Logistics Infrastructure 

Road transport is still the preferred mode of transportation, and it is believed that in the foreseeable future, road transport will continue to dominate both freight and passenger traffic. Major transport routes follow the north-south pattern in accordance with the distribution of the population, and with major East-West links to neighbouring countries such as Vietnam, Thailand, and Myanmar.. In 2015, the countries of Lao PDR, Cambodia, China, Myanmar, Thailand, and Viet Nam all officially approved and implemented the Cross-Border Transport Facilitation Agreement (CBTA). The Memorandum of Understanding (MOU) was signed by the six countries of the Greater Mekong Subregion (GMS) during the period leading up to March 2018. Temporary Admission Documents (TADs) allow registered, owned, and/or operated goods and passenger vehicles from a specific country to freely travel on any route and cross any border crossing specified in CBTA Protocol 1. Lao PDR will first restrict transportation into and out of the country to the Boten, Huayxay, Dansavanh, and Savannakhet border checkpoints located along national Routes 3, 9, and 13. Road transport currently carries 78% of passenger traffic (passenger/kilometre) and 96% of freight traffic (ton/kilometer) (MPI Statistics Yearbook 2022, Lao PDR). The Mekong River and its tributaries carry the remaining share of freight (3.73%) along with only 1.62% share of passenger traffic. The volume of airfreight is 0.01% and domestic passenger air transport has reached 1.54% of the demand and plays a crucial role in linking urban areas and otherwise inaccessible parts of the country.  A 3.5 km rail link, extending from Nongkai, Thailand to Thanaleng, Vientiane Capital, was opened to traffic in March 2009 - even though it is a very small rail link, it connects with the Thai Railway Network, enabling Lao rail transportation to deep-water seaports in Thailand and beyond. The Lao Thai friendship bridges were constructed to establish a transportation link between Laos and Thailand in a crucial corridor. A 422km high-speed Lao-China rail link from Vientiane Capital to Boten on the Chinese border, with multiple stations along the route, is opened in December 2021. In the first 3 months, the Lao-China railway carried more than 1.7 million passengers and 1.1 million tons of cargo and shared 1.64% of the passenger transport. The implementation of the Laos-China railway, which intersects with the Laos-Thailand railway at the dry port - Laos' comprehensive logistics project - has converted landlocked Laos into a country connected by land routes. The newly opened Vientiane-Vang Vieng 109 km dual carriage expressway has reduced travel time to 1 hour (toll fees are applied along the route) compared to 2-3 hours on the previous route via Route 13. A proposed 137km extension from Vang Vieng to Luang Prabang is being considered.  

National government activities in the transport sector are undertaken primarily by the Ministry of Public Works and Transport (MPWT). Divisions in MPWT with operational responsibilities are the Department of Civil Aviation, Department of Inland Waterways, Department of Public Works and Transport (DPWT), Department of Roads (DOR), Department of Transport (DOT), and the Railway Authority. The Department for Planning and Cooperation in MPWT is responsible for overall management of development assistance programs. Traffic enforcement is undertaken by the Traffic Police Department (TPD) in the Ministry of Public Security. Urban roads are the responsibility of urban development administration authorities, which are responsible to their provincial governments and, in the case of the Vientiane Urban Development Administration Authority, to Vientiane Prefecture. The Ministry of Finance continues to play a major role in financing transport sector activities through the national budget. A division of DPWT is located in each of the country’s 18 provinces. Each DPWT reports to the governor of the province, with MPWT also providing direction, guidance, and support. DPWTs are, in turn, supported by an office of public works and transport (OPWT) in each district centre in a province

The Department of Civil Aviation of Lao PDR is the civil aviation authority of Laos. The agency, a division of the Ministry of Public Works and Transport (MPWT), has its headquarters on the property of the Wattay International Airport in Sikhottabong District, Vientiane Capital. 

The Department of Civil Aviation is responsible for policy and planning in civil aviation and for regulatory oversight of technical and safety matters pertaining to aviation and the Lao Airports Authority (LAA). The department has eight divisions in addition to the Lao Airports Authority, which is responsible for the operation and maintenance of the Wattay international and domestic airport terminals (Vientiane), two regional airports (Luangprabang and Pakse), and two provincial airports (Louang Namtha and Savannakhet). All other provincial small airports are the responsibility of the provincial governments with the department’s technical consultation. 

Laos has 12 airports and 9 smaller airstrips, however not all are operational at the moment. The main airport is Wattay International Airport located in Vientiane Capital. The other minor ones but also important are in Luanprabang, Pakse, Savannakhet, Oudomxay and Luang Namtha. There are limited operations in Saravan, Samnue, and Sayaboury. 

Vientiane is the main international gateway, while Louangphrabang and Pakse accept regional traffic and provide customs, immigration, and quarantine services. Another significant provincial airport is Savannakhet. The two regional airports at Luangprabang and Pakse and the Wattay Airport at Vientiane cover international traffic and associated services. 

Several international airlines such as Air Asia, Bangkok Airways, China Eastern Airlines, Lao Airlines, Thai Airways, Korean Air and Vietnam Airlines provide international services. Direct connections are also available to Bangkok, Chiang Mai, Hanoi, Kunming, Guangzhou, Seoul, Busan, Singapore and Siem Reap. For domestic flights, Lao Airlines and Lao Skyway are the main carriers, of which, the national one names Lao Airlines, serving flights to LuangPrabang, LuangNamtha, Muang Xay, Pakse, Phonsavan and Savannakhet. and additional flights are made in the rainy season to selected locations 

The state-owned airline, Lao Air, flies 10-seat Cessna aircraft on a regular basis to three remote provinces—Houaphan, Phongsali, and Xayabury. Domestic and international services are provided primarily for tourist traffic.

