Vanuatu Logistics Infrastructure 

Airports: There are three main airports in Vanuatu: Bauerfield International Airport on Efate Island, Santo International Airport on Espiritu Santo Island and Whitegrass Airport on Tanna Island. All three international airports have a fuel depot for refuelling. 

Ports: There are two international ports in Vanuatu: Port of Port Vila on Efate Island and the Port of Luganville on Espiritu Santo Island. The Port of Port Vila is the principal port and consists of the Main International Wharf and Lapetasi Wharf. The Main International Wharf handles cruise ships and oil tankers and Lapetasi Wharf handles international cargo vessels. The Port of Luganville handles dry and wet cargoes. Both ports are managed by the Department of Ports and Marine. 

Storage: During the 2023 response to tropical cyclones Judy and Kevin, the NDMO used the EX-FOL Indoor Sports Facility as the warehouse for storing relief items (food and non-food items). The Facility is fenced and has enough space to also store a few 20 ft containers. 

Vanuatu - 2.1 Port Assessment

 

 

There are two international ports in Vanuatu: Port of Port Vila in Efate Island (Shefa Province) and the Port of Luganville in Espiritu Santo Island (Sanma Province). The Port of Port Vila is the principal port and consists of one multipurpose wharf to handle cruise ships and oil tankers and the newly constructed Lapetasi wharf which handles international cargo vessels. A smaller wharf is still under construction, and it will cater for domestic inter-island cargo carriers. 

The Port of Luganville handles dry and wet cargoes. The port is government-owned and is known for the import of general goods and oils and the export of fish, beef and copra. The Port of Luganville has facilities for accommodating cruise ships and oil tankers carrying crude oil. 

Vanuatu has four ports that offer customs and immigration clearance to yachts: Port of Port Vila on Efate, Port of Luganville on Espiritu Santo, Sola Port on Vanua Lava and Port Resolution on Tanna. 

Besides the ports, cruise ships can also moor at the anchorage near the Mystery islands and close to Champagne Beach. During diving season (April to June), vessels can moor at Pangi in Penama Province.

The Port of Port Vila on Efate Island, Shefa Province is the principal port in Vanuatu. It consists of the Main International Wharf and Lapetasi International Wharf. The Main International Wharf handles cruise ships and oil tankers and Lapetasi Wharf handles international cargo vessels. A smaller dock currently handles domestic cargo carriers. A larger domestic wharf is currently being built beside the Lapetasi International Wharf.

Ensure the effective regulation of ports and port facilities through the promotion of efficient and safe port operations and the protection of rights of port users to access ports and port facilities. 

Department of Ports and Marine: The Department of Ports and Marine has jurisdiction over the two commercial harbours in Vanuatu: Port Vila on Efate and Luganville on Espiritu Santo. Port Performance 

The port is currently not congested in terms of ships berthing. Containers continue to be offloaded and empty containers shipped back so there is a steady movement of containers through Lapetasi International Wharf.  

At the Main International Wharf, cruise ships normally dock for a day and depart by 1700 hours while gas and oil tankers can stay up to 1.5 days depending on the rate of fuel discharge. 

During an emergency response, humanitarian cargo is prioritised for offloading and clearance and the Department of Ports and Marine works closely with the National Disaster Management Office (NDMO) and Customs to clear humanitarian cargo efficiently. During an emergency response, the Main International Wharf can be used by foreign military assets and personnel.

Customs Guidance 

Customs and Biosecurity have small offices located at the Main International Wharf for container releases. All customs and biosecurity release paperwork and payment of storage and handling fees must be provided to IPDS before bookings can be made for container movement from the wharf.  

Sea freight clearance at the Port of Port Vila is done electronically through ASYCUDA.

Terminal Information 

MULTIPURPOSE TERMINAL 

The Lapetasi International Wharf is a multipurpose cargo wharf for international shipping vessels. There is a large container storage facility within the premises and space for bonded, LCL and break-bulk cargo. Ro-Ro facilities are available, when needed. 

