing the service, the Dushanbe International Airport will submit a bill with 50% of the cost of current rates and tarrifs for requesting the services.
Fuel Services Charges
There is a single company in Tajikistan supplying aviation fuel to the four international airports. Prices are higher than in nearby countries like Kazakhstan.

2.2.2 Tajikistan Qurghonteppa International Airport
QIA is located 10 km east and slightly north of the
city center of Kurgantyube (Qurghonteppa in
Tajik language) the
administrative center of Kurgantyube province
with a population of about 2
million.
In terms of passenger
volumes the airport ranks fourth among Tajikistan’s four
international airports.
There
were about 120,000 arrivals and departures in
2013.
A single local company
based in Qurghonteppa since
2007, East Airlines, operates 9 or 10 weekly flights to four cities
in Russia: Moscow, St. Petersburg, Ekaterinburg and Novosibirsk as
well as to Shymkent, Kazakhstan and to
Bishkek. The company has two older Boeing 737s
and two Airbus 320s.
A
semi-autonomous company took over operations of the airport in
March
2013, at the
time resurfacing and a small extension of the airport runway to
2250 meters was completed.
The
company has the ability to set its own prices for airport landing
and other services and offers rates significantly lower than those
of Dushanbe
International.
The
airport has a goal to add two or three more airlines to increase
its weekly flight total to 20 by the end of
2014.
Air navigation charges
are standard for all airports in the country as shown in the table
under 2.0 Aviation.
There is a
single company in Tajikistan that provides jet fuel to all airports
under a fixed price
system.
There is space
available within the building or least to private companies and
organizations.
Customs and
immigration offices are located within the airport terminal
building.
UNHAS has
used Qurghonteppa sporadically
including regular flights in 2003-004 from Kabul to Kunduz and then
to Qurghonteppa with further
transfer of passengers by bus to
Dushanbe.

2.2.3 Tajikistan Khujand International Airport
Airport Overview
Khujand International Airport (KIA) is serving Khujand, the second-largest city in Tajikistan. Khujand was formerly known as Leninabad (during the Soviet era); hence the IATA code LBD. It is located out of the city, in the nearby town of Chkalovsk.
Serving the northern Sugd province with around 2.7 million population, KIA is Tajikistan’s second busiest airport. Most flights are to various cities in Russia provided by Russian airline companies. The only domestic ones are daily flights to Dushanbe on Tajik Air and SomonAir.
The runway dimensions are 3,185m by 50m, with an asphalt surface in good condition and with runway lighting.

This airport mainly has flight connections with Dushanbe on Tajik Air. Aga Khan Air Network helicopters also have regularly scheduled flights three times per week. Aga Khan Foundation has plans to build a new runway at the airport.

2.3 Tajikistan Road Network
Tajikistan Road
Network
Tajikistan has an estimated 30,000 km of roads, nearly all of which were built before 1991. One main north-south artery runs across the mountains between the north-western city of Khujand and Dushanbe in the central part of the country. A second main artery runs east from Dushanbe to Khorog in Gorno-Badakhshan Autonomous Province (GBAO), then northeast across the mountains to Murghab and on either to the Kyrgyz city of Osh or to Kashgar, China via the Kulma border crossing.
Major improvements have been going on the existing highway network in Tajikistan in the last 7 years shortening trucking times and cost between major cities and to key border points. Spurred by remittances from Tajik guest workers in Russia, there has been a sharp increase in car and other vehicles ownership. Vehicle and fuel taxes have provided the budget funds for road improvements, along with loans from countries who win road contracts and from international development banks for some of the major projects. Chinese, Turkish and Iranian companies have all won major road construction contracts backed by loans from their countries.
Major highway projects:
- Khujand – Dushanbe: Key route between the two largest cities forms part of the M-34 north – south route to Tashkent. Two tunnels completed in 2012 through the 3200-meter Shakhristan pass along with dozens of avalanche galleries keep the highway open year-round. A private operator (IRS) collects tolls and maintains the highway.
- Kurgantyube – Nijny Pyanj: Reconstruction of this heavily used section of two-lane highway with wide shoulders was completed in 2013 with funding from Japan, as such the road to the Afghan border crossing is now excellent.
- Dushanbe – Turzunsade: The road extending eastwards 78 km from Dushanbe to the Uzbekistan border is being converted partly into a four-lane highway with construction to be completed this year.
- Dushanbe – Kulyab: A new highway with two long tunnels over the 3200-high mountain pass has shortened the trucking time for this segment of the route to Khorog in the Pamirs.
- Kulyab – Darvaz: Sections of the new M-41 highway through the Pyanj River gorge have been completed but widening and paving of the highway over Shurobad pass from Kulyab into the Pyanj river valley is still underway. Several major bridges are awaiting completion over streams feeding the Pyanj River.
- Murghab – Kulma (Chinese border): A Chinese company is rebuilding the highway from the border to Murghab over a 4000-meter pass.

