The following sections contain information on the logistics services of Bangladesh
3.1 Bangladesh Fuel
Fuel overview
The petroleum sector is considered one of the most sensitive sectors of an economy. Macro- economic indicators are highly sensitive to the price of petroleum products. The oil and petroleum industry of Bangladesh is mostly under the control of Government. With a view to providing petroleum products to all consumers at equal price irrespective of transportation cost, the government established Bangladesh Petroleum Corporation (BPC) by a presidential Ordinance in 1976. Presently BPC is composed of three oil marketing companies, two blending plants, one LPG bottling company and a refinery as its subsidiaries.
The production, processing, refining and marketing of petroleum products in the country is vested exclusively with the Government of Bangladesh as per the Bangladesh Petroleum Act, 1974. The Petroleum Act also specifies the authorities, functions and responsibilities of BPC including establishment of plants & infrastructure, building necessary facilities and their extensions for marketing of petroleum products; monitoring coordination of the subsidiary companies of BPC and any other functions and responsibilities as directed by the government. Intense competition has been prevailing in the lubricant market due to the presence of more than 50 market players along with the brands marketed by three state owned oil marketing companies. Marketing of petroleum products is responsibility of three oil marketing companies namely:
- Padma Oil Company Ltd (POCL)
- Jamuna Oil Company Ltd (JOCL)
- Meghna Petroleum Ltd (MPL).
At present only about 30% of the market demand of the lubricant products are served by the three oil marketing companies. It is notable here that BPC has no price control on the lubricant’s products. The pricing structure is settled by the Government at ex-refinery level, depots level, and also at consumer level in different distances. The commission at each level of suppliers namely oil marketing companies, agents, dealers are also fixed by the Government. As per the requirement of the state, the Government of Bangladesh imports crude oil and refined oil, then the crude oil is refined through Eastern Refinery Ltd. (ERL), another subsidiary of BPC and distributed through its oil marketing companies. There exists some special arrangement among the three oil marketing companies with a few direct customers. Among the direct customer groups, there are some Government organizations (PDB, Bangladesh Railway, and Defence Service), autonomous body (Chattogram Port Authority, BIWTA, Bangladesh Ordnance Factory) and nationalized industries etc. The oil marketing companies are engaged in marketing of oil products and the income it earns is termed as ‘Margin’ that is fixed by and determined by the Government. Sales net of cost of goods sold (net earnings from petroleum products) is recorded in the financial statements as a form of net revenue rather than gross revenue.
Fuel storage and transportation
Present annual demand of petroleum products in the country is Approx. 3,300,000 tons. Total storage capacity of petroleum products in the country is 12,00,336 MTs, of which the storage capacity at Eastern Refinery Ltd is 5,04,560 MT. In the main installations of three oil-marketing companies of BPC the storage capacity is (Padma Oil Company Ltd-2,54,248 MTs, Jamuna Oil Company Ltd-1,84,794 MTs, Meghna Petroleum Ltd-2,15,275.
Other than Chattogram, oil companies have oil depots in different parts of the country, located at Godenail, Fatullah, Daulatpur, Bhairab, Chandpur, Baghabari, Balashi, Chilmari, Ashuganj, Rangpur, Dhaka, Barisal, Jhalokati, Sreemangal, Sylhet, Parbatipur, Rajshahi, Natore and Harian (Rajshahi).
From Chattogram, 82% of petroleum products are transported by river (coastal tanker), 6% by RAILWAY (Tank wagon or Box wagon), 10% by road (Tank lorry/truck) and 2% by other local means (boat, push cart or van etc).
There are 72 coastal tankers (850-1200 tons capacity each) for transportation of petroleum products from Chattogram to Godenail, Fatullah, Daulatpur, Barisal, Jhalokati, Chandpur, Ashuganj and Bhairab depots. There are 33 shallow Draft Tankers (400-450 tons capacity each) for transportation of products from Godenail or Fatullah to Baghabari, Chilmari, Balashi and Chandpur depots.
There are about 1,000 railway tank wagons (meter gauge and broad gauge). From Chattogram, products are dispatched to Sylhet, Sreemangal, Rangpur and Dhaka oil depots by rail through meter gauge railway. From Daulatpur products are dispatched to Natore, Parbatipur, Harian and Rajshahi depots by rail through broad gauge railway.
There are 759 filling stations, 37 consumer pumps, 1,480 agents/distributors, 1273 LPG (LIQUEFIED PETROLEUM GAS) dealers and 305 Packed Point Dealers appointed by three oil-marketing companies in the country for retail trading. There are more than 6,000 tank Lorries owned by dealers/distributors for transportation of petroleum products from oil company depots to their selling points.