GRAIN AND BULK HANDLING 

The port is not equipped to handle bulk grain. There are no companies available for bagging and no silo storage facilities. 

MAIN STORAGE TERMINAL 

The Lapetasi International Wharf includes a break bulk cargo warehouse and 3.5 hectares allocated for different sized cargo. A 600 m2 bonded warehouse is also available for LCL and bonded cargo. 

 

The Main International Wharf has space for containers, but this is reserved for containers seized by Customs.

Port Overview 

The Port of Luganville is located on the south-eastern coast of Espiritu Santo Island in Sanma Province. The port is used for transhipment of beef, fish, cacao and copra (dried coconut) and import of general goods and oils. The port is government-owned and can also accommodate cruise ships and tankers. The draft at the Port of Luganville is deeper than at the Port of Port Vila. 

Adjacent to the Port of Luganville is the Samansen Wharf which handles domestic ships and ferries. The Samansen Wharf can handle only one cargo ship at a time. 

There are two other ports in Luganville which are also used for domestic sea travel:

The port is the deepest in the Pacific at 20 m with approximately 12 m at the wharf front. 

The wharf can handle 40 mt per m3 loading.

The International Wharf at Luganville is managed by NISCOL. The port has one berth that is shared by international cargo vessels and cruise ships. 

 

Pacific Petroleum Company has their own port installation for unloading fuel tankers directly into their storage facilities. 

 

Ro-Ro facilities are available, if needed. 

GRAIN AND BULK HANDLING 

The port is not equipped to handle bulk grain. There are no companies available for bagging and no silo storage facilities. 

MAIN STORAGE TERMINAL 

The main storage located on the wharf is about 1,000 m2 in size and is the custom and quarantine warehouse. The storage has capacity for approximately 500 bulker bags at 1.2 m2 (stacked 3 bags high). 

 

There are also two large copra warehouses at the wharf, but these are generally always full. They can hold up to 2,500 tonnes of copra. 

 

The Cruise Ship Terminal may not be appropriate to be used for storage during an emergency as it now houses offices for customs, biosecurity and Department of Ports and Marine. If relief supplies were to be stored at the terminal, it would be difficult for NDMO staff to control access.

Port Overview 

The Port of Lenakel is a domestic port and receives local ships / ferries weekly. Local landing crafts like MV Touaraken III, MV Kiwi Trader, Tiwi Trader and Young Blood can anchor at the wharf. Swells in Tanna are usually high so ships must take precaution when approaching and when anchored at the port. 

The Port facilities include an office for Lenakel Wharf & Stevedoring, a building for storage and a restroom and bathroom.

Apart from the three international airports, there are 24 other landing strips, but these are managed by the Public Works Department within the Ministry of Infrastructure and Public Utilities. Agents may be appointed by Public Works to maintain the airstrips. 

Following natural disasters such as tropical cyclones, volcanic eruptions, ashfall, etc, landing strips must be cleared for operations before flights can resume and these may take a few weeks. National situation reports issued by the National Disaster Management Office during an emergency response will indicate the status of landing strips around the country.

For aircrafts arriving to assist with national emergencies, a 72-hour notification must be provided to AVL for landing approval. The absolute minimum is 24 hours. This applies to military aircrafts, maritime patrol aircrafts, cargo planes delivering relief supplies and dignitaries.

Runways 

The runways across the 27 airports vary in size and surface. Most islands are only capable of receiving BN-2 Islander / twin otters, while others may handle an ATR aircraft. 

Infrastructure 

  • Most airstrips do not have lighting, air traffic control or navigation aids, firefighting equipment or perimeter fencing. It is land by sight only, so bad weather may prevent landings. 

  • Air Vanuatu provides ground handling and a check-in agent for its flights only. 

  • The terminal building in most airstrips may consist of a building with a set of scales and a small baggage trolley. 

