The Tanzanian aviation industry is mainly governed by the Tanzania Civil Aviation Authority (TCAA). The authority regulates air services and airport services and provides air navigation services in Tanzania. It was founded by an Act of Parliament in 2003. The authority is responsible for the disposition of aviation safety and for the licensing of aviation personnel. Together with the TCAA, Tanzania Meteorological Agency (TMA) ensures that safety standards are observed through provision of weather forecasting for operations of the aviation industry. In conjunction with the Tanzania Airports Authority (TAA), the TAA and the TCAA are both responsible for the airport operations. Within the industry there have been major developments such as upgrading and rehabilitation of several international and domestic airports. International Airports in Tanzania include Julius Nyerere International Airport (JNIA) Dar Es Salaam, Kilimanjaro International Airport (KIA) Kilimanjaro and Abeid Amani Karume International Airport Zanzibar. National Airports in Tanzania include Mwanza Airport, Tabora Airport; Tanga Airport, Dodoma Airport, Kigoma Airport, Mafia Airport, Lake Manyara Airport, and Songea Airport. It includes also airstrips such as Shinyanga, Kahama, and Morogoro. Julius Nyerere International Airport (JNIA) is one of 58 government owned airports operated and maintained by the TAA. It is the largest with three terminals and the busiest International Airport in Tanzania with approximate 6millions passenger per annual (https://jnia.go.tz/).

Procedures for Foreign Registered Aircraft

TCAA is the statutory authority that approves the positioning of foreign registered aircraft within the Republic of Tanzania.

The procedures are:

  1. Application for a Provisional Air Service License by the operator contracted to provide services.
  2. An undertaking from the Country of Registration for safety oversight in the Republic of Tanzania.
  3. The following documents are required for the aircraft and crew:
    1. Air Operator Certificate
    2. Certificate of Registration
    3. Certificate of Airworthiness
    4. Certificate of Maintenance and Release
    5. Crew Licenses

The application is submitted to TCAA, and the processes for normal operations can take between 7 and 10 working days. In the case of an emergency requirement TCAA advised that they are willing to ‘Fast Track ‘such applications.

  1. The Maximum permitted all up weight will be determined by the Director General of the Tanzania Civil Aviation.
  2. Special exemptions from payment of airport fees and taxes apply to the following:
    1. Military and state aircraft of the Government of Tanzania
    2. Aircraft making Test flights
    3. Aircraft making flights for search and/or relief or rescue of persons in distress
    4. Aircraft making non-commercial flights for the transport of refugees sponsored by United Nations Organizations.
    5. Any Aircraft that may be exempted by the Minister Responsible for Civil Aviation.
