Ethiopia - 2 Ethiopia Logistics Infrastructure
Ethiopia is a land-locked country with no direct access to the sea and is therefore dependent on ports in neighbouring countries. In 2019 and 2020, some 3 million tons of freight were transported to Ethiopia via sea. The main corridor into Ethiopia is through Djibouti port for commercial, government and humanitarian cargo. More than 90% of the goods handled at Djibouti Port are destined for Ethiopia. Alternative ports are Port Sudan, Berbera, Mombasa Port and Rwanda. Ports in Southern Somali and Eritrea remain inaccessible due to ongoing conflict.
As a landlocked country, Ethiopia also utilizes Dry Ports to facilitate the transport of commodities. As of 2023, 9 Dry Ports can be found in Ethiopia: Modjo, Kality, Gelan, Semera, Dire Dawa, Kombolcha, Mekelle, Hawassa and Woreta.
According to the Ethiopia Roads Authority (ERA), the total road network in Ethiopia consists of 155,830 km, including the woreda and municipality roads. From this, the federal road network makes up 18.3%, representing some 28,608.5 km of roads. The Federal Road network is made up of 57.25% of asphalt roads and 42.75% of gravel roads. The latest available information from the Ethiopia Roads Authority (ERA) also reports that there are 5,636 bridges and 42,275 culverts accounted for in the Federal Road Network.
Rail transport in Ethiopia currently connect the Djibouti Port to Addis Ababa, with some 750 km of railway passing through key towns such as Dire Dawa. According to the Ethiopia Logistics Sectorial Association, 968 thousand tons of freight were moved by rail in 2021 and 2022.
The Government of Ethiopia also has ongoing plans to expand railway capacity in country, connecting cities of Awash to Weldiya, Wlediya to Mekelle, Modio to Hawassa and Sebeta to Ambo.
Ethiopia does not have any major river ports. Gambella Region has the Baro River which has been utilized during the rainy season for transporting emergency supplies to the Upper Nile State of South Sudan in 2012 and 2013.
2.2 Ethiopia Aviation
Ethiopian Airlines, formerly Ethiopian Air Lines and often referred to as simply Ethiopian, is Ethiopia's flag carrier and is wholly owned by the country's government. Ethiopian Air Lines was founded on 21 December 1945 and commenced operations on 8 April 1946 expanding to international flights in 1951. Ethiopian is a member of the International Air Transport Association, and, since 1968, of the African Airlines Association (AFRAA). [7] The airline is a Star Alliance member since December 2011.
Its hub and headquarters are at Bole International Airport in Addis Ababa, from where it serves a network of 80 passenger destinations —19 of them domestic— and 23 freighter ones.

Procedures for Foreign Registered Aircraft
For all the humanitarian flights, permission from Ministry of Foreign Affairs is to be obtained to land (international landing) or over fly the territory of Ethiopia. To operate within the territory of Ethiopia, application for operating permits for foreign operators to be submitted to Ethiopian Civil Aviation Authority. The following documentation need to be attached.
- Air operator certificate
- Certificate of aircraft registration
- Aircraft radio license
- Air crew documents (original to be presented)
- Contract agreement for the intended operation in Ethiopia
At the time of inspection, original copy of above documents are verified, as well as operations manual, maintenance control manual, etc.
2.2.1 Ethiopia Bole International Airport
Airport Overview
Addis Ababa Bole International Airport (IATA: ADD, ICAO: HAAB) serves the city of Addis Ababa, Ethiopia. The airport is located in the Bole area, 6 km (3.7 mi) southeast of Addis Ababa city centre and 65 km (40 mi) north of Debre Zeyit. Formerly known as Haile Selassie International Airport, it is the main hub of Ethiopian Airlines, the national airline that serves destinations in Ethiopia and throughout the African continent, as well as offering nonstop service to Asia, Europe, and North and South America. It is also the base of the Ethiopian Aviation Academy, a major pilot training and aircraft maintenance centre in Africa. As of June 2018, , more than 450 flights per day were departing from and arriving at the airport. The airport is capable of accommodating the A390.

Air navigation charges are levied on all aircraft flying within Addis Ababa FIR irrespective of contact made with Air Traffic Control. The unit rate for international flights is US $16.24. The Air Navigation Charge for international flights weighting less than 10,000 lb. is US $ 7.51 per flight, and air weighting above 10,000 lb. will be calculated as per the following table.