Fuel transportation
After procuring petroleum products, they are distributed to different destinations all over the country. Petroleum products are mainly distributed by 3 modes of transportation. Due to higher capacity and cost effectiveness water way is the best choice. Padma, Meghna and Jamuna all these 3 companies use almost 90% of their product by river.

3.2 Bangladesh Transporters
Overview
The transport and communication system is a vital physical infrastructure for the socio-economic development of a country. Transport network and proper transportation system is very important for the economic growth of any country. Transport also plays vital role in Logistics activities and other humanitarian activities. According to Bangladesh Bureau of Statistics (BBS), the contribution of the transport and communication sector to GDP was 11.13 percent and the rate of growth was 6.58 percent during FY2017-18. In context of globalisation and the market economy involvement with regional and international transport international networking is crucial for Bangladesh. Due to geographical advantages Bangladesh is blessed to have all means of transportation system. Bangladesh is very well connected internationally and internally by Road, Rail, Air and Water.
In Bangladesh lots of projects/programmes are being implemented on priority basis in order to develop a well-knit and efficient transport and communication system that would synchronise with international and regional transport, information and other communication networks. Bangladesh has been developing it’s Road, Bridge, Railway, Waterway, Shipping and Airway facilities continuously. Keeping pace with that the transport sectors also being developed both by the govt and private owners. Bangladeshi land transport is essentially in the hands of the private sector except the only body-BRTC. In the same way, Water transport sector is also led by the private owners whereas BIWTC contribute a small portion. Following are the means of Transportation in Bangladesh.
Railway Transportation
To make a dependable, affordable, environment friendly and compatible mass-transport system the Railway Division was transformed into a separate Ministry on 4 December 2011. Bangladesh Railway at present having 2877.10 Km of railway line. It operates Total 348 Passenger trains and 6 Container trains & 20-25 goods trains daily. Railway connected almost all-important places of 44 civil districts and plays important role in the economy. It is one of the most safe and economic means of transportation after waterways. Bangladesh Railway is maintained by its own resouses under the ministry of Railway.
Inland Water Transportation
In Bangladesh, being a country with many rivers, Inland Water Transport (IWT), is a major mode for the transport of goods and people. IWT is important for the poor as well as it is the cheapest mode of transport compared to road or rail. Total length of rivers in Bangladesh is estimated to be in the range of some 24,000 kilometers, providing a very high degree of penetration. Out of this total, 6,000 kilometers are accessible for movement of modern mechanized vessels during the monsoon season, and out of this, some 3,800 kilometers are navigable around the year. Country boats, in the number of several hundred thousand, are traditional vessels which have been plying inland and coastal waters for hundreds of years and which play a key role as a rural mode of transport of goods and people. Inland ports and other facilities include 11 major inland ports, 23 coastal island ports, 133 launch stations and more than 1,000 minor landing points located in rural areas. Bangladesh government through BIWTC and different private stakeholders are operating in internal riverine routes and Bangladesh Shipping Corporation is operating at international routes. Air Transportation
Civil Aviation Authority of Bangladesh (CAAB) renders its services to regulate and to develop required aviation facilities in Bangladesh for national and international air transportation. Civil Aviation Authority installs, maintains and operates aerodromes, air traffic, air navigation and telecommunication services and facilities. All other aviation related ground services and facilities are also ensured by CAAB for safe and smooth aircraft operation within the territorial air space of the country. At present CAAB operates 3 international airports and 5 domestic airports. Total 7 Short Take-Off and Landing (STOL) ports are there but not in operation except in emergency or military use.
Biman Bangladesh Airlines being the national flag carrier operates in 7 domestic and 16 International destinations. Biman has a rich and modern fleet consisting of total 16 Aircrafts of different size (4x 787-8, 4x 777-300ER, 6x737-800 and 2xDASH-8). Biman is continuously working to enhance its fleet capability by leasing more appropriate capacity aircraft commensurate with market demand and serve the valued passengers at home and abroad.
In addition to them 4 private Airliners are operating regular Domestic and Regional Flights including Middle-eastern countries. There are 10/12 Private entrepreneurs are also operating Helicopters for passenger, Cargo and emergency medical supports. At present more than 20 international airlines maintain their schedule flights in Bangladesh. List of Private Airlines, Helicopters and International Airliners are shown at Art 4.9 Page no 494.
Road Transportation
The total length of road in the country is 21,302.08 km, of which 18,202.06 km is paved, under the management of Roads and Highways Department. Out of the total road network under this department, 3,812.78 km is National Highway (17.90%), 4,246.97 km Regional Highway (19.94%) and remaining 13,242.30 km is Zila roads (62.16%). In addition, RHD has 4,404 bridges and 14,814 culverts under its control. Moreover, RHD has currently been operating about 96 ferry boats in 41 ferry Ghats on its road network throughout the country. Both Public and Private transporters are engaged in operating in those roads.