Procedures for Foreign Registered Aircraft 

Registration of Aircraft in Lao PDR is governed by The Law on Civil Aviation Lao PDR - Presidential Decree No. 43/PO. The process is handled by the Ministry of Public Works and Transport (Department of Civil Aviation) and involves the Ministry of Foreign Affairs.    

Any aircraft that intends to fly within the airspace of the Lao PDR shall be registered and shall have nationality and registration marks in accordance with the laws of the Lao PDR or of the concerned State. 

Aircraft registration in the Lao PDR must be carried out in accordance with the following conditions: 

1. The individual registering the aircraft shall be its owner or another individual who has the right to operate such aircraft. This could be, but is not limited to, the following: 

  1. The government of the Lao PDR; 

  1. A Lao citizen; 

  1. An alien, foreign individual, or apatrid who has a principal place of business or permanent residence in the Lao PDR; 

  1. An enterprise, company, or association established in accordance with the laws and regulations of the Lao PDR. 

2. Aircraft registered in the Lao PDR shall not be eligible to be registered in another State; likewise, aircraft registered in another State shall not be eligible for registration in the Lao PDR, unless the former registration is cancelled.  

When a person or organization has duly registered its own civil aircraft in the Lao PDR, the rights in such aircraft shall be recognized in accordance with the relevant international conventions to which the Lao PDR is a party. 

  

Air traffic services (i.e. the provision of facilitation and control of air traffic, including for overflights over the territory of the Lao PDR) shall be conducted under common regulations throughout the entire country, consistent with regulations of the International Civil Aviation Organisation for ensuring the safe, speedy, and orderly flow of air traffic. 

 

Flight Clearance and Aircraft Entry Requirements 

All private and non-scheduled commercial aircraft overflying or landing for commercial or non-commercial purposes must request clearance at least 15 days prior to departure. 

All requests must include. Type of aircraft and registration marks; Radio call and frequency; Name and nationality of pilot and crew members; Complete route of flight; Dates, times of entry and exit from the airspace of Laos; Dates and times of arrival and departure, if landing; Flight altitudes; Reason for flight; Number and nationality of passengers and type and amount of cargo; Name and address of aircraft operator and owner; and type and amount of fuel required.

Airport Overview  

Wattay International Airport, known locally as Wattay Airport, is the main airport in Laos. It provides connections to regional centres as well as international destinations across the Asia Pacific region. Located approximately 3 km outside of the country’s capital city of Vientiane, it is easily linked to the national route 13 that passes two international airports in Laos; Luang Prabang Airport in the north and Pakse Airport in the south. 

Under the supervision of the Ministry of Public Works and Transport (MPWT), the Department of Civil Aviation (DCA) with the head office on the airport property is responsible for policy and planning in civil aviation and for regulatory oversight of technical and safety matters pertaining to aviation. 

The airport is operated by the Airport of Laos (AOL) that provides airport operation and serves as a hub for Lao Airlines and Lao Skyway. AOL operates four international airports and eight domestic airports. The airport has two terminals, which include a new domestic passenger terminal and a new international passenger terminal.  

The airport has various ground transportation options available. Both public and private bus transfer services are available. Car rental service counters are available at international arrival hall. Airport taxi services are also available outside the arrival hall. A car park is located in front of the terminals and offers both covered and uncovered parking spaces.

The terminal area of the airport is located in the southwest part of the airport. A Lao Airline hangar and office are located at the eastern side of the terminal area. The domestic passenger building is located next to the Lao Airline office, and the international passenger terminal is at the western side of the domestic building. A cargo terminal is located on the western side of the VIP building. There is an area for air traffic control facilities such as a control tower, Lao Air Navigation Service (LANS) office, and power supply substation. A fire station and a small aircraft hangar are located at the western end of the terminal area. Amenities at the terminals include duty-free shops, a post office, banks, ATMs, restaurants, information desks, an internet café, bars and currency exchange counters.

In 2019, the airport accommodated 1.76 million international passengers and 578,000 domestic passengers. Air cargo capacity remains small. A handling of both international and domestic cargo including international airmail recorded in 2019 was at 2,000 kg. Air cargo forecast for 2025 is 6,000 kg. 

 

Runways 

The airport has a single 3,000 meter long asphalt-paved runway with 45 m in width. It is capable for the taking and landing off large jets such as Boeing 747-400. The approach and departure routes used the priority runway strategy to prevent flying onto the east side of the runway, which was especially important for Thailand and the Vientiane urban area. According to the controller's knowledge, the landing and takeoff ratio of RW31 is 90% to 95%.

Passenger on arrival: 

A traveller or passenger arriving at one of Lao's international airports or border crossing should bring into Laos any personal belongings that do not exceed the amounts permitted. These amounts are listed below: 

  • All types of alcohol: Not exceeding 2 litres

Exemptions from Customs Duties: 

Certain categories of goods are exempt from Customs duties.  The imported goods/cargo is handled within three days. Below is a brief list of these exemptions.  

  • Humanitarian assistance 

  • Goods and vehicles for diplomatic missions 

  • Goods and vehicles by approved international organizations or international non-governmental organizations 

  • Certain kinds of items when changing residence (moving house) 

  • Civil servants completing their mission, students graduated from abroad and foreigners wishing to have permanent residence that import items in addition to vehicles are exempted from Customs duties for the following items: 
    - certain items and in certain quantities that are not of a commercial nature 
    - household items 
    - goods received from inheritance. 