Fuel Service Charges 

Fuel services are not readily available for unscheduled flights. It is important for emergency response aircrafts to order fuel supplies several days in advance in Vanuatu. 

Refuelling services for aircrafts are only available in Port Vila and Espiritu Santo. All aircrafts must carry enough fuel to return to these locations to refuel. There is a fuel depot at Whitegrass Airport, but refuelling service is only available for the Twin Otter and BN-2 Islander.

Airport Overview 

Bauerfield International Airport is the largest airport in Vanuatu and serves as the hub for Vanuatu’s flag carrier airline, Air Vanuatu. The airport runway has the capability and length to accept jets up to the Airbus A330. 

During busy season, the international departure area, which has about 300 seats, is usually crowded when two to three international flights depart simultaneously. Also, since there is only one baggage carrier belt in the International Arrivals area, it becomes very crowded when more than one international flight arrives at the same time. The Arrivals area currently has space for about 200 people.

Bauerfield International Airport plays a vital role as the capital airport in Port Vila and the core of social and physical exchange in the country. The terminal area was developed by Japan’s grant aid in 1990. The existing terminal building was constructed with a capacity of 240,000 for both international and domestic passengers but the annual passenger volume increased to more than 480,000 in 2019. International flights are operated by Air Vanuatu, Virgin Australia, Fiji Airways, Solomon Airlines, Aircalin and Air Niugini. Small jet planes such as B737 and A320 are deployed and ATR-72 propeller-driven aircrafts are operated in neighbouring Noumea and Nadi. 

Air cargo at Bauerfield International Airport in 2019 totalled 1,125 tons. The cargo terminal building is large enough to store air cargoes and has a refrigerating room and a monitor room for surveillance cameras. All export cargoes are inspected by an X-ray inspection machine, but import cargoes are not inspected.

The existing runway is 2,600m long and 45m wide. There are 7.5m wide shoulders on both sides of the runway; therefore, the total width of the runway with the shoulder is 60m. The widths meet ICAO recommendation for Code E class aircrafts such as A330. The pavement has been completely refurbished and reinforced to the strength that a Code E class aircraft can operate twice a week.

Customs Guidance 

Vanuatu Customs has officers stationed at the Bauerfield International Airport. The Customs Office at the airport is open from 08:00am to 05:00pm. Their tasks include cargo clearance processing, documentary checks on import and export documents, physical examination of imports and exports, receipting of customs duties and taxes on imported goods and regular reporting to the Manager Customs Revenue.

Important to note that when sending relief items, only relief items are to be included in the package, packing list/cargo manifest, tax exemption letter from NDMO, etc. No personal items are to be included as personal items are not tax exempt. 

Customs have established a standard cargo clearance processing time as follows: 

  • Maximum of 3 working days for declaration of goods selected for physical examination – Red Lane 

  • Maximum of 2 working days for declaration of goods selected for documentary examination – Yellow Lane 

  • 5-10 minutes for declarations directly assessed – Green Lane 

Physical and documentary examinations are conducted by Customs officials when circumstances of imports and exports pose certain level of risks to the government revenue and border security.

Storage Facilities 

Warehouse size of 1,000m2 contains a bonded warehouse, heated storage, air-conditioned storage, refrigerated storage, deep freeze, mortuary, animal quarantine, livestock handling, storage for dangerous goods, radioactive goods and large or heavy cargo and an express courier centre. 

During TC Pam in 2015, a large 10m x 32m mobile storage unit was constructed in the carpark area. DHL, the cargo logistics handler at the airport, was contracted to manage this temporary warehouse. This was quite successful and should be considered for future large-scale emergencies.

Santo International Airport is the second biggest airport in Vanuatu, but for an international airport it is quite modest in size and structure. The airport has one runway. Cargo / baggage handling are mostly through manual labour.