Public transportation
Public Transportation system both for Passengers and Cargo carrying are managed by the single government entity named BRTC. Details of such services are below:
Passengers services
BRTC operates three international bus lines (Dhaka to Kolkata, Agartala, and Siliguri in India). Inside Bangladesh, it operates inter-district bus services through its bus depots in Chattogram, Bogura, Cumilla, Pabna, Rangpur, Barisal and Sylhet. It also operates intra-city bus services in many major cities of the country. At present, BRTC has a fleet of 1,449 buses.
Cargo services
For transportation of cargo, BRTC operates a fleet of approximately 170 trucks. The primary objectives of this division were to carry government food stocks (for the DG Food), relief items during humanitarian operations, fertilizers, etc throughout Bangladesh. About twenty percent of the government food transport uses BRTC's trucks. The two main truck depots are located at Dhaka and Chattogram. Cargo trucks service is also available for private hiring. Private transportation
As for other sectors, the transportation sector is highly fragmented, geographically localized, and very few companies have national operations and fleet. The largest companies focus near the country’s main logistics hubs: Chattogram, Dhaka, Khulna, etc. The large majority of the fleet consists of small trucks between 5 and 15 MT. Few trailers because all the road network and local infrastructure for loading / unloading do not allow the transport of containers. The logistic service companies (Shipping companies, Custom Clearance agencies, Freight Forwarders, etc.), have lists of carriers with whom they usually work and may share their information.
Similarly, regional and district offices of the DG Food of the Ministry of Food and Disaster Management make a call for tenders from local transport companies and edit a short list of local carriers with whom they work for 2 years. These lists can be obtained from DG Food’s local (DC Food) or regional (RC Food) offices. However a non exhaustive List of Private Transporters are shown at Art 4.16 Page no 525

In addition to the above transportation facilities ther are arrangements for short terms and within city type services available. These servise are in different names and forms. Taxi Services
In Bangladesh 7/10 Taxi Companies had been operating but very few of them are reliable and recommended for expatriates. The “yellow cabs” (yellow color taxis) are usually more organized and can be called by phone. Usually, companies will prefer renting car with drivers rather than using taxis. 3.3 Bangladesh Manual Labor Costs
Bangladesh has a high population and density country and a significant percentage of people are unskilled and thereby remain unemployed. These people engage themselves as manual labour for carrying out any kind of labourious jobs. Except those formally employed in different Industries and organizations are not really bounded by any kind of employment acts/regulations. They are guided by the existing practises and rates of wages depending on the type of work and locality. Whereas, Bangladesh govt is very keen to uphold the interest of the labourers and there is a labour law in the name “Bangladesh Labour Act 2006” which is revised on several occasion to meet the current situation. This law is implemented and monitored by the Ministry of Labour and Employment in confirmity with the ILO. For details on ministry pl follow: https://mole.gov.bd.
The Ministry of Labour and Employment functions through a number of departments to ensure different types of activities related to the labour force for the overall interests of the labourers.
Wages
As per the Labour Act of Bangladesh, minimum wages refer to monthly minimum pay for workers specially in the garment industry including other established Industries which are monitored by the govt. So these sectors do maintain the formal procedure of payment due to inspection and compliance liability by the monitoring agencies. Labourers of these sectors are being paid wages as per the scales/rates laid down by the govt through Labour Law and its supplements/amendments time to time. Employment regulations
The minimum age for workers in Bangladesh is 18 years in factories and establishments. Child labour is prohibited in Bangladesh, though unofficially some child labourers are seen in some local factories. Contracts are made in the form of a letter of offer. Workers may also be engaged on verbal agreements. In government organizations and in some private organizations as well, a probation period exists for skilled or semi-skilled workers varying between three months to one year and during this period either party may serve one months’ notice for termination from or giving up of the job. In the private sector, the dignity of labour is ensured in accordance with the principles enunciated in the ILO convention and recommendations.
The employment market
Bangladesh offers a substantial manpower skilled, unskilled, educated and uneducated in all sectors. There is a good supply of very low-cost labour in the country. Many of them have a working knowledge of English language and possess the basic skills required by industries. The expenditure incurred by an employer to train his employee is exempted from income tax. All employers are expected to comply with the government's labour laws, which specify employment conditions, working hours, wage levels, leave policies, health and sanitary conditions, and compensation for injured workers. Freedom of association and the right to join unions is guaranteed in the Bangladesh Constitution. The right to form a union, subject to government approval, is also guaranteed. However, unions are not yet permitted to form in the export processing zones. Labour unions remain strongest in the jute, textile, and transportation sectors.