Road Security
Road security is generally good in Tajikistan both in urban and rural areas. Landslides and avalanches in mountainous areas sometimes pose a risk of stranding groups of vehicles for several hours. The tunnel on Anzob passes between Khujand and Dushanbe. UNDSS provides a daily email report on road conditions throughout Tajikistan. It can be requested by writing to: unecc@undp.org.
Weighbridges and Axle Load Limits
Official load limits are 24 mt. In practice 40 mt loads are allowed on most major highways and much larger loads are permitted on an exceptional basis. In the eastern Pamirs (GBAO) China made Fura trucks regularly haul 60 mt loads as far as truck terminals either in Murghab or 30 km before Khorog at Tang, where the loads are transferred to trucks carrying 25 to 40 mt. For Dulon trucks hauling from Khujand to Dushanbe 35 mt loads or larger are the norm despite smaller official load limits.

Sariagash to Nijny Pyanj / Shehon Bandar |
This corridor involves railroad movement from Kazakhstan and transiting through Uzbekistan as far as Khujand province in northern Tajikistan. Rail transport 350 km from Sariagash on the Kazakhstan – Uzbekistan border is $32 per mt. At Spitamen or another station in Khujand province wheat from Kazakhstan is offloaded from hopper wagons either for bulk storage in silos or is transloaded in bulk in 30 to 35 mt trucks for movement southwards. Thanks to new tunnels and avalanche galleries, the toll highway over the two mountain passes from Khujand to Dushanbe (320 km) is now open year-round. Per mt trucking rates are $35 to Dushanbe. Onward movement another 200 km to Nijny Pyanj is only another $10 per mt due to the lack of tolls or high mountain passes.
From Dushanbe wheat or wheat flour can also be transported by truck via Kulyab to Khorog / Ishkashim in the Pamirs on the Afghanistan border. Favorable trucking rates from Dushanbe to ($30 per mt) should be possible due to the large number of 25 to 40 mt trucks returning empty via this route to China particularly in summer when there is high demand for building materials.

The Bishkek – Osh route completely bypasses Uzbekistan. It
involves rail transport across Kazakhstan as far as Bishkek in
northern Kyrgyzstan where there is modern
and sufficient wheat storage
and milling capacity among private companies. Wheat and other goods
are moved on a good highway over mountain passes 672 km to Osh in
southern Kyrgyzstan and then into Tajikistan
via Karamik pass and through
the Rasht valley where much highway improvement is going on and
which is open year-round. The
highway
to Nijny Pyanj bypasses
Dushanbe 20 km to the east goes through
Kurgan Tyube.
From Osh via a mountain pass further east
commodity can also be trucked through the Pamirs
via Murghab to Khorog and Ishkashim on
the Afghanistan border with bridge crossings. This corridor
was mostly used
during the 1980s and 1990s by Russia to supply some regions of
Afghanistan. Today truck traffic from Kyrgyzstan via this corridor
is very light amounting to just a few trucks per
month.
According to Ministry of Transport
officials, to avoid the
high railroad tariffs for transit through Uzbekistan, the US
government used the Bishkek – Osh – Tajikistan - Afghanistan
corridor for movement of
450 mt of
non-military supplies.
Around 2004 or 2005, WFP moved
goods by rail from Riga to Osh, Uzbekistan and by truck
through Murghab to Khorog and
into Afghanistan
via Ishkashim to a WFP storage
facility there at the time.