  • Gifts of a delegation from overseas on official visits 

  • Grant aid from foreign countries, borrowing or debt payment of the government 

  • Goods used for religious purposes (e.g. religious ceremonies, construction of religious sites) that  have  certified documents from a Buddhist organization or the Lao Front for Construction or the Ministry of Information and Culture 

  • Goods, weapons and special vehicles to be used for national defense and public security 

  • Samples and items for scientific research that are not of a commercial nature 

  • Under the Law on Investment Promotion the importation of certain categories of goods is subject to exemption or reduction of Customs duties and other obligations. 

  • Goods brought into and out of special economic zones and specific economic zones 

  • Goods sold to outgoing travellers in duty free shops duly authorized by the Ministry of Finance

Storage Facilities   

The airport has a combined storage capacity of 4,306 m2. There are three cargo terminals in the airport. One is dedicated to international cargo and is operated by Lao’s courier company, Hung Huang Logistics Co., Ltd (HHL). The other two terminals are operated by domestic airlines, Lao Airlines and Lao Skyway. 

The International Cargo Terminal Building, which consists of Terminals 1 and 2, and functions as one terminal, is located to the west of the international passenger building (IPTB). The buildings are operated by HHL, who contracts the operation of Terminal 1 with L-JATS and the operation of Terminal 2 with AOL, respectively.  

 

Terminal 1 has the storage area and a two-story cargo agent office. The storage area has floor space of 1,650 m2 and is divided by a metal fence into two areas for import and export cargos. The x-ray room is located in the center of the building, and the x-ray machine is used for scanning the export goods. The weighing scale for export goods can measure up to one ton. The import section has racks for storing goods. The imported cargo is handled within three days. Terminal 2 has 1,600 m2 total floor area and is used mainly for export cargo storage. There are cool room and dangerous goods storage in the building. 

Lao Airlines and Lao Skyway operate their own cargo terminals. Lao Airlines handles international and domestic cargo. The cargo building’s floor area is approximately 840 m2 and there is one x-ray inspection machine. The Lao Skyway cargo terminal handles only domestic cargo. The one-story building is 216 m2 and has one x-ray inspection machine.

FUEL SERVICES CHARGES 

The fuel is transported from Thailand by a special tanker. The fuel facility is operated by Lao State Fuel Company (LSFC), a 100% state-owned company. The fuel is transported by a tanker to the apron. There are three tanks, two of the tanks have a capacity of 600,000 liters and one tank has a capacity of 750,000 liters. Total capacity of the fuel tank is 1,950,000 liters.  

The fuel market is regulated by the Ministry of Industry and Commerce (MOIC) that takes decisions on fuel prices based on the fluctuation of world oil price. LSFC is delegated by MOIC to adjust (increase or decrease) oil price in form of writing and disseminate it to all oil companied throughout the country.

Security 

Laos is generally a peaceful country. Although there is no threat from international terrorism, airport security is strong. There is a police presence and the airport authorities have also engaged a private security company. The airport enforces and maintains strict international security checking standards. 

 

Lao People's Democratic Republic - 2.2.2 Houaphanh (Sam Neua) National Airport

Airport Overview 

Sam Neua airport known as Nong Khang Airport, is located in the city of Sam Neun (Xamneun), Houaphanh province. Built in 2013 and put into operation in May 2023, the airport’s construction is based on the standards of the International Civil Aviation Organization (ICAO). It has reference code 3C (Aerodrome Code 3C) and can accommodate 70-100-seat aircraft, such as ATR 72, Fokker 70, Fokker-100, MA-60, or equivalent. The runway is 2,400 meters long and 30 meters wide. 

There are 2 domestic carriers; Lao Airline and Lao Skyway that service the airport. The airport is capable of accommodating 100,000 passengers per year. Houaphanh province is more than 600 km from Vientiane. Previously, it took about 2 days to reach the province from the capital, but now it takes only 1 hour by air.

Lao State Fuel Company (LSFC), a 100% state-owned company, is delegated by MOIC to adjust (increase or decrease) oil prices in the form of writing and disseminate it to all domestic airports.

Airport Overview 

Luang Prabang International Airport is located 4 kilometers from the center of Luang Prabang province in northern Laos. It serves as the main gateway for visitors to the country’s tourist attraction in the province which is a UNESCO designated World Heritage Site.

Passenger and Cargo Performance Indicator 

The airport handles annual air passenger traffic of around 1 million. International passengers are around 700,000 and domestic travellers account for around 300,000. To cope with a huge potential for rapid air passenger traffic, the Lao Ministry of Planning and Investment selected Korea Airports Corporation (KAC) to conduct the feasibility study on the expansion of Luang Prabang International Airport in 2021. If selected for the expansion, KAC plans to build a 55,000-square-meter terminal to separate domestic and international passengers and boost efficiency. The planned expansion would allow the airport to accommodate over 4.61 million passengers per year from the current capacity of 1.2 million passengers. The company also plans to remodel and expand the airport's terminals and runways.

FUEL SERVICES CHARGES 

Fuel prices in Laos are regulated by Ministry of Industry and Commerce (MOIC) that makes decisions on fuel (all types) prices based on fluctuation of world fuel prices. Lao State Fuel Company (LSFC), a 100% state-owned company, is delegated by MOIC to adjust (increase or decrease) the fuel prices. 

Jet A-1 fuel is transported from Thailand by a special tanker that is operated by LSFC. The company does not, however, import Avgas at the time being. LSFC has a jet fuel depot located behind the airport. It serves jet fuel refuel for both domestic and international flights.

Airport Overview 

Attapeu International Airport is located along Route 18B in Saysetha district, about 28 km from Attapeu province, which the airport services. It has one asphalt-paved runway that measures 1,850 m by 30 m. It can support planes having 70-100 seats particularly the ATR 72, Fokker 70, MA-60 and Fokker 100. The 4,300-square-metre terminal can handle 300 passengers per day. 