Wages rates for manual labourers
Regulations regarding minimum wages, hours of work and occupational safety and health are not strictly adhered to as per the existing Labour law for the official employments. Minimum wages set by law, vary depending on occupation, but are generally ignored for the informal employments. There is no national minimum wage. In most cases, private sector employers ignore this wage increases, arguing that low labour productivity vitiates any arguments for set wage. In reality, the wages of such informally employed labourers depends on the type of employments, work place, season, daily/hourly, package deal and negotiations among the concerned parties based on govt guidance and existing practices. Note: These rates are fixed for particular work and place. OT system is also there if the labourers work beyond 8 hours a day. It is fixed in the consensus of all the parties involved in the operation in the presence of Govt Representatives. But in most of the cases, labourers are engaged for such works through enlisted contractors of particular organizations. In that case, OT and other benefits for the labourers will be looked after by the contractors, as the total operation will be executed on a pre determined contract rates. |
3.4 Bangladesh Telecommunications
Overview
Information and Communication Technology (ICT) is one of the fastest growing sectors in Bangladesh. The liberalisation of Bangladesh's telecommunications sector began with small steps in 1989 with the issuance of a licence to a private operator for the provision of inter alia cellular mobile services to compete with Bangladesh Telegraph and Telephone Board (BTTB), the previous monopoly provider of telecommunications services within Bangladesh. Significant changes in the number of fixed and mobile services deployed in Bangladesh occurred in the late 1990s and the number of services in operation along with the standard of services have subsequently grown exponentially in the past recent years. Committed to establish “Digital Bangladesh”, the country has taken several significant steps for development of ICT infrastructure and legal framework.
- The ICT Act (revision), 2009 and National ICT Policy, 2009 have already been promulgated. The ICT Act has duly addressed the legal issues involved.
- The National ICT Policy is structured around a Vision, 10 broad objectives, 56 strategic themes and 306 action items to be implemented by 49 Ministries/Divisions/Departments either on the short term (18 months or less), medium term (5 years or less) or long term (10 years or less). Meanwhile some immediate action items have been implemented.
- Steps have been taken to introduce e-governance, e-commerce, and e-banking in the country. Now electric bill payment and advanced messages on disaster are done through mobile phone.

Structure of Telecom Network
- Bangladesh Telecom Network Topology
- As defined in the National Telecommunications Policy 1998 and International Long-Distance Telecommunications Services (ILDTS) Policy 2007, all mobile operators is to interconnect
- through Interconnection Exchange (ICX) and all international calls to be handled by International Gateway (IGW) which is to be connected to the mobile and fixed operators through the ICXs.
- The Interconnection Exchange (ICX) will receive all calls from the mobile and fixed operators whenever the call is made to other network and will pass it to the destination network if the call is local and will pass to the IGWs if the call is international. ICX will also deliver calls received from IGWs where the call is destined.
- The structure of interconnection between different interfaces is shown on the diagram.
Bangladesh Telecommunication Regulatory Commission
For the purpose of development and efficient regulation of the telecommunication system and telecom services in the country Bangladesh Telecommunication Regulatory Commission (BTRC) was established as an independent Commission under the Bangladesh Telecommunication Act, 2001 (Act no. 18 of 2001). BTRC started functioning from January 31, 2002 with the vision to “Facilitate Connecting the unconnected through quality telecommunication services at an affordable price by introducing new technologies”. To achieve this objective the Commission performs certain activities which are as follows:
- To encourage the orderly development of a telecommunication system that enhances and strengthens the social and economic welfare of Bangladesh.
- To ensure, in keeping with the prevalent social and economic realities of Bangladesh, access to reliable, reasonably priced and modern telecommunication services and internet-services for the greatest number of people, as far as practicable.
- To ensure the efficiency of the national telecommunication system and its capability to compete in both the national and International spheres.
- To prevent and abolish discrimination in providing telecommunication services, to progressively effect reliance on competitive and market-oriented system and in keeping with these objectives, to ensure effective control of the Commission.
- To encourage the introduction of new services and to create a favourable atmosphere for the local and foreign investors who intend to invest in the telecommunication sector in Bangladesh.
Performance of BTRC
- According to telecommunication policy, tele-density is targeted to be enhanced by 10 percent in the next 10 years.
- According to BTRC forecast, telephone subscribers will rise to 50 million.
- The tele-density now stands around 47.8 percent, which is more than three times than that of projected target. The aim of the Commission is to progressively rely on competitive market oriented system. In keeping with this objective, the Commission is committed to ensure effective control on telecommunication and to introduce new services and to create a favourable atmosphere for the local and foreign investors who intend to invest in the telecommunication sector in Bangladesh.
- The total number of Mobile Phone Active Subscribers has reached 772 Million at the end of June 2019.