The railroad connecting Xinjiang with deep sea ports in
eastern China ends in Kashgar. There
is a good highway on the Chinese side to the border
and a Chinese company
is currently improving the
highway from the border crossing
at Kulma to Murghab in
the
Pamirs (91 km). A
new customs terminal is being built
at Kulma, which will
reduce waits at the
border (currently up to 8
hours).
Trucks carrying
60 mt move goods
to two different terminals in the
Pamirs: Murghab and Tang (30
km northeast
of Khorog). Tajik
trucks of 25 or
40 mt capacity
receive goods transloaded at these terminals for movement to
Dushanbe via Khorog. Trucking time
from Kashgar to Khorog is
about 3 days.
From Khorog to Nijny Pyanj it requires
one long day per interviews with truck
drivers.
Other Tajikistan transportation companies send their 25 to
40 mt trucks
to Kashgar or even
to Urumchi. The round trip takes
about 10 days in winter including loading
in Kashgar and waiting
time at the
border. Highway improvements have reduced the
turnaround time from 14 days four years
ago. Continuing roadwork on various sections of
the route by Chinese, Iranian and Turkish companies, particularly
from Khorog to Kulyab will
reduce the trucking time by at least another
day.
Tajikistan’s largest trucking
company, Sorbonotrans, is a major
carrier
from Urumchi and Kashgar.
There is one Tajikistan trucking
company, Tojiron, that moves Chinese
goods in transit
from Kashgar across Tajikistan
to Nijny Pyanj.
This company reportedly does about 15 trucks of
40 mt per
month.
Truck volumes have increased in the last year or more and
should increase even more with the completion of roadwork and the
new customs terminal.
Relatively few goods move from China to Afghanistan via this
route since the main Chinese supply route is over the Karakorum
pass through Pakistan to Kabul.
The Kulma border point is
closed to international travelers for entry into China but it could
be opened once roadwork and the new customs terminal is
completed.

There are four official border crossing points at bridges
over the Pyanj River between
Afghanistan and Tajikistan, and one river ferry
crossing. There
are two additional bridges
activation of the border
crossing currently pending.
Only two of
these, Nijny Pyanj to
the west and Ishkashim to the
east in the Pamirs
have sufficient road
connections for movement of goods to population centers and the
main road network within Afghanistan.
The other four crossing points are at bridges built over
the Pyanj River
near Khorog, Vanj, Darvaz and Shurobad. Vanj and Shurobad bridge
crossings have not yet opened though all customs facilities have
been built. Only Aga Khan Focus is given to access to these two
border crossings to deliver WFP food aid hauled in transit across
Tajikistan after entering
from Nijny Pyanj or Ishkashim.
These four bridge border crossings service only local areas
isolated from the rest of Afghanistan’s road
network.
Over 90% of trade between Tajikistan and Afghanistan is
via Nijny Pyanj and Shehon Bandar
crossing borders which is
linked by a good highway through
the Khatlon Valley with
Dushanbe and within Afghanistan to Kunduz 60 km to the south. In
2004 the United States built a bridge at this crossing point to
replace the river ferry as well as funding modern customs
facilities on both sides of the border including a truck scanner on
the Tajik side.
There is a certain volume of goods from other countries that
transit Tajikistan to
the Nijny Pyanj / Shehon Bandar
entry point. Monthly from 15 to 20 trucks of 25 to
40 mt operated by
a single Tajik
company, Tojiron arrive in
Kunduz and beyond from China via
the Kashgar – Murghab – Khorog – Kulyab corridor.
There is an indeterminate amount of transit traffic from Kyrgyzstan
and via Khujand province in the north.
Ishkashim crossing has much smaller volumes
of trade moving from Tajikistan. Chinese goods reach most of
Afghanistan via the Karakorum pass through Pakistan and to Kabul so
there are few if any large trucks transiting Tajikistan to
Afghanistan via Ishkashim. The road
from Ishkashim to Faisabad in
Afghanistan still needs much improvement. It has been closed in
2013 and 2014 to personnel of international organizations due to
security concerns.
There is transit movement of humanitarian goods, mainly food
supplied by WFP, from Faizabad, Afghanistan
via Ishakashim and from
Mazar Sherif via Nijny Pyanj to
the Pamir region of Tajikistan for reentry into Afghanistan across
the bridges
at Khorog and Darvaz.