After its construction was completed in 2015, Lao Airlines introduced twice-weekly flights from Vientiane via Pakse on 9 April 2016. The frequency was increased to thrice weekly in July. However, Lao Airlines ended the route in October 2016 because of low passenger numbers. The following January 2017, authorities closed down the airport for the time being.

This airport, also known as Boun Neua Airport, located in Phôngsali, Laos. There is only one runway at the airport. This airport does not have an ICAO code. Other nearby airfields are Luang Namtha Airport and Oudomxai Airport. This airport serves only Lao Skyway flights to Vientiane, though the schedule may not be listed on their website. Because the desk at Phongsali Airport opens only two hours prior to flights, it is preferable to schedule directly with their offices. Please be aware that flights are frequently canceled due to inclement weather or smog. In this case, the alternative option of land transfer can be considered.

Road Network 

Laos is a landlocked country, and therefore relies on its neighbours, Vietnam and Thailand, for seaport services.  

The Lao Road network is estimated at about 59,647 Km, with only about 23% paved (concrete or tar). In general, more than 60% of the total national roads are classified as in poor or bad condition. Most of the provincial and district roads are inaccessible during the rainy season. It is estimated that more than 40% of villages are 6 kilometer or more from a main road and nearly half are nor accessible during the rainy seasons. Road Security 

Traveling in Laos is generally safe with exception of some areas in the North where precautions should be taken. UN Humanitarian missions to be briefed by UNDSS before travel. Field staff to be informed by local authorities. Vehicles often do not have lights and animals stray onto the roads.  The number of road accidents in Laos has risen sharply in recent years along with the increase in the number of motor vehicles, especially motorbikes.  

Weighbridges and Axle Load Limits 

Weighbridges are supervised by the Department of Transport under Ministry of Public Work and Transport. Unfortunately, existing weigh stations on national roads do not adequately enforce vehicle axle controls, while provincial and rural roads lack such stations. 

Weigh stations do not generally inspect vehicles for dimension limits or roadworthiness, and there does not appear to be any existing procedures for testing and certification of weighing devices used for the enforcement of vehicle weights. Truck overloading, although having significantly declined in recent years due to increased enforcement, is a problem in some areas, for example, close to quarries, mines, or cement factories and timber extraction, often in remote areas. 

All roads under the GMS project are all-weather roads and in good condition. These roads were designed axle as outline below. However, the rest of the domestic network can only support lower loads typically below 8.5 metric tons

Overview 

Boten International Checkpoint is located in Laos’ Namtha district in Luang Namtha province that shares a border with China in the North West. The checkpoint is about 56 km away from Namtha district, the nearest large town and a capital city of Luang Namtha province with a population of 195,753 persons. It is opposite to Mohan Port in Mengla County, Yunnan Province in the South of China. Daily Capacity 

There are more than 300 freight trucks crossing Boten border checkpoint each day to China from Laos. However, during Covid-19 pandemic from 2021 to 2022, Chinese authorities restricted freight trucks that allowed only 150 vehicles to cross into China per day. The restriction was lifted in January 2023. 

Customs Clearance 

The Ministry of Finance’s Customs Division, a regulatory authority for imports, requires submission online of tax exemption certificate (in case of humanitarian goods) including supporting documents on NSWA+, a computerized platform of the Lao National Single Window (LNSW) which recently is integrated into Lao customs clearance for import (ASYCUDA) that became known as the NSWA+. The platform can be accessed at https://www.laonsw.net/ 

Charge for NSWA+ is USD14 (or 291,000 Kip) for one transaction, which excludes customs, duties, tax, fees and service fees of relevant agencies.

Lanetoui Border Checkpoint is located in Laos’ North most district of Yot Ou in Phongsaly province. It is an international border crossing that is opposite to Mengkang Port on the south of China’s Jiangcheng Hani and Yi Autonomous County in Yunnan province, China. The checkpoint is located 52 km away from Yot Ou district, the nearest large town and 77 km from Boun Neua district, a capital city of Phongsaly with a population of 197,989 persons. Overview 

Panghok International Checkpoint is located in Laos’ Eastern side of Mai district in Phongsaly province. The checkpoint is about 23 km away from Mai district, the nearest large town and 206 km from Boun Neua district, a capital city of Phongsaly with a population of 197,989 persons. It is opposite to Tay Trang Border Crossing Station (known as Sop Hun in Vietnamese side), Dien Bien district, Dien Bien province, Vietnam. The checkpoints have permanent offices at both sides of the borders where immigration offices are located about 5 km apart.  

Major inbound commodities are construction materials such as stone, cement and steel for 

China’s hydropower and road construction projects inside Laos. Since early 2019, there are newly imported agricultural commodities, namely durians and sweet potatoes from southern provinces of Vietnam that are transited via the checkpoint to China.

Lao People's Democratic Republic - 2.3.4 Border Crossing of Namsoi – Nameo (Huaphanh Province).  

Overview 

Nam Soi International Border Checkpoint is located in Laos’ Northern district of Viengxay in Houaphan province. The checkpoint is 55 km away from Viengxay district, the nearest large town and 85 km from Xam Neua district, a capital city of Houaphan with a population of 309,393 persons. It is opposite to Na Meo International Border Gate locating on the land of Quan Son district, Thanh Hoa province, Vietnam. The checkpoints have permanent offices at both sides of the borders where immigration offices are located.  

As of November 2023, a feasibility study on the construction of an expressway from Vientiane Capital to Houaphan province is underway. The 80-kilometer section would run from Huamuang District in Houaphan province to the Nam Soi – Na Meo International Border Checkpoint at the border between Laos and Vietnam. It is expected that the construction of the section linking Houaphan to Vietnam would take up to four years to complete. The schedule is, however, not yet given.