Terrestrial services in Bangladesh
According to Radio Regulation issued from International Telecommunication Union (ITU) all radio communication services have been defined as Terrestrial Service except Space Radiocommunication and Radio Astronomy. The following section gives a detail description of different Terrestrial Services in Bangladesh:
2G and 3G Cellular Mobile Phone services
Since the last decade of the previous century, 825-845/870-890, 885-890/930-935,890-915/935-960 and 1710-1785/1805-1880 MHz frequency bands are being used for cellular mobile phone services using 2G technology. With this technology, subscribers are able to use low-speed data service alongside the voice call. In order to spread high-speed mobile broadband service to the people of distant corners of the country, 35 MHz frequency have been assigned to 5 (five) Mobile Phone Operators to provide services through 3G technology in the year 2013. 3G subscribers in Bangladesh are availing high speed internet, enjoying television in mobile, video conferencing service and video on demand service.
Technology Neutrality in 800, 900 & 1800 MHz Band
In 2017-2018 fiscal year, initiatives have been taken to introduce ‘Technology Neutrality’ in the frequency assigned to the cellular mobile phone operators of the country from 800, 900 & 1800 MHz spectrum band. After successfully introducing this feature, spectral efficiency of the spectrum increased and cellular mobile phone operators are now able to provide 2G, 3G and 4G/LTE services in the same spectrum with little investment.
Introduction of 4G/LTE Service in Bangladesh
With a view to keep pace with the progressive global development in the field of technology, Bangladesh is also moving ahead with the inception of 4G/LTE in the country. On 19 February 2018, Grameenphone Ltd., Robi Axiata Ltd., Banglalink Digital Communications Ltd. and Teletalk got the 4G-license in order to use relevant frequency and radio-communication apparatus.
PSTN Service
In order to reach fixed phone services to the door steps of the people of the country in parallel to mobile phone services, PSTN license was provided to 14 organizations. In this context, spectrum from CDMA 450 MHz, CDMA 800MHz and CDMA 1900 MHz band had been assigned to those organizations according to their demands. But later, assigned spectrum of some PSTN operators had been cancelled due to their involvement in different illegal activities. Due to the lack of financial investment and failure to expand the network coverage, many operators have minimized their services or stopped completely. At present other than the state-owned operator Bangladesh Telecommunications Company Ltd (BTCL) and privately-owned Ranks Telecom Ltd and Banglaphone Ltd, other PSTN operators do not have citable activity. However total number of Glossary Link PSTN Subscribers has reached 0.8095 million. The PSTN Phone subscribers are shown below:

Broadband Wireless Access Service
In order to provide internet access to everywhere in Bangladesh, especially in the underserved area, two Broadband Wireless Access (BWA) licenses have been awarded in 2008 to Augere Wireless Broadband Bangladesh Ltd and Banglalion Communications Ltd (each had been awarded 35MHz of spectrum from 2.3GHz & 2.5GHz band respectively. Though primarily WiMAX was the technology to be used for BWA service, due to the technological evolution, LTE has been allowed to the licensees to provide the faster internet service throughout the nation especially in rural area/at the grassroot level.
Wireless Internet Service Provider
BTRC has issued license to 14 Internet Service Providers to provide wireless internet service for data communication in Bangladesh. These ISPs are entitled to provide internet service to the consumer level. Till 2018 these ISPs served a total of 40,000 subscribers. Wireless Internet Service Provider organizations are entitled for serving the internet services, data communication service, IP telephony service, CC camera solution, network security solution and video conferencing services to the customer end.
Terrestrial Television Broadcasting
In Bangladesh only Bangladesh Television (BTV) is providing terrestrial television broadcasting service. BTV is using 174-230 MHz spectrum in VHF band for this transmission. Due to the spectral efficiency in digital terrestrial television broadcasting system, more channels can be accommodated in the same amount of spectrum comparing to analogue technology. Considering all these, BTRC has completed procedures of reserving spectrum of 522-698 MHz UHF band for Digital Terrestrial Service in Bangladesh. As a result, various television broadcasting organizations will be able to provide different services including improved picture and sound, interactivity, video on demand and datacasting by using spectrum in digital terrestrial broadcasting system in future.
FM Radio Broadcasting
Radio wave is an easily accessible medium of mass communication. FM Radios being a very popular means of broadcasting, it is now easily possible to create common public opinion for welfare of the society, create awareness against rumour and superstitions, make people aware against militant activities, promote the importance of public education, industry, culture, music, history, tradition, sports etc. Those who have been awarded the license to establish and operate FM radio broadcasting seek frequency to BTRC and spectrum is assigned from 87.5 to 108 MHz band i.e. ‘FM band’ from BTRC according to National Frequency Allocation Plan (NFAP). Each organization has a spectrum allocation of 200 kHz for broadcast in the FM band and 200 KHz has been kept unallocated between two operators, which is working as a guard band. As a result, it would be possible to provide spectrum allotment to 51 (Fifty-one) spots in the FM band. Till 2017-2018 fiscal years, licenses have been issued to state owned ‘Bangladesh Betar’ and 28 non-government organizations for FM radio broadcasting.