2.4 Tajikistan Railway Assessment
Tajikistan depends on rail transport for the movement of most commodities into the country and for exports, mainly cotton – fibers and aluminium. According to official reports of Rail authorities there were 79594 freight rail cars entering and exiting Tajikistan in 2017. In 2017, 4.7 million mt were transported into or out of the country by rail a drop of 0.8 million mt from the previous year. International passenger traffic totalled 530,600 which is a decline of 78,500 passengers compared to 2016.
All cargo and passenger traffic along Uzbekistan section of railroad have stood idle since November 2011. During official visits of the Uzbekistan president to Tajikistan, all the boarders were opened. Uzbekistan has reportedly completed repair works on a long-idle railroad linking it to southern Tajikistan and start resuming train traffic from March 2018.
From January to April 2018, there was a total of 1.6 million mt imported and 1.2 million mt exported through railway stations.
There is little or no domestic movement of goods by rail within the country. There is also little or no use of the railway network for passenger movements within the country. The only passenger trains depart Khujand or Dushanbe twice weekly for Moscow.
The rail network was built during the Soviet era and connected all the Soviet Republics. Tajikistan is integrated to this system and can move/receive any cargo to/from any of these. There is passenger rail traffic moving mostly to Russia three times a week.
Sughd province
Sughd province (Khujand) in the north is the main entry point for wheat from Kazakhstan, and fuel and other bulk commodities from Russia. Tajikistan receives up to 1,088,000 mt of wheat and wheat flour per year from Kazakhstan. About 90% of this arrives by rail in Khujand were the wheat is stored and milled with over 60% sent southwards by truck.
Traders and milling companies say there would be no transport constraint on movement of much larger quantities of wheat or wheat flour to Khujand from Kazakhstan, even up to 2 million mt per year. In the past, the main problem had been the shortage of bulk railroad hopper cars for bulk movement of grain, but leasing companies in Russia and Kazakhstan have financed big increases in rolling stock to satisfy the demand.
Dushanbe province
The railroad connection with Dushanbe is still used for
some goods coming from Baltic ports, but requires a circuitous 1500
km transit through Uzbekistan and Turkmenistan at
prohibitive costs. It is still viable for goods received from port
of Poti, Georgia for rail movement
through Azerbaijan, across the Caspian Sea and through Turkmenistan
and Uzbekistan.
Alumina
(aluminium oxide) is imported for
smelting via Black Sea ports
of Poti, Georgia and Novorossiysk,
Russia as well as through Riga, Latvia on the Baltic Sea. Volumes
may be close to 1 million mt, though no official numbers are
released. About half that amount is then re-exported
as aluminium from the smelter
west of Dushanbe. All alumina
and aluminium moves on the rail
line entering the country from Uzbekistan at
Tursunzoda.
Exports from Tajikistan to other countries includes agricultures products, dry fruits and citrus totalling 82,320 mt in 2017.
Khatlon province
The railroad link to rich agricultural region in the Khatlon Valley of southwestern Tajikistan via Aviaj, Tajikistan crossing to Termez, Uzbekistan has been closed by the Uzbekistan government since 2011. In March 2018, during an official visit of the Uzbekistan president in Tajikistan, all the boarders were opened. There is a project to build a 47-km railroad link over a mountain pass to unite the southern railroad network with Dushanbe that will make possible railroad movement for agricultural commodities and other goods northward.
In 2013, the presidents of Turkmenistan, Afghanistan and Tajikistan signed an agreement for a railroad link from Turkmenistan to Afghanistan and to southwest Tajikistan across the Pyanj River bypassing Uzbekistan. Construction is said to have commenced in the Turkmenistan part.
There is a proposal for a railway across the river from Nijny Pyanj to Herat, Afghanistan and to connect with the existing railroad link to Iran. However, Tajikistan tracks are Soviet gauge, while Iran tracks are international gauge.