Storage Facilities
Bole Cargo Centre
This facility is situated at the JKIA Specialised Freight Area on a 2.5 ha site. The facility is jointly sponsored by the Commonwealth Development Corporation, The German Investment and Development Company, The Commonwealth Africa Investment Fund Ltd, The Acacia Fund Limited, BOC Cargo Services, Flughafen Frankfurt Main, and African Cargo Limited. The export area measures 5,600 m² and the import area measures 5,600 m². The cold room is 720 m² and has a capacity of 100,000 mt (60 pallets) controlled at 4ºC. There are 120 office units for rent.
Cargo Service Centre
The Cargo Service Centre has leased a 6,070 m² facility. The cold room is 160 m² and has a capacity for 15 pallets and is controlled at 4ºC. The fresh produce area measures 615 m² and there are 4 office units for their clients.
New Cargo Terminal
On June 29, 2017, Ethiopian Airlines inaugurated its second cargo terminal that has the capacity to accommodate 600,000 tons of cargo per year. The new Cargo Terminal-II covers a total area of 150,000 m2.
The Terminal includes facilities such as a Dry Cargo Terminal warehouse, a Perishable Cargo Terminal with cold chain storage, is fully automated with latest ETV (Elevating Transport Vehicle) technology, a G+2 office building, an apron area which accommodates 5 additional big freighter aircraft, sufficient truck parking on the apron as well as an employee canteen and wash rooms.
The new Cargo Terminal is also fitted with different climate chambers for storage and handling of temperature sensitive products such as fresh agricultural products, pharmaceuticals, and life science products etc.
The total facility (old and new terminal together) will have annual capacity to handle 1.2 million tonnes of cargo which is the largest in Africa.

Currently the Sultan Alimirah Hanfare Airport (Semera Airport) is not being used for regular flights. Emergency flights can be arranged from Addis Ababa. Humanitarian cargo could be received here by air or with proper setup can also be sent from here. Flights in normal conditions are not more than one per day and that is in early morning hours 8 and 9. Sandstorms can be an operational hazard.

Ethiopia - 2.1 Ethiopia Port Assessment
Ethiopia is a land-locked country with no direct access to the sea, hence, is dependent on ports in neighbouring countries. The main corridor into Ethiopia is through Djibouti port for commercial, government and humanitarian cargo. Overall, 95 % of the goods handled by Djibouti Port are destined for Ethiopia. Considering the historical issues of congestion in Djibouti, diversification of ports and corridors is of interest for Ethiopia.
While Djibouti port previously accounted for 99% of the flow of goods in and out of Ethiopia, this has declined to 92% when the country started using Berbera Port. Berbera Port is a shallow port whose proximity to Ethiopia, and hence cost effectiveness, is attractive. However, the river flooding during the rainy season and numerous checkpoints along the Berbera-Wajale Road may cause delays and accessibility challenges.
Alternative ports include ports of neighbouring countries. Mombasa Port is a key entry and exit port in the region and is well connected with over 40 shipping lines calling and providing direct connectivity to 80 seaports worldwide. It is close to Southern Ethiopia, with a new container terminal and other construction underway to increase its capacity. The Lamu Port is also expected to increase capacity as a Kenya Vision 2030 flagship project.
Port Sudan is located on the Red Sea some 475 km by rail northeast of the Nile River. However, due to distance, high transit costs and ongoing conflict, Port Sudan has not been much used by Ethiopia. Ports in Somali and Eritrea remain inaccessible due to conflict and insecurity
Ethiopia also has 9 Dry ports to facilitate transportation of commodities. The dry ports are located in Modjo, Kality, Gelan, Semera, Dire Dawa, Kombolcha, Mekelle, Hawassa and Woreta.
The Modjo dry port is the major inland port in Ethiopia, located about 75 km from the capital city of Addis Ababa. The port became operational in early 2009, with a container handling capacity of 700. This port handles more than 78 % of the nation's imports and has the capacity to accommodate 17,539 TEU containers at a time and its annual container handling capacity has reached up to 136,038 TEU.
Kality port and terminal was established in 2014. The port is located in Addis Ababa at Kality Sub City. The port occupies a total area of 37 hectare while 3-hectare land area is used for container terminal services. The port has the capacity to accommodate 1241 TEU containers at a time and its annual container handling capacity has reached over 23,131 TEU.
Gelan RoRo / vehicles terminal was established in 2014. The dry port is located in Oromia National Regional State, 25 km from the capital. The port occupies a total area of 23 hectare while 4.5-hectare land area is used for Ro Ro/ Vehicles terminal services.
Semara port and terminal was established in 2010. The dry port is located in Afar National Regional State at Semara city. Semara is located approximately 592 km from Addis Ababa and 270 km from Djibouti, which is the main import and export gate of Ethiopia as a land locked country. The port occupies a total area of 160 hectare while 2.5 hector land area is used for container terminal services. The port has the capacity to handle 1180 TEU containers at a time and its annual container handling capacity has reached up to 2378 TEU.
Dire Dawa port and terminal was established in 2013. The dry port is located in Dire Dawa city administration. Dire Dawa city is located approximately 550 km from Addis Ababa. The port occupies a total area of 0.78 hectare while 0.78-hectare land area is used for container terminal services. The port has the capacity to accommodate 368 TEU containers at a time and its annual container handling capacity has reached up to 3852 TEU.
Kombolcha port and terminal was established in 2013.The dry port is located in Amhara National Regional State at Kombolcha town, which is approximately 380 km from Addis Ababa. The port occupies a total area of 15 hectare while 4-hectare land area used for container terminal services. The port has the capacity to handle 1888 TEU containers at a time and its annual handling capacity has reached up to 4891 TEU.
Mekelle port and terminal was established in 2013. The dry port is located in Tigray National Regional State at Mekelle city, which is approximately 783 km from Addis Ababa. The port occupies a total area of 3 hectare while 3-hectare land area is used for container terminal services. The port has the capacity to handle 1440 TEU containers at a time and its annual container handling capacity has reached up to
Hawassa port and terminal was established in 2018.The dry port is located in Southern Nations and Nationality Peoples Regional State at Hawassa city, which is approximately 300 km from the capital.
The dry port is providing services in its satellite office at Hawassa Industrial Park. The construction of the port will be commenced at the plot of land given from the Hawassa City Administration.
Woreta port and terminal was established in 2019. The dry port is located in Amhara National Regional State at Woreta town, which is approximately 620 km from Addis Ababa. Currently the port is under construction. The port occupies a total area of 20 hectare while 3-hectare land area is going to be used for container terminal services. The port has the capacity to handle 900 TEU containers at a time.