Community Radio Broadcasting
In order to improve the quality of life of the people of certain geographical locality having similar socio-economic standard and cultural heritage by providing various information, Ministry of Information (MoI) issued Community Radio Installation, Transmission and Policy-2008. Under this policy, Ministry of Information (MoI) has issued approval/licenses to 31organizations for Community Radio broadcasting services till 2017-2018 fiscal year. Among those, 18 non- government organizations have been assigned spectrum from 87.5-108 MHz band from BTRC according to National Frequency Allocation Plan (NFAP). As the community radio will serve in a specific area only, the community radio service is being provided by reusing the 03 FM frequencies with 200 KHz bandwidth. These are 98.80 MHz, 99.00 MHz and 99.20 MHz.
Professional Mobile Radio Service (PMR)
PMR service is an actually two-way radio transceiver. According to International Telecommunication Union (ITU) regulation and National Frequency Allocation Plan (NFAP) of Bangladesh, Spectrum of PMR service in HF Band (3-30 MHZ) and VHF Band (30-300 MHz) are reserved for Walkie-Talkie. Moreover, some part of UHF Band (300-3000 MHz) is also used for PMR service. Beside this, for Citizen Band 26-27 MHz and for Short Business Radio (SBR) 245-246 MHz frequencies are used in shared basis only for walkie-talkie to walkie-talkie communication without repeater. At present, all in the above cases 12.5 KHz bandwidth is used for this service. To ensure the security of government / non-government / private organizations, office-court, security agencies and law enforcing agencies of the government, United Nations Missions, diplomatic agencies, the use of walkie-talkie has immense importance. Currently 814 institutions are assigned frequencies in different bands. Among those most of the institutions have been assigned frequencies in HF, VHF and UHF band to communicate using base station, repeater and walkie-talkie.
Governmental Radio Service
Some frequency bands are reserved for National Security Agencies and Law Enforcement Departments in National Frequency Allocation Plan (NFAP) of Bangladesh. These frequency bands are known as Governmental Radio Band. In order to provide security to the people and to maintain law and order, these frequencies are used by Bangladesh Army, Bangladesh Air force, Bangladesh Navy, Bangladesh Police, Border Guard Bangladesh, Bangladesh Ansar and VDP, Coast Guard, Fire Service and Civil Defense.
ISM Radio Service
Under the National Frequency Allocation Plan (NFAP), 26.957-27.283 MHz band, 40.66-40.70 MHz band, 2.40-2.483 GHz band and 5.725-5.850 GHz band are identified as Industrial, Scientific and Medical (ISM) bands. In particular, ISPs providing Wi-Fi services are major users of the 2.40-2.483 GHz band.
Aeronautical Radio Service
As per NFAP of Bangladesh, 108.000 MHz to 117.975 MHz and 118.00 to 136.00 MHz spectrum are generally used for Aeronautical radio service. In the aforesaid spectrum 108.000 MHz to 117.975 MHz is used for Instrumental Landing System (ILS) and 118.00 to 136.00 MHz spectrum is used for air to air, air to ground and also ground to air communications.
Maritime Service
HF and VHF bands are reserved for Maritime Radio service and 2182 KHz and 156.800 MHz frequencies are used for distress call and safety services in maritime operations.
VSAT services
Very Small Aperture Terminal (VSAT) is a wireless communication system that uses a combination of a small antenna and satellite terminal equipment. It is possible to provide high speed data and voice service very easily and uninterruptedly from any place of the world by broad and narrow band wireless service using orbital satellite. As an alternative of terrestrial communication system and it provides various facilities. VSAT helps building cost effective unique communication network in any dispersed area. VSAT networks offer value-added satellite-based services capable of supporting the Internet, data, LAN, voice/fax communications and can provide powerful, dependable private and public network communications. At present, there are 5 (five) VSAT Provider with Hub Licensee, 12 (twelve) VSAT provider Licensee, 44 VSAT User Licensee in the country. Submarine cables
Bangladesh Submarine Cable Company Ltd (BSCCL) is a Core Telecommunications service provider and International Submarine Cable Operator of Bangladesh. It is also an IIG (International Internet Gateway). The service provided by BSCCL represents the Long-haul communication between Bangladesh and the rest of the world. The Company emerged in July 2008 as a public Ltd company under the Posts and Telecommunications Division of Posts, Telecommunications and Internet Technology Ministry, Government of Bangladesh. BSCCL is a party in both SMW-4 and SMW-5 Consortiums provide more capacity and redundancy in Submarine Cables for Bangladesh. BSCCL-IIG is helping the people of the Country to get broadband Internet with cheaper rate and better quality of service. BSCCL is one of the growing companies in the Telecom sector of Bangladesh. It is a leading company for implementation of National ILDTS & ICT policies to develop modern tele-network and high speed Broadband Internet in Bangladesh. The submarine cable network is expected to be the main telecommunications infrastructure for “Digital Bangladesh” by the year 2021 and BSCCL is certainly going to play a major role. By providing high capacity fiber optic submarine cable bandwidth and state of the art Internet Transit facilities, BSCCL is effectively connecting the people to the “Information Super Highway”.