  • Civil Aviation Authority of Vanuatu (CAAV): CAAV is a statutory body under the Ministry of Infrastructure and Public Utilities which oversees all aspects of Vanuatu’s civil aviation system including regulating access to all airports. Customs Guidance 

Customs and Biosecurity offices are located close to the airport. The Customs Office is open from 08:00am to 05:00pm. Their tasks include cargo clearance processing, documentary checks on import and export documents, physical examination of imports and exports, receipting of customs duties and taxes on imported goods and regular reporting to the Manager Customs Revenue. 

It is recommended to arrange cargo inspections and clearances in advance of the cargo landing. 

Documents required by Customs for clearance of relief items: 

  • Tax exemption letter from the National Disaster Management Office (NDMO) 

  • Commercial invoices 

  • Freight statements 

  • Other charges statements

The role of raising and lodging customs declarations for the clearance of goods is vested on customs agents licensed by Customs. However, regular importers who hold a valid Broker’s license can do their own clearances. For relief items whereby NDMO has received prior advice and full documentation, NDMO will engage Vanuatu Terminal Services for clearance. 

Important to note that when sending relief items, only relief items are to be included in the package, packing list/cargo manifest, tax exemption letter from NDMO, etc. No personal items are to be included as personal items are not tax exempt. 

Customs have established a standard cargo clearance processing time as follows: 

  • Maximum of 3 working days for declaration of goods selected for physical examination – Red Lane 

  • Maximum of 2 working days for declaration of goods selected for documentary examination – Yellow Lane 

  • 5-10 minutes for declarations directly assessed – Green Lane 

Physical and documentary examinations are conducted by Customs officials when circumstances of imports and exports pose certain level of risks to the government revenue and border security. 

Physical and documentary examinations are done at the point of cargo clearance on red and yellow lanes. Compliance auditing is done post-clearance i.e. after goods are cleared and released from Customs control.

Fuel services are not readily available for unscheduled flights. It is important for emergency response aircrafts to order fuel supplies several days in advance e.g. for an ATR 72-600 or Boeing 737, the request must be submitted a week in advance of fuel needs. AVL provides a 3,000 L tank to transport fuel from the terminal to the airport. 

Refuelling services for aircrafts are only available in Port Vila and Espiritu Santo.

Vanuatu - 2.3 Road Network

The Public Works Department (PWD), within the Ministry of Infrastructure and Public Utilities, is responsible for the building and maintenance of roads in Vanuatu. The overall road network length managed by PWD is 2,958.6 km. This includes feeder and arterial roads (feeder = 1,704.3 km, arterial = 1,254.3 km). The actual road network length is not known as there are many gravel and earth roads on the islands which are not maintained by PWD. Total roads declared as at 28 August 2023 is 2,906.2 km.

Efate – sealed ring road around the island. Within Shefa Province, all bridges are currently working. 

Espiritu Santo – sealed road from Luganville to Port Olry. 

Tanna – gravel road from Whitegrass International Airport to Green Hill in the north, sealed roads from Lenakel to Imaki in the south and Lenakel to Snake Hill in the east. 

Malekula – sealed road from Norsup to Pushman’s Bay (central part of island). 

Pentecost – the roads, particularly to the north, can be impassable after persistent heavy rain. There are numerous ports along the west coast to enable supplies to reach villages. 

Service delivery in rural areas is constrained by expensive and limited transport infrastructure and transport services. Rural road infrastructure is impacted during tropical cyclone and heavy rain events and the resulting poor road conditions drive up transport costs, hindering access to much needed services.

The two most populated islands have sealed roads.

Efate has a sealed ring road around the island.

Santo was sealed from Luganville to Port Olry, which has more than halved the travel time to the tourist destination.

In Tanna, CCECC is currently working on gravelling and sealing the roads from Lenekel to the North until Green, South until Imaki, and to the East until Snake Hill. The work is slow going due to the terrain and wet season. After TC Cook (2017) the road to the North was impassable, and the port of Kwamera was unreachable, where road works had not been conducted yet.

In Malekula, the R4D improved the road from Norsup to Lamap in Malekula as part of phase one of the project. It was identified that it would need more gravel in order for it to be maintained.