Railway Procedures
Import
There are several main stations in Tajikistan, along the rail route through the country. Importing party should provide the railway codes as destination. Tajikistan Railway authorities collect the railway tariff for Tajikistan territory. The tariffs vary depending on the wagonload. The importing party or consignee should pay the tariff at Railway central offices in the cities.
Steps to follow when importing by rail:
- Provide information of the cargo to the railway authorities, who will calculate the “tariff” (approximately US$200 to US$250 for 60 mt loaded wagon) and make payment through the bank account of “Tajikistan Railway”. It is very important to note that “Tajikistan Railway” tariff cannot be paid from offshore. Only those parties officially registered in Tajikistan are authorized to pay the above-mentioned fees. The best solution in this case is the consignee to take control of payment of these fees to facilitate the process.
- Once payment is through, the Railway office will issue an invoice, stating the payment has been made.
- Once the wagon has arrived at the destination station, the station authorities will inform the consignee on the arrival of the wagons.
- The invoice on tariff payment should be submitted to the railway station for the release of the wagons (if your warehouse does not have railway siding) and cargo can be off-loaded at special parks at the railway station.
- If your warehouse has railway siding, there are other costs involved, such as shunting, cleaning and security from station to the warehouses. Railways services payment are varies depending on the distance between station and warehouse and should be paid at railway station, and only after payment of these costs, the wagons will be shunted to your warehouses. Example, WFP warehouses in Dushanbe are linked to the railway station (6km), so the approximate expense for the services for one wagon of 60 mt load is US$70 (2018).
- Once the wagons are off-loaded, you should notify the railway station to return the wagons to the railway station. Authorities at the station will examine the condition of the wagon and if no damages are found the wagons will be sent back to the origin railway station. In case of any damage to the wagon, the consignee will be penalized. The amount varies depending on the damage evaluation.
- Demurrage will be charged in case of late off-loading and delay of wagons at the Railway Station and at the warehouses (4 hours free time is granted for offloading/loading)
Export
Tajikistan Railway has over 2,000 cargo carriages/wagons, which could be used for export of cargo out of the country. To export any cargo by Railway, you should follow the steps below:
- Request the Railway central offices in the cities on the availability of the wagons and provide information about the cargo to be shipped.
- Prepare all necessary export documentations (customs, state standard, certificates of origin and health, etc.)
- Pay the “tariff” for the railway charges of Tajik territory and provide statement all tariffs along the transit route of other countries are paid.
- In case you load the cargo at Railway Station, you pay tariff and minor fees and load the wagon, seal it together with authorities and issue waybills.
- In case you load the cargo at your warehouse with railway link, payment should be made to cover shunting, cleaning, security and other expenses.
- Wagon will be shunted to you warehouse for loading and once loading completed, the railway authorities will inspect and seal the wagon at your warehouses.
- Wagon will be shunted to railway station, where the waybill will be issued.
- Wagon is delivered to the destination according to the schedule of Tajikistan Railway
- Demurrage will be charged in case of delay at loading point (only 4 hours free time given for loading)
2.5 Tajikistan Waterways Assessment
As a landlocked country whose area is covered 90% by mountains, Tajikistan has no seaports and very little in the way of river transport.
The only regular navigation is on the Pyanj River, which constitutes much of the border between Afghanistan and Tajikistan. There is a ferry border crossing from Farhod in Khatlon Province.
The company Tajikvneshtrans formerly operated 3 barges at the Nijny Pyanj border crossing where a bridge was built in 2004.
Aga Khan AKAH Afghanistan makes use of 2 motorized rubber rafts for shuttling food aid deliveries across the Pyanj River to remote villages at 12 unofficial crossing points between GBAO and Afghan Badakshan that are supervised by police and customs officers on both sides.

2.6 Tajikistan Storage Assessment
Storage facilities mostly constructed during the Soviet era are available throughout the country usually at defunct industrial sites and former wholesale bases. The exception is Dushanbe where almost all warehouse space is occupied and there has not yet been a push to build new warehouses. It can be difficult to find warehouses directly on railroad spurs. Storage facilities are all in private hands. CoES and the Red Crescent Society maintain their own stores in every district. The commercial stores are generally in good condition. The price of warehousing in Dushanbe (the biggest trade centre in the country) is significantly higher than in other cities and districts.

Commercial Storage
Commercial storage sector is starting to receive investment as the importation of building materials, food and consumer goods increases. Currently there is a shortage of commercial storage in Dushanbe so construction of new warehouses is likely.

Storage Used by Humanitarian Organizations
Conditions for sharing of storage space depend on the season. Organizations such as WFP, FSD, MCI and AKAH have storage capacities and depending on the volume of the operation might be able to allocate some temporary space to other agencies requiring short term storage.

Public Sector Storage
The State Materials Reserve (SMR) both has its own storage capacity and leases from the private sector silo and warehouse space for wheat, wheat flour and other food commodities. It also has storage of petrol and diesel. Most of the SMR storage sites have unused space.
Cold Chain
There are cold storages available that date from Soviet times. Some are still used for importation of frozen foods like fish and chicken by rail or truck. Cold storage chain to hold locally produced fruit for domestic distribution and export is somewhat lacking. In 2013 UNICEF provided funding for importation and installation of some refrigeration units to be used for vaccines by the Ministry of Health.

Overview
There are many milling companies operating in Tajikistan but most of them are quite small. The two biggest mills are in Dushanbe and Khatlon respectively. All the milling companies are private. Almost 85% of wheat flour is imported from Kazakhstan and Russia.

Milling Company LLC “Zernavaya Kompnaiya” has a capacity of 300 mt/day. Located in St. Khobilov 64, Gafurov. 735690, Tajikstan. It has railways inside.