The Bangladesh Submarine Cable Company signed the agreement with SMW-5 Consortium in 2014 and ensures the ownership of the country's second submarine cable, which was inaugurated on 10th September-2017.
Optical Fiber Network
BTCL has expanded its network by fiber optics in 64 districts. Apart from 108 optical fiber development projects in 108 union parishads "110 optical fiber development projects in 1000 union parishads" and 1104 total 1212 unions have been attached. Further, the activities of setting up optical networks in district, upazila and union level are going on under "Wireless Broadband Network for the Digital Bangladesh (4G, LTE) Project". BTCL is also expanding their network through various projects implemented under the ICT department. Since the mobile operator got their licenses, they started building their own optical fiber network optical fiber network and allow only NTTN operators to build such infrastructure. So far following Private operators have completed Optical Fiber Network in different upazilla:

Bangladesh - 3.5 Bangladesh Food Suppliers, Accommodation and OtherMarkets
Food processing trends
In Bangladesh, the major cereals are rice and wheat while the minor cereals include barley/jab, joar, bazra, cheena and kaon; of the oil seeds, rape and mustard are most important. About 85% of the population is directly or indirectly engaged in agriculture and about 64% of the land is under crop cultivation.
Major crops are grown on one percent or more of the gross-cropped area (GCA). In Bangladesh, only nine crops- rice (73.94 percent), wheat (4.45 percent), jute (3.91 percent), rape and mustard (3.08 percent), lentil (1.54 percent), chicklling vetch (1.25 percent), potato (1.13 percent), sugarcane (1.12 percent), and chilli (1.05 percent) are grown on 1 percent or more of the crop acreage (14.61 million hectare).
Gram (0.78 percent), millet and maize (0.60 percent), onion (0.58 percent), black gram (0.51 percent), sweet potato (0.45 percent), groundnut (0.40 percent), green pea (0.36 percent), sesame (0.33 percent), linseed (0.30 percent), garlic (0.20 percent), pea (0.12 percent), and barley (0.10 percent) are grown on less than 1 percent of the gross cropped area. Some crops, including vegetables, spices, etc., occupy an insignificant proportion of the GCA (i.e. less than 0.10 percent to each crop), and they altogether account for 1.57 percent.
Rice: Three seasonal rice groups are recognized in Bangladesh and it dominates the cropping pattern throughout the country. Almost 90 percent population are rice eaters. These three groups are cultivated throughout the year as Aus, Aman or Boro.
Wheat: After rice, wheat is the most important crop. It is grown mainly in the drier parts of the north and cultivated only as a winter crop (Nov-Dec). It is mostly used as ata or maida (wheat flour) for preparation of bread and cakes. Wheat is grown under a wide range of climatic and soil conditions and grows well in clayey loam soils.
Potato: Potato is primarily used as a vegetable, but it is also considered as a staple food like in many other countries. Potato varieties that are cultivated in Bangladesh are broadly categorized into two groups: local and high yielding (HYV).
Pulses: The common pulses are Masur (lentil), Mung (green gram), Mashkalai (black gram), Chhola (chick pea), Kheshari (lathyrus or grass pea), and Motor (pea). Kheshari is widely cultivated, mostly as fodder, and also consumed by the villagers of the northern part of the country.
Vegetables: Vegetables are important for food security in Bangladesh. Nearly 100 different types of vegetables, comprising both local and exotic types, are grown in Bangladesh. However, the availability of vegetables is only about 20 percent of the recommended requirement of 200 g/person/day. Vegetable farming in Bangladesh can be grouped into 3 categories based on scale of production and objectives of farming: vegetable production on homestead, vegetable production for commercial market and vegetable farming for seed production.
Food consumption habits
In the South
Barisal, Chattogram and Khulna Divisions, being close to sea, tend to have a larger use of sea fishes in their cuisines. ShuBDTi, a treated dry fish, is extremely popular in these areas.