CCECC offered a loan to seal the road, however the project has been unsuccessful and worsened road conditions. They are almost impassable in sections during the wet season and 4WDs must be used. After TC Cook the Norsup airport could not be reached from the south.

It is understood that CCEECC has halted the project in Malekula and it is unclear if the roads will be left unsealed in its current condition. This means access from the main airport to the major ports and communities in Malekula is extremely slow and difficult.

The roads in Pentecost, particularly to the North, can be impassable after persistent heavy rains. There are numerous ports along the west coast to enable supplies to reach villages.

 

Vanuatu - 2.4 Storage Assessment

 

The storage capacity in Vanuatu is limited. The two main centres of Port Vila and Luganville have a few storage areas. Shops are family-sized and therefore do not offer sufficient storage space. Bigger companies with warehouses are generally full as they are only replenished three or four times a year.

Commercial Storage 

There is limited commercial storage available in Port Vila and Santo. As a last resort, it may be possible to temporarily use the cruise ship terminal building in Espiritu Santo if cruise ships have been halted following a disaster. 

Storage Used by Humanitarian Organizations 

Storage costs are high in Vanuatu. Humanitarian organisations prefer to store relief items on their own premises where possible, to avoid rental fees. 

Humanitarian organisations in Vanuatu include but are not limited to ADRA, Oxfam, Save the Children, Red Cross, CARE International, Caritas and World Vision. 

Non-food items stored include but are not limited to hygiene kits, tarpaulins, tents, blankets, shelter tool kits, generators, mosquito nets, etc.

Port Vila: During the emergency response to Tropical Cyclones Judy and Kevin in 2023, the National Disaster Management Office (NDMO) used the Vanuatu X-FOL Fitness Center (map below) in Port Vila as the warehouse to store food and non-food items received and bought by the Government for the response. The Center is secure as it is a fenced indoor gymnasium, and it has sufficient space to also store a few containers (refer to photo below).

Espiritu Santo: As the NDMO in Espiritu Santo does not have a dedicated storage facility, the normal practice has been for relief supplies to be taken directly to the affected communities for storage and distribution. At the community level, community halls, copra sheds, Chiefs’ Nakamal, women’s centres and containers have been used as storage facilities. The only downside to this is that it becomes hard to track relief items as there are too many storage sites being used. Schools and churches are reserved to be utilised as evacuation centres. There is a potential MSU site beside the Santo National Disaster Management Office within the Sanma Provincial Council compound (refer to photo below).

Tanna: The NDMO used three buildings owned by the Vanuatu Sports Commission during the response to Tropical Cyclones Judy and Kevin in 2023. The buildings were divided with the first building storing non-food items, the second storing cartons of water and the third storing dry food items (refer to photo below). The sports ground provides a potential MSU site, if needed.

Cold Chain 

There are currently no cold chain options identified for relief supplies. Most storage sites may not have electricity or refrigeration during the first few days or weeks following a natural disaster e.g. tropical cyclone. Reefers with generators may need to be used as a temporary solution in an emergency for temperature-sensitive supplies such as vaccines. 

 

Vanuatu - 2.5 Waterways Assessment

 

There is a range of private sea transport companies operating out of Port Vila and Santo. Find below three passenger-carrying vessels that operate in Vanuatu for sea transport between three of the greater populated islands: 

  1. Vanuatu Ferry – carries passengers and cargo and travels between Port Vila, Santo, Malekula and Tanna; 

  1. Vanuatu Cargo – sister ship of Vanuatu Ferry; and 

  1. Big Sista – also services the more populated islands. 

Some of the smaller cargo vessels can carry up to five passengers however, these vessels are not designed for passenger transport. 

In the event of a national emergency, the Police Maritime Wing (PMW) will assist and coordinate through the National Disaster Management Office any event, incident or response relating to: 

  • Maritime logistics; 

  • Domestic vessel safety; and 

  • Sea transport of humanitarian cargo and people