Ethiopia - 2.3 Ethiopia Road Network
Overview
Ethiopia being a land locked country is using the neighbouring Djibouti port as the main access to sea port for mainly government import export business. Berbera Port in neighbouring Somalia is mostly used by Humanitarian communities such as WFP Ethiopia and Djibouti are connected through a paved road as well as a railway network. Ethiopia’s reopening of diplomatic relations with Eritrea has created the expectation of expanded logistics operations via the Eritrean ports of Assab and Massawa. However, in the near future there are no expectations of these ports to be used Rapid economic growth for over a decade coupled with the creation of the African Continental Free Trade Area and growth of Ethiopian cities has increased demand for freight and public transport. The Ethiopian transport sector is heavily dominated by the public sector with road infrastructure development, railway sector, maritime, and logistics as well as aviation sectors heavily monopolized by the government. The Government of Ethiopia identified the transport sector as a game changer to maintain the country’s impressive economic growth trajectory, and it formed a National Transport Council that will lead the reform program in the sector. In the recent years, the Council formulated and endorsed a national transport policy (March 2020), a national logistics strategy (2020 to 2030) and policy, and the transport sector’s 10-year perspective plan (2020 to 2030). In 2020 Ethiopia has an estimated 144,024 kilometers (89,492 miles) of all-weather roads – about 41% of the required road network in the country, while in 2022/23 it is estimated to be 180,000km. In the past 15 years, the Government of Ethiopia has been engaged in expanding the road network. The Ethiopian Roads Authority plans to build an additional 10,000 km of road at a cost of 41 billion Birr ($1.5 billion). It is estimated that the federal road network is about 41,000 km, including 4,400 bridges and 40,600 culverts.
The Government of Ethiopia is currently implementing a $2 billion National Logistics Development (NLD) strategy to alleviate trade logistic hurdles. According to the ten years perspective plan (2020 to 2030), the GOE aspires to:

Road Security and Accessibility
Ethiopia has a population of approximately105 million people and a gross domestic product of US$ 111.27 billion. There are number of issues to address in road safety in Ethiopia, including major risk factors, coordination of road safety work, institutional capacity and data collection systems. Ethiopia prepared the “National Road Safety Strategic Plan of Ethiopia 2011 to 2021 “ to address the road security and safety issues.
Road network is basically accessible there could be some challenges in certain areas associated with pockets of insecurity in Northern Ethiopia or other parts of the country as well. In certain locations, areas may be hard to reach due to rough, unpaved, and inadequate roads, which is exacerbated during the rainy season (June-September). Rough roads may also lead trucks to face mechanical issues, with little access to workshops for maintenance along the way. In addition, the prevailing seasonal weather conditions must also be taken into consideration, wash ways, flooded rivers that cause roads to be impassable, the presence of animals on the road (camels, livestock) and the bad conditions of several roads (potholes etc.). The distances are vast, there is negligible roadside support in case of accidents or breakdowns, and thus it is important to adhere to security procedures and standards.
Weighbridges and Axle Load Limits
The axle load limit in case of Ethiopia for Front Axle is 8 Ton and Rear Axle is 10 Ton as per the old regulation, however taking into account a new regulation it has the below provisions.

Ethiopia being one of the developing countries needs to be integrated with global economy and that can only be possible through efficient and effective flows of goods to and from the country in international trade. To this end, the country needs to adopt or develop an efficient multimodal transport system for freight transport. Railway infrastructure is one the most important part of economic infrastructure. Transport infrastructure and services, including shipping, ports, roads and railways are essential for global merchandise trade, and related supply chains. Where transport infrastructure is poor, the development of multimodal transport may not be easy. In order to be able to be gain maximum benefit from multimodal transport, infrastructure that is capable of handling containers must be in place. Addis Ababa-Djibouti railway project is envisaged as a major export and import connection linking land locked Ethiopia with Djibouti Port in the Red Sea’s international shipping routes. It is the first modern cross-border, standard gauge, electrified railway in Africa with the total length of 756km, (656km in Ethiopia section and 100km in Djibouti section), stretches from Addis Ababa (capital of Ethiopia), then runs along Adama, Dire Dawa (two big cities of Ethiopia), and ends in Djibouti port. It was designed and constructed in compliance with Class II Chinese electrified railway standard at design speed of 120km/h. Addis Ababa-Djibouti Railway is the main channel for import and export of goods in Ethiopia and hinterland in Eastern Africa, middle axle of the economic and traffic corridor in Central Region, Western and Eastern Region of Ethiopia.

A modern Chinese train control system CTC was adopted to the railway line to ensure safe and efficient transport. Centralized Traffic Control (CTC) integrates the computer technology, network communication technology and modern control technology, adopts the intelligent decentralized and autonomous design principle, and takes the train operation adjustment plan control as the central part. Centralized dispatching control system (CTC) refers to the technical equipment that the dispatching center centrally controls the signal equipment in a dispatching section and directly commands and manages the train operation .Lebu operation control center (OCC) is the main center to dispatch a train along the whole line .There are two dispatching centers in the whole line of Addis Ababa Djibouti railway, Labu dispatching center and Nagad dispatching sub center.
Freight Stations layout and Facilities

The Addis Ababa - Djibouti Railway has created a suitable transportation corridor for Ethiopia’s import and exports. It has reduced the travel time for freight and passengers. For freight transport, it has reduced the journey time between Djibouti and the Ethiopian dry port of Modjo from 84 hours to 10 to 15 hours. In addition, the railway line is playing a positive role in the Ethiopian agriculture sector development with agricultural production increasing with port connectivity. The Railway line has modern freight facilities including well –equipped warehouse and Freight yards. All freight stations were interconnected with modern and reliable optical fiber communication system. There is also a freight management system, which enable to control and monitor the movement of goods by railway throughout the line.