Lao People's Democratic Republic - 2.3.6 Border Crossing of Namphao-Cau Treo.  

Overview 

Namphao International Border Checkpoint is located in Laos’ Khamkeud district in Borlikhamxai province that shares a border with Vietnam in the East. The checkpoint is about 34 km away from Khamkeud district, the nearest large town and 211 km from Paksan district, a capital city of Borlikhamxai province with a population of 293,691 persons. It is opposite to Cau Treo International Border Gate in Ha Tinh province, Vietnam. The checkpoints have permanent offices at both sides of the borders where immigration offices are located.  

Namphao-Cau Treo border crossing is the busiest amongst eight international border checkpoints between Laos and Vietnam whereas the second most vibrant gate in terms of import and export activities is Dansavan-Lao Bao International Border Checkpoints.

Lao People's Democratic Republic - 2.3.8 Border Crossing of Dansavanh-Lao Bao (Savannaket) 

Overview 

Dansavanh International Checkpoint is located in Laos’ Sepon district in Savannakhet province that shares a border with Vietnam in the East. The checkpoint is about 43 km away from Sepon district, the nearest large town and 240 km from Kaysone Phomvihane district, a capital city of Savannakhet province with a population of 989,700 persons. It is opposite to Lao Bao International Border Gate in Quang Tri province, Vietnam. The checkpoints have permanent offices at both sides of the borders where immigration offices are located.  

The National Road Number 9 (242 km) from the Lao-Thai Friendship Bridge in Savannakhet province to the Laos-Vietnam border at Dansavanh-Lao Bao is a designated Asia Highway number 16 (AH16) that is part of 1,450 km East-West Economic Corridor linking the West end at sea port city of Mawlamyine in Myanmar to Vietnam’s Da Nang sea port in the East. 

The AH 16 is listed as Class III grade under Asean standard that can carry loads of 11 tonnes per axle. At Class IV grade, the road can only bear loads up to 8.2 tonnes to 9.1 tonnes per axle. 

The goods inspection at Vietnam’s Lao Bao side by scanners has speeded up the customs clearance time for imports, exports, and transit goods. It only takes from 8-10 minutes for analysis and about 20-30 minutes for some complex cases. Before applying the scanner, the manual inspection took about 2 to 5 hours for any shipment, even from 1 to 2 working days.

The ministry adopts the Lao National Single Window (LNSW) and integrates it into the ASYCUDA that became known as the NSWA+.

Lao People's Democratic Republic - 2.3.11 Border Crossing of Nongnokheane-Trapeang Kriel.

Overview 

Veunkham-Dong Kralor border between Laos and Cambodia was updated its services and became the first international border checkpoints between the two countries in January 10, 2017 after being recognized as a local crossing point for almost 30 years. Located in Veunkham village about five kilometres away, new site of border checkpoints links Nongnokheane in Champassak province, Laos to Trapeang Kriel in Stung Treng province, Cambodia. 

Nongnokheane International Border Checkpoint is located in Laos’ Kong district in Champasack province that shares a border with Cambodia in the South. The checkpoint is about 42 km away from Kong district, the nearest large town and 153 km from Pakse district, a capital city of Champasack province with a population of 704,023 persons. It is opposite to Trapeang Kriel international Border Checkpoint in Strung Treng province, Cambodia. The checkpoints have permanent offices at both sides of the borders where immigration offices are located.

CBTA allows 40 registered commercial vehicles (150 for Thailand and 500 for Vietnam) to enter and exit the checkpoint from Laos to Cambodia. These exclude passenger-transport, private vehicles.

Lao-Thai Friendship Bridge No. 2 is an International Border Checkpoint. It is located in the West of Laos’ Kaysone Phomvihane district in Savannakhet province that shares a border with Thailand. The Lao-Thai Friendship Bridge No. 2 in Savannakhet province is part of 1,450 km East-West Economic Corridor that links the West end at sea port city of Mawlamyine in Myanmar to Vietnam’s Da Nang sea port in the East via Thailand and Laos.

Overview 

Paksan Ferry Border Crossing is an International Border Checkpoint between Laos and Thailand. It is located on left bank of Mekong River in Anousonxay village, Paksan district, Bolikhamxay province. The checkpoint is about 4 km away from Paksan district, the nearest large town and a capital city of Bolikhamxay province with a population of 293,691 persons. It is opposite to Bungkan Boundary Post in Bungkan district, Bungkan province, Thailand on the right bank of the river. The checkpoints have permanent offices at both sides of the borders where immigration offices are located.   

Primary means of cargo transport cross the Mekong River is 300 ton-capacity ferries that can carry up to five 50-ton-trailer trucks at a time.   

The fifth Lao-Thai Friendship Bridge, which links Laos’ Bolikhamxay province to Bungkan province in Thailand, is now 90% completed and expected to be open by the end of 2024.

Lao People's Democratic Republic - 2.3.15 Border Crossing of Lao-Thai Friendship Bridge #1. 

Overview 

Lao-Thai Friendship Bridge No. 1 is an International Border Checkpoint. It is located in Hadsayfong district, Vientiane Capital that shares border with Thailand to the South. The checkpoint is about 6 km away from Hadsayfong district, the nearest large town and 20 km from Vientiane Capital with a population of 840,940 persons. It is opposite to Nong Khai International Border Checkpoint in Nong Khai province, Thailand. The checkpoints have permanent offices at both sides of the borders where immigration offices are located. 

The bridge serves as the shortest corridor between Vientiane Capital and Thailand’s Bangkok and Laem Chabang ports in 640 km and 696 km respectively. Travel time by truck approximates 12 hours.  

