Port Overview
The port of Mandalay has only one jetty for passengers, a repurposed barge, along the Ayeyarwaddy River. The port does not have any handling equipment and is suitable for general cargo only. There is no connection to the railroad. The main general cargo & fuel port is Shwe Kyat Yat, located 16km South of town close to the Ayeyarwaddy bridge (location: 21° 52' 37.3"N, 96° 00' 08.9"E). This port is privately managed by Sky & Moon co. for general cargo and Denko co. for fuel. Sky & Moon co. is operating a 25MT mobile crane from a barge for loading & off-loading, suitable for handing 20ft containers. The port is accessible for vessels & barges up to 1000 GRT and maximum 2.1m draft. (fuel port location: 21° 53' 28.7"N, 96° 00' 46.5"E). Maximum draft in the dry season is around 1.2m.
A new cargo port and container terminal is being developed by the regional government with JICA funding in Semeikhon (21° 44' 53.8"N, 95° 25' 23.4"E, Myingyan township), 47km North of Myingyan and 94km South-West of Mandalay. It is expected that a barge with 50MT crane will be floated and operational by August 2016 and additional handling equipment and infrastructure may be in place by 2018. As of June 2016 this port is lacking access roads suitable for heavy trucks from Nabuaing town and suitable port infrastructure and handing equipment. There is a concrete boat ramp and a 50MT crane, plus supporting offices.

Inland Water Transport is responsible for the port operations. The passenger jetty (1) is located in town (location: 21°58'15.88"N, 96° 3'37.88"E). This jetty is mostly used for passenger boats for tourism by Century Ananda, Upland, Sun Far Co. Ltd.

Port Performance
There is no congestion. The maximum draft is 2.1m (7 ft) and in the dry season average draft along the river is 1.2m (4ft). Maximum vessel size is 60m (200ft) length, 1000 GRT. 60 vessels visit average per month, about 720 per year. Near jetty (1) is a fuel barge with diesel for boats, which is being refuelled regularly from a government refinery in Chauk.

Discharge Rates and Terminal Handling Charges
Contact Sun & Moon Co. Ltd., the discharge rates depend on the type of cargo.
Ships are charged a standard fee for use of the waterway by the Directorate of Water Resources and Improvement of River System (DWRIRS), under the Ministry of Transport & Communications. DWRIRS charges 0.20 Kyat/MT capacity/mile, per trip (rate as of Jun 2016). This is charged at the river stations Twantay, Nyaungdong, Pyay, Magway, Mandalay and Kathar and for the Chindwin river at Monywa and Kalewa.

There is no handling equipment at the passenger terminal.
At the general cargo port Shwe Kyat Yat Sky & Moon Co. Ltd. is
operating a barge with a 25MT crane truck on it for loading and
offloading vessels. In total they have three cranes. Sun & Moon has
trucks, flatbed 16 wheeler: 12x30MT, closed body 12-wheeler: 2x16MT
and can organize up to 20 barges of 67mx16mx3.5m draft.

Stevedoring
Daily workers are arranged by by private businesses themselves. Due to low volume of cargo this is no longer handled by the Township Labour Exchange Office.
Hinterland Information
There is no direct connection with the railway from the passenger or general cargo/fuel port.
The railway cargo terminal is about 6.7km away from the passenger port, by road through downtown Mandalay, with railway connections to Monywa, Bagan, Yangon and Myitkyina.
From Shwe Kyat Yat Sky port there is quick access for trucks via the primary roads to Mandalay, Monywa and Nay Pyi Taw.
From Semeikhon port there is a 22km new gravel road that leads to a new industrial park development project near Myo Thar. However, access to the nearest tarmac road from Semeikhon is minimum 18.5 km / 1 hour via narrow dirt roads, not suitable for heavy trucks. Until road infrastructure to Semeikhon is improved, this port has no attractive hinterland connection for trucks.