Addis Ababa - Djibouti Railway line has provided visible socio and micro-economic benefits. Export and import in Ethiopia and Djibouti were clearly improved, increasing economic performance and fostered trade between the two countries by boosting the performance of international trade corridor. 2.5 Ethiopia Waterways Assessment
River and/or Lake Port Assessment
Ethiopia does not have any major river ports. Gambella Region has the Baro River which has been utilized during the rainy season for transporting emergency supplies to the Upper Nile State of South Sudan in 2012 and 2013
Gambella River Update
There are 4 river ports in Gambella; Gambella, Itang, Matar (Alwero River) and Burbe. They are accessible at various times of the year dependent on water levels. On average very high-water levels from July to October during the rainy season and very low water levels from January to April. It is important to note that the road section at Puldieng, which is about 65 km from Gambella town on the way to Mater port, floods during the rainy season due to the Baro river busting its banks and, in most cases, becomes impossible until the water recedes. That section of the road and other smaller sections ahead were completely cut off in 2014 and 2020 by flood waters rendering no access to Mater port by road. On both occasions repairs were carried out by the Ethiopia Road Authority (ERA) to enable access. The majority of boats using the river have a capacity of 30MT although several can carry 40 to 50MT. They are used regularly to transport commercial goods and people between South Sudan and Gambella. From late July till October it is possible to utilize a large barge with up to 1,600MT capacity from Gambella river port. This barge was utilized in 2012 from Gambella to Upper Nile State in South Sudan. Gambella port is accessible when the water levels are very high. Also, important to note is that along the river there are rocks on the riverbed that hinder smooth navigation of boats and therefore extra caution has to be taken. Currently, river transporters are hesitant in using Gambella port for the sole reason of possible damage to their boats and loss of cargo.

ETBC has a total store capacity of approximately 873,900 MT throughout the country; It’s warehouses are found in Addis Ababa, Amhara, Oromia and SNNP regions.
EFSRA has a total of 322,000 MT warehouse capacities in 7 strategically located sites (see below); EFSRA is the second biggest store owner in the country.
EIIDE: has total capacity of 1,094,537 MT making it the biggest store in Ethiopia.
EDRMC: has a total of 8 warehouses in Ethiopia, these comprise of 90 stores with a total capacity of 423,950 MT
Out of the 90 stores of the commission, 23 are being used by partners (WFP, CRS, FH, ORDA, Busa Gonofa Oromia, and ETBC)
NGOs: Like CARE, CRS, CONCERN, ICRC, MEKANEYESUS, WVI etc. own and lease warehouses in towns Adama, Dire Dawa, Mekelle, Kombolcha and in areas like E. and W. Harerge, Borena Zone, SNNPR etc. where they are active.
Farmers’ Cooperative Unions FCU’s own and lease stores to store their produce, agricultural inputs etc. throughout the country.
Private Warehouse Owners: An approximately more than 300,000MT capacity stores are owned by private owners mainly in towns like Addis Ababa, Nazareth, Dire Dawa, Shashemene, Gondar and Mekelle.

Afar Region Storage Assessment
There is only one warehouse which is feasible but is still under construction. It belongs to DPFSCO. There is an existing Industrial Pack Development Corporation (IPDC) warehouse consisting of 8 sheds with a capacity of 43,200 sqm. 4 used by WFP, one by UNHCR and the rest by the government of a capacity of 5400 sqm. There are two MSUs but being used by DPFSCO. There is abundance of empty land to establish warehouses on in the surrounding areas of Semera. There are two MSUs but being used by DPFSCO.

Tigray Region Storage assessment
In March 2023, a quick survey/assessment was conducted in Mekelle to check availability as well as suitability of warehouses in the commercial market. Warehouses for rent are easily available in Mekelle with most located within the industrial zone and are well secured. It was also noted that the rental cost per sqm had also gone up compared to 2022, it is about ETB 160 compared to ETB 110 in 2022. Also noted was the increase in payment of daily wages/laborers.

Cold Chain
Ethiopia the second most populous country in sub–Saharan Africa is expanding its health service coverage, currently reaches over 93% of the population. The Ethiopian Pharmaceuticals[AM1] Supply Agency (EPSA), formerly known as Pharmaceuticals Fund and Supply Agency (PFSA), is a governmental pharmaceuticals supply agency established by proclamation number 553/2007 with a mission to supply quality assured pharmaceuticals to public health facilities at an affordable price in a sustainable manner. Ethiopian Pharmaceutical Supply Agency ( EPSA) the lead in cold chain storage, developed the Second Pharmaceuticals Supply Transformation Plan 2020/21 – 2029/30 (PSTP II) in alignment with the Second Health Sector Transformation Plan (HSTP II). In this strategic plan, the Agency has envisioned to be ―The most responsive and efficient pharmaceuticals supply chain organization in Africa by 2030‖ through the achievement of excellence in the areas of customer service, operations, financial sustainability, and leadership, governance, and human resource management. The Agency has contributed its part for the achievements made in the health sector in the management of both communicable and non-communicable diseases. In addition to the regular supply chain management activities, the Agency has also been playing critical roles in responding to public health emergencies including during the COVID-19 pandemic. The Agency installed 1800m3 new cold chain warehouses at Head Office and Addis Ababa hub 2.