In Dhaka
As a cosmopolitan city, Dhaka has a high level of Western influence in its cuisine. Dishes involving fried rice and a lot of meat are usually legacies of Dhaka's past.
West and North-west areas
Vegetable heavily occupy the main eating in these areas. A higher level of use of spices is common. River fishes (sweet water fishes) are common in the dishes.
North-east
Large number of lakes around the Sylhet Division encourages greater use of lake fishes in the cuisine. More over due to the location is in proximity to the hills of Assam of India, fruits and pickles are generally used for cooking and serving, which is producing a distinct nature to the dining menu here.
Staple ingredients
The staples of Bangladeshi food are rice, atta (a special type of whole wheat flour), and varieties of pulses, the most important of which are chana (bengal gram), toor (pigeon pea or red gram), urad (black gram), and mung (green gram). Pulses are used almost exclusively in the dal.
Food processing & distribution Industries overview
Within the industrial segments, the processed food industry in Bangladesh represents one of the major sectors in terms of value and employment. The sector accounts for over 22% of all manufacturing production and employs about 20% of labor forces. All food processing enterprises account for 2% of the GDP. The food processing and distribution industries in the country is heterogeneous in nature displaying greater diversity in size, technology, quality of products, processing, preserving, marketing and distributions systems. The sector is primarily dominated by small and medium enterprises with their strong linkage to the local production and high potential for processing, value addition and export. There are nearly 700 processed food manufacturing enterprises in the country including homemade processing units, of which, at least 30 enterprises are processing fruits and vegetables. These include processing of bakery, confectionery, fruits and vegetables, cereals, dairy, carbonated and non-carbonated fruit juices, drinks, other beverages and various other food items. Bangladesh itself possesses a huge domestic market for processed food. It’s important has been further multiplied due to its closer proximity to north eastern part of India with another over 70 million homogeneous people in terms of food habit and culture.
However, food processing industry in the country lacks proper technical support and well- run proficiency. The industry possesses enormous potentiality of development by creating forward and backward linkage through alliance, partnership and investments. In recent years, there has been notable development in the production of varieties of processed food by application of innovative and alternative know how. Emphasis is laid not only on achieving a better understanding to developed new products but also improving the methods of production through modernization of technology, improving the quality, life, safety and packaging as well as marketing of the processed products.
The food processing industry is heavily dependent on agricultural production as most of its raw material is primarily agro products. Hence, the industry needs to address many challenges including its dependent on nature and for seasonal crops cultivation. Despite many constrains, development of food processing industry is as the most potential growing industry which is yet to be fully explored to its utmost potential.
As the industry is growing rapidly, the food processing industry is opening up new opportunities in terms of investment, technology and exports. In Bangladesh, several technologies related to food processing and preservation of commodities has been evolved by the research & development institutes. However, proper investment will further boost the sector and attain benefits for the enterprises.

Freight Forwarding Agents
Bangladesh has succeeded in improving logistics through modernization of customs clearance procedures. However, the performance of its transportation system can still be improved. The cargo related paper work is still cumbersome compared to modern methods implemented in other Asian countries.
Bangladesh Customs provides facilities to clear imports and exports at the border crossings (land Ports), the international sea ports and airports, the Export Processing Zones in Chattogram and Dhaka and the Dhaka ICD/ICTs. The shippers and consignees are represented by licensed Clearing Agents (CA) when clearing their cargo. These are licensed individuals. The prominent Freight forwarders, offer this services. Importers and exporters select their own CA based on demonstrated ability to expedite cargo movements at a reasonable price.
Despite all the improvement recently noticed at customs and entry points, it is still recommended that agencies contract Customs Clearance agents, Freight Forwarders and / or Shipping companies to manage the whole import procedures. The major companies offer the whole range of services (clearance, storage, transport etc) or are able to coordinate it. A list of non exhaustive selection of some of the major FF agents working in the whole country (Chattogram, Mongla, Benapole, Dhaka and other concerned area) are shown at Art no 4.17 Page no 537.
Material Handling & Power Generation Equipment
Regarding heavy handling and engineering equipment, Bangladesh relies mainly on imports, particularly from Middle East and Eastern Asia (Japan & China). As lots of mega projects are being implemented in the country, huge number of heavy equipments are available in Bangladesh. Different stackholders, Construction companies and government agencies including Army, Navy, Airforce, Police, Fire Fighting & Civil Defense dept etc are in possession of heavy handling equipment. Beside using for own requirements, Construction companies rent them out to others. There are also some companies having large fleet of different such heavy equipments which they only rent out all along. Different types of heavy equipment (extraction and drilling, generators, bulls, forklifts, community water purification systems, etc.) are available in the country.
