2.6 Nepal Storage Assessment

Overview

While Nepal has an abundance of low volume storage for the commercial sector. Large-scale warehousing for the humanitarian community is more difficult to locate.  The Food Management and Trading Company (FMTC), previously Nepal Food Corporation, appears to be the largest provider of warehousing capacity for rent, but availability of their facilities is linked to the harvest season of paddy.

Storage Used by Humanitarian Organizations 

Humanitarian Staging Area

The World Food Programme (WFP) established the Humanitarian Staging Area (HSA) at TIA Kathmandu, funded by UKAid, in close cooperation with MoHA and CAAN, as a part of the “Augmentation of Kathmandu Valley Emergency Logistics and Telecommunication Common Service Project”. The purpose of this facility is to enhance the emergency preparedness and response capacity of Government of Nepal (MoHA) and the humanitarian community. The HSA has been managed on behalf of MoHA by WFP on a full cost-recovery basis, overseen by a user-group steering committee.

The infrastructure was constructed in 9800 m² of land and has 9 separate Mobile Storage Units (MSUs) in total of 2800 m² of sheltered storage area. It also has dedicated 70 x 20ft space for 20ft containers along with additional spaces for office, secured fuel station complete with refueling capacity, ample parking space and ample free space.

Two provincial HSA has been established at Nepalgunj, Province 5 and Dhangadi, Sudurpaschim Province, with 640 m² storage capacity in Dhangadi and 1280 m2 storage capacity in Nepalgunj.

In the event of crises, the National Logistics Cluster of the country activates the HSA’s and initiates logistics services to fill gaps. Updates on the requirement to procure services can be attained through Log cluster’s page dedicated to Nepal

Nepal Red Cross Society

The Nepal Red Cross Society (NRCS) is the only humanitarian organization that has its own storage facilities.  All other NGOs use commercial warehouses as needed.

Public Sector Storage

The FMTC is considered a government entity, it is the main provider of commercial warehouse space for private businesses and humanitarian organizations. FMTC’s current network consists of a head office in Kathmandu, 8 zonal offices, 26 branch offices, and 59 depots. The total storage capacity of warehouses under the management of FMTC is 160,605 MT. The capacity includes 63,400 MT storage capacity of National Trading Limited (NTL) properties acquired after the merger.

The total storage capacity of warehouses under the management of FMTC is 160,605 MT, of which a capacity of 82,250 MT (51%) is leased to other parties and a capacity of 7,680 MT (5%) is idle or used by other parties, without rental income. The remaining storage capacity of 70,675 MT (44%) is in use by FMTC of which two, 1000 MT each in Biratnagar and one, 300 MT in Dadeldhura are not owned but operated by FMTC.

Cold Chain

Ministry of Health and Population

There are five provincial cold chains, one central storage facility and two sub cold chain centers under Management Division (MD) of Ministry of Health and Population (MOHP). At the district level, public health offices have small cold chain storage facilities, and they provide service to the community. The MD under the MoHP and Provincial Health Logistics Management Center (PHLMC) under Ministry of Social Development (MoSD) manages the storage, transportation and distribution of vaccines and syringes for expanded program for immunization (EPI).

Ministry of Agriculture and Livestock Development

As part of Prime Minister Agriculture Modernization Project, MoALD is implementing Cold Store Construction Project. Government has planned to build Cold Storages in thirteen districts. (Source : myRepublica)

 

Provincial Ministry of Land Management, Agriculture and Cooperatives (Province 3)

The Provincial Ministry of Land Management, Agriculture and Cooperatives has committed Rs 450 million to build 11 cold storages to stock fruits and vegetables. The provincial government has allocated grants to fund the construction of such facilities as per the clauses of the Cold Storage Construction and Operation Work Procedures issued by the ministry in 2018-19 (Source: The Kathmandu Post). The total capacity of different refrigerated warehouses in Nepal is approximately 259,000 m3 as of the survey carried out by Global Cold Chain Alliance in 2014 .