Since it opened in 1994, the traffic across the bridge has been steadily increasing. On weekends and official holidays, traffic congestion at the checkpoint is highly likely that there could be over 2,000 vehicles including freight trucks, passenger-carrying buses and private cars etc and 15,000 travellers crossing the checkpoints daily.

There are three inspection sites, one at the checkpoint itself, the second one at Thanaleng warehouse nearby the Friendship Bridge 1 and the third one at the Container Yard close to the train station. The customs declaration can be entered and submitted prior to the arrival of the shipment.

Overview 

Upgraded from Local Border Crossing, Dakta Ok was made International Border Checkpoint on August 14, 2021. Dakta Ok Checkpoint is located in Laos’ Dakcheung district in Sekong province that shares a border with Vietnam in the East. The checkpoint is about 17 km away from Dakcheung district, the nearest large town and 120 km from Lamam district, a capital city of Sekong province with a population of 133,045 persons. It is opposite to Nam Giang International Border Gate in Quang Nam province, Vietnam. The checkpoints have permanent offices at both sides of the borders where immigration offices are located.  

Previously, goods were transported from southern Laos and northern Thailand mainly through Phukeua (Attapue) - Bo Y (Kon Tum) International Border Checkpoints at Lao-Vietnam border. However, Dokta Ok-Nam Giang Border Checkpoints make transport distance 170 km shorter compared to Phukeua-Bo Y border. In addition, Chu Lai Port with a depth of 8.1 m to 10 m in Vietnam, which was recently upgraded to ensure the reception of the large ships, is just over 200 km from the checkpoints.

Lao People's Democratic Republic - 2.3.22 Border Crossing of Namngeun-Huaikon.  

Overview 

Namngeun International Border Checkpoint is located in Laos’ Ngeun district in Sayabouly province that shares a border with Thailand in the West. The checkpoint is about 4 km away from Ngeun district, the nearest large town and 129 km from Sayabouly district, a capital city of Sayabouly province with a population of 401,376 persons. It is opposite to Huaikon Boundary Post in Huaikon village, Chaloem Phrakiat district, Nan province, Thailand. The checkpoints have permanent offices at both sides of the borders where immigration offices are located.   

It takes 3 hours by private car from a recently completed route 4B with 114 km in length from Namngeun checkpoint to Luang Prabang province in comparison to route 4A that take 6 hours. However, there are two challenges. First, the route 4B is, in many parts, built on tops and shoulders of mountain ranges that influence speed for safety. Second, there is a ferry crossing Mekong River at Chiang Man village, which is opposite to Luang Prabang city.

Overview 

In 2018, the Lao - Myanmar Friendship Bridge (Meung Mon-Wan Pong) became an international border crossing site for Laos and Myanmar following an upgrade and international recognition. Prior to the upgrade, it was difficult for citizens of both nations to traverse the Myanmar-Laos border. Lao People's Democratic Republic - 2.4 Railway Assessment

Railway Assessment 

Currently, Laos has 2 two links available. A short section of 9 km from Thanaleng to Nongkhai (Thailand) through Lao-Thai Friendship Bridge across Mekong and can be connected at Nongkhai-Bangkok and the rest of Thailand railroad system. The extension encompasses a 7.5-kilometer railway line that connects Thanalaeng station, located near the Thai border, to Khamsavath station. 

The other standard gauge electrified railway Boten–Vientiane railway (often referred to as the Laos- China railway) is completed and opened on 2 December 2021 and the primary rail route that connects Laos's capital to China's border. The Laos-China railway, which also runs a cold storage service, can move products between Yunnan and Vientiane in 26 hours. The Laos-China international cold-chain freight train service currently has one trip planned daily from Kunming, Yunnan, to Vientiane.

Key Route Information 

The Lao-Thai Railway and Laos-China Railway are essential elements of a potential transnational railway network designed to provide connectivity between China and Singapore, spanning across Laos, Thailand, and Malaysia. The primary route entails traveling from either Vientiane or Khamsavath station to Thanaleng Station - Nong Khai station, where the Vientiane or Khamsavath station is connected to the Lao-China Railway. 

The primary route of the Lao-China Railway, spanning from Vientiane to Boten, represents a significant achievement within the broader Pan-Asian rail network, which is an integral component of the extensive Trans-Asian Rail network. Upon completion, it would be theoretically possible for visitors originating from Portugal to reach Singapore via rail within a span of 21 days, with intermediate stops in Paris, Moscow, Beijing, and Bangkok. 

The Vientiane line holds significant importance as a crucial segment within the Pan-Asian rail network. This extensive network comprises three distinct routes: the central route, commencing from Kunming and traversing Laos before reaching its final destination in Bangkok; the western route, which extends through Myanmar and Thailand; and the eastern route, spanning across Vietnam, Cambodia, and Thailand, ultimately converging in Bangkok and continuing southwards towards Malaysia and Singapore. Consequently, the implementation of the railway system will provide novel commercial connections within Southeast Asia, coinciding with the ongoing efforts of regional nations to enhance their own infrastructural frameworks with the aim of minimizing logistical expenses.

There are 1ten passenger stations and seven railway stations that offer freight services in Laos, namely Vientiane South Railway, Phonhong, Vang Vieng, Luang Prabang, Nateuy, and Xay. This route has the potential to provide expedited and seamless delivery of commodities within the region. The transportation expenses associated with this particular route are also 30-40 percent more economical compared to land-based transportation. 

The Xay Station is situated in the central region of Oudomxay Province, around 530 kilometers away from the capital city of Vientiane. Additionally, it is located about 30 kilometers from the Chinese border, namely the Xishuangbanna Dai Autonomous Prefecture. The station functions as a hub for the movement of freight, including the exportation of various goods such as produce, agricultural products, renewable crops, and metal ore. The maiden freight voyage from Vientiane to Shanghai facilitated the transportation of a diverse range of commodities, including fruits and rubber sourced from Southeast Asia. After departing from Vientiane Capital, the train proceeded to Shanghai via Wangjiaying West Station in Kunming, the administrative center of Yunnan province.

