ORGANIZATIONAL STRUCTURE
The authority consists of a Chairman and three Members. The Chairman and Members are being appointed by the Federal Government through a competitive process on tenure basis in accordance with the provision of the OGRA Ordinance The names of Chaiman and Authority Members are as follows:

Presently OGRA has been organized into six main Departments namely Gas, Oil, Finance, Legal, Administration and Registrar’s Office
Oil and Gas Regulatory Authority (OGRA) has been set up under the Oil and Gas Regulatory Authority Ordinance dated 28th March 2002 to foster competition, increase private investment and ownership in the midstream and downstream petroleum industry, protect the public interest while respecting individual rights and provide effective and efficient regulations. As laid down in the Ordinance, the Authority comprises one Chairman and three members. To create a working environment where the interests of all stakeholders namely the Consumer, Investor & the Government is protected through Independent & Fair Regulatory practices. Consequent upon the establishment of OGRA on 28th March, 2002 the Natural Gas Regulatory Authority (NGRA) was subsumed by the OGRA. All properties and works done by the NGRA were transferred to and protected under the OGRA Ordinance. OGRA was, therefore, in a position to start its functions in respect to natural gas immediately upon its establishment. The Federal Government has now w.e.f. March 15, 2003 assigned functions for the regulation of activities relating to LPG (Liquefied Petroleum Gas) and CNG (Compressed Natural Gas) sectors in the country to the Oil and Gas Regulatory Authority and has designated the OGRA as an Authority in place of the Director General (Gas) of the Ministry of Petroleum and Natural Resources. Any Corporation or person interested in getting licence for the LPG and CNG activities may apply to the OGRA on the prescribed format available on the Website. For this purpose, the OGRA has also set up a one-window facility, which will work from 9 a.m. to 12 noon on all working days to provide any assistance and information in this regard to the interested parties, general public and the existing LPG and CNG licensees.

Gwadar Transporters
Transport market in Gwadar is limited with no established transport companies and brokers operating. Local transport is mainly engaged (80 percent) by the fisheries; as the only commodity moving out from Gwadar is fish. Few refrigerated containers and mostly small capacity trucks with ice boxes were visible in abundance.
On need basis, transport from Karachi and other cities is arranged to support the market, which entails certain risks and cost implications. In addition, it is worth mentioning that some of the transport companies from Karachi/Quetta are familiar and well-connected to induvial agents in Gwadar.

Freight Forwarding Agents
PAKISTAN INTERNATIONAL FREIGHT FORWARDERS ASSOCIATION:
Registered with the Ministry of Commerce, Government of Pakistan, License No. 04. PIFFA (Pakistan International Freight Forwarders Association) is a non-profitable organisation representing more than 500 companies based in Pakistan providing Land, Air, Ocean Combined Transport and other Logistics services. PIFFA established in 2005 and became the sole representative body of Pakistan Freight Forwarders. The role of the Association includes support for the Pakistan trade worldwide, the development and the maintenance of healthy international freight services industry within Pakistan.
Making sure for the achievement of a level playing field for the efficient movement of freight worldwide by all modes transport.PIFFA promotes the freight / logistics service industry as a whole. The Association aims to achieve standardization in the industry and to promote a high degree of professional conduct among its members, including ethics and financial viability.PIFFA has also been instrumental in establishing and continuously updating the industry's S.T.C (Standard Trading Conditions). The Association plays an important role in representing the Pakistan freight forwarding and logistics industry on an international level. PIFFA represents its members' interests at meetings of FIATA and other forums, ensuring that Pakistan's Freight Forwarding industy voice is heard at international industry conferences and seminars. PIFFA is the Local representative of FIATA and Member Association for Pakistan

Telecommunication Regulation
The Pakistan Telecommunication Ordinance 1994, established the primary regulatory framework for the telecommunication industry including the establishment of an authority. Thereafter, Telecommunication (Re-Organization) Act no XVII was promulgated in 1996 that aimed to reorganize the telecom sector of Pakistan. Under Telecom Reorganization Act 1996, Pakistan Telecommunication Authority (PTA) was established to regulate the establishment, operation and maintenance of telecommunication systems, and the provision of telecom services.
PTA has its headquarters at Islamabad and zonal offices located at Karachi, Lahore, Peshawar, Quetta, Rawalpindi and Muzaffarabad.
PTA's functions include:
- To regulate the establishment, operation and maintenance of telecommunication systems and provision of telecommunication services in Pakistan.
- To receive and expeditiously dispose of applications for the use of radio-frequency spectrum.
- To promote and protect the interests of users of telecommunication services in Pakistan.
- To promote the availability of a wide range of high quality, efficient, cost effective and competitive telecommunication services throughout Pakistan.
- To promote rapid modernization of telecommunication systems and telecommunication services.
- To investigate and adjudicate on complaints and other claims made against licensees arising out of alleged contraventions of the provisions of this Act, the rules made and licenses issued there under and take action accordingly.
- To make recommendations to the Federal Government on policies with respect to international telecommunications, provision of support for participation in international meetings and agreements to be executed in relation to the routing of international traffic and accounting settlements.
- To perform such other functions as the Federal Government may assign from time to time.
Rights of licensees are duly protected;
- All of its decisions and determinations are made promptly, in an open equitable, non discriminatory, consistent and transparent manner;
- All applications made to it are disposed of expeditiously;
- The persons affected by its decisions or determination are given a due notice thereof and provided with an opportunity of being heard;
- It encourages, except subject to the exclusive right of the company in basic telephone service, fair competition in the telecommunication sector; and
- The interest of users of telecommunication services are duly safeguarded and protected.