Lao People's Democratic Republic - 2.5 Waterways Assessment

Waterways Assessment 

The Mekong River, which flows through Lao territory from the north to the south for 1,865 km, is the longest, the biggest and the most important inland navigable mode of transport in Laos. It is not only Asia’s fourth longest river, but also an international river that connects six countries in the region namely China, Myanmar, Laos, Thailand, Vietnam and Cambodia helping alleviate the difficulty of reaching the mountainous areas of the countries where land transport is neither feasible nor economic. 

In 2000, China and the three countries of Myanmar, Laos and Thailand signed the Agreement on Commercial Navigation on the Lancang-Mekong River. Between 2002 and 2003, China paid for a project that blasted rocks and rapids to clear waterway at 16 locations on the Mekong where it forms the China-Myanmar and Myanmar-Lao borders to improve navigation channel. Today, the only sections from Houysai in Borkeo province to Luang Prabang province (300 km) and Houysai to Guan Lei Port (270 km) in the south of China’s Yunnan province still remain important routes for cargos, passengers and tourists. 

The Department of Waterways, under the Ministry of Public Work and Transport (MPWT), is responsible for policy, planning, and managing all inland waterways in the country. This includes port and navigation channel management, flooding and riverbank protection, and waterways transport.  

 

River/Lake Port Assessment 

Transport services, both cargos and passengers, are concentrated on the Mekong River but also occur on its large tributaries such as Nam Ou and Se Kong, and on the Nam Ngum reservoir. Dry season flow reduction and natural barriers limit the potential higher-capacity vessels. Much of the river is limited to the vessels with capacity of only 30 tons during the dry season because of limited water depth. On the upper section, some 220 km of navigation channels between the China-Myanmar border and Houysai in Borkeo are able to accommodate vessels of 150 deadweight tonnage (DWT) all year round and the vessels of 200-300 DWT in the wet season.  

Another 300 km section from Houysai to Luang Prabang is navigable for vessels of 60 DWT in the shallow dry season. Between Luang Prabang and Vientiane (430 km), the river is navigable only for vessels of 30 DWT all the year but has difficult sections, even at high water levels. The most easily navigable section is from Vientiane – Thakhek – Savannaket (460 km).  

However, the main barrier along the Mekong is the Khemarat rapids between Savannakhet and Champasak (260 km), which is completely close the river to dry season transport and severely limit rainy season navigability. In the Pakse – Don Deth (in Champasak province) section (160 km), navigation is easier only as far as the Cambodia border where the Khone Falls are an impassable obstacle.  

 

Laos has twenty-nine river port facilities along the Mekong River and a few ports are located along its tributaries such as Nam Ou, Nam Ngum, Nam Kading, Xe Bang Fai. Four Provincial ports—Xieng Kok, Ban Mom, Houysai (Borkeo), Pak Beng (Oudomxay) and Luang Prabang have been used for international transportation after the Agreement on Commercial Navigation on Lancang-Mekong River among China, Laos, Myanmar and Thailand. 

 

Lak Si Port in Vientiane Capital is the largest of these, accommodating from 20,000 to 30,000 tons of freight movement per year. Ports at Houysai, Pak Beng and Luang Prabang each have annual freight movement of about 10,000 tons, with lesser levels of demand at other ports. 

Most of these ports are small and still in their natural condition or consists of reinforced concrete ramp parallel to the riverbank. Lack of facility equipment for loading and unloading cargos, which are usually carried by manpower, the ports are typically used for domestic traffic and trade.  

 

Demand on freight traffic on the river is on decline due to improvements in transport infrastructures. Since the national Road No. 13 South was improved, river freight traffic between Vientiane Capital and Savannakhet has fallen away, whereas there is still thriving river transport on the section between Vientiane Capital and Luangprabang because the more severe terrain influences road transport costs on that section. Additional factor for the decline is the openings of 1st Lao-Thai Friendship Bridge (Vientiane Capital-Nongkhai) from 1994, 2nd Lao-Thai Friendship Bridge in Pakse (Champasak), 3rd Lao-Thai Friendship Bridge (Savannakhet-Mukdahan), 4th Lao-Thai Friendship Bridge (Borkeo-Chiang Rai) and 5th  Lao-Thai Friendship Bridge (Borlikhamxay-Bueng Khan) is expected to be opened by the end of 2024.

MPWT registered 7 associations and 17 private companies with a combined fleet of 482 vessels that provided water traffic transport with total tonnage of around 2 million. On passenger transport, 7 associations and 28 private companies with 1,973 boats were responsible for transporting nearly 3.4 million passengers.

Lao People's Democratic Republic - 2.6 Storage Assessment

 

Storage Assessment 

Although agriculture employs 85% of the national workforce, it only accounts for 15.71% of the GDP (Statistics yearbook 2018, Lao PDR). Rice accounts only 27% of the total crop production and most of farming households grow rice for their own use. Agriculture remains predominantly subsistence and commercial trade in agricultural products remains at a small scale and not well documented. Agricultural marketing in Laos has short marketing channels and is generally small-scale. This has limited the need and growth of the commercial storage sector. 

Limited farmer access to marketing opportunities has also constrained the growth of wholesale trading activities. Farmers usually sell their produce directly to retail traders at the farm or at roadsides where some farmers display their goods. While rice mills have large warehouses for paddy and milled rice, there are very limited storage facilities for other agricultural produce. 

Trading of fish and other perishable products usually requires cold storage facilities; these are presently very limited number in all areas. Currently, fresh fish and meat products are sold at retail markets within 12-24 hours of slaughter or capture. For products with stable demand such as vegetables, pigs and fresh chickens, some farmers within proximity to urban areas have fixed-price supply agreements with retailers and directly deliver the commodities to retailers on a daily basis. 

As a result, the available medium to large scale storage facilities are mainly sate owned  plus a growing capacity of medium scale commercial millers and wholesalers concentrated in urban areas. 

However, Laos is immediately adjacent to at least 200 million Thais, Chinese and Vietnamese. Industrial development is accelerating rapidly in these countries and so is the demand for food products. This is creating great opportunity for Laos and has led to a significant increase in investment in agro-based initiatives – and thus increasing the demand for supply chain capacity and potential growth of this sector.    

Commercial storage is very expensive and not sustainable; private storage is typically less costly (lower establishment and maintenance costs) and there is a possibility of operational efficiencies; cash reserve funds are cheaper than physical storage with the main cost being having the cash tied up in an account; call option contracts and regular trade are the cheapest options, although they involve additional uncertainties and challenges.

Commercial Storage 

The country has seen a rise in the number of warehouse facilities due to the growing trade and foreign investment from Thailand, China, and Vietnam. The warehouse is classified as a modest to large space suitable for commercial use. The majority of these buildings are small to medium-sized and lack proper structures. Some of them even lack basic amenities like fence or parking spaces. The majority of these structures were initially built by business owners for their personal use. However, over time, they were made available for rent. 

Thanaleng Dry Port and Savan Logistics offer warehouse rental services in addition to general warehouse services for cargo. These services are intended to store products awaiting subsequent shipment and delivery to the customer, and offer a capacious warehouse designed to meet the most stringent customer requirements. Its warehouse capacity can accommodate a wide variety of products, including consumer commodities, food items, and oil and gas industry products. The complex also provides document processing, IT systems, and personnel services. The other commercial warehouses are owned by the logistics companies that could provide the per-square-meter-per-day service rate charge.

Storage Used by Humanitarian Organizations 

The storage capacity of the humanitarian sector is very limited – with only WFP and Lao Red Cross having facilities outside the capital. The current capacity adequately fulfils the requirements of the humanitarian sector, and occasionally, it might be temporarily utilized the commercial storages. WFP and government partners had established the Mobile Storage Unit Strategy, which allowed for temporary storage during an emergency in the crucial provinces of Laos. 

The total warehousing capacity for WFP's Laos Country Office is about 8,250MT; Vientiane (4,200 MT), Oudomxai (2,500 MT), Pakse (1,550 MT) – storing both food and non-food items.  

The Vientiane warehouse facility is an in-kind contribution from Ministry of Labour and Social Welfare. The Provincial Educationl departments of Educations in Oudomxai, and Pakse is renting facility 

All WFP food commodities received, through local, regional, or international purchases are received at Vientiane warehouse and then despatched to the 2 strategically located provincial warehouses in Pakse (South) and Oudomxai (North) 

The Pakse warehouse caters for FDPs in the southern provinces of Saravane, Sekong and Attapue, and Champasack while Oudomxai warehouse despatches to FDPs in Oudomxai, Luangprabang Pongsaly and Luangnamtha provinces. The strategic warehouse in Vientiane will serves for FDPs in the central provinces. Each of these warehouses is managed by staff located in the respective locations. 

WFP has Mobile Storage Units available for emergency preparedness located in each warehouse, each with a capacity of 500 MT. The Wikhalls are prepositioned as follows, 2 Units at Oudomxai, 1 Unit at Pakse, and 4 Units at Vientiane

Lao People's Democratic Republic - 2.7 Milling Assessment

Milling Assessment 

Rice serves as the central component of the agricultural system in Laos, contributing to more than 90% of the overall crop production. In the Lao People's Democratic Republic (PDR), the process of rice milling is predominantly carried out at the village level and in small-scale mills. These mills are characterized by inadequate equipment and possess an average capacity of approximately 6 metric tons of paddy per day. Although precise statistics are lacking, it is likely that these mills are responsible for around 90% of the rice milling operations conducted throughout the nation. 

A common practice among Lao farmers is the storage of rice paddy on their private land, serving as a dual purpose of sustenance and asset preservation. When farmers engage in the sale of their rice, it is customary for them to do so by either directly transacting with rice mills or intermediaries. According to estimates, the number of rice mills in Laos exceeds 20,000. However, the bulk of these establishments are characterized by their modest scale and restricted production capacity. A number of prominent rice mills are currently undertaking initiatives aimed at enhancing rice yields and improving rice quality within the primary rice cultivation areas. 

Rice millers have a choice of three different ways of operating and often combine two or three: 

  • Custom milling: Farmers or small traders bring their paddy to the mill. If the miller keeps the bran, there is no charge for milling. This is a common practice. The bran is sold to poultry and pig farmers or to small traders who bring their paddy to the mill. Otherwise, there is a milling fee. Custom milling is usually done by small and medium size mills; 

  • Commercial milling: The miller buys paddy and sells rice directly to the market retailers of through intermediary traders. Millers have the requisite storage capacity and financial resources may store paddy up to 10 months to take advantage of higher prices in August and September, preceding the new harvest. 

  • Contract milling: For Government institutes, for the provincial Departments of Commerce, for the SEFCP, and sometimes for international organizations such as WFP. 

Rice millers in the Vientiane area often buy paddy at lower prices from Khammouan and Savannakhet. Village mills and the small District mills tend to be very busy during May and June just after the harvest of dry season paddy and during November and December following the main wet season harvest. Other millers, especially larger capacity mills, store paddy and mill during the rainy season.
